Commercial Sexual Exploitation and Missing Children in the Coastal Region of Sao Paulo State, Brazil

The commercial sexual exploitation of children (CSEC) has emerged as one of the world’s most heinous crimes. The problem affects millions of children worldwide and no country or community is fully immune from its effects. This paper reports first generation research of the relationship that exists between CSEC and the phenomenon of missing children living in and around the coastal regions of the state of Sao Paulo, Brazil, the country’s richest State. Data are reported from interviews and case records of 64 children and adolescents, who were receiving care through a major youth serving non-governmental organization (NGO) located in the coastal city of Sao Vicente. Also, data about missing children and adolescents were collected from Police Reports – a total of 858 Police Reports. In Brazil, prostitution is not a crime itself, however, the exploitation of prostitution is a crime. Therefore, the police have no information about children or adolescents in this situation, they only have information about the clients and exploiters. Thus, this investigation sought to accomplish two objectives: 1) to establish the relationship between missing and sexual exploited children; and 2) to sensitize police and child-serving authorities in both the governmental and nongovernmental sectors to the nature, extent, and seriousness of many unrecognized cases of CSEC and missing children that come to their attention. The observed results indicated that the missing children police report are significantly underestimated. They do not represent the number of children that run away and/or are involved in commercial sexual exploitation.

Esta monografía analiza la situación de la explotación sexual comercial de niños y niñas en Bogotá, sus causas socio-económicas y culturales, las políticas públicas desarrolladas en el distrito capital, y los avances y limitaciones de éstas para mitigar esta práctica.

La Explotación Comercial sexual de los niños, niñas y adolescentes – ESCNNA ha ocasionado graves repercusiones en la sociedad, sometiendo a los menores a situaciones que atentan contra su integridad física y psicológica. Por ello, en el marco internacional y nacional se han adelantado diferentes iniciativas para erradicar dicho fenómeno. La Cooperación Internacional para el desarrollo- CI ha sido una valiosa herramienta en el tratamiento del flagelo dados los diferentes canales de ayuda los cuales han contribuido para su intervención. En este sentido, la CI por medio de la Agencia Canadiense para el desarrollo internacional- ACDI y la Fundación Renacer- ECPAT Internacional (End Child Prostitution, Pornography & Trafficking of Children for Sexual Purposes) hicieron posible junto con otros actores el proyecto de CI en Cartagena llamado: “La Muralla soy yo”, el cual buscó la prevención y futura erradicación de la Explotación Sexual de niños y adolescentes en el turismo- ESNAT en la ciudad. En el presente estudio de caso se pretende identificar cómo la CI incide por medio de la ACDI y la red ECPAT Internacional en instituciones locales de Cartagena para la prevención y posible erradicación del problema de la Explotación comercial sexual infantil en niños, niñas y adolescentes, en el contexto del turismo.
Feminist Debate around ‘Trafficking’ in Women for the Purpose of Sexual Exploitation in Prostitution

Women trafficking, as a widespread phenomenon, is a complex topic with manifold consequences which have a direct bearing on the way in which the problem of trafficking is understood by regulatory institutions and their proposed solutions. The governmental strategy must respond to this multidimensional phenomenon through state tools to counteract the effects of crime and recognize that women, men, children and adolescents may be indiscriminately vulnerable to this scourge. Nevertheless, we must recognize that, due to cultural facts, women and girls constitute the majority of its victims and specific actions are required for them.

The childhood has being highlighted by the great concern about the several contexts in which children are inserted, amongst them, commercial sexual exploitation (CSE). The experience of this violence process brings implications to the person constitution. Thus, this research aimed to understand how commercial sexual exploited adolescents to signify the childhood. Participated of this research four female adolescents that had been assisted by Programa de enfrentamento ao Abuso e Exploração Sexual de Crianças e Adolescentes (Sentinela) , with ages between 12 and 17 years. The corpus was composed by the combination of the semi-structured interview and other procedures, like childish stories, draws and photography. Moreover, we used another instruments to constitute the corpus, like the documental research and we proposed the construction of a life story book of each participant. The corpus was analyzed through the Thematic Content Analysis. Five thematic axes emerged from the participants discourse and theoretical perspective: dynamical of family, scholar process, ludic behavior, conception of childhood and insertion on CSE process. The participants presented a conception about childhood as been a preparation and education phase to ingress in adult life. In other words, while children do not grown up, they go to the school, plays, lives with family, are happy and do not have any responsibilities. Nevertheless, the life experience of these girls was implicated by negligence, sexual abuse, child labor, institutionalization and, evidently, the commercial sexual exploitation. Understanding that the childhood experienced by adolescent, as well as, her insertion on CSECA, constitutes her, while person, we investigated how the interrelation expresses it on participants future perspectives. Their goals are defined based on family constitution and professional improvement, although feelings of disillusion and pessimism had been showed up in some moments. According these results, we pointed to the necessity of the effective proposals that promote real improvement of adolescents life quality, through, in which they could to create alternatives to get over the several risks in which they are exposed, mainly, the CSECA condition

The Commercial Sexual Exploitation of Children and Adolescents (ESCCA) is a phenomenon that has been given priority in public policy agenda of many democratic governments of Western countries and civil sectors of society, besides the object of studies in different fields of knowledge. Psychology is among these areas and is considered one of the references in the construction of knowledge and actions to confront the phenomenon. However, the epistemological foundations of psychological science are quite different, and so, several are his speeches, knowledge produced and ways of conceiving man and the world. This is evident in the publications of psychology on ESCCA. This work aims to achieve a state of the art of psychology publication in Brazil (in the post-graduation - through theses and dissertations - and journals) on the Commercial Sexual Exploitation of Children and Adolescents. More specifically try to evidence (a) what conceptions of commercial sexual exploitation of children and adolescents the authors lists, (b) what are aimed at research and publications, (c) how the research and issues are justified, and (d) that theoretical approaches the authors are affiliated and methodological possibilities are applied to range the aim proposed in their work. In order to do so, a survey was conducted in the major index sites (eg, BVS-Psi, Capes, theses and dissertations database of university libraries) of the material, covering the period 1990 to 2007. Through research on these sites, we built a database, including information relating to the work sought from specific descriptors for studies in the area of victimization of children and adolescents, with reference to a list provided by Faleiros (2000). After reading the summary of the work, the number of recovered 25 productions was reached - including theses, dissertations and articles. For analysis of the material used in the analysis of thematic content. Two axes themes were established in order to guide the analysis: conceptual elements of commercial sexual exploitation, and theoretical and methodological strategies employed. The axes have as reference for analysis a chapter built on the concept of commercial sexual exploitation, so that all analysis is anchored on it. The analysis points to the existence, still strong, conceptual and terminological confusion about ESCCA. Few studies have not demonstrated this confusion, maintaining a consistent theoretical approach. In relation to the theoretical and methodological strategies, there is a great diversity of approaches in psychology surrounding the phenomenon of ESCCA, enriching levels of understanding and action. This diversity reflects a constitutive heterogeneity of psychological science. We emphasize the perspective of socio-historical psychology, most frequently among the publications. It is hoped that this research will help advance the qualitative approach to ESCCA, especially in the field of psychology, as well as contribute to new research in the area and construction of new means of addressing this human rights violation

A presente pesquisa teve como objetivo principal compreender os processos que conduzem à produção da exploração sexual comercial de adolescentes na sociedade contemporânea. Realizamos uma análise da literatura da área e um estudo de campo, que contou com a participação de 14 adolescentes do sexo feminino, que se encontravam em situação de prostituição. Foram utilizados como procedimentos metodológicos: aplicação de questionários-entrevista, realização de entrevistas abertas, observações e informações de educadoras sociais. Elaboramos o perfil sócio-demográfico das adolescentes e suas famílias e criamos categorias temáticas expressivas dos conteúdos identificados. Constatamos que na produção do fenômeno encontram-se presentes múltiplos fatores que se entrecruzam de forma sinérgica nas trajetórias de vida das adolescentes. Ações de enfrentamento ao fenômeno requerem ações macro-estruturais e focais, nos mostrando a necessidade de repensarmos as concepções sobre os direitos das crianças e adolescentes, vivência de sexualidade, valores culturais e sociais, que acabam por permitir a emergência e perpetuação da exploração sexual comercial de crianças e adolescentes.

La presente tesi analizza il reato di traffico di esseri umani in Europa, con particolare attenzione al fenomeno dello sfruttamento sessuale. La ricerca è stata condotta in parte nell’ambito del progetto “FIDUCIA. New European crimes and trust-based policy” (www.fiduciaproject.eu). La tesi è composta da 5 capitoli. Il primo capitolo introduce il reato di tratta di esseri umani, a livello globale e, successivamente, nello specifico, in Europa. Vengono presentati i fattori determinanti e le origini del fenomeno. Inoltre, ne vengono fornite le definizioni e le principali caratteristiche, in linea con i più importanti documenti internazionali sul tema. Il capitolo si chiude con una panoramica statistica, che affronta anche le criticità della raccolta di dati relativi ai reati. Il secondo capitolo analizza l’approccio correntemente adottato a livello domestico ed europeo contro la tratta. Le misure vengono presentate prima dal punto di vista teorico; successivamente ne vengono forniti esempi concreti, ad esempio convenzioni internazionali, direttive, ma anche progetti di ricerca, collaborazioni internazionali tra autorità ed ONG. Il terzo capitolo si concentra sulla tratta a fini di sfruttamento sessuale. Vengono analizzati il potenziale legame con la prostituzione, e l’approccio europeo. Segue un approfondimento dei modelli legali implementati a livello europeo ed uno studio comparato di cinque paesi membri, rappresentativi dei vari modelli di regolamentazione della prostituzione (Italia, Belgio, Polonia, Germania e Svezia). Il quarto capitolo raccoglie le interviste condotte con diversi esperti che si occupano di contrasto alla tratta: ONG italiane e straniere, referenti nazionali anti-tratta di Italia, Belgio e Germania, FRONTEX, membri del Parlamento Europeo. Nelle conclusioni, vengono proposte prima una valutazione complessiva del quadro attuale, e poi alcune raccomandazioni ai governi nazionali e agli organismi sopranazionali. In particolare, visto l’obiettivo di un contrasto omogeneo e coordinato della tratta (per sfruttamento sessuale specificamente) a livello europeo, si ritiene che un modello regolamentare uniforme della prostituzione negli stati membri possa contribuire a migliorare uniformità ad efficacia dell’approccio europeo alla tratta.

This article explores three national and local journalists’ experiences of reporting on child sexual exploitation by so-called “Asian street grooming gangs” in UK towns and cities, with a particular emphasis on journalists framing journalists. In response to coverage of a series of cases, journalists have been accused by academics, policymakers and rival media organizations of fixating on perpetrators’ ethnicity and creating distorted, racist media frames. Few, if any, studies have garnered practitioners’ perspectives on how framing occurs, so we interview three prominent journalists who have covered such cases in order to deepen our understanding of the processes and causative factors behind particular editorial angles. While offering only a snapshot view, our findings reveal these individual journalists to be caught at the nexus of a range of factors that impact upon their work, both internally and externally driven.

Independent Inquiry into Child Sexual Exploitation (CSE), led by Kathleen Marshall In September 2013, a Ministerial Summit was held on the theme of child sexual exploitation (CSE) in Northern Ireland. The Police Service of Northern Ireland (PSNI) referred to Operation Owl, an investigation of allegations of CSE in Northern Ireland, which had resulted in a number of adults being interviewed and some being arrested. Two weeks later, the then Minister for Health, Social Services and Public Safety, Edwin Poots, announced three actions to address this issue: an ongoing PSNI investigation focusing on 22 children and young people; a thematic review of these cases by the Safeguarding Board for Northern Ireland (SBNI); and an independent, expert-led inquiry into CSE in Northern Ireland, to be commissioned by the Minister for Health, Social Services and Public Safety and the Minister of Justice. The Minister for Education agreed that the Education and Training Inspectorate (ETI) would enjoin the Inquiry in relation to schools and the effectiveness of the statutory curriculum with respect to CSE. The Inquiry was to focus on both children and young people living at home in the community and those living in care. This is an executive summary of the report of this Inquiry.

ResumenEl siguiente artículo busca conceptualizar inicialmente el fenómeno de la explotación sexual comercial con el objetivo de vislumbrar los principales enfoques que predominan en su abordaje. Asimismo, caracteriza y analiza desde una postura género sensitiva, el modelo cíclico de respuestas articuladas, gestado e implementado en Costa Rica como una estrategia eficaz en la protección integral de las personas menores de edad víctimas de explotación comercial. Dicho análisis, se enfoca en la experiencia teórica y práctica de la Escuela de Psicología de la Universidad de Costa Rica, al ser la instancia costarricense que posee mayor experticia enel uso del modelo. Producto de la investigación realizada, se concluye que en la actualidad se presenta una yuxtaposición de enfoques en la atención de la explotación sexual comercial; asimismo, se vislumbra la necesidad de crear e implementar formas de abordaje que impacten directamente en la proclividad y en la demanda del comercio sexual con personas menores de 18 años. Por último, se destaca la eficacia del modelo cíclico de respuestas articuladas enel abordaje de este fenómeno, al instituirse en una modalidad de atención congruente con la complejidad de factores implicados en dicha problemática.Palabras clave: modelos de intervención, explotación sexual comercial, género, derechos humanos. AbstractThe present article is an attempt to conceptualize the commercial sexual exploitation phenomenon in order to glimpse the main approaches related to its study. Moreover, it characterizes and analyzesfrom a gender-sensitive posture the cyclic model of articulated responses, gestated and implemented in Costa Rica as an effective strategy in the integral protection of child victims of commercial sexual exploitation. This analysis focuses on theoretical and practical experience from the University of Costa Rica’s School of Psychology, being the instance in this country with the most expertise in the application of this model. As a result of the research conducted, it is concluded that there is a juxtaposition of approaches in the attention of commercial sexual exploitation; in addition, the need of creating and implementing approaching methods that directly impact the tendency and demand ofcommercial sexual exploitation of children is noted. Furthermore, the efficiency of the cyclic model of articulated responses in the treatment of this phenomenon is emphasized, being an approach notably congruent with the complexity of factors implicated in this problem.
