La presente investigación está orientada a una revisión de la política exterior de Colombia con China, para identificar avances, fallas y omisiones en la búsqueda del fortalecimiento de la relación. Ante el fenómeno de la globalización, el gigante asiático se presenta como un actor fundamental para establecer sociedades, por su reciente ascenso en la jerarquía de poder, su creciente industria demandante de materias primas y su densa población, cuya capacidad de consumo se amplía con el paso del tiempo. Aunque el interés de Colombia por estrechar los vínculos con China se ha manifestado en los recientes gobiernos, la carencia de una política y estrategia de Estado, así como la debilidad diplomática, ha influido en que no se haya logrado resultados sustanciales. Se vislumbran falencias en la gestión política que han repercutido en la falta de dinamismo de los vínculos y que impactan en el plano económico. Para el desarrollo de la investigación se adoptan postulados teóricos sobre la relación entre la política interna y la política externa, que explican cómo los fenómenos domésticos influyen en las posiciones que los Estados adoptan en sus relaciones con otros países. Esta visión nos permite establecer de qué manera los procesos internos de Colombia, la caracterización institucional, la designación de líderes, entre otros aspectos, han incidido en los vínculos con China. Por la naturaleza del estudio se acoge una metodología cualitativa que abarca la revisión de material bibliográfico y periodístico, la consulta de documentos oficiales y el desarrollo de entrevistas a investigadores de la relación colombo-china. También se recogen datos estadísticos, fundamentales para soportar los objetivos de este trabajo y se citan casos de países como Brasil y Chile, que constituyen un referente para conocer qué tan lejos está Colombia en su relación con el gigante asiático y cuáles son los pasos que falta por dar. Se considera que esta investigación constituye una base académica para el desarrollo de nuevos estudios sobre la relación de Colombia con China, dado que se identifican elementos que han sido determinantes en el rezago histórico frente a este país asiático. Así mismo, con este trabajo investigativo se pretende hacer un aporte, desde la academia, al Estado colombiano para el desarrollo de una estrategia diplomática que permita estrechar lazos con China, basados en los factores que se han identificado en los cuatro capítulos que contempla el estudio. Colombia está en mora de replantear su relación con una de las economías más fuertes del mundo, para ello se requiere una hoja de ruta que permita navegar con claridad hacia el gigante asiático.

The promotion of educational equity and improvement of educational quality in China are contextualised in tenets of Confucianism and policy directives, inspiring educational research and practice. In this paper, we first explore the historical and cultural roots of educational equity and quality through Confucianism and elaborate on the current policy priority that aims to address educational equity and quality. We then present an overview of research on equity and quality in Chinese education. Informed by Confucianism, policy, and research, we pose a framework to structure our investigation and analysis of three illustrative examples, namely the Special Post Teacher Plan, amalgamation of rural schools, and schooling of floating children. Drawing insights from Confucianism, policy, research, and practice, we conclude that the promotion of educational equity through high quality provision of education for disadvantaged groups can help to narrow the gap in educational quality currently existing in China.

Since reform and opening up, how much contribution has China's implementation of new agricultural policy made to agricultural output? This paper is trying to establish an agricultural policy output econometric model for doing a quantitative analysis of China's new agricultural policy. The results show that China's agricultural policies on agricultural output have an average contribution rate of about 7% since 1978, which is consistent with the OECD's basic forecast. There are obvious temporal and spatial differences. Generally speaking, we can divide the contribution of agricultural policy into three periods, which are the start-up phase from 1978 to 1991 (14 years), the stationary phase from 1992 to 2002 (11 years) and the rising phase from 2003 to 2008 (6 years). In space, the contribution of agricultural policy underwent a process from the all-low in the start-up phase, the gradual increase in the stationary phase to the all-high in the rising phase. Northern and western regions are more sensitive to policies. There are three major factors that can affect the contribution of regional agricultural policies, which are the process of national industrialization strategy, terrain and the level of local finance.

Over the last few decades, China has seen a steep rise in diverse eco city and low carbon city policies. Recently, attention has begun to focus on the perceived shortcomings in the practical delivery of related initiatives, with several publications suggesting a gap between ambitious policy goals and the emerging realities of the newly built environment. To probe this further, in this article we examine – based on the policy network approach – how the gap between high-level national policies and local practice implementation can be explained in the current Chinese context. We develop a four-pronged typology of eco city projects based on differential involvement of key (policy) actor groups, followed by a mapping of what are salient policy network relations among these actors in each type. Our analysis suggests that, within the overall framework of national policy, a core axis in the network relations is that between local government and land developers. In some cases, central government agencies– often with buy-in from international architecture, engineering and consulting firms – seek to influence local government planning through various incentives aimed at rendering sustainability a serious consideration. However, this is mostly done in a top-down manner, which overemphasizes a rational, technocratic planning mode while underemphasizing interrelationships among actors. This makes the emergence of a substantial implementation gap in eco city practice an almost predictable outcome. Consequently, we argue that special attention be paid in particular to the close interdependency between the interests of local government actors and those of land and real estate developers. Factoring in this aspect of the policy network is essential if eco city implementation is to gain proper traction on the ground.

This article summarizes and aggregates the results of a study conducted of the largest 100 public sector organizations derived from three categories in Sweden. These categories of organizations comprise 40 entities of government, 40 municipalities, and 20 county councils. The objective was to describe the determinants of codes of ethics in Swedish public sector organizations. This research reports on the responses of 27 organizations that possessed a code of ethics. The principal contribution is a 4P-model of seven internal and external determinants in public sector codes of ethics. The identified determinants relate to four principal sectors of a society, namely: public community sector, private corporate sector, private citizen sector, and political/policy conduct sector.

The role of internal marketing in developing organisational competencies is identified as a key area for continued research (Rafiq and Ahmed, 2003). One competence of particular interest to marketers is market orientation. This paper examines the impact of internal marketing, operationalised as a set of internal market orientated behaviours (IMO) on market orientation (MO), and consequently organisational performance, and provides the first quantitative evidence to support the long held assumption that internal marketing has an impact on marketing success. Data from UK retail managers were analysed using structural equations modelling employing LISREL software. These data indicate significant relationships between internal market orientation, employee motivation and external marketing success (market orientation, financial performance and customer satisfaction). Our results also support previous findings indicating a positive impact of external market orientation on customer satisfaction and financial performance. For marketing practitioners, the role of internal market orientation is developing marketing strategies is discussed.

The research on project learning has recognised the significance of knowledge transfer in project based organisations (PBOs). Effective knowledge transfer across projects avoids reinventions, enhances knowledge creation and saves lots of time that is crucial in project environment. In order to facilitate knowledge transfer, many PBOs have invested lots of financial and human resources to implement IT-based knowledge repository. However, some empirical studies found that employees would rather turn for knowledge to colleagues despite their ready access to IT-based knowledge repository. Therefore, it is apparent that social networks play a pivotal role in the knowledge transfer across projects. Some scholars attempt to explore the effect of network structure on knowledge transfer and performance, however, focused only on egocentric networks and the groups’ internal social networks. It has been found that the project’s external social network is also critical, in that the team members can not handle critical situations and accomplish the projects on time without the assistance and knowledge from external sources. To date, the influence of the structure of a project team’s internal and external social networks on project performance, and the interrelation between both networks are barely known. In order to obtain such knowledge, this paper explores the interrelation between the structure of a project team’s internal and external social networks, and their effect on the project team’s performance. Data is gathered through survey questionnaire distributed online to respondents. Collected data is analysed applying social network analysis (SNA) tools and SPSS. The theoretical contribution of this paper is the knowledge of the interrelation between the structure of a project team’s internal and external social networks and their influence on the project team’s performance. The practical contribution lies in the guideline to be proposed for constructing the structure of project team’s internal and external social networks.
