Este trabalho apresenta os processos de pesquisa teórica e produção visual de forma entrelaçada, a partir da experiência em uma residência artística vivida na casa da minha bisavó onde resido. A dissertação divide-se em três capítulos: o primeiro consiste em uma construção metodológica a partir da diluição das fronteiras entre os campos da antropologia e da arte; o segundo é dedicado a tratar de algumas questões que motivaram a produção da instalação Caverna (2014) e outras suscitadas durante esse processo; e, por fim, o terceiro capítulo trata de uma mudança no modo de perceber a própria residência, estimulada pelas ideias de devir e ritornelo criadas por Deleuze e Guatarri, além de apresentar o processo de criação da instalação Escritura (2015).

Este artigo faz um balanço da investigação do nosso projecto de doutoramento: A construção dum processo museológico na cidade de Moçambique. É constituído por 3pontos: As expedições no Cenário Museal, A condição Humana e o Lugar do Outro e O Compromisso museológico. O primeiro faz uma leitura crítica à proposta metodológica de Cristina Bruno. O segundo ponto, relata o nosso confronto com o objecto de investigação. É um confronto com o espaço, com as gentes que o habitam e com as suas memórias. No terceiro ponto apresentamos a chave metodológica que nos permitiu desconstruir as leituras mnemónicas e avançar para uma proposta preliminar de construção dum processo de museológico.

Since the emergence of the first demands for actions that were intended to give greater attention to culture in Brazil, came the first discussions which concerned the way the Brazilian government could have a positive influence in encouraging the culture, as is its interaction with the actors interested and involved with the cause. During the military dictatorship, there were programs which relied on the direct participation of the State to ensure that right, from the viewpoint of its support and implementation of public resources in developing the "cultural product" to be brought to society in its various forms of expression - all this, funded by the government. It is an example of "EMBRAFILMES" and "Projeto Seis e Meia", continued until the present day in some regions of the country, though maintained by entities not directly connected with the administration or the government. However, it was from the period of democratization and the end of the dictatorship that the Brazilian government began to look at the different culture, under its guarantee to the society. Came the first incentive laws, led by "Lei Sarney" Nº 7.505/86, which was culture as a segment which could receive foreign assistance in order to assist the government in fulfilling its public duty. After Collor era and the end of the embargo through the encouragement of culture incentive laws, consolidated the incentive model proposed in advance of Culture "Lei Sarney" and the federal laws, state and local regimentares as close to this action. This applies to the Rouanet Law (Lei Rouanet), Câmara Cascudo Law (Lei Câmara Cascudo) and Djalma Maranhão Cultural Incentive Law (Lei de Incentivo à Cultura Djalma Maranhão), existing in Natal and Rio Grande do Norte. Since then, business entities could help groups and cultural organizations to keep their work from the political sponsorship under control and regiment through the Brazilian state in the form of their Cultural Incentive Law. This framework has contributed to the strengthening of NGOs and with the consolidation of these institutions as the linchpin of Republican guaranteeing the right to access to culture, but corporate social responsibility was the one who took off in the segment treated here, through the actions of Responsibility Cultural enterprises arising from the Cultural Organizations. Therefore, in the face of this discourse, this study ascertains the process of encouraging the Culture in Rio Grande do Norte from the Deviant Case Analysis at the Casa da Ribeira, the main Cultural Organization that operates, focused action in Natal in order to assess the relationships established between the same entity and the institutions which are entitled to maintain the process of encouraging treated in this study - Enterprise, from the viewpoint of corporate sponsorship and Cultural Responsibility and State in the form of the Laws Incentive Funds and Public Culture Incentive

Aborda o processo legiferante relativo às propostas de emendas à Constituição, no que diz respeito às diferenças entre os textos aprovados na Câmara dos Deputados e no Senado Federal. Discute a constitucionalidade da promulgação fracionada, ou seja, a prática de se promulgar apenas a parte da emenda constitucional aprovada nas duas Casas do Congresso Nacional, suprimindo-se o restante do texto que não obteve a exigida aprovação na segunda Casa Legislativa.

Analisa a percepção política dos agentes envolvidos no aproveitamento do mecanismo constitucional de participação popular na elaboração legislativa, enquanto instrumento útil e capaz de fazer aproximar a Câmara dos Deputados da sociedade civil organizada. Identifica medidas capazes de fazer ampliar, nessa casa legislativa, a participação social no processo de formulação de leis.

Baseia-se no estudo da Teoria das Elites para compreender a existência de grupos minoritários que centralizam o poder de decisão no Congresso Nacional. A partir da análise comparativa das publicações do DIAP, Os Cabeças do Congresso Nacional, de 1994 a 2009, identifica os principais fatores definidores da elite parlamentar. Busca conferir a importância dos espaços institucionais para a constituição desta elite. A partir do cruzamento dos dados do DIAP com os da Câmara dos Deputados referentes aos cargos formais de membros da Mesa Diretora, presidência de Comissões Permanentes, Especiais e de Inquérito, e Lideranças partidárias, do governo ou da minoria, conclui que os cargos formais são importantes para se exercer o poder político, mas isoladamente não são suficientes para compor a elite. Atrelado ao cargo é necessária a presença de faculdades especiais dos deputados, qualidades que viabilizem a prevalência de suas preferências no processo decisório do Poder Legislativo. À luz da teoria das elites, os dados também identificaram a existência de uma elite à testa dos "Cabeças", ou seja, uma espécie de oligarquia, como disse Michels (1982) dentro da própria elite, composta pelos parlamentares mais experientes, mais habilidosos e, quando analisados no âmbito dos dos cargos formais, é evidenciado a relevância dos cargos de Presidente da Casa, Primeiro-Secretário e Líderes partidários frente aos outros analisados.

Avalia a importância do registro taquigráfico para o processo legislativo na Câmara dos Deputados. Verificou-se que a taquigrafia tem sido utilizada na Câmara dos Deputados com várias finalidades, entre as quais foram abordadas a publicidade no Diário da Câmara dos Deputados, a construção do histórico da Casa, a formulação do Banco de Questão de Ordem, a redação final de projetos votados, o levantamento estatístico dos trabalhos realizados e a pesquisa de dados diversos sobre todo o processo legislativo.
