Des lois sont adoptées, des politiques implantées, des centaines de milliers de dollars investis dans la formation des employés, et puis ? Cette recherche de type exploratoire tente de jeter la lumière sur ce qui se passe actuellement dans les points d'entrée canadiens situés au Québec en matière de lutte contre la traite de personnes migrantes et de présenter, s'il y a lieu, les incohérences entre l'engagement du Canada à lutter contre la traite de personnes et les pratiques des agents des services frontaliers du Canada sur le terrain. Pour ce faire, nous avons interviewé sept agents des services frontaliers du Canada travaillant à l'Aéroport international Pierre-Elliott-Trudeau de Montréal, quatrième poste frontalier aéroportuaire en importance au Canada et premier au Québec, afin d'en apprendre davantage sur les connaissances ainsi que sur les expériences de ceux-ci en matière de traite de personnes migrantes. Nous avons aussi rencontré quatre intervenants venant en aide aux victimes migrantes de la traite de personnes au Québec, principalement dans la région de Montréal, dans le but d'en savoir un peu plus sur l'expérience des victimes en lien avec l'Agence des services frontaliers du Canada et les impacts de ces expériences sur celles-ci. Si les agents interviewés semblent avoir une assez bonne idée, même si celle-ci paraît largement influencée par les médias, de ce qu'est la traite de personnes migrantes, rares sont ceux qui, dans le cadre de leurs fonctions, ont une expérience pratique auprès des victimes. L'absence de formation substantielle et continue, la perception du rôle de l'ASFC par ses agents ainsi que le manque de leadership de la direction en ce qui a trait à la traite de personnes migrantes semblent être des accrocs majeurs à la volonté politique du gouvernement canadien, plus particulièrement de l'Agence des services frontaliers du Canada, de combattre la traite de personnes migrantes sur son propre territoire. Les obstacles sont nombreux dans la lutte contre la traite de personnes aux frontières canadiennes et représentent un défi de taille à la fois complexe et compliqué. Une approche centrée sur la prévention et une plus grande sensibilisation des agents des services frontaliers du Canada proposent un début de solution.

Legal provisions in the US have extended the idea of the border to the inside of US territory. Border Patrol Agents confront people in different spaces to inquire about their status. I examine border policing along the northern border of the United States through textual and discourse analysis. This thesis asks: How do border agents exercise power and control the movement of people within 100 miles of the border? In whose interest is the border, the “nation,” secured? The spaces in which these mobile borders are practiced become the sites where “citizens” and “aliens” are produced, reproduced and contested. These border policing practices create the illusion of a “nation” that is secured for “our” interests. However, the interests of these vulnerable groups are not reflected in the immigration policy and along the “border. Therefore the very existence of immigrants and their basic right to be in the US is undermined.

Large cities provide a broad range of residential property types, as well as a range of socio-economic locations. This results in a significant variation in residential property prices across both the city itself and the individual suburbs. The only constant across such a diverse range of residential property is the need for the majority of residential property owners to employ the services of a real estate agent to sell their property or to purchase a residential property. This paper will analyse the Sydney residential property market over the period 1994 to 2002 to determine the change in real estate offices numbers over the period, the profitability of real estate agency offices based on the residential house price performance of houses and units in these specific locations and the extent of changing residential house prices on agency profitability. Introduction 1.1 Occurrence of polycyclic aromatic hydrocarbons (PAH) in the environment Worldwide industrial and agricultural developments have released a large number of natural and synthetic hazardous compounds into the environment due to careless waste disposal, illegal waste dumping and accidental spills. As a result, there are numerous sites in the world that require cleanup of soils and groundwater. Polycyclic aromatic hydrocarbons (PAHs) are one of the major groups of these contaminants (Da Silva et al., 2003). PAHs constitute a diverse class of organic compounds consisting of two or more aromatic rings with various structural configurations (Prabhu and Phale, 2003). Being a derivative of benzene, PAHs are thermodynamically stable. In addition, these chemicals tend to adhere to particle surfaces, such as soils, because of their low water solubility and strong hydrophobicity, and this results in greater persistence under natural conditions. This persistence coupled with their potential carcinogenicity makes PAHs problematic environmental contaminants (Cerniglia, 1992; Sutherland, 1992). PAHs are widely found in high concentrations at many industrial sites, particularly those associated with petroleum, gas production and wood preserving industries (Wilson and Jones, 1993). 1.2 Remediation technologies Conventional techniques used for the remediation of soil polluted with organic contaminants include excavation of the contaminated soil and disposal to a landfill or capping - containment - of the contaminated areas of a site. These methods have some drawbacks. The first method simply moves the contamination elsewhere and may create significant risks in the excavation, handling and transport of hazardous material. Additionally, it is very difficult and increasingly expensive to find new landfill sites for the final disposal of the material. The cap and containment method is only an interim solution since the contamination remains on site, requiring monitoring and maintenance of the isolation barriers long into the future, with all the associated costs and potential liability. A better approach than these traditional methods is to completely destroy the pollutants, if possible, or transform them into harmless substances. Some technologies that have been used are high-temperature incineration and various types of chemical decomposition (for example, base-catalyzed dechlorination, UV oxidation). However, these methods have significant disadvantages, principally their technological complexity, high cost , and the lack of public acceptance. Bioremediation, on the contrast, is a promising option for the complete removal and destruction of contaminants. 1.3 Bioremediation of PAH contaminated soil & groundwater Bioremediation is the use of living organisms, primarily microorganisms, to degrade or detoxify hazardous wastes into harmless substances such as carbon dioxide, water and cell biomass Most PAHs are biodegradable unter natural conditions (Da Silva et al., 2003; Meysami and Baheri, 2003) and bioremediation for cleanup of PAH wastes has been extensively studied at both laboratory and commercial levels- It has been implemented at a number of contaminated sites, including the cleanup of the Exxon Valdez oil spill in Prince William Sound, Alaska in 1989, the Mega Borg spill off the Texas coast in 1990 and the Burgan Oil Field, Kuwait in 1994 (Purwaningsih, 2002). Different strategies for PAH bioremediation, such as in situ , ex situ or on site bioremediation were developed in recent years. In situ bioremediation is a technique that is applied to soil and groundwater at the site without removing the contaminated soil or groundwater, based on the provision of optimum conditions for microbiological contaminant breakdown.. Ex situ bioremediation of PAHs, on the other hand, is a technique applied to soil and groundwater which has been removed from the site via excavation (soil) or pumping (water). Hazardous contaminants are converted in controlled bioreactors into harmless compounds in an efficient manner. 1.4 Bioavailability of PAH in the subsurface Frequently, PAH contamination in the environment is occurs as contaminants that are sorbed onto soilparticles rather than in phase (NAPL, non aqueous phase liquids). It is known that the biodegradation rate of most PAHs sorbed onto soil is far lower than rates measured in solution cultures of microorganisms with pure solid pollutants (Alexander and Scow, 1989; Hamaker, 1972). It is generally believed that only that fraction of PAHs dissolved in the solution can be metabolized by microorganisms in soil. The amount of contaminant that can be readily taken up and degraded by microorganisms is defined as bioavailability (Bosma et al., 1997; Maier, 2000). Two phenomena have been suggested to cause the low bioavailability of PAHs in soil (Danielsson, 2000). The first one is strong adsorption of the contaminants to the soil constituents which then leads to very slow release rates of contaminants to the aqueous phase. Sorption is often well correlated with soil organic matter content (Means, 1980) and significantly reduces biodegradation (Manilal and Alexander, 1991). The second phenomenon is slow mass transfer of pollutants, such as pore diffusion in the soil aggregates or diffusion in the organic matter in the soil. The complex set of these physical, chemical and biological processes is schematically illustrated in Figure 1. As shown in Figure 1, biodegradation processes are taking place in the soil solution while diffusion processes occur in the narrow pores in and between soil aggregates (Danielsson, 2000). Seemingly contradictory studies can be found in the literature that indicate the rate and final extent of metabolism may be either lower or higher for sorbed PAHs by soil than those for pure PAHs (Van Loosdrecht et al., 1990). These contrasting results demonstrate that the bioavailability of organic contaminants sorbed onto soil is far from being well understood. Besides bioavailability, there are several other factors influencing the rate and extent of biodegradation of PAHs in soil including microbial population characteristics, physical and chemical properties of PAHs and environmental factors (temperature, moisture, pH, degree of contamination). Figure 1: Schematic diagram showing possible rate-limiting processes during bioremediation of hydrophobic organic contaminants in a contaminated soil-water system (not to scale) (Danielsson, 2000). 1.5 Increasing the bioavailability of PAH in soil Attempts to improve the biodegradation of PAHs in soil by increasing their bioavailability include the use of surfactants , solvents or solubility enhancers.. However, introduction of synthetic surfactant may result in the addition of one more pollutant. (Wang and Brusseau, 1993).A study conducted by Mulder et al. showed that the introduction of hydropropyl-ß-cyclodextrin (HPCD), a well-known PAH solubility enhancer, significantly increased the solubilization of PAHs although it did not improve the biodegradation rate of PAHs (Mulder et al., 1998), indicating that further research is required in order to develop a feasible and efficient remediation method. Enhancing the extent of PAHs mass transfer from the soil phase to the liquid might prove an efficient and environmentally low-risk alternative way of addressing the problem of slow PAH biodegradation in soil.

Summer flounder, Paralichthys dentatus, are managed as a single stock along the Atlantic coast from the U.S.– Canada border to the southern border of North Carolina. Justification of the single-stock approach is based on lack of genetic evidence for multiple stocks and the difficulty presented by managing the species from Cape Hatteras to the U.S.–Canada border. In this review, we present an interpretation of various morphometric, meristic, biochemical, and tagging studies, published and unpublished, that indicate the presence of two, or possibly three, distinct stocks in the management area. In addition, we have included new data from a tagging study that was conducted on juveniles from Virginia that aids in defining the stock(s) north of Cape Hatteras. Summer flounder, overfished for the past two decades, is recovering, and reconsideration of proposed stock structure could have direct implications for management policy decisions.

Introduction Product standardisation involves promoting the prescribing of pre-selected products within a particular category across a healthcare region and is designed to improve patient safety by promoting continuity of medicine use across the primary/secondary care interface, in addition to cost containment without compromising clinical care (i.e. maintaining safety and efficacy). Objectives To examine the impact of product standardisation on the prescribing of compound alginate preparations within primary care in Northern Ireland. Methods Data were obtained on alginate prescribing from the Northern Ireland Central Services Agency (Prescription Pricing Branch), covering a period of 43 months. Two standardisation promotion interventions were carried out at months 18 and 33. In addition to conventional statistical analyses, a simple interrupted time series analysis approach, using graphical interpretation, was used to facilitate interpretation of the data. Results There was a significant increase in the prescribed share of the preferred alginate product in each of the four health boards in Northern Ireland and a decrease in the cost per Defined Daily Dose for alginate liquid preparations overall. Compliance with the standardisation policy was, however, incomplete and was influenced to a marked degree by the activities of the pharmaceutical industry. The overall economic impact of the prescribing changes during the study was small (3.1%). Conclusion The findings suggested that product standardisation significantly influenced the prescribing pattern for compound alginate liquid preparations within primary care across Northern Ireland. © 2012 The Authors. This project is aligned with examining the role of the education system and the foster care context on the learning experiences of young children in the classroom. This project is a study of the literature and research conducted on the life experiences, adverse effects of these experiences (such as attachment disorder), socioemotional development, and resiliency of foster care children. Furthermore, the project explores the literature on how the experiences of these foster children traverse contexts and impact the education setting. This study also outlines specific strategies and practices for teachers and school staff in order to promote students’ resiliency, competency, behaviour management, and overall educational success and positive academic experience. These strategies resulted from a critical review of the literature and translated into the development of an informative handbook intended for teachers. The handbook developed in this study focuses on the understanding of the lives of foster care children, their histories, adverse experiences, socioemotional development, strategies to manage behaviour, unique needs, and encouraging their resiliency and success in school. To ensure the soundness of the handbook, 2 education liaisons at a Family and Child Services agency within Ontario and a former child and service social worker from Manitoba reviewed the first draft and provided comments on the validity of the content and the potential usability of the handbook for educators. Suggestions and comments provided by these experts were used to enhance the final product of the handbook.

Il y a quelques décennies, l’émergence du discours de la promotion de la santé infléchissait un nouveau tournant à la santé publique, orientant sa pratique vers l’action communautaire, participative et intersectorielle. Parallèlement, au Québec, la réforme du système de santé de 2004 réorganisait le niveau de gouverne locale à travers la création des centres de santé et de services sociaux (CSSS). Ceux-ci doivent articuler les secteurs des soins et de la santé publique à travers un continuum de services qui va de la promotion de la santé aux soins palliatifs. Ces changements ont des implications majeures pour les acteurs de la santé et de la santé publique, qui doivent composer avec de nouveaux rôles professionnels et de nouvelles stratégies d’action. Le développement professionnel est considéré comme un levier potentiel pour soutenir ces changements. En 2009, une équipe de la Direction de la santé publique de l’Agence de santé et des services sociaux de Montréal concevait un programme de développement professionnel appelé le Laboratoire de promotion de la santé. Ce programme mise sur une approche d’apprentissage de groupe pour permettre aux professionnels des CSSS de développer de nouvelles compétences, une pratique réflexive ainsi que de nouvelles pratiques de promotion de la santé. Basée sur une méthodologie générale qualitative et une approche d’évaluation collaborative, cette thèse utilise plusieurs stratégies d’investigation afin d’évaluer le Laboratoire de promotion de la santé sous trois angles, qui renvoient à sa conceptualisation, à son implantation et à ses effets. Plus spécifiquement, elle vise à : (1) examiner la plausibilité de la théorie d’intervention du programme; (2) décrire et comprendre les processus d’apprentissage d’équipe ainsi que les facteurs qui les influencent; et (3) explorer, du point de vue des participants, les effets réflexifs du Laboratoire. Afin de répondre à ces objectifs, la thèse mobilise diverses perspectives théoriques liées à l’apprentissage individuel, d’équipe et organisationnel. Les résultats des analyses démontrent que : (1) malgré quelques améliorations possibles, le modèle du programme est généralement bien conçu pour parvenir aux résultats visés; (2) l’implantation de ce modèle dans deux sites a donné lieu à des processus d’apprentissage d’équipe différents, bien que conditionnés par des facteurs communs liés aux participants, à l’équipe, au contexte organisationnel et à l’implantation du programme; (3) tel que visé, les participants des deux sites ont développé de la réflexivité vis-à-vis leur pratique et leur rôle professionnel – cette réflexivité adoptant une fonction formative ou critique en regard de l’expérience professionnelle. Ces résultats soulignent le potentiel que représente l’évaluation de la théorie d’intervention pour améliorer la conceptualisation d’un programme de développement professionnel, ainsi que l’intérêt et la pertinence d’évaluer les processus d’apprentissage au niveau de l’équipe dans le cadre d’une approche collective de développement professionnel. De plus, ils appuient l’importance de l’apprentissage réflexif pour l’amélioration des pratiques et l’engagement social des professionnels. En ce sens, ils proposent différentes avenues qui ont le potentiel de consolider les capacités de la main-d’œuvre de santé publique et d’influer conséquemment sur son efficacité à améliorer la santé des collectivités dans le prochain siècle.

Para maximizar los beneficios, una compañía fundamenta sus acciones en ciertas estrategias que ayudan a cumplir su objetivo de generar utilidades. Entre las diferentes acciones que una organización puede utilizar, están las de responsabilidad social y las de relaciones estratégicas con la comunidad. Partiendo de la definición de comunidad, pasando por una descripción de responsabilidad social y sus diferentes formas de aplicabilidad dentro de una empresa, hasta la definición de relación estratégica con la comunidad; esta investigación dirige sus esfuerzos a determinar el vínculo que existe entre los conceptos de responsabilidad social y relación estratégica comunitaria. Adicionalmente, se plantea que otras estrategias de relacionamiento con clientes, como el mercadeo relacional o el CRM, las cuales enfocan sus esfuerzos en conocer a cada uno de los clientes de una compañía para plantear una oferta acorde a sus necesidades, no son muy efectivas a la hora de crear un vínculo emocional con la comunidad.

A teoria sobre a atividade de Compras argumenta que as empresas deveriam delegar para esta área a atividade de adquirir insumos e serviços. O objetivo é obter competitividade sem perder a qualidade, através da competência e especialidade desta área. Em muitas empresas, esta área não é envolvida em todas as situações de processos de contratação. Poucos artigos e trabalhos publicados estudam a relação do cliente interno com o Departamento de Compras. Esta tese de doutorado tem como objetivo identificar os problemas que interferem no envolvimento do departamento de Compras, em processos de aquisição de serviços profissionais. A Teoria da Agência é utilizada como suporte teórico, por ser uma relação de um Principal, o cliente interno, e um Agente, o departamento de Compras. As hipóteses testadas verificaram se o envolvimento do Departamento de Compras difere por categoria de Compras e se tem relação com as premissas da Teoria da Agência. A pesquisa quantitativa teve 519 respostas de empresas nacionais e multinacionais no Brasil, de diversos setores da Economia. (367 de clientes internos e 152 de profissionais de Compras). Escalas utilizadas em trabalhos anteriores foram validadas, e os dados foram analisados a partir dos resultados da Análise de variância e de Regressão múltipla. O questionário foi disponibilizado na internet para os clientes internos do Departamento de Compras, com objetivo de focar nas razões do não envolvimento do departamento. Os resultados indicam que, na percepção dos clientes internos o envolvimento do departamento de Compras difere por tipo de serviço profissional. A relação entre as dimensões de envolvimento com as premissas da Teoria da Agência foi confirmada. As respostas recebidas dos profissionais de Compras confirmam que as percepções sobre o envolvimento do departamento de Compras diferem, ao comparar com as respostas dos clientes internos. A contribuição teórica foi de utilizar a Teoria da agência para estudos de problemas na cadeia de suprimentos, além da validação das escalas e a produção de pesquisa especificamente em categorias não relacionadas à produção. No campo gerencial, os resultados obtidos explicam a relação existente entre as quatro dimensões do envolvimento e a Teoria da Agência e são apresentadas as diferenças do envolvimento pela categoria a ser contratada.

Esta dissertação tem como objetivo explorar como o governo do Estado de São Paulo pode utilizar a tecnologia para aproximar o Estado dos cidadãos por meio de aplicativos móveis. A intensificação do uso dos dispositivos móveis pela população brasileira e a recente ampliação do uso de m-government como esforço na busca da melhoria da prestação de serviços ao cidadão pelo Estado de São Paulo nas duas últimas décadas configuram o cenário em que foi estabelecido o Termo de Referência da Subsecretaria de Tecnologia e Serviços ao Cidadão, da Secretaria de Governo do Estado de São Paulo. Neste trabalho, houve a integração de métodos de pesquisa de diferentes naturezas: revisão da literatura, entrevistas semi-estruturadas com atores influentes na formulação das políticas públicas, avaliação da política de aplicativos móveis do Governo do Estado de São Paulo e dos próprios aplicativos, benchmarking de experiências internacionais e diagnóstico analítico da situação atual. Foram identificados como pontos fortes a importância da existência de uma subsecretaria próxima ao Governador, a criação de um aplicativo central que facilita o conhecimento dos aplicativos do governo existentes e a existência de uma empresa pública de processamento de dados com competência para desenvolver serviços e aplicativos. Como desafios foram identificados a estratégia de comunicação e divulgação dos aplicativos, ausência de legislação sobre m-government e a falta de uma política pública e planejamento estratégico consistente para orientar melhorias e alcance de resultados com rapidez e eficiência. Recomenda-se, principalmente: 1) que a Subsecretaria de Tecnologia e Serviços ao Cidadão atue como órgão central para além de emitir as diretrizes de e-goverment, também emanar as de m-government, 2) que o foco governamental seja na orientação do serviço ao cidadão e não primordialmente ao desenvolvimento de aplicativos e 3) a formulação e implementação de uma política clara para a difusão de m-government que seja passível de ser entendida e replicada por todos os atores governamentais e permeie todos os órgãos da administração direta e indireta, não se restringindo às áreas de TI. A abordagem de m-government ainda é incipiente no Brasil, necessitando de novos estudos acadêmicos complementares para consolidação de massa crítica sobre o tema. Este assunto receberá atenção e investimentos governamentais nos próximos anos. Conclui-se que o Estado de São Paulo está em uma boa direção, mas para avançar com efetividade os gestores estaduais devem se apropriar das melhores práticas da experiência internacional em m-government, havendo um longo caminho para melhorar o relacionamento entre o Estado e os cidadãos com o uso de aplicativos móveis, com a abordagem de um governo único para um cidadão único.

This exploratory study used semi-structured focus groups to examine: 1) where and from whom fathers obtain information about parenting; 2) the types of parenting services men are aware of, and their attitudes about participating in such services; and 3) fathers’ perceived norms about the acceptability and utility of various parenting practices. Low-income men (N = 17) were recruited from a human services agency in Detroit, Michigan. Four major themes emerged. First was the need for male-focused community resources for fathers. Second was that men were aware of and used positive disciplinary strategies. Third was emphasis on fathers’ positive and effective communication, with male children in particular. Finally, men suggested that constructive and concrete activities, such as engaging with children in activities or mentorship programs with other adult men in the community, were preferable to traditional parenting class such as those offered through Child Protective Services.
