This need is particularly important when land undergoes a land use change. Information provided in this manual will be helpful to land owners, developers, consultants, contractors, planners, local government, as well as the general public. This manual is intended to provide techniques that will meet the mandates of current legislation. Innovations that will benefit the user and still provide effective control are encouraged.

A contratação pública, enquanto universo de formação dos contratos públicos, ao ser abordada numa perspetiva adequada pode ser considerada como um mecanismo para alcançar um crescimento inteligente e sustentável e, para assegurar, simultaneamente, uma utilização eficiente dos fundos públicos. A aplicação de um Sistema de controlo interno, para além de ser um instrumento de auxílio na tomada de decisão, permite incrementar a eficácia e eficiência das operações, uma maior fiabilidade da informação financeira e a garantia do cumprimento dos diplomas legais que a estas se aplicam. Neste sentido, pelo facto de um valor considerável do Orçamento de Estado atribuído à Marinha estar alocado à atividade de manutenção, cuja entidade responsável é a Direção de Navios, é de todo o interesse criar ferramentas que permitam uma melhor gestão dos fundos públicos, bem como, garantir a máxima operacionalidade dos meios que concorrem para o cumprimento da missão da Marinha. O presente estudo tem como objetivos identificar quais os elementos relativos à formação e execução dos contratos públicos que podem ser melhorados de modo a incrementar o controlo interno no âmbito da atividade procedimental referente à aquisição, construção e reparação de meios navais e unidades de apoio à Marinha. De forma a alcançar este desiderato utilizou-se o método do ´estudo de caso´, servindo a Direção de Navios como unidade de estudo, conjugando diferentes técnicas de recolha de dados. Com este estudo conclui-se que é necessário incrementar o controlo interno nesta unidade. De modo a colmatar esta problemática, foi elaborado um manual de controlo interno que tem por principal finalidade garantir um elevado desempenho na área da contratação pública e a salvaguarda do interesse público, se implementado por esta unidade.

Sotilaan toimintakykyyn ja sen ylläpitoon liittyy monia eri tekijöitä. Sotilasjohtajan yksi tärkeimmistä tehtävistä on pitää huoli omien alaisten toimintakyvystä ja joukkonsa suorituskyvystä. Tämän tutkimuksen tavoitteena oli selvittää, millä konkreettisilla vaikutuskeinoilla tulenjohtoaliupseeri johtaa alaistensa palautumista ja jaksamista. Palautumista ja jaksamista käsiteltiin toimintakyvyn psyykkisen ja sosiaalisen osa-alueen kautta. Tutkimuksessa haluttiin myös selvittää, miten tulenjohtoaliupseerin alaiset kokevat palautumisen ja jaksamisen johtamisen. Päätutkimuskysymys on seuraava: 1. Miten tulenjohtoaliupseeri vaikuttaa alaistensa palautumiseen ja jaksamiseen? Päätutkimuskysymyksen lisäksi apuna käytettiin kahta alatutkimuskysymystä: a. Mitä konkreettisia vaikutuskeinoja tulenjohtoaliupseerilla on johtaa alaistensa palautumista ja jaksamista? b. Kokevatko ryhmän jäsenet, että tulenjohtoaliupseeri johtaa heitä palautumaan ja jaksamaan? Tutkimus suoritettiin vastaajille teetetyn kyselyn pohjalta, johon vastasi 12 varusmiestä. Kaikki kyselyyn vastanneet olivat miehiä, 19–20-vuotiaita ja sotilasarvoltaan tykkimiehiä tai korpraaleja. Tutkimuksen aineisto saatiin kyselystä ja se analysoitiin sisällönanalyysin avulla. Tutkimuksen viitekehyksessä ovat palautuminen, jaksaminen sekä sotilaan toimintakyvyn psyykkinen ja sosiaalinen osa-alue. Tutkimustulosten perusteella voidaan todeta, että tulenjohtoaliupseeri kykenee vaikuttamaan alaistensa psyykkiseen ja sosiaaliseen palautumiseen sekä jaksamiseen tehokkaimmin säätelemällä heidän lepoaikaansa, keskustelemalla ja ylläpitämällä ryhmähenkeä. Lisäksi ravinnon ja nesteen saannista sekä fyysisestä kunnosta huolehtiminen, ovat tärkeitä tekijöitä palautumisen ja jaksamisen edistämisessä. Johtopäätöksinä voidaan todeta, että tulenjohto-aliupseeri on tärkeässä osassa alaistensa toimintakyvyn säilyttämisessä ja oman ryhmänsä suorituskyvyn ylläpidossa. Tutkimuksen tärkeimmät lähteet olivat Jarmo Toiskallion teokset sotilaspedagogiikasta, Jukka Alavillamon yleisesikuntaupseerikurssin diplomityö Sotilaan toimintakyky, Niina Valtasen kandidaatintutkielma Stressin sekä fyysisen ja psyykkisen toimintakyvyn vaikutus johtajaan sekä Yhdysvaltain armeijan Combat and Operational Stress Control Manual for Leaders and Soldiers.

The purpose of this presentation is to pay tribute to the life's work of Professor Vladimir Janda, a key figure in the 20th Century rehabilitation movement. An accomplished neurologist, he founded the rehabilitation department at Charles University Hospital in Prague, Czechoslovakia. He was one of the seminal members of the Prague school of manual medicine and rehabilitation that expanded its influence throughout Central and Eastern Europe. His observations regarding muscle imbalances, faulty posture and gait, and their association with chronic pain syndromes, etiologically, diagnostically, and therapeutically, influenced the rehabilitation world. The authors comprise a multinational, multiprofessional group representative of rehabilitation specialists around the world who would like to pay tribute and give a final word of thanks to this innovative educator, clinician, and author.

Since the introduction of fiber reinforced polymers (FRP) for the repair and retrofit of concrete structures in the 1980’s, considerable research has been devoted to the feasibility of their application and predictive modeling of their performance. However, the effects of flaws present in the constitutive components and the practices in substrate preparation and treatment have not yet been thoroughly studied. This research aims at investigating the effect of surface preparation and treatment for the pre-cured FRP systems and the groove size tolerance for near surface mounted (NSM) FRP systems; and to set thresholds for guaranteed system performance. This study was conducted as part of the National Cooperative Highway Research Program (NCHRP) Project 10-59B to develop construction specifications and process control manual for repair and retrofit of concrete structures using bonded FRP systems. The research included both analytical and experimental components. The experimental program for the pre-cured FRP systems consisted of a total of twenty-four (24) reinforced concrete (RC) T-beams with various surface preparation parameters and surface flaws, including roughness, flatness, voids and cracks (cuts). For the NSM FRP systems, a total of twelve (12) additional RC T-beams were tested with different grooves sizes for FRP bars and strips. The analytical program included developing an elaborate nonlinear finite element model using the general purpose software ANSYS. The bond interface between FRP and concrete was modeled by a series of nonlinear springs. The model was validated against test data from the present study as well as those available from the literature. The model was subsequently used to extend the experimental range of parameters for surface flatness in pre-cured FRP systems and for groove size study in the NSM FRP systems. Test results, confirmed by further analyses, indicated that contrary to the general belief in the industry, the impact of surface roughness on the global performance of pre-cured FRP systems was negligible. The study also verified that threshold limits set for wet lay-up FRP systems can be extended to pre-cured systems. The study showed that larger surface voids and cracks (cuts) can adversely impact both the strength and ductility of pre-cured FRP systems. On the other hand, frequency (or spacing) of surface cracks (cuts) may only affect system ductility rather than its strength. Finally, within the range studied, groove size tolerance of ±1/8 in. does not appear to have an adverse effect on the performance of NSM FRP systems.

Physical control of water hyacinth consists of removing the plants from the water by hand or machines. It is considered over effetive because it involves removing the whole plants from water. The first attempt on physical control was in 1992 when weed infestation was causing serious problems to the fishing communities in Lake Kyoga. The fishermen had problems of accessing the lake as huge masses of mobile weed blocked landing sites. Furthermore, the fishers lost their nets, which were swept away by mobile water hyacinth. As a result, an integrated control strategy involving physical control (manual and mechanical removal) was put in place. Through this method, the fishers were able to open up access routes to fishing grounds even though weed mats often reblocked the access routes. In the infested lakes, manual removal offered remedial relief to fish Iandings and other access sites. Sites of strategic importance such as hydro-electric power generation dam, water intake points and docking points which had large masses of water hyacinth required heavy machinery and mechanical harvesters were used at these sites.

The primary purpose of this experiment was to determine if left hand reaction time advantages in manual aiming result from a right hemisphere attentional advantage or an early right hemisphere role in movement preparation. Right-handed participants were required to either make rapid goal-directed movements to small targets or simply lift their hand upon target illumination. The amount of advance information about the target for a particular trial was manipulated by precuing a subset of potential targets prior to the reaction time interval. When participants were required to make aiming movements to targets in left space, the left hand enjoyed a reaction advantage that was not present for aiming in right space: or simple finger lifts. This advantage was independent of the amount or type of advance information provided by the precue. This finding supports the movement planning hypothesis. With respect to movement execution, participants completed their aiming movements more quickly when aiming with their right hand, particularly in right space. This right hand advantage in right space was due to the time required to decelerate the movement and to make feedback-based adjustments late in the movement trajectory. (C) 2001 Academic Press.
