One of the main problems in urban areas is the steady growth in car ownership and traffic levels. Therefore, the challenge of sustainability is focused on a shift of the demand for mobility from cars to collective means of transport. For this end, buses are a key element of the public transport systems. In this respect Real Time Passenger Information (RTPI) systems help citizens change their travel behaviour towards more sustainable transport modes. This paper provides an assessment methodology which evaluates how RTPI systems improve the quality of bus services in two European cities, Madrid and Bremerhaven. In the case of Madrid, bus punctuality has increased by 3%. Regarding the travellers perception, Madrid raised its quality of service by 6% while Bremerhaven increased by 13%. On the other hand, the users ́ perception of Public Transport (PT) image increased by 14%.

During the first decade of the new millennium, fueled by the economic development in Spain, urban bus services were extended. Since the years 2008 and 2009, the root of the economic crisis, the improvement of these services is at risk due to economic problems. In this paper, the technical efficiency of the main urban bus companies in Spain during the 2004–2009 period are studied using SBM (slack-based measures) models and by establishing the slacks in the services' production inputs. The influence of a series of exogenous variables on the operation of the different services is also analyzed. It is concluded that only the 24% of the case studies are efficient, and some urban form variables can explain part of the inefficiency. The methodology used allows studying the inefficiency in a disaggregated way that other DEA (data envelopment analysis) models do not.

Purpose - The roles of ‘conventional’ (fixed-route and fixed-timetable) bus services is examined and compared to demand-responsive services, taking rural areas in England as the basis for comparison. It adopts a ‘rural’ definition of settlements under a population of 10,000. Design/methodology/approach - Evidence from the National Travel Survey, technical press reports and academic work is brought together to examine the overall picture. Findings - Inter-urban services between towns can provide a cost-effective way of serving rural areas where smaller settlements are suitably located. The cost structures of both fixed-route and demand-responsive services indicate that staff time and cost associated with vehicle provision are the main elements. Demand-responsive services may enable larger areas to be covered, to meet planning objectives of ensuring a minimum of level of service, but experience often shows high unit cost and public expenditure per passenger trip. Economic evaluation indicates user benefits per passenger trip of similar magnitude to existing average public expenditure per trip on fixed-route services. Considerable scope exists for improvements to conventional services through better marketing and service reliability. Practical implications - The main issue in England is the level of funding for rural services in general, and the importance attached to serving those without access to cars in such areas. Social implications - The boundary between fixed-route and demand-responsive operation may lie at relatively low population densities. Originality/value - The chapter uses statistical data, academic research and operator experience of enhanced conventional bus services to provide a synthesis of outcomes in rural areas.

In this paper, a mathematical programming model and a heuristically derived solution is described to assist with the efficient planning of services for a set of auxiliary bus lines (a bus-bridging system) during disruptions of metro and rapid transit lines. The model can be considered static and takes into account the average flows of passengers over a given period of time (i.e., the peak morning traffic hour) Auxiliary bus services must accommodate very high demand levels, and the model presented is able to take into account the operation of a bus-bridging system under congested conditions. A general analysis of the congestion in public transportation lines is presented, and the results are applied to the design of a bus-bridging system. A nonlinear integer mathematical programming model and a suitable approximation of this model are then formulated. This approximated model can be solved by a heuristic procedure that has been shown to be computationally viable. The output of the model is as follows: (a) the number of bus units to assign to each of the candidate lines of the bus-bridging system; (b) the routes to be followed by users passengers of each of the origin–destination pairs; (c) the operational conditions of the components of the bus-bridging system, including the passenger load of each of the line segments, the degree of saturation of the bus stops relative to their bus input flows, the bus service times at bus stops and the passenger waiting times at bus stops. The model is able to take into account bounds with regard to the maximum number of passengers waiting at bus stops and the space available at bus stops for the queueing of bus units. This paper demonstrates the applicability of the model with two realistic test cases: a railway corridor in Madrid and a metro line in Barcelona Planificación de los servicios de lineas auxiliares de autobuses durante las incidencias de las redes de metro y cercanías. El modelo estudia el problema bajo condiciones de alta demanda y condiciones de congestión. El modelo no lineal resultante es resuelto mediante heurísticas que demuestran su utilidad. Se demuestran los resultados en dos corredores de las ciudades de Barcelona y Madrid.

The aim of this investigation is to evaluate the passenger?s perception of some attributes related to quality of bus services, and how this perception changes with the implementation of different measures. Surveys to passengers riding different bus lines were conducted in two scenarios: before the implementation of the measures and after the measures were implemented. The results of the passenger surveys were statistically analysed; then, an ordered logit model was used to analyse the differences between surveys thanks to the implemented measures. Bus stops are key links in the journeys of transit patrons with disabilities. Inaccessible bus stops prevent people with disabilities from using fixed-route bus services, thus limiting their mobility. The Americans with Disabilities Act (ADA) of 1990 prescribes the minimum requirements for bus stop accessibility by riders with disabilities. Due to limited budgets, transit agencies can only select a limited number of bus stop locations for ADA improvements annually. These locations should preferably be selected such that they maximize the overall benefits to patrons with disabilities. In addition, transit agencies may also choose to implement the universal design paradigm, which involves higher design standards than current ADA requirements and can provide amenities that are useful for all riders, like shelters and lighting. Many factors can affect the decision to improve a bus stop, including rider-based aspects like the number of riders with disabilities, total ridership, customer complaints, accidents, deployment costs, as well as locational aspects like the location of employment centers, schools, shopping areas, and so on. These interlacing factors make it difficult to identify optimum improvement locations without the aid of an optimization model. This dissertation proposes two integer programming models to help identify a priority list of bus stops for accessibility improvements. The first is a binary integer programming model designed to identify bus stops that need improvements to meet the minimum ADA requirements. The second involves a multi-objective nonlinear mixed integer programming model that attempts to achieve an optimal compromise among the two accessibility design standards. Geographic Information System (GIS) techniques were used extensively to both prepare the model input and examine the model output. An analytic hierarchy process (AHP) was applied to combine all of the factors affecting the benefits to patrons with disabilities. An extensive sensitivity analysis was performed to assess the reasonableness of the model outputs in response to changes in model constraints. Based on a case study using data from Broward County Transit (BCT) in Florida, the models were found to produce a list of bus stops that upon close examination were determined to be highly logical. Compared to traditional approaches using staff experience, requests from elected officials, customer complaints, etc., these optimization models offer a more objective and efficient platform on which to make bus stop improvement suggestions.

La llegada del tren de alta velocidad genera oportunidades de dinamización que deben de ser ante todo concretadas a escala local. Los lugares suelen reaccionar desplegando medidas de planificación y gestión para garantizar la mejor integración de la nueva infraestructura, procurar su coherencia con el modelo territorial y el mejor aprovechamiento de la accesibilidad que genera el nuevo tren. En este artículo se estudian las medidas desarrolladas en Segovia a raíz de la implantación del tren de alta velocidad con una estación localizada en la periferia, por lo que tuvieron que desplegarse un buen número de acciones de planificación territorial y gestión de la movilidad. A través del planeamiento municipal se trata de integrar la estación y su entorno al conjunto urbano, con el desarrollo de suelo urbanizable y nueva infraestructura viaria. La gestión de la movilidad pasa inicialmente por la articulación de la estación con el centro urbano a través de servicios de autobuses coordinados con los horarios de los trenes.

El pasado Mundial de Fútbol Categoría Sub-20 fue una gran oportunidad que tuvo Colombia para seguir mostrándose a nivel internacional y para mejorar su imagen negativa de ser un país violento. Debido al éxito de este evento, y que estuvo a la altura de los de su tipo, ya que también superó en record de asistencia a los que se habían realizado anteriormente (FIFA.COM, 2011), y sumado a las declaraciones del presidente de la FIFA: "Colombia está preparada para la gran Copa Mundial de FIFA, pero de momento deberá esperar hasta el año 2026, porque las sedes de los años 2014 (Brasil), 2018 (Rusia) y 2022 (Qatar) ya están asignadas" (Semana, 2011); este trabajo pretende analizar con base en los principales indicadores (infraestructuras, movilidad, vías, ciudades, seguridad), si Bogotá podría ser sede principal del mundial de fútbol del 2026. Para lograr el objetivo se tomaron como referencia los diferentes mundiales anteriormente realizados. Se hizo un análisis comparativo entre Johannesburgo (sede principal del Mundial realizado en Suráfrica en el 2010) y Bogotá, en 5 factores que permiten visualizar las fortalezas y debilidades de la capital colombiana para poder ser sede principal de un Mundial. Se presentan conclusiones.

If urban planning is to support the equitable distribution of public goods and services, it must recognize and address the dismal condition of millions of poor people who are living in a city. The primary focus of contemporary planners and planning students should be on finding and advocating solutions that help eliminate the problems of today¿s cities. Any meaningful solution will need to be grounded in a thorough understanding of the social class inequities of citizens. With the rapid development of national economy and urbanization process in Brazil over the last two decades, the number of vehicles and their travels are dramatically increased. This is particularly evident in all large cities. Traffic congestion becomes more and more severe. Inadequate parking facilities often result in difficulty to find a parking space in large cities and many illegally parked vehicles can be seen on the crowed streets. These illegally parked vehicles further intensify traffic congestion and also pose a traffic safety hazard. The process of urbanization and motorization in Brazil is likely to continue in a rapid pace. The urban public passengers transport modes problems in large cities are likely to get even worse. There is an urgent need for the development of policy and criteria for public service of urban public passenger transport by bus in large cities. The purpose of survey is to develop policy guidelines for public transport services planning, design, construction and mobility management, that meet community needs for accessibility in large cities. So this thesis will present major comparative characteristics of urban mobility management, urban public passengers transport by bus services planning and the quality of social life in two towns of Brazil: Rio de Janeiro and Curitiba. The study case has been focused on Rio de Janeiro and Curitiba because of the major different results of the survey presented by the two cities. The objectives of this thesis are: a) to analyze and discus existing urban mobility related accessibility and economic development problems in large cities; b) to provide an overview of the relationship within city ¿ quality of social life ¿ urban mobility in Rio and Curitiba; c) to analyze and discuss existing urban mobility management related public transport services in Rio and Curitiba; d) to analyze and discuss existing quality of bus public transport services problems in Rio. Some preliminary recommendations for mobility management policies will also be presented.

This thesis carries through an application of Analysis of Multicriterion Decision with use of the method of Analytical Hierarchy Process (AHP) in the problematic one of taking of decision of the adoption of electronic collecting in the system of urban transport in the country, a subject that has been controversial. A modeling of criteria and alternatives is carried through and applied a questionnaire based on method AHP the excellent actors in the system of urban transport - Leading of the Managing Agency Public Municipal theatre of Urban Transports, Controller of Company of Bus, Controller of Labor union, Controller of Union of Companies, Communitarian Leader. The considered alternatives were: the maintenance of the current state with collectors, the implementation of electronic collection without collectors, and the implementation of electronic collection with collectors. The used criteria were: job, impact in the fare, control of the system, easiness of use, information. The study was carried through in the city of Natal, RN, where if the adoption of electronic collection argues and where this implementation in some bus lines between Natal and Parnamirim exists, city that integrates the region of the great Natal. The main results of the method evidence in a dimension, the viability of use of method AHP with questionnaire by means of validation of the judgments with analysis of variance beyond proper the normal mechanisms of analysis of consistency to the method, and in another one, the contribution of the analysis boarding multicriterion to become the judgments more clearly. The main results of the analysis help to show that although to models of criteria and distinct judgments of the actors, the method evidenced that it has inclination the adoption of the electronic collection on the current situation, even so with divergences between the maintenance or not of the collector. The research points to the possibility of accomplishment of the application of the AHP in successive rounds of judgments

En estos tiempos de crisis se hace imperativo lograr un consumo de recursos públicos lo más racional posible. El transporte público urbano es un sector al que se dedican grandes inversiones y cuya prestación de servicios está fuertemente subvencionada. El incremento de la eficiencia técnica del sector, entendida como la relación entre producción de servicios y consumo de recursos, puede ayudar a conseguir una mejor gestión de los fondos públicos. Un primer paso para que se produzca una mejora es el desarrollo de una metodología de evaluación de la eficiencia técnica de las compañías de transporte público. Existen diferentes métodos para la evaluación técnica de un conjunto de compañías pertenecientes a un sector. Uno de los más utilizados es el método frontera, en el que se encuentra el análisis envolvente de datos (Data Envelopment Analysis, DEA, por sus siglas en inglés). Este método permite establecer una frontera de eficiencia técnica relativa a un determinado grupo de compañías, en función de un número limitado de variables. Las variables deben cuantificar, por un lado, la prestación de servicios de las distintas compañías (outputs), y por el otro, los recursos consumidos en la producción de dichos servicios (inputs). El objetivo de esta tesis es analizar, mediante el uso del método DEA, la eficiencia técnica de los servicios de autobuses urbanos en España. Para ello, se estudia el número de variables más adecuado para conformar los modelos con los que se obtienen las fronteras de eficiencia. En el desarrollo de la metodología se utilizan indicadores de los servicios de autobús urbano de las principales ciudades de las áreas metropolitanas españolas, para el periodo 2004-2009. In times of crisis it is imperative achieve a consumption of public resources as rational as possible. Urban public transport is a sector devoted to large investments and whose services are heavily subsidized. Increase the technical efficiency of the sector, defined as the ratio of service output and resource consumption, can help achieve a better management of public funds. One step to produce an improvement is the development of a methodology for evaluating the technical efficiency of the public transport companies. There are different methods for the technical evaluation of a set of companies within an industry. One of the most widely used methods is the frontier method, in particular the Data Envelopment Analysis (DEA). This method allows the calculation of a technical efficiency frontier on a specific group of companies, based on a limited number of variables. Variables must quantify, on the one hand, the provision of services of different companies (outputs), and on the other hand, the resources consumed in the production of such services (inputs). The objective of this thesis is to analyze, using the DEA method, the technical efficiency of urban bus services in Spain. For this purpose, it is studied the more suitable variables that can be used in the models to obtain the efficiency frontiers. In developing the methodology are used indicators of urban bus services in major cities of the Spanish metropolitan areas for the period 2004-2009.
