This paper presents reflections on a survey on the participation of women seated in the Food Acquisition Program in the city of Wenceslas President / SP. From discussion of the issue of gender in the Brazilian countryside and along the beneficiary populations of land reform policies, evaluates the invisibility of the economic contribution of women - with generally restricted operations to the care of household activities and production for self - which is changing both due to the mobilization of women as the different public policies implemented in the last decade. One of these, the Food Acquisition Program (PAA) is analyzed in its operation. Although not gestated for this specific purpose, this program has contributed to the visibility of women's productive work in the settlements. The research was made through the verification of female participation in the mandatory documents for inclusion in the EAP, revealing a percentage that over ix the years has been superimposed, making women acquire economic autonomy and even in a limited way conquering empowerment

This thesis aimed to evaluate the implementation of the Food Acquisition Program(PAA) through CONAB RN in the period of 2003-2010 with the perception of all agents involved in the implementation of the government program.For the methodological trajectory it was adopted a descriptive bibliographical and documentary approach with triangular qualitative and quantitative, also called evaluative research.The theoretical model was supported by the authors Draibe (2001), Aguilar and Ander-Egg (1994) and Silva(2001), among others, that focused on family farming and evaluation of implementation of public policy having as a category of analysis the size implementation of policy and the latter divided into 10 theoretical dimensions.The universe consisted of three groups: the first were the managers and technicians from CONAB(RN and Brasilia), totaling 15 subjects. The second group was of associations/cooperatives that participated in the programin 2010, totaling a sample in each access of 15 representatives. The third group of subjects totaled with 309 representatives of governmental and non-governmental organizations that received donations of food for the same period. Semi-structured interviews and forms were adopted as instruments of data collection.The data were processed qualitatively by the analysis of content (interviews and documents) and quantitatively by means of statistical tests that allowed inferences and adoption of frequencies. Among the key find ingests that the program is not standing as a structure supported by planning. The interests of the performers do not necessarily converge with the objectives of the Food Acquisition Program (PAA). A shockof goals was identified (within the same program) when comparingthe financial agent (Ministry of Rural Development and of Social Development and Fight Against Hunger Ministry r) and the executor, CONAB/RN. Within the assessed dimensions, the most fragileis the sub-managerial decision-making and Organizational Environment and internal assessment, still deserves attention the sizeof logistical and operational Subsystem, as this also proved weak.The focusin the quest toexpand thequantificationof the resultsof theFood Acquisition Program (PAA)by CONAB/RN does forget a quality management focused on what really should be:the compliance with the institutional objectives of the government program.Finally, the perspective for the traded implementation should be re-examined because excessive discretion by managers along with technical staff has characterized there al role of the Food Acquisition Program (PAA) as public policy. We conclude that the implementation model, which apparently aggregates values to the benefitted citizens, has weakened the context of work on family farms having the management model of the implementation process be reviewed by the Federal Government and point too ther paths, which have as a guide line the emancipation and developmentof the field or in the field andat the same time enables the reduction of nutritional deficiency of beneficiaries in a balanced and coherent way

In the 90, the public politics for the Brazilian rural way incorporated the territorial perspective, besides they motivate the participation and the beneficiaries collective organization. In 2003 the Food Acquisition Program (FAP) was created with the intention of guaranteeing the feeding of people in social vulnerability situation or alimentary insecurity and of providing work and income in the field through the direct buying of the agriculturists foods. In a research made in two São Paulo State's towns: Tupi Paulista and Dracena, it was verified that the price paid to the farmers is higher to the regional average and because of this fact the participants have interest in enlarging the cultivated area and/or in diversifying the cultivations. Though, two problems were detected: 1) the reduced number of beneficiated producers; and, ii) the furtherance of the producers relatives already registered that try to increase their quota of products and the value to be received.

The Programa de Aquisição de Alimentos was created by the Lula administration (2003) as part of Fome Zero (Zero Hungry). This program aims to ensure access to food for people living in food and/or nutritional insecure situation and strengthen family agriculture, by food that is pushased by the government. Considering the importance of this program as a differentiated policy that we abode in the analysis far of its implementation on national scale, as its operationalization in a specific context, with the spatial cutout of the municipality Dracena, located on São Paulo state western portion. It was found that, either in national and municipal levels, the program presented a growth on the number of approved projects, participating producers, benefited institutions and resource values. However, even with such expansion, the scope of this program is still quite limited and at the same time, too concentrated in spatial terms.

A Agricultura exerce papel fundamental na economia de um país, seja ela para emprego de mão de obra e geração de renda, seja para produção de alimentos destinados para a exportação e consumo interno. No Brasil a Agricultura familiar é responsável por produzir uma parcela importante de alimentos consumidos pela população nacional. Durante a década de 1990, políticas públicas foram sendo implantadas para auxiliar o desenvolvimento rural, tendo como público alvo a agricultura familiar e incidindo sobre entraves para o seu desenvolvimento, como a questão da comercialização dos produtos advindos desse segmento. Em 2003, O Programa de Aquisição de Alimentos (PAA), foi instituído pelo artigo 19 da lei federal 10.696, que tinha como objetivo promover a inclusão social e econômica no campo por meio do fortalecimento da agricultura familiar, através da aquisição de alimentos desses produtores. Tais alimentos adquiridos são destinados a ações de alimentação empreendidas por entidades das redes sócioassistenciais, Bancos de Alimentos e para famílias em situação de vulnerabilidade social. O presente trabalho consistiu em um estudo de caso, que teve como objetivo diagnosticar a influência do PAA no município de Rio Claro (SP), quantificando o número de agricultores que participavam do programa no município, e, identificando a diversidade e quantidade de alimentos produzidos destinados ao PAA. Foram também analisados os valores destinados ao programa desde sua implantação. Além disso, foram mapeadas as entidades sócio-assistenciais que receberam os alimentos destinados ao programa. Com base na leis de nº 10.696/2003 e nº 11.326/2006, e os Decretos de nº 6.447/2008 e nº 6.959/2009, que dão providências ao PAA, foram realizadas coletas de dados e informações junto às Secretarias de Ação Social e ao Banco de Alimentos do município de Rio Claro... This essay aims to discuss the acquisition of food by the National School Feeding Program in light of its current legal framework with a view to promote healthy and culturally sound eating habits that help to improve the health of Brazilian school children and promote local development. The study presents an analysis of the current legislation of the National School Feeding Program, evidencing its intention to influence the Brazilian feeding system and the food pattern of its population using school meals, highlighting the gaps that challenge the achievement of major changes in the execution of the program. From this analysis and based on the high and growing consumption of ultra-processed foods in Brazil, and considering the disadvantages of these foods when compared with minimally-processed or fresh foods, a proposal is developed to guide the construction of a list of foods that is consistent with the current legal framework of the Program and its objectives. It is argued that the prevalence of minimally-processed or fresh foods in school meals can be a strategy to rescue the healthy-food heritage and strengthen local development if promoting family farming.

Este ensaio pretende discutir a aquisição de alimentos para o Programa Nacional de Alimentação Escolar à luz do seu marco legal vigente, na perspectiva de promover hábitos alimentares saudáveis e culturalmente articulados que contribuam para a promoção das condições de saúde da população escolar brasileira e para o desenvolvimento local. Apresentase análise da legislação em vigor do Programa Nacional de Alimentação Escolar, evidenciando a intencionalidade de influenciar o sistema alimentar brasileiro e o padrão alimentar de sua população a partir da alimentação escolar, destacandose as lacunas que desafiam a efetivação de mudanças substanciais na execução do programa. Partindo dessa análise e com base no elevado e crescente consumo de alimentos ultraprocessados no Brasil, e considerando as desvantagens desses alimentos diante de alimentos pouco ou não processados, desenvolvese proposta para orientar a construção de uma pauta de alimentos que seja consistente com o marco legal vigente do programa e com seus objetivos. Argumentase que a predominância de alimentos pouco ou não processados na alimentação escolar pode ser estratégia para o resgate do patrimônio alimentar saudável e para o fortalecimento do desenvolvimento local se resultar da aproximação com a agricultura familiar.
