Australian policy makers recognise women who are trafficked to Australia (and these are largely for the purposes of sexual exploitation) primarily as victims of crime. The main public mechanism by which the "problem" of trafficked people in Australia is managed is the criminal law. At the same time, however, as a signatory to the UN Protocol on Trafficking and the Declaration of Human Rights, the Australian Government also recognises the rights of women trafficked to Australia to access health and community services in the wake of the health damage and trauma they often incur as a consequence of their experience. Current evidence suggests that trafficked women in Australia face considerable barriers in being able to avail themselves of such a right and of the services that accompany it. This paper explores the tensions posed by Australian policy and service approaches to trafficked women in light of the concept of social citizenship and the ways in which it is mediated in the Australian context by national border protection policy.

Commentators and scholars alike recognize the important role political dissatisfaction plays in the process of regime change. A considerable body of literature has used dissatisfaction with a regime and distrust in political institutions to explain political dynamics during democratization's initial phase, yet these indicators are rarely used to assess disaffection with politics in established democratic regimes. Recent research on the post-communist region has established that citizens demonstrate high levels of political alienation, and that ethnic minority communities in particular are widely dissatisfied with democratic politics, institutions and regimes. This paper uses the 2004 data from the New Baltic Barometer to analyse individual-level disaffection with politics among the minorities in the Baltic States and explores the structural roots of such disaffection. The paper draws upon interviews with political representatives of minority communities in order to understand their perceptions of opportunities to participate in decision-making. Building on quantitative and qualitative analysis, the paper concludes that disaffection with politics among both the mass of ethnic minorities and their elite groups is best explained by the misrepresentation of minority interests in post-communist Baltic polities.

Legal provisions in the US have extended the idea of the border to the inside of US territory. Border Patrol Agents confront people in different spaces to inquire about their status. I examine border policing along the northern border of the United States through textual and discourse analysis. This thesis asks: How do border agents exercise power and control the movement of people within 100 miles of the border? In whose interest is the border, the “nation,” secured? The spaces in which these mobile borders are practiced become the sites where “citizens” and “aliens are produced, reproduced and contested. These border policing practices create the illusion of a “nation” that is secured for “our” interests. However, the interests of these vulnerable groups are not reflected in the immigration policy and along the “border. Therefore the very existence of immigrants and their basic right to be in the US is undermined.

Hinter dem vielleicht etwas zu stark auf ein weiteres Publikum zielenden Titel verbirgt sich ein durch und durch seriöses Buch über das "faszinierendste Projekt“, mit dem der Autor sich je befasst habe (S. 7). Wenn es überhaupt Menschheitsfragen gebe, zähle die Frage, ob wir "allein" im Universum sind, mit Sicherheit dazu. Da damit die erste deutschsprachige Monographie seit mehreren Jahrzehnten zum Thema vorliegt, ist sie hier sicher einer Besprechung wert.
