Reuse of Spanish civil war air-raid shelters in Alicante: the R46 Balmis and R31 Seneca shelter

More than a hundred public air-raid shelters were constructed beneath Alicante during the Spanish Civil war. Their architectural uniqueness and humanitarian purpose render these shelters a tangible testament to our recent history. The Alicante Municipal Archives hold reports written by technicians who inspected the shelters in the 1940s, which were subsequently included in the Special Plan for public shelters in 1953. Half a century later, in 2003, information on the air-raid shelters was included in another Special Plan aimed at protecting Alicante’s archaeological heritage. Thanks to the work of the Municipal Heritage Conservation unit (COPHIAM) and the Special Protection Plan for Urban Archaeology (PEPA), the exact or approximate locations were identified for almost 90% of the shelters known to have existed. This paper describes interventions in two of these architectural spaces using advanced museology techniques. The first concerns air-raid shelter R46, located in the Plaza del Dr. Balmis in the city centre. This was built in 1938, and is rectangular with two entrances. The second is air-raid shelter R31, located in the Plaza Séneca.

A game theoretical multiple resource interaction approach to resource allocation in an air campaign

In this paper we propose a multiple resource interaction model in a game-theoretical framework to solve resource allocation problems in theater level military campaigns. An air raid campaign using SEAD aircraft and bombers against an enemy target defended by air defense units is considered as the basic platform. Conditions for the existence of saddle point in pure strategies is proved and explicit feedback strategies are obtained for a simplified model with linear attrition function limited by resource availability. An illustrative example demonstrates the key features.

Love, politics, time

Featuring the musical compositional techniques of phase, repetition and pulse, with the sounds of New York recorded from a 16th floor hotel window, this sonic poem is a plea for the intimately spoken word. As cockatoos rise in the white siren sky, two lovers confront love and time in a halting conversation inside a placeless shelter.
This performance work is a poetic and musical experimentation with ideas from the philosopher Alain Badiou. The intersection of political and amorous truth procedures thought to form the subject matter of many novels is extended upon by presenting such an intersection via the crossing of genres of music, sound art, poetry, prose and theatre. This collaborative venture forms a continuing experiment with the idea that music does not simply form a corollary with words and their representation in sound, but rather explores ways in which music can form an antagonistic relationship to the spoken word.
'Conversation in an air raid shelter' was originally presented as a live performance at Double Dialogues Conference: 'The 21st century - The Event, The Subject, The Artwork', Fiji, 2012 and the audio recording appears in Double Dialogues Issue 16, Spring 2013 with an accompanying discursive article 'Love, Politics, Time'. It is available on CD and Youtube. It was also performed at the Torquay Literary Festival in 2013. A discussion of its process by Josephine Scicluna features on a video currently in production by Deakin University for a new unit on creativity in the Bachelor of Arts program.

Refugios antiaéreos de la Guerra Civil en Alicante: intervenciones arqueológicas en las plazas de Séneca y Dr. Balmis

El golpe militar de 1936 conducirá a una dura contienda civil. Durante la misma, la Aviación Legionaria Italiana y, en menor medida, la Legión Cóndor bombardeará duramente numerosas ciudades de la costa mediterránea. Para proteger a la población, las Juntas Locales de Defensa Pasiva llevarán a cabo un programa de construcción de refugios antiaéreos sin precedentes hasta entonces. En Alicante serán numerosos los refugios construidos, entre ellos los situados en las plazas de Séneca y del Dr. Balmis, ambas construcciones salen a la luz, tras años de olvido, a raíz de sendos proyectos de remodelación de las zonas en las que se encuentran enclavados.

Air pollution levels measured at traffic hot spots : Brisbane urban corridor study

Air pollution levels were monitored continuously over a period of 4 weeks at four sampling sites along a busy urban corridor in Brisbane. The selected sites were representative of industrial and residential types of urban environment affected by vehicular traffic emissions. The concentration levels of submicrometer particle number, PM2.5, PM10, CO, and NOx were measured 5-10 meters from the road. Meteorological parameters and traffic flow rates were also monitored. The data were analysed in terms of the relationship between monitored pollutants and existing ambient air quality standards. The results indicate that the concentration levels of all pollutants exceeded the ambient air background levels, in certain cases by up to an order of magnitude. While the 24-hr average concentration levels did not exceed the standard, estimates for the annual averages were close to, or even higher than the annual standard levels.

Guidelines on building design and operation to minimize air quality impacts from major roads in transit oriented development

Poor air quality has a huge detrimental effect, both economic and on the quality of life, in Australia. Transit oriented design (TOD), which aims to minimise urban sprawl and lower dependency on vehicles, leads to an increasing number of buildings close to transport corridors. This project aims at providing guidelines that are appropriate to include within City Plan to inform future planning along road corridors, and provide recommendations on when mitigation measures should be utilised.
