A novel flexible alloy substrate (Phynox, 50 mm thick) was used for the synthesis of zinc oxide (ZnO) nanorods via a low-temperature solution growth method. The growth of ZnO nanorods was observed over a low temperature range of 60-90 degrees C for a growth duration of 4 hours. The as-synthesized nanorods were characterized using field-emission scanning electron microscopy (FE-SEM), X-ray diffraction (XRD), transmission electron microscopy (TEM), and X-ray photoelectron spectroscopy (XPS) for their morphology, crystallinity, microstructure and composition. The as-grown ZnO nanorods were observed to be relatively vertical to the substrate. However, the morphology of the ZnO nanorods in terms of their length, diameter and aspect ratio was found to vary with the growth temperature. The morphological variation was mainly due to the effects of the various relative growth rates observed at the different growth temperatures. The growth temperature influenced ZnO nanorods were also analyzed for their wetting (either hydrophobic or hydrophilic) properties. After carrying out multiple wetting behaviour analyses, it has been found that the as-synthesized ZnO nanorods are hydrophobic in nature. The ZnO nanorods have potential application possibilities in self-cleaning devices, sensors and actuators as well as energy harvesters such as nanogenerators.

This Policy Brief offers an in-depth review of the Stability and Growth Pact (SGP) and looks at whether the margins of flexibility within existing rules are sufficient in the current climate of low growth, or whether there is a need to broaden them. The issue is especially relevant as the changing economic environment is raising fresh questions about whether the EU’s current common economic policies are able to manage dismal growth and low inflation. The fragile state of confidence in financial markets and the unresolved but inevitable questions of moral hazard linked to lax fiscal policies mean that no large-scale fiscal expansion to support the recovery of economic activity is feasible. The discussion may therefore only concern the scope within the SGP to accommodate an unexpected drop in economic activity and to provide room for the implementation of structural reforms. Here, we analyse the flexibility clauses of the Stability and Growth Pact under three headings; namely “exceptional circumstances”, “structural reforms and other relevant factors”, and the “investment clause”. Recommendation: Our main conclusion is that the SGP contains sufficient flexibility to accommodate an unexpected drop in economic activity and has the margins needed to finance structural reforms during the transition to the new regime. We therefore see no need to change the existing rules of the SGP. We believe that the ongoing debate about a fresh growth strategy for the eurozone and the European Union would greatly benefit from removing from the Council table ill-formulated and unnecessary demands for greater flexibility in the SGP.

The Chancellery of Alfonso X represents one of the most signi-ficant milestones for the study of the configuration of the future Spanish Administration. One of the least known subjects of his reign is the pro-cess followed to draft his documents —the genesis of the documents—. Having disappeared the records of the Castilian Chancellery, the use of the legal sources of Alfonso X like: Speculum, Fuero Real, Partidas and the Monarch´s documents have become essential to develop this work. This work approaches the different stages of construction of the docu-ment, from its “actio” to its “conscriptio” which we have divided into “documental” and “cancilleresca”, respectively. This division is due to, on one hand, to the different places in which documents were created and on the other hand, to the strengthening of the belief that the Chan-cellery was the place where the documents were validated and can-celled.

Avaliou-se o comportamento produtivo em populações de Kinosternon scorpioides spp mantidas em dois sistemas de criação em cativeiro (intensivo e extensivo), considerando duas épocas do ano (chuvosa e menos chuvosa). Dentre as categorias animais mantidas em conservação pela Embrapa Amazônia Oriental, escolheu-se apenas animais adultos (acima de 02 anos de idade ou peso superior a 200g) para serem subdivididos nos sistemas de criação, em que se diferenciam quanto ao manejo alimentar. O número total de observações colhidas no período de fevereiro de 2012 a março de 2013 foi de 4.485, distribuídos entre machos e fêmeas. Os resultados demonstraram que os animais possuem média de peso na época menos chuvosa, para machos e fêmeas nos dois sistemas de criação, superior às médias da época mais chuvosa. Este comportamento se deve ao fato do animal apresentar um ganho compensatório na época que seria adversa, ou seja, no período seco, em função de uma memória silvestre da hibernação. Os sistemas de criação, assim como as épocas do ano, associados ao manejo geral influenciaram significativamente o peso dos animais. Muçuãs criados em sistema de cativeiro intensivo apresentaram ganhos competitivos superiores quando comparado aos do sistema de cativeiro extensivo. O manejo alimentar empregado no sistema de criação intensivo melhorou o desempenho produtivo dos animais.
