Welcome to another issue of the Queensland Environmental Practice Reporter. This issue begins with a paper by QUT masters student, Jenny Kortlaender, which considers the effectiveness of the United Nations Convention on Biological Diversity in addressing global biodiversity decline. This is followed by a paper by Fiona Leddy which critically analyses international shipping in Australian waters and the approach taken by Australia laws in addressing the risks posed by ship-based oil pollution. The third paper in this issue is by Adjunct Professor Hugh Lavery, Gina Lee and Carolyn S. Sandercoe. Nonlinear programming solutions for controlling the vibration pattern of stretched strings

The problem of controlling the vibration pattern of a driven string is considered. The basic question dealt with here is to find the control forces which reduce the energy of vibration of a driven string over a prescribed portion of its length while maintaining the energy outside that length above a desired value. The criterion of keeping the response outside the region of energy reduction as close to the original response as possible is introduced as an additional constraint. The slack unconstrained minimization technique (SLUMT) has been successfully applied to solve the above problem. The effect of varying the phase of the control forces (which results in a six-variable control problem) is then studied. The nonlinear programming techniques which have been effectively used to handle problems involving many variables and constraints therefore offer a powerful tool for the solution of vibration control problems.

Bowhead and white whale migration, distribution, and abundance in the Bering, Chukchi, and Beaufort Seas, 1975-78

From September 1975 to September 1977 we conducted field research on bowhead, Balaena mysticetus, and white, Delphinapterus leucas, whales in the U.S. Bering, Chukchi, and Beaufort Seas. The objectives were to determine the general distribution and migration of these whales in spring and autumn and to estimate abundance. We also surveyed the literature beginning in June 1975 through March 1978 to augment our empirical results. (PDF contains 48 pages)

Ficou adiada para janeiro a votação do Regimento Interno da Constituinte que vai organizar as votações em Plenário. A apresentação de emendas começa dia 4 de janeiro e vai até o dia 11, o relator terá 5 dias para dar o parecer sobre as emendas, a seguir terá um dia para publicar e distribuir as emendas. A seguir serão 5 dias para os pedidos de destaque. Obedecidos todos os prazos, o projeto de Constituição começa a ser votado em Plenário, no dia 25 de janeiro. A notícia do adiamento acabou sendo o principal assunto da cerimônia de entrega das condecorações da Ordem do Congresso Nacional. A viabilidade das eleições gerais para o ano de 1988 é a principal preocupação em relação ao atraso dos trabalhos da Constituinte.

Interrelated contributions to freshwater science over 78 years: A guide to published work from the Freshwater Biological Association, Institute of Freshwater Ecology and Centre for Ecology and Hydrology, 1929-2006

This article introduces a new listing of published scientific contributions from the Freshwater Biological Association (FBA) and its later Research Council associates – the Institute of Freshwater Ecology (1989–2000) and the Centre for Ecology and Hydrology (2000+). The period 1929–2006 is covered. The authors offer also information on specific features of the listing; also an outline of influences that underlay the research, and its scientific scope.
