La Universidad del Rosario e Iniciativa Gestión para los intereses ambientales y Públicos – iniciativa GESAP, colocan a disposición del publico la reimpresión del libro Las acciones populares en el derecho privado colombiano de German Sarmiento Palacio, abogado egresado de la Facultad de Jurisprudencia de esta Universidad. El doctor Sarmiento Palacio fue uno de los precursores del uso de las acciones populares en Colombia así como del debate alrededor de los derechos e intereses colectivos. En el décimo aniversario de su fallecimiento se quiere rendir un homenaje con la presente publicación. Este libro constituye un documento de gran valor académico para la evaluación de las acciones populares en Colombia y para el análisis de los intereses colectivos. El estudio histórico y comparado que rescata las raíces del medio de defensa en el derecho romano y contrasta las legislaciones de otros países sobre la institución judicial de protección y defensa de los derechos lectivos, así como el análisis de los apartes pertinentes del código civil, fue en su momento un precedente que alentó el usos de las acciones populares en Colombia. Ese carácter histórico y comparado del texto tiene plena vigencia en el país. Iniciativa GESAP nace de un grupo interdisciplinario convencido de la importancia de una organización que se dedique a la protección de los derechos e interés colectivos, así como de los derechos fundamentales en Colombia. Esta institución busca contribuir, desde un escenario amplio de discusión y reconociendo los aportes previos realizados en el tema, al desarrollo del derecho de interés publico. Iniciativa GESAP se inspira en la obra y vida de German Sarmiento Palacio y rescata y exalta su memoria como defensor de los derechos e intereses colectivos

Deep Raman spectroscopy has been utilized for the standoff detection of concealed chemical threat agents from a distance of 15 meters under real life background illumination conditions. By using combined time and space resolved measurements, various explosive precursors hidden in opaque plastic containers were identified non-invasively. Our results confirm that combined time and space resolved Raman spectroscopy leads to higher selectivity towards the sub-layer over the surface layer as well as enhanced rejection of fluorescence from the container surface when compared to standoff spatially offset Raman spectroscopy. Raman spectra that have minimal interference from the packaging material and good signal-to-noise ratio were acquired within 5 seconds of measurement time. A new combined time and space resolved Raman spectrometer has been designed with nanosecond laser excitation and gated detection, making it of lower cost and complexity than picosecond-based laboratory systems.

A bancada de Brasília na Constituinte quer o consenso em torno das eleições para eleger o primeiro governador da cidade. Todos concordam com a autonomia política já aprovada na Comissão de Sistematização. Ainda não há consenso porém em torno da data das eleições. Falta definir se serão em 1988, 1989 ou 1990. O Plenário da Constituinte voltou a se reunir esta tarde para discutir a mudança do Regimento. Desta vez será discutido o projeto apresentado pela Mesa e que incorpora as propostas já votadas pelo Centrão. Tanto o PMDB como o Centrão já fizeram acordo em torno de 90% da proposta da Mesa. Mas a questão da Preferência ainda é problema. O PMDB não concorda com preferência automática para emendas substitutivas com 280 assinaturas. A posição do Centrão é de insistir na preferência automática. O novo Regimento irá valer para a etapa final da Constituinte.

Available evidence suggests that the use of CO(2) insufflation in endoscopy is more comfortable for the patient. The safety of CO(2) use in colonoscopy remains contentious, particularly in sedated patients. The objective of the present prospective trial was to assess the safety of CO(2) colonoscopies. Methods. 109 patients from our previous randomized CO(2) colonoscopy study and an additional 238 subsequent consecutive unselected patients who had a routine colonoscopy performed in a private practice were enrolled from April 2008 through September 2008. All but 2 patients were sedated. All patients were routinely monitored with transcutaneous CO(2) measurement. Volumes of CO(2) administered were correlated with capnographic measurements from transcutaneous monitoring. Results. Of the 347 patients examined, 57% were women; mean (SD) age of participants was of 60.2 years (12.8). Mean propofol dosage was 136 mg (64 mg). Mean CO(2) values were 34.7 mm Hg (5.3) at baseline, 38.9 mm Hg (5.5) upon reaching the ileum, and 36.9 mm Hg (5.0) at examination's end. Mean maximum increase of CO(2) was 4.5 mm Hg (3.6). No correlation was observed between volume of CO(2) administered and increase in level of CO(2) (correlation coefficient: 0.01; P value: 0.84). No complications were observed. Conclusions. The present prospective study, which was based on one of the largest sedated patient sample reported to date in this setting, provides compelling evidence that CO(2) insufflation in colonoscopy is safe and unassociated with relevant increases in transcutaneously measured levels of CO(2).
