Cyber-networks, physical coalitions and missing links : imagining and realizing dissent in Malaysia 1998-2008

From September 1998 to March 2008, dissident cyber-networks in Malaysia developed connections with physical coalitions that contributed to the Opposition’s historic gains in the 12th General Election of March 2008. To succeed in entrenching a ‘two-coalition system’, however, the component parties of the Opposition coalition (Pakatan Rakyat) must establish its ‘missing links’, namely, extensive and deep organizational networks in society that would permit the coalition to move from imagining and realizing dissent to institutionalizing it meaningfully.

Implementation of Reed-Solomon RS (255,239) Code

In this paper the construction of Reed-Solomon RS(255,239) codeword is described and the process of coding and decoding a message is simulated and verified. RS(255,239), or its shortened version RS(224,208) is used as a coding technique in Low-Power Single Carrier (LPSC) physical layer, as described in IEEE 802.11ad standard. The encoder takes 239 8-bit information symbols, adds 16 parity symbols and constructs 255-byte codeword to be transmitted through wireless communication channel. RS(255,239) codeword is defined over Galois Field GF and is used for correcting upto 8 symbol errors. RS(255,239) code construction is fully implemented and Simulink test project is constructed for testing and analyzing purposes.

Distribución de radionúclidos naturales (7Be y 210Pb) y antropogénicos (137Cs y 239,240Pu) en el Océano Ártico

La distribución de los radionúclidos (7Be, 137Cs, 210Pb y 239,240Pu) en los diferentes compartimentos (columna de agua, sedimentos del fondo y hielo) depende no sólo de las propiedades fisicoquímicas del propio radionúclido, sino también de los procesos que tienen lugar en el Océano Ártico. El hielo marino desempeña un papel relevante en la dispersión de los radionúclidos desde las áreas de formación del hielo a lo largo del Ártico debido a la liberación de éstos durante su tránsito o definitivamente en las áreas de ablación, especialmente en el Estrecho de Fram. Además, el hielo durante su deriva incorpora radionúclidos debido a la deposición atmosférica. Los radionúclidos conservativos (137Cs) permanecen disueltos en la columna de agua, mientras que los reactivos (210Pb e isótopos de Pu) se hallan predominantemente en los sedimentos de las plataformas continentales. En cambio, en las cuencas árticas centrales la mayor parte se encuentran en la columna de agua debido a la limitación en el arrastre por parte de las partículas (scavenging). En el Estrecho de Fram, como resultado de la liberación masiva de sedimentos se activa el proceso de scavenging y se observa como los inventarios de todos los radionúclidos estudiados en sedimentos aumentan en comparación con los valores de las cuencas centrales árticas. El inventario de radionúclidos en sedimentos del hielo (SIS) presenta valores inferiores a los otros compartimentos pero no es despreciable por la relevancia de la dispersión.

Load Ratings for Standard Bridges, HR-239 Phase IV, 2008

In this report, sixteen secondary and primary bridge standards for two types of bridges are rated for AASHTO HS20-44 vehicle configuration utilizing Load Factor methodology. The ratings apply only to those bridges which: (1) are built according to the applicable bridge standard plans, (2) have no structural deterioration or damage, and (3) have no added wearing surface in excess of one-half inch integral wearing surface.

Load Ratings for Standard Bridges, HR-239 Phase III, 1998

In this report, 25 secondary bridge standards for three types of bridges are rated for the AASHTO HS20-44 vehicle configuration and five typical Iowa legal vehicles. The ratings apply only to those bridges which: (1) are built according to the applicable bridge standard plans, (2) have no structural deterioration or damage, and (3) have no added wearing surface in excess of 0.5-in. (1.27-cm) integral wearing surface. Appendix A contains the results of the original October 1982 report on load ratings for standard bridges.
