Desde la década del noventa, la Administración distrital ha emprendido acciones para hacer del desarrollo integral una gestión sostenida en el tiempo, la cual debe consolidarse en el mediano y el largo plazo. Este trabajo ha sido fortalecido a través de los planes de desarrollo, la creación de la Mesa de Planificación Regional, del Consejo Regional de Competitividad y la conformación de la Comisión Distrital de Ciencia, Tecnología e Innovación En las trasformaciones de la ciudad y la región el desarrollo científico y tecnológico constituye un elemento estructural. Según esta premisa, la Secretaría Distrital de Planeación ha fomentado el desarrollo de proyectos e investigaciones que aporten a la reflexión y al análisis de estrategias para el desarrollo de una ciudad-región del conocimiento. Es así como en el año 2006 la Secretaría Distrital de Planeación valida el enfoque y contenido de la Política de ciencia, tecnología e innovación de Bogotá D.C. CT+I ante la Comisión Distrital de Ciencia, Tecnología e Innovación. En el ejercicio de formulación de la política de CT+I se analizaron los lineamientos estipulados por la Administración Distrital, los espacios de concertación regional y el marco referencial de las políticas nacionales e investigaciones realizadas en la Secretaría Distrital de Planeación. Así mismo, dicha política refleja los resultados de proyectos de interés común para la región, entre los que se cuentan la Agenda interna de productividad y competitividad y la Agenda regional de ciencia, tecnología e innovación, procesos que contaron con la participación de entidades distritales, además de otras entidades públicas y privadas de Bogotá y Cundinamarca, en el marco del Consejo Regional de Competitividad. Para poner en marcha esta política la Secretaría Distrital de Planeación lidera la formulación concertada y prospectiva del Plan de CT+I del Distrito Capital 2007-2015, con un enfoque regional y en concordancia con los lineamientos de la nación. En este marco, la presente publicación recoge no sólo los resultados del Programa de formación de alto nivel en gestión de la ciencia, la tecnología y la innovación, realizado con el apoyo de Conciencias en 2006 por el Centro de Gestión de Conocimiento de la Universidad del Rosario, sino también la aplicación de la metodología KAM Knowledge Assessment Methodology del Banco Mundial al caso de Bogotá, gracias a lo cual se puede analizar la capacidad del Distrito Capital para insertarse con éxito en la economía globalizada del conocimiento. Igualmente, esta publicación presenta una propuesta metodológica para la formulación de una estrategia de desarrollo de una ciudad-región del conocimiento, la cual parte de considerar los diversos esfuerzos y documentos sobre planeación estratégica realizados, o en proceso de realización, en los últimos cuatro años en Bogotá, y recoge los diferentes análisis de experiencias exitosas de desarrollo de ciudades-región del conocimiento a nivel mundial. The structural changes which occur on the gamma -radiolysis of poly(dimethyl siloxane) (PDMS) under vacuum at 303 K have been investigated using Si-29 and C-13 NMR. New structural units consistent with main chain scission and crosslinking through both H-linking and Y-linking reactions have been identified. The results obtained at various absorbed doses have been used to calculate the G-values for scission and crosslinking. G-values for scission of G(S) = 1.3 +/- 0.2, for H-linking of G(D-CH2-R) = 0.34 +/- 0.02 and for Y-Linking of G(Y) = 1.70 +/- 0.09 were obtained for radiolysis under vacuum at 303 K. Thus crosslinking predominates over scission for radiolysis of PDMS under these conditions, and, by contrast with previous studies, Y-links have been shown to be the predominant form of crosslinks. The radiation chemical yields G(S) and G(X) for H-linking and Y-linking models for Ultem have been calculated from molecular weight analysis by gel permeation chromatography. These G-values have been compared with the G-values obtained from analysis of soluble fractions above the gel dose, Which have been reported in previous works. An analysis of the molecular weight data in terms of H-linking and Y-linking mechanisms yielded values of G(S-H) = 1.0 x 10(-3) and G(H) = 6.0 x 10(-3) and G(S-Y) = 1.3 x 10(-2) and G(Y) = 1.8 x 10(-2). The corresponding values obtained from the solubility data were G(SH) = 0.53 x 10(-2), G(H) = 1.39 x 10(-2), G(S-Y) = 4.2 x 10(-2) and G(Y) - 4.6 x 10(-2). The origin of the disagreement between the molecular weight and solubility values is not clear, but it could arise as a result of observed microgel formation below the reported gel dose of 0.13 MGy. Whether the crosslink mechanism proceeds by an H-linking or Y-linking process is also unclear and will require direct observation of the crosslinking structures.

No literature data above atmospheric pressure could be found for the viscosity of TOTIVI. As a consequence, the present viscosity results could only be compared upon extrapolation of the vibrating wire data to 0.1 MPa. Independent viscosity measurements were performed, at atmospheric pressure, using an Ubbelohde capillary in order to compare with the vibrating wire results, extrapolated by means of the above mentioned correlation. The two data sets agree within +/- 1%, which is commensurate with the mutual uncertainty of the experimental methods. Comparisons of the literature data obtained at atmospheric pressure with the present extrapolated vibrating-wire viscosity measurements have shown an agreement within +/- 2% for temperatures up to 339 K and within +/- 3.3% for temperatures up to 368 K. Microquasars are binary star systems with relativistic radio-emitting jets. They are potential sources of cosmic rays and can be used to elucidate the physics of relativistic jets. We report the detection of variable gamma-ray emission above 100 gigaelectron volts from the microquasar LS I 61 + 303. Six orbital cycles were recorded. Several detections occur at a similar orbital phase, which suggests that the emission is periodic. The strongest gamma-ray emission is not observed when the two stars are closest to one another, implying a strong orbital modulation of the emission or absorption processes.

The Federal Highway Administration (FHWA) approves the selection of the Reconstruction of All or Part of the Interstate (Construction Alternative) as the Preferred Alternative to provide improvements to the interstate system in the Omaha/Council Bluffs metropolitan area, extending across the Missouri River on Interstate 80 to east of the Interstate 480 interchange in Omaha, Nebraska. The study considered long-term, broad-based transportation improvements along Interstate I-29 (I-29), I-80, and I-480, including approximately 18 mainline miles of interstate and 14 interchanges (3 system, 11 service), that would add capacity and correct functional issues along the mainline and interchanges and upgrade the I-80 Missouri River Crossing. FHWA also approves the decisions to provide full access between West Broadway and I-29, design the I-80/I-29 overlap section as a dual-divided freeway, and locating the new I-80 Missouri River Bridge north of the existing bridge. Improvements to the interstate system, once implemented, would bring the segments of I-80 and I-29 (see Figure 1) up to current engineering standards and accommodate future traffic needs. This Record of Decision (ROD) concludes Tier 1 of the Council Bluffs Interstate System (CBIS) Improvements Project. Tier 1 included an examination of the area’s transportation needs, a study of alternatives to satisfy them, and broad consideration of potential environmental and social impacts. The Tier 1 evaluation consisted of a sufficient level of engineering and environmental detail to assist decision makers in selecting a preferred transportation strategy. During Tier 1 a Draft EIS (FHWA-IA- EIS-04-01D) was developed which was approved by FHWA, Iowa DOT, and Nebraska Department of Roads (NDOR) in November 2004 with comments accepted through March 15, 2005. The Draft EIS summarized the alternatives that were considered to address the transportation needs around Council Bluffs; identified reconstruction of all or part of the interstate, the “Construction Alternative,” as the Preferred Alternative; identified three system-level decisions that needed to be made at the Tier 1 level; and invited comment on the issues. The Final EIS (FHWA-IA- EIS-04-01F) further documented the Construction Alternative as the Preferred Alternative and identified the recommended decisions for the three system level decisions that needed to be made in Tier 1. This ROD defines the Selected Alternative determined in the Tier 1 studies.

The average thickness of the existing asphalt cement concrete (ACC) along route E66 in Tama County was 156 mm (6.13 in.). The rehabilitation strategy called for widening the base using the top 75 mm (3 in.) of the existing ACC by a recycling process involving cold milling and mixing with additional emulsion/rejuvenator. The material was then placed into a widening trench and compacted to match the level of the milled surface. The project had the following results: (1) Cold recycled ACC pavement provided adequate pavement structure for a low volume road; (2) Premature cracking of the ACC in the widened pavement area was caused by compaction of the mix over a saturated subgrade; and (3) Considerably less transverse and longitudinal cracking was observed with 75 mm (3 in.) of cold recycled ACC and a 50 mm (2 in.) hot mix ACC overlay than with a conventional hot mix overlay with no cold recycling. More research should be done on efficient construction procedures and incorporating longer test sections for proper evaluation.

There are still many vintage portland cement concrete (PCC) pavements, 18 ft wide (5.4 m), dating back to pre-World War II era in use today. Successive overlays have been placed to cover joints and to improve rideability. The average thickness of the existing asphalt cement concrete (ACC) along route E66 in Tama County, Iowa, was 6.13 in. (15.6 cm). The rehabilitation strategy called for widening the base using the top 3 in. (7.6 cm) of the existing ACC by a recycling process involving cold milling and mixing with additional emulsion/rejuvenator. The material was then placed into a widening trench and compacted to match the level of the milled surface. This project was undertaken to develop a rehabilitation methodology to widen these older pavements economically and to have a finished surface capable of carrying traffic with little or no additional work.

"El Circo Máximo es su templo, su hogar, su asamblea y la esperanza de todos sus deseos" (AmmiAnvs mArc., Res gest., XXVIII, 4, 29: eisque templum et habitaculum et contio et cupitorum spes omnis Circus est maximus). De este modo describió el historiador Amiano Marcelino, hacia el 382/397, la pasión que la plebe de Roma sentía hacia los espectáculos, especialmente hacia los ludi circenses. Se trata de una afición que se fue incrementando a lo largo de toda la historia del Imperio Romano, hasta el extremo que a mediados del siglo iv, según el calendario de Filócalo (CIL, I2, 1, p. 256-278), se alcanzaron los 177 días de juegos anuales. Y evidentemente tal apasionamiento no fue exclusivo de la ciudad de Roma, sino que se vivió de un modo común en todo el Imperio, sobre todo en las ciudades más grandes, entre las que destacó de una manera especial la capital de Oriente, Constantinopla, la nueva Roma fundada por Constantino I.
