Na Comissão de Sistematização tem início a votação do capítulo cinco do projeto de Constituição que trata sobre o Distrito Federal (DF) e territórios. No texto o Distrito Federal será administrado por um governador eleito pelo povo. Sua eleição coincidirá com a de presidente da república, seu mandato terá a mesma duração do mandato do presidente e haverá uma Assembléia Legislativa. Alguns constituintes consideram que o Distrito Federal deve ter um prefeito, e querem mudar o texto do Substitutivo, como o Deputado Carlos Sant`Anna (PMDB-BA). A Deputada Maria de Lourdes Abadia (PFL-DF) e o Deputado Sigmaringa Seixas (PMDB-DF) defendem a medida que define o cargo de governador, a criação da Câmara Legislativa, e representação no parlamento. O Senador Pompeu de Souza (PSDB-DF) concorda com os termos do projeto, mas discorda, quanto à data de eleição de governador coincidir com a eleição do presidente. A Comissão de Sistematização aprovou a eleição em dois turnos para prefeitos, mandato de quatro anos e aumento no número de vereadores. O Deputado Mozarildo Cavalcanti (PFL-RR) propõe que o número de vereadores não seja inferior a 9 e superior a 21 nos municípios de até um milhão de habitantes. Segundo o constituinte, a proposta aumenta o aspecto de representatividade dos pequenos partidos nas Câmaras Municipais. A Comissão de Sistematização aprova a participação de organizações comunitárias no planejamento municipal. O Deputado Octávio Elísio (PMDB-MG) declara que a aprovação dessa proposta tem como consequência a democratização no processo de elaboração dos planos municipais. Em reunião com o Presidente da Assembleia Nacional Constituinte (ANC), Deputado Ulysses Guimarães (PMDB-SP), líderes dos partidos discutem a prorrogação do prazo dos trabalhos e o funcionamento paralelo do Plenário. O Senador Jarbas Passarinho (PDS-PA) defende o trabalho isolado da Comissão de Sistematização.

The results are described of eco-physiological investigations of the broad-pincered (Astacus astacus L.J.) crayfish and the long-pincered (Astacus astacus Esch.) crayfish, conducted in 1963—64 in the Institute of Zoology and Parasitology of the Academy of Science of the Lithuanian SSR, for the purpose of studying the interspecific relationship of these two species. In the course of the investigation were determined: the influence of the temperature of the environment on the consumption of oxygen by full grown individuals of both species and on the respiratory movements of the scaphognathites, the threshold temperatures and the saturation of the water by oxygen, the diel activity in the winter period.

Shielding the organism against harmful effects from the environment is one of the most important tasks of the outer covering of all animals. The epidermis of primarily aquatic organisms and the epithelia of organs which are exposed to water, such as the digestive or the urinary system, possess a film of glycoproteins and mucopolysaccharides, the glycocalyx. This short paper examines the relationship of the mucus cells with the glycocalyx.

We present radio images of the compact steep spectrum (CSS) quasar 3C 286 acquired with the Very Large Array (VLA) at 8.4 and 22.5 GHz. The source exhibits a two-sided core-jet structure with a bright central component and two extended components one to the east (P.A. 100degrees) and another to the southwest (P.A. -116degrees). From the compact core, an extension runs towards the southwest component up to similar to 0.7 arcsecond. The emission between the primary central component and the southwest component exhibits a knotty structure. A gradual change of the jet position angles from -135degrees to -120degrees in the inner southwest jet suggests a local bend. The position angle changes of the major eastern components E2 and E1 suggest that the eastern jet likely follows a curved trace. The bends in the jet trace may be associated with a relativistic precession or some interaction between the jet and the ambient matter. A mean spectral index of alpha(8.4)(22.5) similar to -0.76 (S-nu proportional to nu(alpha)) is estimated for the core component. Steep spectra are also obtained for the extended southwest component (2.6", P.A. -116degrees) and eastern component (0.8", P.A. 100degrees), with alpha(8.4)(22.5) similar to -0.88 and alpha(8.4)(22.5) similar to -1.79, respectively. The radio morphologies and spectral index distributions suggest that the core seen in our images is likely to be the beamed inner jet while the real nucleus is dimmed by it beaming away from us.

Introduction. Following the June 2012 European Council decision to place the ‘Single Supervisory Mechanism’ (SSM) within the European Central Bank, the general presumption in the policy discussions has been that there should be ‘Chinese walls’ between the supervisory and monetary policy arms of the ECB. The current legislative proposal, in fact, is explicit on this account. On the contrary, however, this paper finds that there is no need to impose a strict separation between these two functions. The authors argue, in fact, that a strict separation of supervision and monetary policy is not even desirable during a financial crisis when the systemic stability of the financial system represents the biggest threat to a monetary policy that aims at price stability. In their view, the key problem hampering the ECB today is that it lacks detailed information on the state of health of the banking system, which is often highly confidential. Chinese walls would not solve this problem. Moreover, in light of the fact that the new, proposed Supervisory Board will be composed to a large extent of representatives of the same institutions that also dominate the Governing Council, the paper finds that it does not make sense to have Chinese walls between two boards with largely overlapping memberships. In addition, it recommends that some members of the Supervisory Boards should be “independents” in order to reduce the tendency of supervisors to unduly delay the recognition of losses.
