A Comissão de Sistematização muda critérios para aumento salarial dos deputados estaduais. Aprovada a emenda do Deputado Bonifácio de Andrada (PDS-MG), na qual cada assembleia legislativa estabelece o salário do seu deputado estadual. O Deputado Adilson Mota (PDS-RS) tem sua emenda aprovada que subordina a polícia civil à União. O Deputado declara que a decisão unifica e melhora o serviço prestado pela polícia civil. Rejeitada a emenda do Deputado Gastone Righi (PTB-RJ) que propõe o fim do segundo turno nas eleições estaduais. Mantido o texto do artigo trinta, que fixa eleição em dois turnos nos Estados. Novas regras da Comissão de sistematização: prorrogado em 30 dias os trabalhos da Comissão; votação no Plenário começa na quarta-feira da semana seguinte; a Comissão de Sistematização trabalhará segundas, terças, sextas-feiras e sábados; o Plenário trabalhará quartas e quintas-feiras. O Deputado Bernardo Cabral (PMDB-AM), relator da Comissão de Sistematização, faz balanço de um mês de atividades na Comissão. A Comissão de Sistematização discutirá o equilíbrio ecológico do meio ambiente. O Deputado Aécio Neves (PMDB-MG) informa que trará especialistas de todo Brasil para discussão do assunto na Constituinte.

BACKGROUND: A clinical study to investigate the leukotriene B(4) (LTB(4))-receptor antagonist BIIL 284 in cystic fibrosis (CF) patients was prematurely terminated due to a significantly increased risk of adverse pulmonary events. We aimed to establish the effect of BIIL284 in models of Pseudomonas aeruginosa lung infection, thereby contributing to a better understanding of what could have led to adverse pulmonary events in CF patients.

METHODS: P. aeruginosa DNA in the blood of CF patients during and after acute pulmonary exacerbations and in stable patients with non-CF bronchiectasis (NCFB) and healthy individuals was assessed by PCR. The effect of BIIL 284 treatment was tested in an agar bead murine model of P. aeruginosa lung infection. Bacterial count and inflammation were evaluated in lung and other organs.

RESULTS: Most CF patients (98%) and all patients with NCFB and healthy individuals had negative P. aeruginosa DNA in their blood. Similarly, the P. aeruginosa-infected mice showed bacterial counts in the lung but not in the blood or spleen. BIIL 284 treatment decreased pulmonary neutrophils and increased P. aeruginosa numbers in mouse lungs leading to significantly higher bacteremia rates and lung inflammation compared to placebo treated animals.

CONCLUSIONS: Decreased airway neutrophils induced lung proliferation and severe bacteremia in a murine model of P. aeruginosa lung infection. These data suggest that caution should be taken when administering anti-inflammatory compounds to patients with bacterial infections.

We present optical spectra of pre-main-sequence (PMS) candidates around the Ha region taken with the Southern African Large Telescope in the low metallicity (Z) Galactic region Sh 2-284, which includes the open cluster Dolidze 25 with an atypical low metallicity of Z similar to 1/5 Z(circle dot). It has been suggested on the basis of both theory and observations that PMS mass-accretion rates, (M) over dot(acc), are a function of Z. We present the first sample of spectroscopic estimates of mass-accretion rates for PMS stars in any low-Z star-forming region. Our data set was enlarged with literature data of H alpha emission in intermediate-resolution R-band spectroscopy. Our total sample includes 24 objects spanning a mass range between 1 and 2 M-circle dot and with a median age of approximately 3.5 Myr. The vast majority (21 out of 24) show evidence for a circumstellar disk on the basis of Two Micron All Sky Survey and Spitzer infrared photometry. We find (M) over dot(acc) in the 1-2 M-circle dot interval to depend quasi-quadratically on stellarmass, with (M) over dot(acc) proportional to M-*(2.4 +/- 0.35), and inversely with stellar age, with (M) over dot(acc) proportional to t(*)(-0.7 +/- 0.4). Furthermore, we compare our spectroscopic (M) over dot(acc) measurements with solar Z Galactic PMS stars in the same mass range, but, surprisingly find no evidence for a systematic change in (M) over dot(acc) with Z. We show that literature accretion-rate studies are influenced by detection limits, and we suggest that (M) over dot(acc) may be controlled by factors other than Z(*), M-*, and age.

L’armée de Gaule sous le Bas-Empire fut une des trois armées principales de l’Empire romain. Son évolution de la fin du IIIe siècle jusqu’au début du Ve fut marquée par une réorganisation graduelle dans le commandement, ainsi que dans l’organisation des troupes et des fortifications. Ces réformes ont fait l’objet d’études qui ont dressé un schéma de déploiement des troupes resté longtemps populaire. À ce schéma s’est ensuite ajoutée l’idée de la stratégie à grande échelle qui y aurait été associée. Ce mémoire tâche de dresser une synthèse des derniers travaux sur l’armée romaine tardive en Gaule. L’approche choisie repose sur une réévaluation des sources sans l’influence d’un schéma défensif préconçu, ainsi que sur une critique de certaines idées reçues concernant l’armée romaine du IVe siècle.

In most EU member states, the business services industry has booked no productivity growth during the last two decades. The industry’s performance in the other member states was weaker than that of its US counterparts. Exploring what may be causing this productivity stagnation, this policy brief reports that weak competition has contributed to the continuing malaise in European business services. The study analyzed the persistence (over time) of firm-level inefficiencies. The evidence further suggests that competition between small firms and large firms in business services is weak. Markets for business services work best in countries with flexible regulation on employment change and with low regulatory costs for firms that start up or close down a business. Countries that are more open to foreign competition perform better in terms of competitive selection and productivity. The policy simulations in this paper show that greater import openness strengthens competition in business services markets. The largest positive impact comes from lower regulatory barriers for growing and shrinking firms. More particularly, competitive selection would be fostered by a reduction of administrative and regulatory costs related to labour contracts, bankruptcy and start-up requirements. A key element of the European Commission’s Europe-2020 strategy is the Single European Market for Services. Business services form one of the largest industries in Europe – and given its productivity stagnation, it deserves to be a priority target of the Europe-2020 strategy. Improving the way the business services market functions may have large positive knock-on effects for the EU economy.

To study plant growth and yield of cauliflower, two field trials were carried out: the first spring-summer (Oct. 07, 2006 to Jan. 28, 2007) and the second autumn-winter (Apr. 04, 2007 to Jul. 09, 2007). The experimental design was randomized complete blocks in 4 x 4 factorial design with three replications. The following factors: line spacing (0.6, 0.8, 1.0 and 1.2 m) and plant spacing (0.4, 0.5, 0.6 and 0.7 m). The used cultivar was cv. Verona 284. The characteristics, number of leaves by plant, diameter of stem, diameter of inflorescence, inflorescence mass and yield were evaluated. With the reduction in spacing, were observed lower numbers of leaves, stem diameter, diameter and mass of the inflorescence, but there was an increase in yield. The maximum yield (23 t ha(-1)) was obtained with 0.6 x 0.4 m, ie, in higher plant population (41,667, plants ha(-1)).

The Samuel Avon Smith Diary is a journal written Samuel Avon Smith who was a Confederate soldier during the American Civil War (Company H, 5th Regiment, SC) and a doctor. The journal was written from ca. 1830-1876 or beyond (some pages have been destroyed). The first part is a reminiscence of his life from 1830 to ca. 1873 and from that point on he gives a monthly account of life in Bullock’s Creek, SC. Subjects covered in the journal are the battles of Manassas and Seven Pines, Confederate Troops at Leesburg, the reorganization of the Confederate Army, the march to Richmond, the conditions of the troops, wounds received at the battle of Seven Pines and his medical treatment at the Confederate hospital in Manchester, Virginia, his education at the Ebenezer Academy and the Medical College of SC in Charleston; his life, practice, and health conditions in Gaston County, NC, Lincoln County, NC, and in Bullock’s Creek, SC; and sentiments towards the reconstruction government and Ku Klux Klan. There is also mention of a conflict between Blacks and Whites in Chester County, SC in 1871.
