Aprovado o pluripartidarismo e o acesso à propaganda gratuita no rádio e na TV. O Deputado José Maria Eymael (PDC-SP) defende o artigo que proíbe a demissão imotivada e alega que não causará danos à economia do país. O Deputado também é o autor da emenda que instituiu o aviso prévio proporcional ao tempo de serviço, aprovado pela Comissão de Sistematização. O Deputado Osvaldo Bender (PDS-RS) comenta que é preciso garantir salário mínimo mais justo para a classe trabalhadora. Constituintes estão preocupados com o prazo de votação. O Deputado Arnaldo Prieto (PFL-RS) prefere atrasos nas votações a incorrer em erros. Os líderes de todos os partidos se reúnem para escolher os destaques, seguindo a ordem de preferência apresentada por cada partido. O Deputado Plínio Arruda Sampaio (PT-SP) explica que o resultado da reunião, deixa claro que votar preferência, não é votar quanto ao mérito. O Deputado Vivaldo Barbosa (PDT-RJ) dá sua opinião sobre o processo de votação. O Senador Fernando Henrique Cardoso (PMDB-SP) julga possível chegar ao número de 504 emendas. Votado o capítulo quinto, da Constituição, que trata dos partidos políticos. Aprovada a emenda do Senador José Richa (PMDB-PR) que amplia o texto do substitutivo do Relator Bernardo Cabral (PMDB-AM), propondo a livre fusão, incorporação e extinção dos partidos políticos. Aprovada emenda do Deputado Roberto Freire (PCB-PE) que dispõe sobre horário gratuito para propaganda partidária no rádio e na TV.

Pre-empting technical barriers in the Single Market. CEPS Policy Brief No. 277, 11 July 2012

Effective enforcement and compliance with EU law is not just a legal necessity, it is also of economic interest since the potential of the Single Market will be fully exploited. Enforcement barriers generate unjustified costs and hindrances or uncertainty for cross-border business and might deprive consumers from receiving the full benefit of greater choice and/or cheaper offers. The EU has developed several types of enforcement efforts (preventive initiatives, pre-infringement initiatives and formal infringement procedures). More recently, the emphasis has been placed on effective prevention. This CEPS Policy Brief analyses the functioning of one preventive mechanism (the 98/34 Directive) and assesses its potential to detect and prevent technical or other barriers in the course of the last 25 years. Based on an empirical approach, it shows that this amazing mechanism has successfully prevented thousands of new technical barriers from arising in the internal goods market.

Unholy compromise in the eurozone and how to right it. CEPS Policy Brief No. 277, 16 July 2012

This paper reviews the causes of the ongoing crisis in the eurozone and the policies needed to restore stability in financial markets and reassure a bewildered public. Its main message is that the EU will not overcome the crisis until it has a comprehensive and convincing set of policies in place; able to address simultaneously budgetary discipline and the sovereign debt crisis, the banking crisis, adequate liquidity provision by the ECB and dismal growth. The text updates and expands on his Policy Brief contributed in the run-up to the emergency European Council meeting at the end of June.

Clinical experience with the freedom SOLO stentless aortic valve in 277 consecutive patients.

BACKGROUND The Sorin Freedom SOLO (FS) bovine pericardial stentless valve prosthesis is designed for supraannular, subcoronary implantation. We report our experience and results with 277 consecutively implanted FS bioprostheses. METHODS 277 patients (mean age, 74.2 ± 7.3 years; 139 (50.2%) female) underwent aortic valve replacement (AVR) with the FS stentless bioprosthesis. The hemodynamic performance was investigated with transthoracic echocardiography at discharge, 6 months later, and yearly thereafter. Follow-up was 100% complete, with an average observation time of 2.6 ± 1.7 years and a total of 697.3 patient-years. RESULTS The overall 30-day mortality was 4.3%. The mortalities for isolated AVR and combined procedures were 1.9% and 7.3%, respectively. No causes of death were valve-related. Preoperative peak (74.2 ± 23.0 mm Hg) and mean (48.6 ± 16.3 mm Hg) gradients decreased to 15.6 ± 5.4 mm Hg and 8.8 ± 3.0 mm Hg postoperatively and remained unchanged for as long as 5 years. The postoperative mean effective orifice area (EOA) for valve sizes 19, 21, 23, 25, and 27 were 1.49 ± 0.32 cm(2), 1.67 ± 0.40 cm(2), 1.92 ± 0.38 cm(2), 2.01 ± 0.42 cm(2), and 2.13 ± 0.36 cm(2), respectively. Severe prosthesis-patient mismach (PPM) was completely absent, and moderate PPM occurred in 17 patients (6.1%). In isolated AVR, 0.8% of patients with preoperative sinus rhythm required a permanent pacemaker before hospital discharge. There was 100% freedom from structural valve deterioration, 99.6 % freedom from endocarditis and reoperation, and 97.3% freedom from thromboembolism at 5 years. CONCLUSIONS The FS stentless aortic valve is safe to implant, and it shows excellent hemodynamic performance and early and midterm results. Owing to the favorable EOA, the valve appears particularly attractive for patients at risk for PPM.
