This report presents the activities and results of the workshop Envisioning 2050: Climate Change, Aquaculture and Fisheries in West Africa. The objectives of the workshop were to discuss critical issues and uncertainties faced by the fisheries and aquaculture sector in Ghana, Senegal and Mauritania, build sectoral scenarios for 2050 and discuss the implication of these scenarios in the context of climate change for the countries and the region.

Ce rapport présente les activités et les résultats de l’atelier Vision 2050: Changement climatique, pêche et aquaculture en Afrique de l’Ouest. Les objectifs de l’atelier étaient de discuter les questions critiques et les incertitudes auxquelles est confronté le secteur de la pêche et de l’aquaculture au Ghana, au Sénégal et en Mauritanie, d’élaborer des scénarios sectoriels pour 2050 et de discuter de l’implication de ces scénarios dans le contexte du changement climatique pour ces pays et la région ouest africaine.

Carbon emissions from industry are dominated by production of goods in steel, cement plastic, paper, and aluminum. Demand for these materials is anticipated to double at least by 2050, by which time global carbon emissions must be reduced by at least 50%. To evaluate the challenge of meeting this target the global flows of these materials and their associated emissions are projected to 2050 under five technical scenarios. A reference scenario includes all existing and emerging efficiency measures but cannot provide sufficient reduction. The application of carbon sequestration to primary production proves to be sufficient only for cement The emissions target can always be met by reducing demand, for instance through product life extension, material substitution, or "light-weighting". Reusing components shows significant potential particularly within construction. Radical process innovation may also be possible. The results show that the first two strategies, based on increasing primary production, cannot achieve the required emissions reductions, so should be balanced by the vigorous pursuit of material efficiency to allow provision of increased material services with reduced primary production.

Cities may be responsible for up to 70% of global carbon emissions and 75% of global energy consumption and by 2050 it is estimated that 70% of the world's population could live in cities. The critical challenge for contemporary urbanism, therefore, is to understand how to develop the knowledge, capacity and capability for public agencies, the private sector and multiple users in city regions systemically to re-engineer their built environment and urban infrastructure in response to climate change and resource constraints. Re-Engineering the City 2020-2050: Urban Foresight and Transition Management (Retrofit 2050) is a major new interdisciplinary project funded under the Engineering and Physical Science Research Council's (EPSRC) Sustainable Urban Environments Programme which seeks to address this challenge. This briefing describes the background and conceptual framing of Retrofit 2050 project, its aims and objectives and research approach.

Due to growing concerns regarding the anthropogenic interference with the climate system, countries across the world are being challenged to develop effective strategies to mitigate climate change by reducing or preventing greenhouse gas (GHG) emissions. The European Union (EU) is committed to contribute to this challenge by setting a number of climate and energy targets for the years 2020, 2030 and 2050 and then agreeing effort sharing amongst Member States. This thesis focus on one Member State, Ireland, which faces specific challenges and is not on track to meet the targets agreed to date. Before this work commenced, there were no projections of energy demand or supply for Ireland beyond 2020. This thesis uses techno-economic energy modelling instruments to address this knowledge gap. It builds and compares robust, comprehensive policy scenarios, providing a means of assessing the implications of different future energy and emissions pathways for the Irish economy, Ireland’s energy mix and the environment. A central focus of this thesis is to explore the dynamics of the energy system moving towards a low carbon economy. This thesis develops an energy systems model (the Irish TIMES model) to assess the implications of a range of energy and climate policy targets and target years. The thesis also compares the results generated from the least cost scenarios with official projections and target pathways and provides useful metrics and indications to identify key drivers and to support both policy makers and stakeholder in identifying cost optimal strategies. The thesis also extends the functionality of energy system modelling by developing and applying new methodologies to provide additional insights with a focus on particular issues that emerge from the scenario analysis carried out. Firstly, the thesis develops a methodology for soft-linking an energy systems model (Irish TIMES) with a power systems model (PLEXOS) to improve the interpretation of the electricity sector results in the energy system model. The soft-linking enables higher temporal resolution and improved characterisation of power plants and power system operation Secondly, the thesis develops a methodology for the integration of agriculture and energy systems modelling to enable coherent economy wide climate mitigation scenario analysis. This provides a very useful starting point for considering the trade-offs between the energy system and agriculture in the context of a low carbon economy and for enabling analysis of land-use competition. Three specific time scale perspectives are examined in this thesis (2020, 2030, 2050), aligning with key policy target time horizons. The results indicate that Ireland’s short term mandatory emissions reduction target will not be achieved without a significant reassessment of renewable energy policy and that the current dominant policy focus on wind-generated electricity is misplaced. In the medium to long term, the results suggest that energy efficiency is the first cost effective measure to deliver emissions reduction; biomass and biofuels are likely to be the most significant fuel source for Ireland in the context of a low carbon future prompting the need for a detailed assessment of possible implications for sustainability and competition with the agri-food sectors; significant changes are required in infrastructure to deliver deep emissions reductions (to enable the electrification of heat and transport, to accommodate carbon capture and storage facilities (CCS) and for biofuels); competition between energy and agriculture for land-use will become a key issue. The purpose of this thesis is to increase the evidence-based underpinning energy and climate policy decisions in Ireland. The methodology is replicable in other Member States.

Fish provides more than 4.5 billion people with at least 15 % of their average per capita intake of animal protein. Fish's unique nutritional properties make it also essential to the health of billions of consumers in both developed and developing countries. Fish is one of the most efficient converters of feed into high quality food and its carbon footprint is lower compared to other animal production systems. Through fish-related activities (fisheries and aquaculture but also processing and trading), fish contribute substantially to the income and therefore to the indirect food security of more than 10 % of the world population, essentially in developing and emergent countries. Yet, limited attention has been given so far to fish as a key element in food security and nutrition strategies at national level and in wider development discussions and interventions. As a result, the tremendous potential for improving food security and nutrition embodied in the strengthening of the fishery and aquaculture sectors is missed. The purpose of this paper is to make a case for a closer integration of fish into the overall debate and future policy about food security and nutrition. For this, we review the evidence from the contemporary and emerging debates and controversies around fisheries and aquaculture and we discuss them in the light of the issues debated in the wider agriculture/farming literature. The overarching question that underlies this paper is: how and to what extent will fish be able to contribute to feeding 9 billion people in 2050 and beyond?

La prospectiva es parte de la planificación estratégica. Es una herramienta habitual en la gestión y dirección de empresas. Algunos países europeos la incluyen dentro de sus trabajos de diseño de las políticas ambientales. La generación de escenarios es una técnica cualitativa de prospectiva apta para los entornos con alta variabilidad y complejidad. El artículo explica el modo de aplicar esta técnica poniendo en paralelo los pasos dados en el proyecto Nature Outlook 2050 que ha desarrollado la agencia de evaluación y prospectiva ambiental de los Países Bajos (PBL).

A construção da barragem do Alqueva deu origem ao maior lago artificial da Europa, um enorme reservatório hídrico criado mediante o intento de aposta do regadio como elemento primordial no desenvolvimento da região do Alentejo. A esta vasta albufeira corresponde uma extensa envolvente que, em virtude da nova disponibilidade hídrica, tem apresentado alterações na paisagem em termos de uso do solo assentes na irrigação, turismo, entre outros fatores. No entanto, estas alterações poderão acarretar consequências ainda não estudadas concertadamente, como é o caso da erosão do solo que por deposição de sedimentos poderá assorear a barragem antes da mesma atingir o seu período de vida útil, comprometendo, assim, um dos maiores investimentos públicos realizados em território nacional. Tendo em vista esta problemática, a presente dissertação reveste-se de objetivos que passam pela análise da paisagem da Envolvente à Albufeira do Alqueva e cenarização das alterações de uso do solo para o futuro (2025, 2050 e 2100), seja pela elaboração de cenários projetivos de tendências passadas, como através de cenários prospetivos (produção de biomassa para bioenergia, intensificação da agricultura por via do regadio, incremento do turismo rural e desenvolvimento de resorts de golf, e alterações climáticas). Estes cenários territoriais são a peça fundamental do trabalho dissertativo que se apresenta, os quais possibilitam ensaiar acerca das implicações das alterações de uso do solo na erosão do solo, descortinadas pela variação do fator C (fator relativo à cobertura do solo) da equação de estimativa de perda de solo: Revised Universal Soil Loss Equation (RUSLE).
