2010 marked the completion of data collection for year three (Wave 3) of the CAUSEE study. This report uses data from the first three years. Australia's population is noted for its mixed international background. The ABS 2006 census reports showed that almost a quarter of Australian population were born overseas, contributing to a high degree of cultural diversity. This report examines the international background and experience of Australian business founders as well as their aspired and actual participation in international markets. In this research briefing paper, we compare Nascent Firm (NF) and Young Firm (YF) groups and also 'Regular' start-ups in both categories with their High Potential counterparts. When we compare characteristics at one point in time and we compare developments over time. Unless otherwise stated the findings we comment on are 'statistically significant'. That is, there is less than 5 per cent risk that they would appear by chance if there is no true difference in the population form which the samples were drawn.

Accurate knowledge of traffic demands in a communication network enables or enhances a variety of traffic engineering and network management tasks of paramount importance for operational networks. Directly measuring a complete set of these demands is prohibitively expensive because of the huge amounts of data that must be collected and the performance impact that such measurements would impose on the regular behavior of the network. As a consequence, we must rely on statistical techniques to produce estimates of actual traffic demands from partial information. The performance of such techniques is however limited due to their reliance on limited information and the high amount of computations they incur, which limits their convergence behavior. In this paper we study a two-step approach for inferring network traffic demands. First we elaborate and evaluate a modeling approach for generating good starting points to be fed to iterative statistical inference techniques. We call these starting points informed priors since they are obtained using actual network information such as packet traces and SNMP link counts. Second we provide a very fast variant of the EM algorithm which extends its computation range, increasing its accuracy and decreasing its dependence on the quality of the starting point. Finally, we evaluate and compare alternative mechanisms for generating starting points and the convergence characteristics of our EM algorithm against a recently proposed Weighted Least Squares approach.

Brown sediment with clasts ranging from small to large in size. The clast shape varies between angular and rounded. Rotation structures and necking structures are abundant throughout this sample. Rotation structures can be seen with and without a central grain. Comet structures, grain crushing, and lineations can also be seen in minor amounts.

A partir de las discertaciones jurídicas hechas por los magistrados se pueden encontrar interesantes elementos para el estudio del concepto género y la postura que frente al mismo ha tomado la Corte en su jurisprudencia.

Este artículo analiza la sentencia de la Corte Constitucional que resuelve el conflicto de criterios entre el Procurador General del Estado y el Contralor General. en cuanto a la materia misma de la sentencia, en opinión del órgano más importante de justicia constitucional del país, las tasas son tributos, que no pueden percibirse, cederse, ni administrarse directamente por ninguna persona natural ni jurídica que no sea el estado. el cambio constitucional exige una nueva óptica jurídica en la apreciación de los dictámenes prevenientes de la Procuraduría General del estado, que ya no son simples opiniones de juristas respetables, sino que constituyen normas jurídicas que se deben aplicar. De alguna forma ha renacido con mayor vigor el ius publice respondedi del pretor romano, y estos actos jurídicos han alcanzado la jerarquía de fuentes formales del derecho.
