Despite widespread interest in China's growing trade surplus and its impact on other countries, empirical research in these issues is handicapped by the lack of reliable statistics on aggregate import and export prices. Although researchers estimate the trade volumes of China and other East Asian countries using a variety of surrogate price indices, an inappropriate deflator can give rise to a significant bias in econometric analysis. This paper discusses the potential seriousness of this problem by examining recent studies on the export competition between China and other Asian countries.

Speed enforcement on public roadways is an important issue in order to guarantee road security and to reduce the number and seriousness of traffic accidents. Traditionally, this task has been partially solved using radar and/or laser technologies and, more recently, using video-camera based systems. All these systems have significant shortcomings that have yet to be overcome. The main drawback of classical Doppler radar technology is that the velocity measurement fails when several vehicles are in the radars beam. Modern radar systems are able to measure speed and range between vehicle and radar. However, this is not enough to discriminate the lane where the vehicle is driving on. The limitation of several vehicles in the beam is overcome using laser technology. However, laser systems have another important limitation: They cannot measure the speed of several vehicles simultaneously. Novel video-camera systems, based on license plate identification, solve the previous drawbacks, but they have the problem that they can only measure average speed but never top-speed. This paper studies the feasibility of using an interferometric linear frequency modulated continuous wave radar to improve top-speed enforcement on roadways. Two different systems based on down-the-road and across-the-road radar configurations are presented. The main advantage of the proposed solutions is they can simultaneously measure speed, range, and lane of several vehicles, allowing the univocal identification of the offenders. A detailed analysis about the operation and accuracy of these solutions is reported. In addition, the feasibility of the proposed techniques has been demonstrated with simulations and real experiments using a Ka-band interferometric radar developed by our research group.

La aparición de Internet y los sistemas informáticos supuso un antes y un después en el modo que las personas emplearían para acceder a los sistemas de información. El crecimiento exponencial seguido en los años posteriores ha llevado este hecho hasta la situación actual, donde prácticamente todos los ámbitos del día a día se encuentran reflejados en la Red. Por otro lado, a la par que la sociedad se desplazaba al ciberespacio, también comenzaban a hacerlo aquellos que buscaban obtener un rendimiento delictivo de los nuevos medios y herramientas que se ponían a su disposición. Avanzando a pasos agigantados en el desarrollo de técnicas y métodos para vulnerar unos sistemas de seguridad, aún muy inmaduros, los llamados ciberdelincuentes tomaban ventaja sobre las autoridades y su escasa preparación para abordar este nuevo problema. Poco a poco, y con el paso de los años, esta distancia ha ido reduciéndose, y pese a que aún queda mucho trabajo por hacer, y que el crecimiento de los índices de ciberdelincuencia, junto con la evolución y aparición de nuevas técnicas, sigue a un ritmo desenfrenado, los gobiernos y las empresas han tomado consciencia de la gravedad de este problema y han comenzado a poner sobre la mesa grandes esfuerzos e inversiones con el fin de mejorar sus armas de lucha y métodos de prevención para combatirla. Este Proyecto de Fin de Carrera dedica sus objetivos a la investigación y comprensión de todos estos puntos, desarrollando una visión específica de cada uno de ellos y buscando la intención final de establecer las bases suficientes que permitan abordar con la efectividad requerida el trabajo necesario para la persecución y eliminación del problema. ABSTRACT. The emergence of Internet and computer systems marked a before and after in the way that people access information systems. The continued exponential growth in the following years has taken this fact to the current situation, where virtually all areas of everyday life are reflected in the Net. On the other hand, meanwhile society moved into cyberspace, the same began to do those seeking to obtain a criminal performance of new media and tools at their disposal. Making great strides in the development of techniques and methods to undermine security systems, still very immature, so called cybercriminals took advantage over the authorities and their lack of preparation to deal with this new problem. Gradually, and over the years, this distance has been declining, and although there is still much work to do and the growth rates of cybercrime, along with the evolution and emergence of new techniques, keep increasing at a furious pace, governments and companies have become aware of the seriousness of this problem and have begun to put on the table great efforts and investments in order to upgrade their weapons to fight against this kind of crimes and prevention methods to combat it. This Thesis End of Grade Project focuses its objectives on the research and understanding of all these points, developing a specific vision of each of them and looking for the ultimate intention of establishing a sufficient basis by which to manage with the required effectiveness the type of work needed for the persecution and elimination of the problem.

The seriousness of the current crisis urgently demands new economic thinking that breaks the austerity vs. deficit spending circle in economic policy. The core tenet of the paper is that the most important problems that natural and social science are facing today are inverse problems, and that a new approach that goes beyond optimization is necessary. The approach presented here is radical in the sense that it identifies the roots in key assumptions in economic theory such as optimal behavior and stability to provide an inverse thinking perspective to economic modeling, of use in economic and financial stability policy. The inverse problem provides a truly multidisciplinary platform where related problems from different disciplines can be studied under a common approach with comparable results.

Competition law seeks to protect competition on the market as a means of enhancing consumer welfare and of ensuring an efficient allocation of resources. In order to be successful, therefore, competition authorities should be adequately equipped and have at their disposal all necessary enforcement tools. However, at the EU level the current enforcement system of competition rules allows only for the imposition of administrative fines by the European Commission to liable undertakings. The main objectives, in turn, of an enforcement policy based on financial penalties are two fold: to impose sanctions on infringing undertakings which reflect the seriousness of the violation, and to ensure that the risk of penalties will deter both the infringing undertakings (often referred to as 'specific deterrence') and other undertakings that may be considering anti-competitive activities from engaging in them (often referred to as 'general deterrence'). In all circumstances, it is important to ensure that pecuniary sanctions imposed on infringing undertakings are proportionate and not excessive. Although pecuniary sanctions against infringing undertakings are a crucial part of the arsenal needed to deter competition law violations, they may not be sufficient. One alternative option in that regard is the strategic use of sanctions against the individuals involved in, or responsible for, the infringements. Sanctions against individuals are documented to focus the minds of directors and employees to comply with competition rules as they themselves, in addition to the undertakings in which they are employed, are at risk of infringements. Individual criminal penalties, including custodial sanctions, have been in fact adopted by almost half of the EU Member States. This is a powerful tool but is also limited in scope and hard to implement in practice mostly due to the high standards of proof required and the political consensus that needs first to be built. Administrative sanctions for individuals, on the other hand, promise to deliver up to a certain extent the same beneficial results as criminal sanctions whilst at the same time their adoption is not likely to meet strong opposition and their implementation in practice can be both efficient and effective. Directors’ disqualification, in particular, provides a strong individual incentive for each member, or prospective member, of the Board as well as other senior executives, to take compliance with competition law seriously. It is a flexible and promising tool that if added to the arsenal of the European Commission could bring balance to the current sanctioning system and that, in turn, would in all likelihood make the enforcement of EU competition rules more effective. Therefore, it is submitted that a competition law regime in order to be effective should be able to deliver policy objectives through a variety of tools, not simply by imposing significant pecuniary sanctions to infringing undertakings. It is also clear that individual sanctions, mostly of an administrative nature, are likely to play an increasingly important role as they focus the minds of those in business who might otherwise be inclined to regard infringing the law as a matter of corporate risk rather than of personal risk. At the EU level, in particular, the adoption of directors’ disqualification promises to deliver more effective compliance and greater overall economic impact.

Five months ago most European citizens were unaware of the number of refugees seeking to reach the richest EU Member States like Germany, France, Sweden and the United Kingdom. The first wake up call for Europe was after the Lampedusa tragedy costing the lives of more than 300 refugees on October 3rd, 2013.1 Europeans were shocked, as the world was, to wake up to hear about such tragedy taking place at their doorstep. From 2013 to 2015, the issue of mass-migration from Syria, Eritrea, Somalia and other countries in the region left the front pages of newspapers and the minds of Europeans, but had remained extremely present in the world of experts and the International Organization for Migration (IOM) was calling for actions. The second wake-up call, which marked the beginning of the seriousness of the crisis, was the shipwreck where an estimated 900 migrants died on April 19th, 2015 off the coast of Italy.

Meningococcal disease is a rare but potential killer in both adults and children. Community acquired meningococcal disease is caused by a variety of serogroups of Neisseria meningitides. Of the five main subgroups, A, B, C, W135 and Y, serogroups, A and Y are rarely identified in Australia. Alternatively, Serogroup B accounts for the highest number of cases followed by serogroup C strains. Meningococcal infection causes two distinct clinical profiles, though dual presentations are not uncommon. The first, meningitis presenting alone, is the more common form of infection and requires urgent but not immediate medical treatment. Conversely the second presentation, meningococcal septicaemia, is considered a medical emergency. In Queensland, careful and detailed consideration of the evidence for introduction of benzyl penicillin for the prehospital treatment of meningococcal septicaemia has been conducted. Notwithstanding the seriousness of the septicaemic presentation, these reviews have resulted in the decision not to introduce this drug in the ambulance service at the time. This paper describes the reasoning behind these decisions.

The naming of styles or movements is a basic mechanism of the architectural journals. The announcement of new tendencies, groups or philosophies, gives a journal its character as ‘news’, and if such terms are taken up in general discourse this demonstrates the prescience of the editor and enhances the repute of the journal. The announcement of phenomenon such as ‘critical regionalism’ or ‘deconstructivism’ referred architectural developments to a context in socio-politics or philosophy, and thus aimed to provide at least an initial resistance to their understanding as the formal styles which they quickly became. A different strategy, or occasion, which this paper will discuss, is where the name of an architectural moment is given in the traditional form of an art historical style. Here the nomenclature of style and a certain attitude to form is introduced as the starting point for a more open ended critical inquiry. Two examples of this strategy will be given. The first is Peter Reyner Banham and the Architecture Review’s promotion of ‘Brutalism’ as an anti-aesthetic which took its conceptual form from early twentieth century art movements, particularly Futurism. The second, identified with Architectural Design in the 1990’s is ‘Minimalism’, a term describing a strand of the visual arts of the 1960’s which can be understood as an attempt to nuance and add seriousness to the present rampant nostalgia for the style of the architecture of the 1960’s.

Pouco discutido no âmbito pedagógico, o riso tem sido historicamente dissociado da escola, motivo pelo qual este trabalho tem como objetivo identificar como ele é percebido em sala de aula. A proposta é entender como o riso e sua função social são vistos por professores e alunos. Para isso, foi selecionada uma escola pública estadual na cidade de São Bernardo do Campo, SP. Lá são atendidos adolescentes que frequentam as aulas no Ensino Fundamental II e Médio. A pesquisa foi realizada com estudantes que estão terminando o Ensino Fundamental. Cem alunos responderam a questionários estruturados, compostos por itens de perfil e questões abertas. O mesmo foi feito com dezenove professores da referida escola, entretanto as questões para cada público sofreram variações. Como categoria analítica, foi utilizado o conceito de representação da Teoria de Representações Sociais, de forma instrumental. Os resultados obtidos indicam que os sujeitos observam um conceito híbrido presente na composição do objeto em análise, de forma que o avaliam ora como um elemento nocivo, ora como um recurso estimulante a aulas mais agradáveis. Foi constatado que os alunos riem na escola, mas é expressivo o fato de não associar essa ação ao contexto escolar. Os estudantes reforçam que o riso na sala de aula atrapalha a concentração, embora sejam conscientes de que essa constatação é circunstancial. Em contrapartida, mais de 60 alunos afirmaram já terem aprendido algo com a interferência do riso, sendo o professor o principal protagonista nesses momentos. Com relação aos docentes, a maioria afirmou que o riso pode ajudar o aluno a aprender algo, mas compreendem que a maior contribuição desse elemento na sala de aula é a de proporcionar um ambiente mais agradável. As duas desvantagens mais listadas pelos professores sobre o riso na sala de aula é a de que ele pode provocar a falta de atenção do aluno e também momentos de bullying entre os colegas de sala. Acredita-se que a associação do ambiente escolar com manifestações de seriedade justifique as frequentes referências feitas ao seu aspecto negativo, retratado na pesquisa pelos sujeitos. Mais da metade dos docentes analisa que o riso pode servir como instrumento pedagógico, entretanto os alunos afirmam que isso depende do professor e do momento. A pesquisa deixou evidente que o aspecto negativo do riso impede que este objeto seja mais bem aceito na escola, de forma que a percepção que os sujeitos fazem sobre o riso passa a interferir na relação que estabelecem com ele em sala de aula.

Aim: To measure the relationship between perceived child competence, parental self-efficacy, and children's glycaemic control. Methods: Cross-sectional outpatient based questionnaire survey of 78 parents of children aged 6-12 years with insulin dependent diabetes mellitus, diagnosed for at least one year. Parental perceptions of their child's competence were assessed, together with parental perceptions of their own self-efficacy in managing their child's diabetes. Glycaemic control was assessed by the average annual HbA 1C level. Results: The response rate was 64.5% (51 parents); 82% were mothers and the socioeconomic class and ethnicity spread was representative of the general population. The mean age of the children was 10 years and duration of diabetes 4.4 years. Poorer glycaemic control was associated with higher perceived child competence, together with lower perceived age of responsibility, lower perceived seriousness, and less frequent blood tests. Higher parental self-efficacy and higher perceived child competence predicted a higher level of normalisation, as did lower perceived seriousness, a lower perceived parental responsibility for management, and a less protective style of parenting. Conclusion: Parents' perceptions of their children's diabetes are significantly related to glycaemic control; however, those who appear more competent at managing diabetes may overestimate their child's capabilities, leading to poorer glycaemic control.

Pharmacy originates from a background of medication compounding and supply. More recently, this role has developed away from an absolute focus on the supply of pharmaceuticals with, for example, the advent of pharmacist prescribing. Nevertheless, for a majority of the profession, medication supply remains a core activity. Regulation of the pharmacy profession is now the responsibility of the General Pharmaceutical Council, although up until 27 September 2010, this role fell to the Royal Pharmaceutical Society of Great Britain (RPSGB). Before this change, in one of the most high-profile legal cases involving a pharmacist in a professional capacity, R. v Lee, a pharmacist was prosecuted firstly for gross negligence manslaughter, later revised to offences under the Medicines Act 1968, for a single error relating to medication supply, and was given a suspended custodial sentence. Offences against sections 64 or 85 of the Medicines Act are absolute offences and there is no due diligence defence. Prosecution of a pharmacist for the supply of incorrect medication may seem a measured course of action to protect the public from the wrongful supply of potent pharmacotherapeutic agents; however, further analysis of Lee indicates that this approach may be counterproductive. An appeal of the original conviction in the Lee case has resulted in a clarification of the interpretation of section 85(5); however currently, prosecutions under section 64 are still a possibility. Owing to the seriousness of a criminal conviction under section 64, this continuation will potentially stifle the profession's ability to learn from dispensing errors. © The Author [2013]. As life expectancy increases, the population of older adults is increasing rapidly. The caregiving of older parents by adult children has become a normative experience. Much of the gerontological literature has examined the caregiving experience, particularly in terms of the stresses involved. However, research is only beginning to examine the factors which motivate adult children to begin caregiving. The research described here examined how an elderly parent's memory behavior might influence caregiving decisions. In addition, gender, ethnicity, and parent-adult child closeness were examined to explore how these individual difference variables might influence those caregiving decisions.^ Participants read one of two vignettes describing a social visit with an elderly widow (target). In the vignette, the elderly target experiences several instances of forgetting. The vignettes depicted forgetting behavior established in pilot work as normal or serious. The normal forgetting vignette did not arouse concern and the serious forgetting vignette did arouse concern when the middle-aged participants imagined their mothers in the role of the vignette target. Participants rated their likelihood of engaging in eight caregiving behaviors if their mothers behaved like the vignette target. They also rated their closeness with their own mothers.^ Multivariate analyses of variance indicated main effects for vignette type, gender, ethnicity, and attachment. The likelihood of caregiving was higher when forgetting was more serious and when participants were female, Hispanic, and were highly attached to their mothers. Interaction effects showed that gender differences decreased with increased seriousness of forgetting, and ethnic differences were only significant for the normal forgetting condition.^ Multiple regression analyses indicated that attachment was the most significant predictor of likelihood of caregiving. Gender and ethnicity predicted specific caregiving behaviors. Females were more likely to engage in phoning and cooking, and Hispanics were more likely to engage in visiting and suggesting mother move in. ^

Given the seriousness of substance abuse as a child welfare problem, the purpose of this study was to examine the relative effectiveness of an inservice training curriculum for child welfare workers. The training was designed to improve worker knowledge and attitudes in working with substance abusing families. Seventy (70) child welfare workers from public and private agencies in two south Florida counties participated in a pretest/posttest control group design that also trained and retested the control group. The literature review supports that the general preparedness of child welfare workers for the issues presented by substance abusing families is in question. Confounding this problem is a lack of understanding of substance abuse dynamics, worker biases, and predispositions. The two research hypotheses focused on whether inservice training could increase worker knowledge and improve worker attitudes in working with this population. Training delivery was in the form of a five-day inservice focusing on an array of substance abuse knowledge and attitudinal topics. Separate knowledge and attitude instruments were developed for the research and were administered, before and after training, to a purposive sample of participants that were randomly assigned to the experimental and control groups. The data analysis supported the research hypotheses but raised a question. Specifically, the experimental group demonstrated significant improvement in posttest scores on both instruments after receiving the training; whereas the control group, with training withheld, also demonstrated a significant improvement at posttest, but only on the knowledge instrument. Although the question was unanswered, when examined at a more critical significance level, only the experimental group remained significant. The hypotheses were reconfirmed when, after training and retesting, the control group also displayed significant improvement on both instruments. The findings support the conclusion that this substance abuse inservice was effective in improving worker knowledge and attitudes regarding working with substance abusing families. As an implication for social work practice, it suggests that similar inservice training can be a viable training resource when formal substance abuse training is unavailable. Additional research is suggested regarding to what degree increased substance abuse knowledge and improved worker attitudes correlate with improved practice.
