Resumo:
Technocracy often holds out the promise of rational, disinterested decision-making. Yet states look to technocracy not just for expert inputs and calculated outcomes but to embed the exercise of power in many agendas, policies and programs. Thus, technocracy operates as an appendage of politically constructed structures and configurations of power, and highly placed technocrats cannot be 'mere' backroom experts who supply disinterested rational-technical solutions in economic planning, resource allocation and social distribution, which are inherently political. This paper traces the trajectories of technocracy in conditions of rapid social transformation, severe economic restructuring, or political crises - when the technocratic was unavoidably political.

Recently, resilience has become a catchall solution for some of the world’s most pressing ecological, economic and social problems. This dissertation analyzes the cultural politics of resilience in Kingston, Jamaica by examining them through their purported universal principles of adaptation and flexibility. On the one hand, mainstream development regimes conceptualize resilience as a necessary and positive attribute of economies, societies and cultures if we are to survive any number of disasters or disturbances. Therefore, in Jamaican cultural and development policy resilience is championed as both a means and an end of development. On the other hand, critics of resilience see the new rollout of resilience projects as deepening neoliberalism, capitalism and new forms of governmentality because resilience projects provide the terrain for new forms of securitization and surveillance practices. These scholars argue that resilience often forecloses the possibilities to resist that which threatens us. However, rather than dismissing resilience as solely a sign of domination and governmentality, this dissertation argues that resilience must be understood as much more ambiguous and complex, rather than within binaries such as subversion vs. neoliberal and resistance vs. resilience. Overly simplistic dualities of this nature have been the dominant approach in the scholarship thus far. This dissertation provides a close analysis of resilience in both multilateral and Jamaican government policy documents, while exploring the historical and contemporary production of resilience in the lives of marginalized populations. Through three sites within Kingston, Jamaica—namely dancehall and street dances, WMW-Jamaica and the activist platform SO((U))L HQ—this dissertation demonstrates that “resilience” is best understood as an ambiguous site of power negotiations, social reproduction and survival in Jamaica today. It is often precisely this ambiguous power of ordinary resilience that is capitalized on and exploited to the detriment of vulnerable groups. At once demonstrating creative negotiation and reproduction of colonial capitalist social relations within the realms of NGO, activist work and cultural production, this dissertation demonstrates the complexity of resilience. Ultimately, this dissertation draws attention to the importance of studying spaces of cultural production in order to understand the power and limits of contemporary policy discourses and political economy.

Ongoing German and Czech efforts to confront legacies of injustice in their recent pasts provides opportunity to examine policies of retrospective justice adopted from where there is no threat of old elites with residual power. Instead of evoking existing explanations of these measures that concentrate on normative issues, the role of former dissidents, or mode of transition, this account focuses on the importance of the character and structure of the political representation in post-Communist regimes in general, and in the German and Czech successor regimes in particular.

Ethnicity and ethnic parties have often been portrayed as a threat to political stability. There is also no shortage of conflicts with an ethnic flavor. Yet, this book challenges the notion that the organization of politics in heterogeneous societies should necessarily overcome ethnicity. Rather, descriptive representation of ethnic groups arguably has potential to increase regime support and reduce conflict. The book studies partisan-descriptive representation of up to 130 ethnic groups in central and eastern European democracies. Ethnic minority parties are found to only run and succeed if they can expect electoral support sufficient to pass the electoral threshold. Conditional on gender and strategies of representation, ethnic representation increases satisfaction with democracy among the minority population. While protest rises given moderate levels of representation, it is reduced once ethnic groups have access to executives. In conclusion, a proportional vision of power-sharing between ethnic groups receives some qualified empirical support.

In the 1990s, a catastrophic famine engrossed North Korea. The famine not only claimed thousands of innocent lives but also the social, economic and political principles which had governed the nation since its founding. This paper contends that the famine engendered the rise of a rights-consciousness among North Korean working class citizens. In particular, the famine compelled the rise of bottom-up markets among common North Koreans, as the state failed to uphold its end of caloric compact, which then radically shifted the moral frameworks of the people. The nature in which these frameworks shifted is the focus of my paper. Chronicling the market protests which transpired during the late 2000s, this paper unveils the emergence of a novel constellation of power between the private citizen and the state in consequence of the markets engendering a rights-consciousness.

International donors and state bureaucrats in the developing world have promoted decentralization reform as the primary means to achieve equitable, efficient and sustainable natural resource management. Relatively few studies, however, consider the power interests at stake. Why do state agencies decentralize power, what political patterns unfold, and how do outcomes affect the responses of resource users? This paper explores decentralization reform by investigating the political processes behind the Philippine state's decisions to transfer authority over national parks management to local government units. Drawing on a case of devolved management at Puerto Princesa Subterranean River National Park, Palawan Island, we examine how political motives situated at different institutional scales affect the broader process of decentralization, the structure of management institutions, and overall livelihood security. We demonstrate how power struggles between the Philippine state and City Government of Palawan over the right to manage the national park have impacted the livelihood support offered by community-based conservation. This book examines the unique dynamics between Orthodoxy and politics in Romania. It provides an accessible narrative on church-state relations in the early Cold War period within a wider timeframe, from the establishment of the state in 1859 to the rise of Nicolae Ceausescu in 1965. In the 1950s Romania began to distance itself from Moscow's influence, developing its own form of communism. Based on new archival resources, the book argues that Romanian national communism, outside Moscow's influence, had an ally in a strong Church. It addresses the following questions: How did the Church, which openly opposed communism in the interwar period, survive the atheist regime? How did the regime use religion to its political advantage? What was the Church's influence on Romanian politics? The book analyses the political interests of the Romanian Orthodox Church and its religious diplomacy with actors in the West, in particular with the Church of England.

The Politics of the New Germany takes a new approach to understanding politics in the post-unification Federal Republic. Assuming only elementary knowledge, it focuses on debates and issues in order to help students understand both the workings of Germany's key institutions and some of the key policy challenges facing German politicians. Written in a straightforward style by four experts, each of the chapters draws on a rich variety of real-world examples. Packed with boxed summaries of key points, a guide to further reading and a range of seminar questions for discussion at the end of each chapter, this book highlights both the challenges and opportunities facing policy-makers in such areas as foreign affairs, economic policy, immigration, identity politics and institutional reforms.
