While the results of nations in international sport competitions are most often used as an evaluation of effectiveness of elite sport policies, they do not take into account the long-term duration of an athletic career, nor the many confounding variables influencing international success. This paper argues that output evaluation is a one-sided approach to policy assessment. It applies a multidimensional approach to the measurement of the effectiveness of elite sports policy evaluation (meso-level) by examining a four-year cycle of elite sport policies in Flanders. This study endeavors to advance the development of a framework to assess effectiveness of elite sport policies of nations. Data were collected at multiple points of the input-throughput-output and feedback cycle. It was found that in spite of the increasing elite sport expenditures in Flanders (inputs), and notwithstanding the development of the throughputs (processes), this has not as yet lead to acceptable results (outputs) at an international level.

Purpose – Sport is a global product and service that many people around the world enjoy playing, watching and participating in. Whilst there has been an abundance of global media attention on sporting events such as the Olympics and World Football Cup, there seems to be a lack of integration between the sports marketing and international business disciplines both from a practical and also academic standpoint. This paper aims to discuss international sport marketing and why it is an important attribute of business-to-business marketing.

Design/methodology/approach – The aim of the paper is to provide practical implications and research avenues for those seeking to further investigate international sport marketing as a unique area of academic research. The introduction to the paper focuses on the importance of sport to the global economy and how entrepreneurship is ingrained in many sport businesses and organizations. Next, different areas of international business management that relate to entrepreneurial sport marketing ventures are discussed in terms of future research directions and practical implications. These include how entrepreneurial sport ventures affect internationalization, branding, corporate social responsibility, tourism, regional development, marketing and action sports.

Findings – The paper concludes by finding that there are numerous research avenues for future research on international sport marketing that combine different areas of marketing together with the sport marketing and international business literature. In addition, there is enormous potential for linking the sports marketing and international business literature through focusing on entrepreneurial sport ventures that occur worldwide.

Research limitations/implications – The authors demonstrate the need to take an international perspective of sports marketing and business-to-business relationships.

Practical implications – The paper discusses how and why sport firms interact in the international marketplace and how future competition will benefit from more sport-based business-to-business partnerships.

Originality/value – The paper examines the important area of international sports marketing and how businesses that are both profit and non-profit orientated collaborate. The paper explores the concept of international sports marketing, and discusses the practical and future research implications of this exciting new field of marketing research.

O Direito à Saúde é consagrado em fontes normativas de Direito, sejam elas internas, sejam internacionais. A partir da promulgação da Constituição da República de 1988 é, ademais, tido como Direito Fundamental. Contudo, no bojo de um Estado Democrático de Direito no qual há, de um lado, um Estado centralizado e ineficiente e, de outro, a iniciativa privada voltada exclusivamente para o lucro, r. direito torna-se letra fria, manifestamente inefetivo no Brasil. Desse modo, o Terceiro Setor, por meio de suas diversas entidades, tais como Associações, Fundações e entidades filantrópicas e sem fins econômicos, torna-se uma alternativa à efetivação do Direito à Saúde. No caso, embasado pelos mecanismos legais previstos, tais como sua preferência a repasses de recursos e de competência pelo poder público, bem como pelo contexto social, no qual a sociedade civil exerce maior controle social e anseia empoderamento. Ressalta-se, por sim, que o Terceiro Setor é integrante da iniciativa privada, embora focado no interesse público, razão pela qual pode ser a chave para que o Direito constitucional e fundamental à saúde seja finalmente praticado no Brasil.

Volunteers are the most important resource for non-profit sport clubs seeking to bolster their viability (e.g. sporting programs). Although many people do voluntary work in sport clubs, stable voluntary engagement can no longer be granted. This difficulty is confirmed by existing research across various European countries. From a club management point of view, a detailed understanding of how to attract volunteers and retain them in the long term is becoming a high priority. The purpose of this study is (1) to analyse the influence of individual characteristics and corresponding organisational conditions on volunteering in sports clubs as well as (2) to examine the decision-making processes in relation to implement effective strategies for recruiting volunteers. For the first perspective a multi-level framework for the investigation of the factors of voluntary engagement in sports clubs is developed. The individual and context factors are estimated in different multi-level models based on a sample of n = 1,434 sport club members from 36 sport clubs in Switzerland. Results indicate that volunteering is not just an outcome of individual characteristics such as lower workloads, higher income, children belonging to the sport club, longer club memberships, or a strong commitment to the club. It is also influenced by club-specific structural conditions; volunteering is more probable in rural sports clubs whereas growth-oriented goals in clubs have a destabilising effect. Concerning decision-making processes an in-depth analysis of recruitment practices for volunteers was conducted in nine selected sport clubs (case study design) based on the garbage can model. Results show that the decision-making processes are generally characterised by a reactive approach in which dominant actors try to handle personnel problems of recruitment in the administration and sport domains through routine formal committee work and informal networks. In addition, it proved possible to develop a typology that deliver an overview of different decision-making practices in terms of the specific interplay of the relevant components of process control (top-down vs. bottom-up) and problem processing (situational vs. systematic). Based on the findings some recommendations for volunteer management in sport clubs are worked out.

Introduction Recruiting and retaining volunteers who are prepared to make a long-term commitment is a major problem for Swiss sports clubs. With the inclusion of external counselling for the change and systematisation of volunteer management, sports clubs have a possibility to develop and defuse problems in spite of existing barriers and gaps in knowledge. To what extent is external counselling for personnel problems effective? It is often observed that standardised counselling inputs lead to varying consequences for sports clubs. It can be assumed that external impulses are interpreted and transformed differently into the workings of the club. However, this cannot be solely attributed to the situational or structural conditions of the clubs. It is also important to consider the underlying decision-making processes of a club. According to Luhmann’s organisational sociological considerations (2000), organisations (sports clubs) have to be viewed as social systems consisting of (communicated) decisions. This means that organisations are continually reproduced by decision-making processes. All other (observable) factors such as an organisation’s goals, recruiting strategies, support schemes for volunteers etc., have to be seen as an outcome of the operation of prior organisational decisions. Therefore: How do decision-making processes in sports clubs work in the context of the implementation of external counselling? Theoretical Framework An examination of the actual situation in sports clubs shows that decisions frequently appear to be shaped by inconsistency, unexpected outcomes, and randomness (Amis & Slack, 2003). Therefore, it must be emphasised that these decisions cannot be analysed according to any rational decision-making model. Their specific structural characteristics only permit a limited degree of rationality – bounded rationality. Non-profit organisations in particular are shaped by a specific mode of decisionmaking that Cohen, March, and Olsen (1972) have called the “garbage can model”. As sport clubs can also be conceived as “organised anarchies”, this model seems to offer an appropriate approach to understanding their practices and analysing their decision-making processes. The key concept in the garbage can model is the assumption that decision-making processes in organisations consist of four “streams”: (a) problems, (b) actors, (c) decision-making opportunities, and (d) solutions. Method Before presenting the method of the analysis of the decision-making processes in sports clubs, the external counselling will be described. The basis of the counselling is generated by a sports clubs’ capability to change. Due to the specific structural characteristics and organisational principles, change processes in sports clubs often merge with barriers and restrictions. These need to be considered when developing counselling guidelines for a successful planning and realisation of change processes. Furthermore, important aspects of personnel management in sports clubs and especially volunteer management must be implied in order to elaborate key elements for the counselling to recruit new volunteers (e.g., approach, expectations). A counselling of four system-counselling workshops was conceptualised by considering these specific characteristics. The decision-making processes in the sports clubs were analysed during the counselling and the implementation process. A case study is designed with the appropriate methodological approach for such explorative research. The approach adopted for these single case analyses was oriented toward the research program of behavioural decision-making theory (garbage can model). This posits that in-depth insights into organisational decision-making processes can only be gained through relevant case studies of existing organisational situations (Skille, 2013). Before, during and after the intervention, questionnaires and guided interviews were conducted with the project teams of the twelve par-ticipating football clubs to assess the different components of the “streams” in the context of external counselling. These interviews have been analysed using content analysis following guidelines as for-mulated by Mayring (2010). Results The findings show that decision-making processes in football clubs occur differently in the context of external counselling. Different initial positions and problems are the triggers for these decision-making processes. Furthermore, the implementation of the solutions and the external counselling is highly dependent on the commitment of certain people as central players within the decision-mak-ing process. The importance of these relationships is confirmed by previous findings in regard to decision-making and change processes in sports clubs. The decision-making processes in sports clubs can be theoretically analysed using behavioural decision-making theory and the “garbage can model”. Bounded rationality characterises all “streams” of the decision-making processes. Moreo-ver, the decision-making process of the football clubs can be well illustrated in the framework, and the interplay of the different dimensions illustrates the different decision-making practices within the football clubs. An increasing number of clubs experience difficulties in recruiting and retaining sufficient numbers of volunteers to manage and staff their clubs (Lamprecht, Fischer, & Stamm, 2012). In order to facilitate volunteer recruitment, sport clubs need a specific strategy to recruit and retain volunteers for both formal positions and ad hoc tasks. Therefore, the intervention “More Volunteers in Football Clubs” was designed and its impact was evaluated in detail. The question this evaluation research wants to address is: Can football clubs recruit and retain volunteers successfully by implementing the intervention “More Volunteers in Football Clubs”? The designed intervention is based on the different expectations and needs of volunteers, as well as non-profit human resource management and organisational development management, with a strong emphasis on club-specific counseling and support. Task forces of the twelve participating football clubs attended four workshops in which they received tailor made counseling to reach the desired number of volunteers. The intervention has been implemented and its effectiveness tested in cooperation with the Swiss Football Federation with twelve Swiss football clubs following a pretest, intervention, posttest design Data have been gathered and analysed using a combination of qualitative and quantitative methods. Outcome measurements are: volunteer rate, number of recruited volunteers, number of filled volunteer positions and volunteer satisfaction. Four months after the intervention all clubs that completed the proposed intervention were successful in recruiting the desired number of volunteers. Further, all participating clubs found the intervention helpful and would recommend other clubs to participate as well. With the development of this practical intervention a solution for football clubs is provided to overcome the difficulties in recruiting and retaining sufficient numbers of volunteers. Synopsis: Sport organisations are facing multiple challenges originating from an increasingly complex and dynamic environment in general, and from internal changes in particular. Our study seeks to reveal and analyse the causes for professionalization processes in international sport federations, the forms resulting from it, as well as related consequences. Abstract: AIM OF ABSTRACT/PAPER - RESEARCH QUESTION Sport organisations are facing multiple challenges originating from an increasingly complex and dynamic environment in general, and from internal changes in particular. In this context, professionalization seems to have been adopted by sport organisations as an appropriate strategy to respond to pressures such as becoming more “business-like”. The ongoing study seeks to reveal and analyse the internal and external causes for professionalization processes in international sport federations, the forms resulting from it (e.g. organisational, managerial, economic) as well as related consequences on objectives, values, governance methods, performance management or again rationalisation. THEORETICAL BACKGROUND/LITERATURE REVIEW Studies on sport as specific non-profit sector mainly focus on the prospect of the “professionalization of individuals” (Thibault, Slack & Hinings, 1991), often within sport clubs (Thiel, Meier & Cachay, 2006) and national sport federations (Seippel, 2002) or on organisational change (Griginov & Sandanski, 2008; Slack & Hinings, 1987, 1992; Slack, 1985, 2001), thus leaving broader analysis on governance, management and professionalization in sport organisations an unaccomplished task. In order to further current research on above-mentioned topics, our intention is to analyse causes, forms and consequences of professionalisation processes in international sport federations. The social theory of action (Coleman, 1986; Esser, 1993) has been defined as appropriate theoretical framework, deriving in the following a multi-level framework for the analysis of sport organisations (Nagel, 2007). In light of the multi-level framework, sport federations are conceptualised as corporative actors whose objectives are defined and implemented with regard to the interests of member organisations (Heinemann, 2004) and/or other pressure groups. In order to understand social acting and social structures (Giddens 1984) of sport federations, two levels are in the focus of our analysis: the macro level examining the environment at large (political, social, economic systems etc.) and the meso level (Esser, 1999) examining organisational structures, actions and decisions of the federation’s headquarter as well as member organisations. METHODOLOGY, RESEARCH DESIGN AND DATA ANALYSIS The multi-level framework mentioned seeks to gather and analyse information on causes, forms and consequences of professionalization processes in sport federations. It is applied in a twofold approach: first an exploratory study based on nine semi-structured interviews with experts from umbrella sport organisations (IOC, WADA, ASOIF, AIOWF, etc.) as well as the analysis of related documents, relevant reports (IOC report 2000 on governance reform, Agenda 2020, etc.) and important moments of change in the Olympic Movement (Olympic revenue share, IOC evaluation criteria, etc.); and secondly several case studies. Whereas the exploratory study seeks more the causes for professionalization on an external, internal and headquarter level as depicted in the literature, the case studies rather focus on forms and consequences. Applying our conceptual framework, the analysis of forms is built around three dimensions: 1) Individuals (persons and positions), 2) Processes, structures (formalisation, specialisation), 3) Activities (strategic planning). With regard to consequences, we centre our attention on expectations of and relationships with stakeholders (e.g. cooperation with business partners), structure, culture and processes (e.g. governance models, performance), and expectations of and relationships with member organisations (e.g. centralisation vs. regionalisation). For the case studies, a mixed-method approach is applied to collect relevant data: questionnaires for rather quantitative data, interviews for rather qualitative data, as well as document and observatory analysis. RESULTS, DISCUSSION AND IMPLICATIONS/CONCLUSIONS With regard to causes of professionalization processes, we analyse the content of three different levels: 1. the external level, where the main pressure derives from financial resources (stakeholders, benefactors) and important turning points (scandals, media pressure, IOC requirements for Olympic sports); 2. the internal level, where pressure from member organisations turned out to be less decisive than assumed (little involvement of member organisations in decision-making); 3. the headquarter level, where specific economic models (World Cups, other international circuits, World Championships), and organisational structures (decision-making procedures, values, leadership) trigger or hinder a federation’s professionalization process. Based on our first analysis, an outline for an economic model is suggested, distinguishing four categories of IFs: “money-generating IFs” being rather based on commercialisation and strategic alliances; “classical Olympic IFs” being rather reactive and dependent on Olympic revenue; “classical non-Olympic IFs” being rather independent of the Olympic Movement; and “money-receiving IFs” being dependent on benefactors and having strong traditions and values. The results regarding forms and consequences will be outlined in the presentation. The first results from the two pilot studies will allow us to refine our conceptual framework for subsequent case studies, thus extending our data collection and developing fundamental conclusions. Introduction: Both a systems approach to change and a focus on multi-sector interventions ensures obesity prevention programming within the community is equitable, sustainable, and cost-effective. An authentic community engagement approach is required to implement interventions guided by best-evidence research and practice. Although there are examples illustrating the benefits of community engagement, there is no standardized method to implement it. The San Antonio Sports Foundation (SA Sports), a non-profit community-based organization, implements a variety of free events and programs promoting active life styles. One such program is the Fit Family Challenge which is a summer-long program implemented at the school level targeted at families. ^ Aims: This thesis was a culmination of the experience from the student collaborating with SA Sports as part of a practicum opportunity. Using secondary data collected by the Fit Family Challenge during the 2011 year, the goals of this thesis were: to assess individual changes; evaluate short-term impact; and describe the community engagement process. ^ Methods: SA Sports collected quantitative and qualitative data during the implementation and evaluation of the FFC program. SA Sports allowed the used of de-identified data to be analyzed to study the aims of this thesis. ^ Results: The program was able to provide families with the knowledge, information, and opportunity to exercise as a family and cook healthier meals. School district coordinators were generally satisfied and illustrated the benefits of a community partnership. An authentic community engagement was present highlighting the importance of communication, collaboration and the sustainability of such partnerships in the community. ^ Conclusion: The success of an obesity program should focus on triggers that initiate behavioral change rather than physiological changes. The evaluation was guided by a community engagement approach, which illustrated the development of new partnerships and the strengthening of other collaborations. Ultimately, the engagement approach empowered the community to identify their own problems and build collaboration, rather than tackling obesity prevention alone. ^

La investigación tiene como objetivo principal analizar la experiencia de la Asociación Instituto de Desarrollo Comunitario de Cuenca, en la práctica del desarrollo local en los territorios rurales de esta provincia. La necesidad de estimular a la población para que ésta forme parte de su propio desarrollo, pone de manifiesto la existencia de determinadas instituciones externas que a través de procesos como la facilitación, movilizan y crean capacidades en las personas y las empujan hacia la participación. Este es el caso del IDC de Cuenca que nace en 1985 como entidad privada —declarada de utilidad pública y sin ánimo de lucro—, con la voluntad de sus fundadores de trabajar en el desarrollo local de las zonas deprimidas de Cuenca. La labor desarrollada en estos más de 25 años tiene como centro la promoción de la persona como ser individual y como parte de su comunidad. Para la elaboración de la Tesis, se ha utilizado la metodología del caso de estudio centrado en el análisis de la experiencia del IDC respecto de las cuatro investigaciones realizadas centradas en el proceso de facilitación, las herramientas de formación e información, y la dinamización del tejido asociativo como resultado del proceso. La labor del IDC en la provincia de Cuenca se ha desarrollado a través de la ejecución de proyectos. Éstos se han llevado a cabo por medio de procesos de facilitación donde la creación de grupos de trabajo ha permitido mejorar la estructuración social de las zonas rurales. Los grupos de trabajo son creados y apoyados por el IDC a través de la utilización de las herramientas de información y formación, que deben estar adaptadas a las necesidades de los individuos y en este caso cuentan con una metodología de aplicación propia. La creación de diferentes entidades —asociaciones, cooperativas, clubes, etc.—, ha sido uno de los resultados del trabajo desarrollado por el IDC a través de los procesos de facilitación que han mejorado la estructuración de la sociedad rural. Pese a la complejidad tanto de los procesos de desarrollo como de la evaluación final de dichos procesos, la creación de grupos capaces de alcanzar determinados objetivos propuestos en su comunidad potenciando sus propios recursos, son el ejemplo de la dinamización social que se lleva produciendo en la provincia de Cuenca desde hace más de 25 años. The research's main objective is to analyze the experience of the Asociación Instituto de Desarrollo Comunitario de Cuenca, in the practice of local development in rural areas of this province. The need to encourage more people to take part of their own development, reveals the existence of certain external institutions which through processes such as facilitation, mobilize and create capacities in people to foster their participation. This is the case of the IDC of Cuenca that was born in 1985 as a private entity —declared of public utility and as non profit entity— with the intention, as stated by its founders, of working in the local development of the disadvantaged areas of Cuenca. The work carried out in these more than 25 years focused on promoting the person as an individual and as part of their community. In this research, the methodology of the case study has been used in the analysis of the experience of the IDC in four investigations carried out regarding the process of facilitation, training and information tools, and the improvement of social involvement as a result of the development process. The work of the IDC in the province of Cuenca has been developed through the implementation of projects. They have been carried out through processes of facilitation, where the creation of working groups has improved the social structuring of rural areas. The working groups are created and supported by the IDC through the use of tools of information and training, which must be adapted to the individual needs in each case, and even count with their own implementation methodology. The creation of different entities —associations, cooperatives, clubs, etc.— has been one of the results of the work carried out by the IDC through processes of facilitation which have improved the structure of rural society. Despite the complexity of development processes and the final assessment of these processes, the creation of groups able to reach certain objectives proposed in their community promoting its own resources, is an example of the social involvement that has been taking place in the province of Cuenca for more than 25 years.

A sporttermékek iránti kereslet kialakulására a sportszocializáció meghatározó befolyással bír. A sport kiemelkedő szerepet játszik a mai modern társadalomban. Jelentős gazdasági súlyt képvisel, továbbá lehetőséget ad a személyes fejlődésre és a társas kapcsolatok kialakítására, ápolására. Az egyéni személyes előnyök mellett a sportolás támogatása révén a társadalom egészségi állapotának költséghatékony megőrzése is biztosítható. Ezzel együtt hazánkban alacsony a szabadidősportban való részvétel, a lakosság egészségi állapota romlik, az ülő életmód egyre terjed. Az elvégzett kutatás célja az volt, hogy olyan ismeretekre tegyen szert, amelyek segítségével megérthető a sportolást befolyásoló legfőbb tényezők hatása, így az egyén szűk környezetének (család, barátok, iskola) jelentősége, a társas befolyás hazai jellegzetességei. Ezek az ismeretek elősegíthetik mind a profit, mind a non-profit szféra számára a lakosság sikeresebb megszólítását, hozzájárulva egy aktívabb társadalom megteremtéséhez. _______ Sport socialization has high relevance to generate demand for sport. Sport plays an important role in today’s modern societies. It has enormous economic significance and provides opportunity for personal development and for establishing new or keeping existing social relationships. Besides individual personal benefits, supporting sport also ensures the costefficient maintenance of good health on a social level. However sport participation and sport spectatorship are both low in Hungary. At the same time the health status of residents are worsening and the society is characterized by a sitting, sedentary lifestyle. The goal of the study is to gather information on the primary factors influencing sport participation, especially the significance of the close social environment of the individual (family, friends and education).
