Resumo:
The incorporation of space allows the establishment of a more precise relationship between a contaminating input, a contaminating byproduct and emissions that reach the final receptor. However, the presence of asymmetric information impedes the implementation of the first-best policy. As a solution to this problem a site specific deposit refund system for the contaminating input and the contaminating byproduct are proposed. Moreover, the utilization of a successive optimization technique first over space and second over time enables definition of the optimal intertemporal site specific deposit refund system

Los Centros de Investigación de Geografía son por lo general productores de un gran volumen de Información Geográfica (IG), los cuales generan tanto proyectos financiados como iniciativas de investigación individuales. El Centro de Estudos de Geografia e Planeamento Regional (e-GEO) ha estado involucrado en varios proyectos a escala local, regional, nacional e internacional. Recientemente, dos cuestiones fueron objeto de debate. Una de ellas fue el hecho de que la información espacial obtenida a partir del desarrollo de tales proyectos de investigación no ha tenido la visibilidad que se esperaba. En la mayoría de las veces, la IG de estos proyectos no estaba en el formato adecuado para que los investigadores -o incluso el público en general o grupos de interés- pudieran pesquisar fácilmente. La segunda cuestión era sobre cómo hacer que estos resultados pudieran ser accesibles al alcance de todos, en todos los lugares, fácilmente y con los mínimos costes para el Centro, teniendo en cuenta el actual contexto económico portugués y los intereses de e-GEO. Estas dos cuestiones se resuelven con una sola respuesta: la puesta en marcha de un WebGIS en una plataforma Open Source. En este trabajo se ilustra la producción de un instrumento para la difusión de las indicaciones geográficas en el World Wide Web, utilizando únicamente software libre y freeware. Esta herramienta permite a todos los investigadores del Centro publicar su IG, la cual aparece como plenamente accesible a cualquier usuario final. Potencialmente, el hecho de permitir que este tipo de información sea plenamente accesible debería generar un gran impacto, acortando las distancias entre el trabajo realizado por los académicos y el usuario final. Creemos que es una óptima manera para que el público pueda acceder e interpretar la información espacial. En conclusión, esta plataforma debería servir para cerrar la brecha entre productores y usuarios de la información geográfica, permitiendo la interacción entre todas las partes así como la carga de nuevos datos dado un conjunto de normas destinadas a control de calidad

This article is concerned with the risks associated with the monopolisation of information that is available from a single source only. Although there is a longstanding consensus that sole-source databases should not receive protection under the EU Database Directive, and there are legislative provisions to ensure that lawful users have access to a database’s contents, Ryanair v PR Aviation challenges this assumption by affirming that the use of non-protected databases can be restricted by contract. Owners of non-protected databases can contractually exclude lawful users from taking the benefit of statutorily permitted uses, because such databases are not covered from the legislation that declares this kind of contract null and void. We argue that this judgment is not consistent with the legislative history and can have a profound impact on the functioning of the digital single market, where new information services, such as meta-search engines or price-comparison websites, base their operation on the systematic extraction and re-utilisation of materials available from online sources. This is an issue that the Commission should address in a forthcoming evaluation of the Database Directive.

The technologies are rapidly developing, but some of them present in the computers, as for instance their processing capacity, are reaching their physical limits. It is up to quantum computation offer solutions to these limitations and issues that may arise. In the field of information security, encryption is of paramount importance, being then the development of quantum methods instead of the classics, given the computational power offered by quantum computing. In the quantum world, the physical states are interrelated, thus occurring phenomenon called entanglement. This study presents both a theoretical essay on the merits of quantum mechanics, computing, information, cryptography and quantum entropy, and some simulations, implementing in C language the effects of entropy of entanglement of photons in a data transmission, using Von Neumann entropy and Tsallis entropy.

In this work we measured X-ray scatter spectra from normal and neoplastic breast tissues using photon energy of 17.44 key and a scattering angle of 90 degrees, in order to study the shape (FWHM) of the Compton peaks. The obtained results for FWHM were discussed in terms of composition and histological characteristics of each tissue type. The statistical analysis shows that the distribution of FWHM of normal adipose breast tissue clearly differs from all other investigated tissues. Comparison between experimental values of FWHM and effective atomic number revealed a strong correlation between them, showing that the FWHM values can be used to provide information about elemental composition of the tissues. Computer modeling is a perspective method for optimal design of prosthesis and orthoses. The study is oriented to develop modular ankle foot orthosis (MAFO) to assist the very frequently observed gait abnormalities relating the human ankle-foot complex using CAD modeling. The main goal is to assist the ankle- foot flexors and extensors during the gait cycle (stance and swing) using torsion spring. Utilizing 3D modeling and animating open source software (Blender 3D), it is possible to generate artificially different kind of normal and abnormal gaits and investigate and adjust the assistive modular spring driven ankle foot orthosis.
