Kainji Lake, the first man-made lake in Nigeria is one of the most researched water bodies in Africa. Earlier studies indicated that there was no systematic management of the lake fisheries involving the participation of the fishers in the decision-making processes before 1993. In 1993, the Nigeria-German Kainji Lake Fisheries Promotion Project (KLFPP) started the introduction of a bottom-up approach in the management of the fishery resources through a random selection of some fishers representatives for the decision making body of the project. The paper traces the democratization process of the management approach to the lake fisheries culminating in the systematic selection, appointment, training and assignment of responsibilities to twenty-four Wakilis covering the 316 fishing communities around Lake Kainji

For a long time, the Tanzanian Fisheries Department has managed Tanzanian fisheries without incorporating other stakeholders within its management framework. On lake Victoria, the persistent use of illegal fishing gear and declining catches have led the government to realize that this system of fisheries management may no longer be viable, and have sought to incorporate fishing communities into the management structure. Through the creation of beach management units (BMUs), the Fisheries Departments have sought to persuade fishing communities to implement and enforce Tanzania's fishing regulations and to monitor the fishery. In this paper we explore a recently gathered data set that yields information on, amongst others, how Tanzanian fishing communities perceive the state of their resource base, how they view their relationship with the Fisheries Department, the efficacy of fishing regulations and other variables. We draw on a series of criteria developed by Ostron (1990) for institutional 'robustness' to explore various areas of institutional development on Lake Victoria, and to try and anticipate how the BMUs will fare. We argue there are many socio-political and economic factors that will determine how communities will receive and perceive their responsibilities towards government-imposed administrative structures at the local level, these will become 'socialized' such that they will vary from place to place. While this may bode well for problems of heterogeneity, it does not necessarily mean that fisheries management objective on Lake Victoria will be met

The fisheries of Lake Kainji, Nigeria, experienced a boom year following impoundment, then decline post impoundment and now is in a period of stabilisation of the fish resources. Several reasons have been advanced on factors responsible for these changes, but two outstanding factors are those of nutritional status and fishing methods of the lake. Two important fish families however continue to dominate the lake fisheries in daily fisherman catches: Clupeidae and Cichlidae (tilapias). Recent studies have also shown that the dominance of the tilapias and clupeids is an important factor in the understanding of the stability of fisheries of Lake Kainji. One area which has remained undiscussed concerns the parasites and non-fish predators of tilapias which can affect the population dynamics of tilapias. This paper examines therefore some aspects of the fisheries of Lake Kainji and the potential roles that parasites and non-fish predators of tilapias can contribute in developing strategies for consideration in the sustainable management of the fisheries

This paper is aimed at government, non-government organizations, intergovernmental organizations and the general public as they work toward the development of their individual strategies and action plans. It has been recognized that community-based organizations have a particular relevance to the pursuit of sustainable resource management and may well contribute to the foundations of self-sustenance. Women on Lake Victoria, Tanzania presently face great challenges within the fishery. These include the lack of capital, interference by men, theft of fishing gear, time constraints and socio-cultural problems. In recent years, the fish trading and marketing sectors of the fishery, which have traditionally been dominated by women, have seen large incursions by male entrepreneurs. This move has endangered the role of women within the fishery. This paper focuses on the Tweyambe Fishing Enterprise (TFE), a well-known women's group based in Kasheno village in the Muleba District of Kagera Region in northwestern Tanzania. Inhabitants from the Haya ethnic group who make up some 95% of the population of Kagera Region dominate this village. Co-management is a system or a process in which responsibility and authority for the management of common resources is shared between the state, local users of the resources as well as other stakeholders, and where they have the legal authority to administer the resource jointly. Co-management has received increasing attention in recent years as a potential strategy for managing fisheries. This paper presents and discusses results of a survey undertaken in the Kenyan part of Lake Victoria to assess the conditions - behaviour, attitude and characteristics of resource users, as well as community institutions - that can support co-management. It analyses the results of this survey with respect to a series of parameters, identified by Pinkerton (1989), as necessary preconditions for the successful inclusion of communities involvement in resource management. The survey was implemented through a two-stage stratified random sampling technique based on district and beach size strata. A total of 405 fishers, drawn from 25 fish landing beaches, were interviewed using a structured questionnaire. The paper concludes that while Kenya's lake Victoria fishery would appear to qualify for a number of these preconditions, it would appear that it fails to qualify in others. Preconditions in this latter category include the definition of boundaries in fishing grounds, community members' rights to the resource, delegation and legislation of local responsibility and authority. Additional work is required to further elaborate and understand these shortcomings

The October meeting of the ACFM of ICES gave advice for a number of North-Atlantic fish stocks. The results of the most important stocks are given here from the perspective of German fishery management. The are chiefly North Sea plaice and sole, for which a reduction of 25 % of the fishing mortality (F) is recommended for 1998, North Sea saithe (minus 20 % in F), while North Sea cod is in the process of recovery and North Sea haddock is inside safe biological limits. The mackerel stock of the North Sea has not yet recovered, while the western mackerel stock as an entity has stabilised at a level of about 2.3 million t.

The findings are presented of a study carried out in the Kainji Lake region of Nigeria in order to identify alternative income opportunities for the fisherfolk, so as to increase their acceptance of fishery management measures and also to reduce the harmful short-term economic effects that such management options can have. A description is given of the main non-fishing income earning activities in the Kainji Lake area and an assessment is made of the economic viability and expected acceptance of the identified income earning opportunities. This paper examined the environmental hazards limiting sustainable small-scale fisheries development in Nigeria. Observation has showed that hazards range from pollution of the aquatic habitats by domestic and urban sewage and garbage, agro-chemicals, industrial pollutants, crude oil spillage etc. In an attempt to maximize catch, many migrant and part-time fisher folks indulge in highly destructive and obnoxious fishing practices with adverse impact on fisheries resources. These have constituted significant environmental hazards. Discharges of waste from aquacultural practices in to rivers and lakes have also been identified as sources of environmental hazards. Some aquatic weeds such as water hyacinth are sources of hazards. The effects of environmental hazards on small-scale fisheries resources may be direct arising from the toxicity of pollutants or indirect as a result of ecosystem modification. Rural coastal regions across the United States are coping with dramatic social and environmental changes. Historically, these areas relied heavily on fishing and marine commerce and these economic activities defined the character of coastal communities. However, shifting ocean and climate conditions, together with inadequate management strategies, have led to sharp declines in harvestable marine resources. These trends, along with increasing competition from aquaculture and international sources of fish, have led to the steady decline of fishing as the central economic activity in many rural coastal communities. Management of natural resources all over the world is of paramount importance to their sustainability in developing countries like Nigeria, there is less emphasis on proper management especially of fishery and other aquatic resources due to lack of sensitization and enlightenment of the rural dwellers who are closer to such natural resources. The main thrust of this review is to examine the management plans for Nigerian freshwater bodies (rivers and lakes) and the impact of such plans on the artisanal fisheries development in Nigeria. From the on-shelf information gathered there is scarcity of information on the management of Nigerian freshwater body's information available indicates that there is the traditional fisheries management and the government legal approach in form of fisheries Laws and Regulations. However, these management techniques are poorly carried out since there is a poor follow-up. Appreciable impact of fisheries management introduced on Kanji Lake by the Nigerian-German Kanji Lake Fisheries Promotion Project (NGKLFPP) between 1993 and 2001 proves worthwhile as this introduced some management measures such as implementation of fisheries Laws and Regulations, the ban of obnoxious fishing methods, introduction of fishing license, constitution of a management unit and appointment of liaison fishermen. Within the operative years of the project a lot of success was achieved and it is recommended that the approach in Kainji should be replicated in other freshwater bodies in Nigeria to alleviate poverty in the rural poor fishing communities

The attributes of responsible fisheries in enhancing Poverty Alleviation of fishing Communities of Lake Kainji were appraised. After impoundment in 1968, the catch per unit effort of fish continued on a downward trend, which suggested a decline in the fish population as a result of improper fishing methods such as the use of small mesh size nets, fish poisoning, destructive fishing gears like beach seine nets. The Nigerian-German (GTZ) Kainji Lake Fisheries Promotion Project intervention brought an increase in yields for the lake in 1996. The estimated annual yield was put at 38.244 metric tones in 1996, an increase of 18 % from the yield recorded in 1995 due to improvement in fishing and conservation methods. The result of catch assessment study carried out in 2003 as a follow up to GTZ intervention is presented. This reveals 15 family and 40 species of fish recorded. Which shows that Lake Kainji still has very high diversity and abundance of fish species. The paper suggests ways to encourage fishing communities to adopt new innovation or strategies by the government and non-governmental organization, which will go a long way in alleviation poverty among the fisher folks

The paper critically examines the trend in fish production in Nigeria. The problem of excessive mismanagement and lack of attention by relevant agencies are still common place in inland water bodies. The paper discusses these mismanagement practices which are non compliance with the existing rules and regulations on good fishing methods, uncontrollable, unorthodox and obnoxious fishing practices, destruction of the natural breeding grounds and the collapse of the fishery due to massive over fishing. The challenges posed by the fishing methods as well as the effect of different gears and mechanization of fishing crafts on fish production are discussed. The paper recommends ways to increase domestic fish production in inland water bodies, which include a well planned strategy of restocking the existing reservoirs after careful scientific study, enforcement of the existing laws and regulation based on community participation. Training of stakeholders on the code of practice for responsible fisheries (CPRF), extension of subsidies to fisher folks, the traditional practices, which encourage the adherence to close season and other fish conservation and utilization strategies, are also advocated

The development of bay wide estimates of recreational harvest has been identified as a high priority by the Chesapeake Bay Scientific Advisory Committee (CBSAC) and by the Chesapeake Bay Program as reflected in the Chesapeake Bay Blue Crab Fishery Management Plan (Chesapeake Bay Program 1996). In addition, the BiState Blue Crab Commission (BBCAC), formed in 1996 by mandate from the legislatures of Maryland and Virginia to advise on crab management, has also recognized the importance of estimating the levels and trends in catches in the recreational fishery. Recently, the BBCAC has adopted limit and target biological reference points. These analyses have been predicated on assumptions regarding the relative magnitude of the recreational and commercial catch. The reference points depend on determination of the total number of crabs removed from the population. In essence, the number removed by the various fishery sectors, represents a minimum estimate of the population size. If a major fishery sector is not represented, the total population will be accordingly underestimated. If the relative contribution of the unrepresented sector is constant over time and harvests the same components of the population as the other sectors, it may be argued that the population estimate derived from the other sectors is biased but still adequately represents trends in population size over time. If either of the two constraints mentioned above is not met, the validity of relative trends over time is suspect. With the recent increases in the human population in the Chesapeake Bay watershed, there is reason to be concerned that the recreational catch may not have been a constant proportion of the total harvest over time. It is important to assess the catch characteristics and the magnitude of the recreational fishery to evaluate this potential bias. (PDF contains 70 pages)

Thirty-nine participants from 18 countries, including women fishworkers, representatives of fishworker organizations and NGOs, activists and researchers, met at Mahabalipuram, India, during 7-10 July 2010, to discuss the theme “Recasting the Net: Defining a Gender Agenda for Sustaining Life and Livelihoods in Fishing Communities”. The workshop was meant to reflect on what needs to be done to develop a ‘gender agenda’ for sustaining life and livelihoods in fisheries. It was also organized against the backdrop of the growing international recognition of small-scale fisheries and efforts to enhance their contribution to food security and poverty alleviation, as evidenced in the deliberations of the the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO). This publication—the proceedings of the Mahabalipuram workshop—will be useful for fishworker organizations, gender activists, researchers, policymakers, fish farmers, members of civil society and anyone interested in gender, fisheries and livelihoods. The study was an endeavor to bring forward a concise, factual description of the salient features of the present status of artisanal fisheries resources and its management for sustainable development of fishing communities in Teknaf coast, Cox’s Bazar, Bangladesh. This study was conducted through 14 fishing villages of 4 Unions in Teknaf Upazila. As a hub of various fisheries deeds, a comprehensive coastal fisheries census, conducted on the coast during the study period, revealed that about 566 fishing fleet of two types, 1263 fishing gears of seven kinds, 6466 fishermen were being involved in fishing at Naaf river estuary. The catch composition of the coastal fishing was found 52 finfish species, 10 shrimp and 3 crabs. The unique potentialities provided by mostly affluent fisheries resources are needed to be tapped and channelized in the appropriate direction for maintaining a paragon of these fisheries resources of coastal area and for pursuing ecologically sustainable development via environment friendly intrinsic exploration and exploitation. “Community Based Fisheries Co-management” program should initiate immediately for the fisherman community of Naaf river estuary of Teknaf coastal region. This will go along way to help sustain the coastal fisheries resources with active participation of the fishermen
