11 September heralded and provided a pretext for a more aggressive but increasingly contradictory American hegemony. Some of the consequences are contrary to the United States' own interests. Its new doctrine of 'preemptive strike' against other sovereign states encourages similarly belligerent behaviour by other governments, and yet more terrorism by nonstate actors, the very threats which were to be eradicated by a re-asserted US hegemony. This essay focuses on three partly overlapping themes: different strategies towards allies - multilateral and unilateral; different forms of power - civil and military; and different ideologies of globalisation - neoliberal and neo-conservative. It argues that while US policy may oscillate between such poles, it often combines the different elements. The overall strategy of the Bush administration is best characterised as unilateral multilateralism. The main issue for US hegemonists is the ways in which their hegemony might best be exercised, maintained and strengthened vis à vis allies and rivals. But for a safer, more democratic world, the choice does not lie between one faction of US hegemonists and another: we need other alternatives such as cosmopolitan democracy and a genuine internationalist movement which would give it some much-needed substance.

The language of EU rural development policy appears more interested in social inclusion and that of US policy more interested in market competitiveness. We seek to determine why policies directed at rural development in the EU and the USA differ. In both contexts new rural development policies emphasize partnership and participation but we find local participation is used to promote social inclusion in the EU and market competitiveness in the USA. An examination of these dimensions illustrates important transcontinental differences and similarities in rural development policies. We explore the socio-historical reasons for differences in the commitment to social inclusion, while also noting similarities in the priority of market competitiveness.

The introduction of the Universal Periodic Review (UPR) mechanism as an innovative component of the new Human Rights Council in 2006 has suffered little academic scrutiny. This is partly because it holds as its objective an improvement in human rights situations on the ground, a goal that is difficult to test amongst so many possible causal factors attributable to law reform and policy change, and partly due to the fact that the mechanism has only completed one full cycle of review. This article seeks to remedy this absence of analysis by examining the experience of the United Kingdom during its first review. In doing so, the article first considers the conception of the UPR, before progressing to examine the procedure and recommendations made to the UK by its peers. Finally, the article considers the five year review of the UPR which occurred as a subset of the Human Rights Council Review in 2011 and the resulting changes to the process modalities.

OBJECTIVES: The Shape of Training report recommended that full registration is aligned with medical school graduation. As part of a General Medical Council-funded study about the preparedness for practice of UK medical graduates, we explored UK stakeholders' views about this proposal using qualitative interviews (30 group and 87 individual interviews) and Framework Analysis.

SETTING: Four UK study sites, one in each country.Save

PARTICIPANTS: 185 individuals from eight stakeholder groups: (1) foundation year 1 (F1) doctors (n=34); (2) fully registered trainee doctors (n=33); (3) clinical educators (n=32); (4) undergraduate/postgraduate Deans, and Foundation Programme Directors (n=30); (5) other healthcare professionals (n=13); (6) employers (n=7); (7) policy and government (n=11); (8) patient and public representatives (n=25).

RESULTS: We identified four main themes: (1) The F1 year as a safety net: patients were protected by close trainee supervision and 'sign off' to prevent errors; trainees were provided with a safe environment for learning on the job; (2) Implications for undergraduate medical education: if the proposal was accepted, a 'radical review' of undergraduate curricula would be needed; undergraduate education might need to be longer; (3) Implications for F1 work practice: steps to protect healthcare team integration and ensure that F1 doctors stay within competency limits would be required; (4) Financial, structural and political implications: there would be cost implications for trainees; clarification of responsibilities between undergraduate and postgraduate medical education would be needed. Typically, each theme comprised arguments for and against the proposal.

CONCLUSIONS: A policy change to align the timing of full registration with graduation would require considerable planning and preliminary work. These findings will inform policymakers' decision-making. Regardless of the decision, medical students should take on greater responsibility for patient care as undergraduates, assessment methods in clinical practice and professionalism domains need development, and good practice in postgraduate supervision and support must be shared.

This article discusses the 1997 Flemish reform in the domestic water sector (Belgium). It abolished a previously existing social correction of the wastewater charge. Instead, a tax exemption for some disadvantaged categories was introduced. Moreover, water consumers receive 15 m3 of drinking-water per person per year for free. This policy change was assumed to contribute better to social equity. However, the reform led to changes in the drinking water tariffs by the water companies. Furthermore, a study conducted by Van Humbeeck (1998) shows that the distributive impact of the new water regulation is negative. As a matter of fact, the water reform increased the regressivity of the total wastewater and drinking water expenses. The Flemish example shows that ex ante evaluation of any reform of public services is a prerequisite for more social justice in the provision of basic goods to underprivileged citizens.

L’objectif de ce mémoire est d’identifier la nature des changements des politiques sociales adoptés entre 1988 et 1998 en Suède et ainsi de mieux comprendre l’état actuel du modèle suédois, caractérisé dans la littérature par l’institutionnalisation des valeurs d’égalité sociale et d’universalisme. À l’aide d’une grille d’analyse inférée à partir de la typologie des changements de politiques publiques de Peter Hall, l’auteure pose l’hypothèse selon laquelle un changement de paradigme est survenu dans les secteurs de l’éducation obligatoire et de la santé. À l’issue de cette étude, il est démontré que, si le paradigme a effectivement été contesté au cours de la période de réforme étudiée, il est toujours en vigueur à la fin des années 1990. Toutefois, l’effet cumulé des changements d’instruments l’ont miné peu à peu durant les décennies suivantes. Les conséquences de ces changements, devenues des « anomalies », menacent aujourd’hui l’existence du modèle suédois.

La presente monografía analiza el proceso de génesis de la política pública distrital para la reintegración de excombatientes en Bogotá, así como los momentos de cambio de dicha política durante las administraciones de los alcaldes Luis Eduardo Garzón y Samuel Moreno. Para este fin, esta monografía recurre a enfoques teóricos del policy change, incluyendo el “Enfoque de Corrientes Múltiples” de John Kingdon, el modelo de formación de la agenda desarrollado por Charles Elder y Roger Cobb, y la “Teoría del Equilibrio Puntuado” de Frank Baumgartner y Bryan Jones. Con base en entrevistas semi-estructuradas a funcionarios de los programas distritales de atención a los desmovilizados y fuentes secundarias, la presente investigación describe las acciones emprendidas por las diferentes administraciones en el periodo 2003-2013 y analiza los cambios que la política experimentó en sus instrumentos de intervención. Así, las acciones iniciales que hacían énfasis en el desmovilizado y su núcleo familiar con el propósito de fortalecer el tejido social, dieron paso a acciones enfocadas principalmente en la reintegración económica de los desmovilizados. Un análisis crítico del proceso de formación de esta política pública y sus principales cambios constituye no solo una contribución empírica a la extensa literatura sobre policy change, sino que provee lecciones para futuros procesos de reintegración de excombatientes en contextos urbanos.

Este proyecto busca analizar y brindar las herramientas necesarias para poder exportar carne de calidad bajo un plan detallado de diagnostico en la zona a impactar en armonía con el medio ambiente. Básicamente, se trata de entender que la finca se debe manejar como una empresa agro-ganadera. El reto que tiene el gremio de los Agro-ganaderos está en crear, desarrollar y aplicar verdaderos proyectos de vida que sean productivos en las empresas ganaderas. Debemos empezar a utilizar los beneficios de los nuevos conceptos, tecnologías e investigaciones, para afrontar los retos que se imponen con los Tratados de Libre Comercio con otros países. La empresa Plus Agrícola S.A.S., quiere que estos conceptos, conocimientos, tecnologías e investigaciones lleguen a los pequeños y medianos productores de muchas zonas del país que como consecuencia de numerosos obstáculos e intereses de federaciones, no han podido acceder a capacitaciones que les permitan convertirse en verdaderos empresarios ganaderos. Plus Agrícola S.A.S., quiere proporcionar elementos de cambio que permitan dar un giro de 360 grados a estos productores pues estamos convencidos que el futuro de la ganadería en Colombia está en sistemas semi-estabulados y estabulados con confort, tanto en producción de carne y leche que permitan cambiar esa idea que de generación en generación hemos aplicado, como es sacar nuestros bovinos a pastorear en pasturas degradadas y pobres en alimento.

Uno de los objetivos de la línea de Teoría y Práctica de las Políticas Públicas (TP3) es el análisis de las políticas públicas como objeto de estudio en sí mismo. En América Latina los estudios sobre este tema están más concentrados en el análisis práctico que en el académico, dejando de lado la posibilidad de teorizar y crear nuevos modelos que puedan ser replicados dentro de nuestros estudios de caso a nivel académico. Por ello, la tendencia ha sido la de copiar las teorías, enfoques y modelos propios de la escuela anglosajona (principalmente de Estados Unidos y Reino Unido), limitando nuestra capacidad de comprensión con respecto a nuestros fenómenos políticos, económicos y sociales. Por esta razón, durante el primer semestre de 2015 se creó el Semillero de Políticas Públicas con el fin de reflexionar sobre los vacíos que existen en la comprensión y el análisis de las políticas en Colombia y en Latinoamérica, para luego dar paso a la construcción de respuestas pertinentes. Esta publicación es el resultado de nuestra primera iniciativa como Semillero, la cual consiste en recoger las principales herramientas analíticas en el estudio académico de las políticas públicas, explicar sus postulados fundamentales, identificar sus fortalezas y debilidades y, finalmente, aplicar estas herramientas a un caso dentro del contexto colombiano.

Under the bond scheme, a pre-determined series of payments would compensate farmers for lost revenues resulting from policy change. Unlike the Single Payment Scheme, payments would be fully decoupled: recipients would not have to retain farmland, or remain in agriculture. If vested in a paper asset, the guaranteed, unencumbered, income stream would be similar to that from a government bond. Recipients could exchange this for a capital sum reflecting the net present value of future payments, and reinvest in other business ventures, either on- or offfarm.With a finite, declining flow of payments, budget expenditure would reduce, releasing funds for other uses.

The aim of this study was to determine the cost effectiveness of influenza vaccination for healthy people aged 65-74 years living in the UK. People without risk factors for influenza (chronic heart, lung or renal disease, diabetic, immuno-suppressed or those living in an institution) were identified from 20 general practitioner (GP) practices in Liverpool in September 1999. 729/5875 (12.4%) eligible individuals were recruited and randomised to receive either influenza vaccine or placebo (ratio 3: 1)! with all participants receiving 23-valent-pneumococcal polysaccharide vaccine unless already administered. The primary analysis was the frequency of influenza as recorded by a GP diagnosis of pneumonia or influenza like illness. In 2000, the UK vaccination policy was changed with influenza vaccine becoming available. for all people aged 65 years and over irrespective of risk. As a consequence of this policy change. the study had to be fundamentally restructured and only results obtained over a one rather than the originally planned two-year randomised controlled trial framework were used. Results from 1999/2000 demonstrated no significant difference between groups for the primary outcome (relative risk 0.8, 95%, CI 0.16-4.1). In addition. there were no deaths or hospitalisations for influenza associated respiratory illness in either group. The subsequent analysis. using both national and local sources of evidence, estimated the following cost effectiveness indicators: (1) incremental NHS cost per GP consultation avoided = pound2000; (2) incremental NHS cost per hospital admission avoided = pound61,000: (3) incremental NHS cost per death avoided = pound1.900.000 and (4) incremental NHS cost per QALY gained = pound304,000. The time taken to consider development proposals within the English planning system continues to provoke great policy concern despite a decade of inquiry and policy change. The results of an extensive site-based survey and hedonic modelling exercise across 45 local authorities are reported here. The analysis reveals a slow, uncertain system. It identifies planning delay as a serious problem for housing supply and its ability to respond to increases in demand. Only a relatively limited set of factors seem relevant in explaining differences in times and the results suggest that 80% of councils’ performances are statistically indistinguishable from each other. These findings question the policy emphasis put on rankings of local authorities, though some influence from local politics is apparent. Development control is consistently a lengthy and uncertain process due to its complexity. Therefore, success in lowering planning delay is only likely through radical simplification.
