The Zhoushan fishing area contains the Zhoushan archipelagos, whose population is nearly 1 million, including over 300,000 fishermen. A detailed account is given of the environment and its resources; there are more than 300 species of fish, over 60 species of shrimp, more than 10 species of crab and more than 50 species of algae in the area. The history of fishery development in the area is described, outlining motorization, technology, and education. Various regulations and management activities, implemented in the 1980s, are highlighted.

Abstract—Fisheries often target individuals based on size. Size-selective fishing can create selection differentials on life-history traits and, when those traits have a genetic basis, may cause evolution. The evolution of life history traits affects potential yield and sustainability of fishing, and it is therefore an issue for fishery management. Yet fishery managers usually disregard the possibility of evolution, because little guidance is available to predict evolutionary consequences of management strategies. We attempt to provide some generic guidance. We develop an individual-based model of a population with overlapping generations and continuous reproduction. We simulate model populations under size-selective fishing to generate and quantify selection differentials on growth. The analysis comprises a variety of common life-history and fishery characteristics: variability in growth, correlation between von Bertalanffy growth parameters (K and L∞), maturity rate, natural mortality rate (M), M/K ratio, duration of spawning season, fishing mortality rate (F), maximum size limit, slope of selectivity curve, age at 50% selectivity, and duration of fishing season. We found that each characteristic affected the magnitude of selection differentials. The most vulnerable stocks were those with a short spawning or fishing season. Under almost all life-history and fishery characteristics examined, selection differentials created by realistic fishing mortality rates are considerable.

Sources of wastes in fishing operations mainly include bycatch discards; processing wastes where catch is processed onboard; plastic wastes due to abandoned, lost and discarded fishing gear; bilges and other wastes from the vessel operations. Fishing systems in general have an associated catch of nontargeted organisms known as bycatch. Non-selective fishing gear that is not modified or equipped to exclude non-targeted organisms, may take a significant quantity of bycatch of non-targeted finfish, juvenile fish, benthic animals, marine mammals, marine birds and vulnerable or endangered species that are often discarded. Average annual global discards, has been estimated to be 7.3 million t, based on a weighted discard rate of 8%, during 1992-2001 period. Trawl fisheries for shrimp and demersal finfish account for over 50% of the total estimated global discards. Plastic materials are extensively used in fisheries, owing to their durability and other desirable properties, contributing to the efficiency and catchability of the fishing gear. However, plastics biodegrade at an extremely slow rate compared to other organic materials. Abandoned, lost or otherwise discarded fishing gear (ALDFG) and related marine debris have been recognized as a critical problem in the marine environment and for living marine resources. Prevention of excess fishing capacity by appropriate management measures could lead to enormous savings in terms of fuel consumption, emissions and bycatch discards from the excess fishing fleet, capital and operational investments and labour deployment in capture fisheries, with significant economic gains. Despite considerable conservation efforts, many reef fish fisheries around the world continue to be in peril. Many are vulnerable to overexploitation because they have predictable and highly aggregated spawning events. In U.S. Caribbean waters, fishery managers are increasingly interested in advancing the use of closed areas as a means for rebuilding reef fisheries, protecting coral reef habitats, and furthering ecosystem-based management while maintaining the sustained participation of local fishing communities. This study details small-scale fishermen’s views on the Caribbean Fishery Management Council’s proposals to lengthen the current Bajo de Sico seasonal closure off the west coast of Puerto Rico to afford additional protection to snapper-grouper spawning populations and associated coral reef habitats. Drawing on snowball sampling techniques, we interviewed 65 small-scale fishermen who regularly operate in the Bajo de Sico area. Snowball sampling is a useful method to sample difficult-to-find populations. Our analysis revealed that the majority of the respondents opposed a longer seasonal closure in the Bajo de Sico area, believing that the existing 3-month closure afforded ample protection to reef fish spawning aggregations and that their gear did not impact deep-water corals in the area. Whilst fishermen’s opposition to additional regulations was anticipated, the magnitude of the socio-economic consequences described was unexpected. Fishermen estimated that a year round closure would cause their gross household income to fall between 10% and 80%, with an average drop of 48%. Our findings suggest that policy analysts and decision-makers should strive to better understand the cumulative impacts of regulations given the magnitude of the reported socio-economic impacts; and, more importantly, they should strive to enhance the existing mechanisms by which fishermen can contribute their knowledge and perspectives into the management process.

During a fishing trip to record video footage of fish escaping from a by-catch reducing device located in a commercial prawn trawl, two bottlenose dolphins, Tursiops truncatus, were observed to actively manipulate the codend at the seabed, removing and consuming components of catch (mostly juvenile whiting, Sillago spp.). The observed feeding pattern suggests a well established behavioral response to trawling activities and is discussed with respect to (1) the potential nutritional benefit that dolphins may derive from such activities and (2) the effects that scavenging may have on selectivity of the gear.

This paper reports on the cultural adaptation of Atlantic commercial fishermen to the danger of their occupation and efforts to ameliorate that danger through safety training programs. The research is directed towards measuring fishermen's patterns of subjective perceived danger and assessing the impact of safety training on these patterns of thinking. Safety training for commercial fishermen has unique problems owing to a culture that relies heavily on the trivialization or denial of the dangers associated with the work (Binkley, 1995; Poggie et al., 1995, 1996; Pollnac et al., 1995). Hence, understanding the efficacy of various approaches to safety training is important in promoting greater safety at sea, for this understanding will help create the most effective programs.

Red snapper, Lutjanus campechanus, is subject to significant overfishing in U.S. Gulf of Mexico waters, and regulations are being implemented to reduce fishing mortality and restore them to a 20% spawning potential ratio by the year 2009. One source of mortality that must be reduced to achieve this goal is the incidental capture ofjuvenile red snappers in shrimp, Penaeus spp., trawls. NOAA's National Marine Fisheries Service is conducting research to develop shrimp trawl modifications to reduce the snapper bycatch. An important part of this research is the study of juvenile red snapper behavior on commercial shrimp grounds and in relation to trawling gear. An area of high juvenile red snapper abundance was identified off the coast of Mississippi. Most snappers were observed around structures or objects on the bottom which they appeared to use for refuge or orientation. Those ranging over barren bottom had no apparent point of orientation. When encountered by shrimp trawls, most juvenile snappers rose above the trawl footrope and fell back into the trawl. These observations have directed research toward modifying shrimp trawls to release juvenile red snappers after entry, rather than preventing them from entering a shrimp trawl.

This paper gives an overview of the economic rationale for limited entry as a method of fishery management and discusses general advantages and disadvantages of license limitation and catch rights as the two primary methods of restricting access to marine fisheries. Traditional open-access methods of regulation (e.g., gear restrictions, size limits, trip limits, quotas, and closures) can be temporarily effective in protecting fish populations, but they generally fail to provide lasting biological or economic benefits to fishermen because they do not restrict access to the fishery. The general result of regulation with unrestricted access to a fishery is additional and more costly and complex regulations as competition increases for dwindling fishery resources. Regulation that restricts access to a fishery in conjunction with selected traditional methods of regulation would encourage efficient resource usage and minimize the need for future regulatory adjustments, provided that enforcement and monitoring costs are not too great. In theory, catch rights are superior to license limitation as a means of restricting access to a fishery.

Published and unpublished research findings regarding charter and headboat fishing customers from 11 studies were reviewed to provide a marketing data base for operators and to guide further research efforts. Generally, charter/headboat fishing is a male-oriented activity. Customers were between 30 and 55 years of age. Although both groups of anglers considered themselves to be experienced, charterboat anglers had fished for more years. Charter anglers fished more often with their families and headboat anglers more often with their friends. Charterboat anglers reported higher incomes than headboat anglers. Relaxation, having fun, and escaping from daily pressures were generally more important to both groups of anglers than motives relative to catching fish. Most anglers indicated that the skills and performance of the captain and crew contributed heavily to the overall evaluation of their fishing experience. Anglers were more heavily influenced to choose a particular captain or boat by informal advertising methods (i.e., word-of-mouth recommendations, reputation, and visits to the marina) than formal methods (i.e., advertisements, brochures, radio, and television). Charter anglers relied more on word-of-mouth recommendations and headboat customers were more influenced by previous experiences. Implications for further research are discussed.

California has a large and diverse marine recreational fishery. Anglers on commercial passenger-carrying fishing vessels (CPFV's) harvest a substantial proportion of California's marine recreational fisheries landings, accounting for about 40 percent and 16 percent of the total 1986 marine recreational catch in southern and northern California, respectively (NMFS, 1987). In 1986, 459,369 CPFV anglers landed some 2,835,021 fish in southern California, while 200,925 CPFV anglers landed 1,240, 100 fish in central and northern California.

The widespread implementation of Extended Fisheries Jurisdiction (EFJ) has confronted coastal states with several resource management problems. One of these consists of the economic relations, if any, that the coastal state should establish with distant-water fishing nations (DWFN's) seeking access to the coastal state's 200-mile zone. Several of the other papers presented here deal with specific aspects of the issue. This paper, on the other hand, will concern itself with the question of the analytical framework to be used by economists in studying this issue. It will offer some suggestions with respect to possible components of the framework. In doing so, the paper will restrict itself to the coastal state's perspective of EFJ and the management issues arising therefrom. It goes without saying, of course, that an enlightened coastal state will attempt to acquaint itself with the DWFN view of the world.

This study was carried out to identify factors that influence choice of fishing location and carry out profitability analysis of Chilimira and Gillnet in different fishing locations. A survey using semi-structured questionnaire was administered to 99 Gillnet and 101 Chilimira fishers in Nankumba Peninsula in Mangochi District. The logit model was used to determine the factors influencing choice of fishing location among the fishers. The study showed that 92.1% of Chilimira fishers are operating in offshore areas while 69.7% Gillnet fishers are operating in inshore areas. Chilimira offshore fishers have higher daily average gross margins than their inshore counterparts and Gillnet fishers. However, they incurred more operating costs than the inshore Chilimira and Gillnet fishers. Furthermore, they find their fishing occupation more rewarding as evidenced by the higher returns to labour. The factors that influenced fisher’s choice of fishing location were Age of the fisher, type of fishing vessel and gear, possession of motor sail engine and access to information about previous day’s catch rates. Finally the study concluded that artisanal fishers in Malawi use different criteria in deciding where to fish. The criterion involves a complex interaction of biological, technological, personal and economical factors and time. However, the resource constrained artisanal fisher will need support to enable him exploit offshore fishery resources. Consequently the study recommends that appropriate fishery development interventions by the government and other stakeholders must adapt to the economics and lifestyles driving the artisanal fishers to fish in particular locations and therefore, build on this foundation to improve the existing fishing technologies.

Energy is a key input into the fish harvesting process. Efficient use of energy helps in reducing operational costs and environmental impact, while increasing profits. Energy optimisation is an important aspect of responsible fishing as enunciated in the Code of Conduct for Responsible Fisheries. Gross Energy Requirement (GER) is the sum of all non-renewable energy resources consumed in making available a product or service and is expressed in energy units per physical unit of product or service delivered. GER is a measure of intensity of non-renewable resource use and it reflects the amount of depletion of earth’s inherited store of non-renewable energy in order to create and make available a product or service. In this study, GER in fish harvesting up to the point of landing is estimated in selected fish harvesting systems in the small-mechanised sectors of Indian fisheries and compared with reported results from selected non mechanised and motorised fishing systems to reflect the situation during 1997-1998. Among the fish harvesting systems studied, GER t fish-1 ranged from 5.54 and 5.91 GJ, respectively, for wooden and steel purse seiners powered by 156 hp engines; 6.40 GJ for wooden purse seiner with 235 hp engine; 25.18 GJ for mechanised gillnet/line fishing vessel with 89 hp engines; to 31.40 and 36.97 GJ, respectively, for wooden and steel trawlers powered by 99-106 hp engines.
