La thèse que nous soutenons et que nous nous proposons de démontrer dans cet article est que la crise, chez Ortega y Gasset, loin d’instituer une rupture dans le processus de l’histoire, et de menacer ainsi sa continuité, en est la condition de possibilité. L’hypothèse que nous nous proposons de vérifier est que l’idée même d’un « sens » de l’histoire – nous reviendrons sur la manière bien particulière dont le philosophe madrilène entend cette expression – est garantie par la crise. Nous explorerons pour cela très précisément la tension qui réside entre l’affirmation ortéguienne selon laquelle la crise est le moteur de l’histoire d’une part, et la description à laquelle procède le philosophe madrilène de l’homme en crise comme acteur de l’histoire paralysé d’autre part.

Les yeux et les masques sont prévalents dans les oeuvres du peintre chinois contemporain Zeng Fanzhi (né en 1964), comme métaphore du jeu de pouvoir qui oppose les individus à l’appareil social et politique. Son oeuvre La Cène, d’après Leonard de Vinci, est un exemple frappant de cette préoccupation. Cet essai examine l’utilisation par l’artiste de cette représentation occidentale d’une crise morale (une trahison qui mène à la mort du Christ) pour exprimer la dystopie qui marque la Chine contemporaine. L’interprétation par Zeng de l’oeuvre de Vinci témoigne d’une compréhension profonde de sa signification à la Renaissance comme conflit entre le pouvoir terrestre et spirituel, auquel il surimpose la fonction du banquet dans la culture chinoise comme lieu de lutte politique. Un nihilisme détaché imprègne ce travail, à l’instar de l’interprétation métaphorique du banquet de Platon par Søren Kierkegaard, In Vino Veritas.

As últimas décadas foram marcadas por fortes tensões entre os “discursos oficiais historiográficos” e outras formas alternativas de narrar os acontecimentos humanos. No campo da arte esta tensão foi particularmente evidente, levando ao surgimento de diversas estratégias distintas para enfrentar o modelo oficial e/ou para tentar integrar os discursos e contribuições da alteridade. Ao longo deste texto procurar-se-á analisar algumas dessas estratégias que foram usadas neste período de crise, recorrendo para o efeito a um conjunto de conceitos escaquísticos – “jogar de negras”, “ataque das minorias”, “xadrez 960” – que, funcionando como metáforas, poderão acrescentar valor heurístico para a compreensão dos fenómenos sociais e humanos. Ao optar-se por este tipo de abordagem, pretende-se valorizar um tipo de análise que prolifera atualmente nas ciências sociais e humanas e que procura pensar a complexidade humana a partir de modelos alternativos, baseados em analogias.

The issues concerning Crisis Situations under the scope of police activity, raised after incidents considered critical, has emerged with greater intensity during the most recent decades, posing a major challenge for police forces around the world. These are situations or events of crucial importance, involving hostage taken or barricaded individuals, in which inevitably human lives are at risk, requiring from law enforcement agencies a specific response capability, i.e., a type of intervention not framed under the parameters considered as routine, in order to obtain solutions to minimize the possibility of casualties. Because this is about impacting situations of extreme gravity, where the preservation of human lives is concerned and, in many cases, the very Rule of Law as well, we understand the need for police forces to adapt to new procedures and working methods. Such procedures are an enormously complex task that requires the coordination and articulation of several components, including not infrequently the performance of different police forces, as well as organizations and entities with varied powers and duties, which implies the need for effective management. This explains the emergence of Crisis Management Structures, imposing to determine which are their fundamental components, their importance, how they interconnect, and their major goal. The intrinsic features will also be analyzed in the aspect that we consider to be the fundamental groundwork of a Crisis Management Structure, i.e., Negotiation itself, considering it as a kind of police intervention, where a wide range of procedures feeds a channel of dialogue, aiming at minimizing the damage resultant from an extreme action, in particular, to prevent the death of any of those involved. This is in essence the path we have chosen to develop this study, trying to find out an answer to the fundamental question: What model of Crisis Management Structure should be adopted to manage a critical event involving hostage negotiation?
