Staffing rural and remote schools is an important policy issue for the public good. This paper examines the private issues it also poses for teachers with families working in these communities, as they seek to reconcile careers with educational choices for children. The paper first considers historical responses to staffing rural and remote schools in Australia, and the emergence of neoliberal policy encouraging marketisation of the education sector. We report on interviews about considerations motivating household mobility with 11 teachers across regional, rural and remote communities in Queensland. Like other middle-class parents, these teachers prioritised their children’s educational opportunities over career opportunities. The analysis demonstrates how teachers in rural and remote communities constitute a special group of educational consumers with insider knowledge and unique dilemmas around school choice. Their heightened anxieties around school choice under neoliberal policy are shown to contribute to the public issue of staffing rural and remote schools.

The WiFiRe (WiFi Rural Extension) proposal for rural broadband access is being developed under the aegis of CEWIT. The system leverages the widely available, and highly cost-reduced, WiFi chipsets. However, only the physical layer from these chipsets is retained. A single base station carries several WiFi transceivers, each serving one sector of the cell, and all operating on the same WiFi channel in a time division duplex (TDD) manner. We replace the contention based WiFi MAC with a single-channel TDD multisector TDM MAC similar to the WiMax MAC. In this paper we discuss in detail the issues in designing such a MAC for the purpose of carrying packet voice telephony and for Internet access. The problem of determining the optimal spatial reuse is formulated and the optimal spatial reuse and the corresponding cell size is derived. Then the voice and data scheduler is designed. It is shown how throughput fairness can be implemented in the data scheduler. A capacity assessment of the system is also provided.

The study was carried out in two phases; first, a pilot study of four villages and second, the detailed study of six villages, the populations of which varied from around 350 to about 950. The pilot survey ended in late 1976, and most of the data was collected for the main project in 1977. Processing of the collected data was completed in 1980. The aim was to carry out a census survey, rather than a sample study. Hence, considerable effort was expended in production of both a suitable questionnaire, ensuring that all respondents were contacted, and devising methods which would accurately reflect the actual energy use in various energy-utilising activities. In the end, 560 households out of 578 (97%) were surveyed. The following ranking was found for the various energy sources in order of average percentage contribution to the annual total energy requirement: firewood, 81·6%; human energy, 7·7%; animal energy, 2·7%; kerosene, 2·1%; electricity, 0·6% and all other sources (rice husks, agro-wastes, coal and diesel fuel), 5·3%. In other words commercial fuels made only a small contribution to the overall energy use. It should be noted that dung cakes are not burned in this region. The average energy use pattern, sector by sector, again on a percentage basis, was as follows: domestic, 88·3%; industry, 4·7%; agriculture, 4·3%; lighting, 2·2% and transport, 0·5%. The total annual per capita energy consumption was 12·6 ± 1·2 GJ, giving an average annual household consumption of around 78·6 GJ.

Background and context Since the economic reforms of 1978, China has been acclaimed as a remarkable economy, achieving 9% annual growth per head for more than 25 years. However, China's health sector has not fared well. The population health gains slowed down and health disparities increased. In the field of health and health care, significant progress in maternal care has been achieved. However, there still remain important disparities between the urban and rural areas and among the rural areas in terms of economic development. The excess female infant deaths and the rapidly increasing sex ratio at birth in the last decade aroused serious concerns among policy makers and scholars. Decentralization of the government administration and health sector reform impacts maternal care. Many studies using census data have been conducted to explore the determinants of a high sex ratio at birth, but no agreement has been so far reached on the possible contributing factors. No study using family planning system data has been conducted to explore perinatal mortality and sex ratio at birth and only few studies have examined the impact of the decentralization of government and health sector reforms on the provision and organization of maternal care in rural China. Objectives The general objective of this study was to investigate the state of perinatal health and maternal care and their determinants in rural China under the historic context of major socioeconomic reforms and the one child family planning policy. The specific objectives of the study included: 1) to study pregnancy outcomes and perinatal health and their correlates in a rural Chinese county; 2) to examine the issue of sex ratio at birth and its determinants in a rural Chinese county; 3) to explore the patterns of provision, utilization, and content of maternal care in a rural Chinese county; 4) to investigate the changes in the use of maternal care in China from 1991 to 2003. Materials and Methods This study is based on a project for evaluating the prenatal care programme in Dingyuan county in 1999-2003, Anhui province, China and a nationwide household health survey to describe the changes in maternal care utilization. The approaches used included a retrospective cohort study, cross sectional interview surveys, informant interviews, observations and the use of statistical data. The data sources included the following: 1) A cohort of pregnant women followed from pregnancy up to 7 days after birth in 20 townships in the study county, collecting information on pregnancy outcomes using family planning records; 2) A questionnaire interview survey given to women who gave birth between 2001 and 2003; 3) Various statistical and informant surveys data collected from the study county; 4) Three national household health interview survey data sets (1993-2003) were utilized, and reanalyzed to described the changes in maternity care utilization. Relative risks (RR) and their confidence intervals (CI) were calculated for comparison between parity, approval status, infant sex and township groups. The chi-square test was used to analyse the disparity of use of maternal care between and within urban and rural areas and its trend across the years in China. Logistic regression was used to analyse the factors associated with hospital delivery in rural areas. Results There were 3697 pregnancies in the study cohort, resulting in 3092 live births in a total population of 299463 in the 20 study townships during 1999-2000. The average age at pregnancy in the cohort was 25.9 years. Of the women, 61% were childless, 38% already had one child and 0.3% had two children before the current pregnancy. About 90% of approved pregnancies ended in a live birth while 73% of the unapproved ones were aborted. The perinatal mortality rate was 69 per thousand births. If the 30 induced abortions in which the gestational age was more than 28 weeks had been counted as perinatal deaths, the perinatal mortality rate would have been as high as 78 per thousand. The perinatal mortality rate was negatively associated with the wealth of the township. Approximately two thirds of the perinatal deaths occurred in the early neonatal period. Both the still birth rate and the early neonatal death rate increased with parity. The risk of a stillbirth in a second pregnancy was almost four times that for a first pregnancy, while the risk of early neonatal deaths doubled. The early neonatal mortality rate was twice as high for female as for male infants. The sex difference in the early neonatal mortality rate was mainly attributable to mortality in second births. The male early neonatal mortality rate was not affected by parity, while the female early neonatal mortality rate increased dramatically with parity: it was about six times higher for second births than for first births. About 82% early neonatal deaths happened within 24 hours after birth, and during that time, girls were almost three times more likely to die than boys. The death rate of females on the day of birth increased much more sharply with parity than that of males. The total sex ratio at birth of 3697 registered pregnancies was 152 males to 100 females, with 118 and 287 in first and second pregnancies, respectively. Among unapproved pregnancies, there were almost 5 live-born boys for each girl. Most prenatal and delivery care was to be taken care of in township hospitals. At the village level, there were small private clinics. There was no limitation period for the provision of prenatal and postnatal care by private practitioners. They were not permitted to provide delivery care by the county health bureau, but as some 12% of all births occurred either at home or at private clinics; some village health workers might have been involved. The county level hospitals served as the referral centers for the township hospitals in the county. However, there was no formal regulation or guideline on how the referral system should work. Whether or not a woman was referred to a higher level hospital depended on the individual midwife's professional judgment and on the clients' compliance. The county health bureau had little power over township hospitals, because township hospitals had in the decentralization process become directly accountable to the township government. In the township and county hospitals only 10-20% of the recurrent costs were funded by local government (the township hospital was funded by the township government and the county hospital was funded by the county government) and the hospitals collected user fees to balance their budgets. Also the staff salaries depended on fee incomes by the hospital. The hospitals could define the user charges themselves. Prenatal care consultations were however free in most township hospitals. None of the midwives made postnatal home visits, because of low profit of these services. The three national household health survey data showed that the proportion of women receiving their first prenatal visit within 12 weeks increased greatly from the early to middle 1990s in all areas except for large cities. The increase was much larger in the rural areas, reducing the urban-rural difference from more than 4 times to about 1.4 times. The proportion of women that received antenatal care visits meeting the Ministry of Health s standard (at least 5 times) in the rural areas increased sharply from 12% in 1991-1993 to 36% in 2001-2003. In rural areas, the proportion increase was much faster in less developed areas than in developed areas. The hospital delivery rate increased slightly from 90% to 94% in urban areas while the proportion increased from 27% to 69% in rural areas. The fastest change was found to be in type 4 rural areas, where the utilization even quadrupled. The overall difference between rural and urban areas was substantially narrowed over the period. Multiple logistic regression analysis shows that time periods, residency in rural or urban areas, income levels, age group, education levels, delivery history, occupation, health insurance and distance from the nearest health care facilities were significantly associated with hospital delivery rates. Conclusions 1. Perinatal mortality in this study was much higher than that for urban areas as well as any reported rate from specific studies in rural areas of China. Previous studies in which calculations of infant mortality were not based on epidemiological surveys have been shown to underestimate the rates by more than 50%. 2. Routine statistics collected by the Chinese family planning system proved to be a reliable data source for studying perinatal health, including still births, neonatal deaths, sex ratio at birth and among newborns. National Household Health Survey data proved to be a useful and reliable data source for studying population health and health services. Prior to this research there were few studies in these areas available to international audiences. 3.Though perinatal mortality rate was negatively associated with the level of township economic development, the excess female early neonatal mortality rate contributed much more to high perinatal mortality rate than economic factors. This was likely a result of the role of the family planning policy and the traditional preferences for sons, which leads to lethal neglect of female newborns and high perinatal mortality. 4. The selective abortions of female foetuses were likely to contribute most to the high sex ratio at birth. The underreporting of female births seemed to have played a secondary role. The higher early neonatal mortality rate in second-born as compared to first-born children, particularly in females, may indicate that neglect or poorer care of female newborn infants also contributes to the high sex ratio at birth or among newborns. Existing family planning policy proved not to effectively control the steadily increased birth sex ratio. 5. The rural-urban gap in service utilization was on average significantly narrowed in terms of maternal healthcare in China from 1991 to 2003. This demonstrates that significant achievements in reducing inequities can be made through a combination of socio-economic development and targeted investments in improving health services, including infrastructure, staff capacities, and subsidies to reduce the costs of service utilization for the poorest. However, the huge gap which persisted among cities of different size and within different types of rural areas indicated the need for further efforts to support the poorest areas. 6. Hospital delivery care in the study county was better accepted by women because most of women think delivery care was very important while prenatal and postnatal care were not. Hospital delivery care was more systematically provided and promoted than prenatal and postnatal care by township hospital in the study area. The reliance of hospital staff income on user fees gave the hospitals an incentive to put more emphasis on revenue generating activities such as delivery care instead of prenatal and postnatal care, since delivery care generated much profits than prenatal and postnatal care . Recommendations 1. It is essential for the central government to re-assess and modify existing family planning policies. In order to keep national sex balance, the existing practice of one couple one child in urban areas and at-least-one-son a couple in rural areas should be gradually changed to a two-children-a-couple policy throughout the country. The government should establish a favourable social security policy for couples, especially for rural couples who have only daughters, with particular emphasis on their pension and medical care insurance, combined with an educational campaign for equal rights for boys and girls in society. 2. There is currently no routine vital-statistics registration system in rural China. Using the findings of this study, the central government could set up a routine vital-statistics registration system using family planning routine work records, which could be used by policy makers and researchers. 3. It is possible for the central and provincial government to invest more in the less developed and poor rural areas to increase the access of pregnant women in these areas to maternal care services. Central government together with local government should gradually provide free maternal care including prenatal and postnatal as well as delivery care to the women in poor and less developed rural areas. 4. Future research could be done to explore if county and the township level health care sector and the family planning system could be merged to increase the effectiveness and efficiency of maternal and child care. 5. Future research could be done to explore the relative contribution of maternal care, economic development and family planning policy on perinatal and child health using prospective cohort studies and community based randomized trials. La Universidad Nacional Agraria) institución que promueve el desarrollo y fortalecimiento de la sociedad nicaragüense en el campo Agropecuario y Forestal, pone en manos de la sociedad nicaragüense la GUIA PARA LA FORMULACION y EVALUACION DE PROYECTOS CON ENFASIS EN EL SECTOR AGRARIO, la cual brinda información sobre los pasos necesario para la formulación y evaluación de proyectos agropecuarios. La información que se presenta en la guía, es producto de la experiencia desarrollada por el autor en su labor de docencia, investigaciones realizadas con participación de estudiantes de la Facultad de Desarrollo Rural (FDR), y del intercambio y colaboración con instituciones afines que trabajan en el Campo Agropecuario y Forestal. El objetivo de las GUIAS TECNICAS es apoyar a productores, técnicos y estudiantes en la toma de decisiones sobre la producción de los cultivos, la producción forestal, el manejo pecuario y los procesos agroindustriales que den mayor competitividad al sector agropecuario y forestal. De igual forma , contribuir al manejo integral de las fincas, desde una perspectiva agroecológica. La publicación de la GUIAS TECNICAS, se constituye en una de las estrategias con las que cuenta la UNA para la difusión de su que hacer universitario. Estas se unen al Centro Nacional de Documentación Agropecuaria (CENIDA), así como a la infraestructura y equipo para la investigación, (laboratorios y personal técnico) , a los medios de divulgación de los resultados , eventos Científicos y la Revista Científica La Calera. Las GUIAS TECNICAS han sido elaboradas con el propósito de hacerla s accesibles a una amplia audiencia, que incluye Productores, Profesionales, Técnicos, y Estudiantes, de tal forma que se constituyan en una herramienta de consulta, enseñanza y aprendizaje que motiven la investigación y la adopción de tecnologías, y que contribuyan de la mejor manera al desarrollo Agropecuario y Forestal de Nicaragua.

Los objetivos del presente estudio son comparar el nivel de desarrollo agropecuario, determinar potencialidades y limitantes e identificar estrategias para el sector agropecuario en el municipio de Camoapa, departamento de Boaco. Para la obtención de los datos se aplicó una entrevista dirigida a representantes del sector agropecuario en el municipio,posteriormente se procedió a la actualización del FODA de la mesa de producción provenientedel Plan Estratégico Municipal Las variables evaluadas fueron: nivel de desarrollo agropecuario, potencialidades, limitantes y estrategias del sector agropecuario. Las variables derivadas de la entrevista se analizaron mediante los parámetros histograma y distribución de frecuencias y para la definición de estrategias se utilizaron tanto los resultados del análisis estadístico como el procedimiento de la matriz FODA. La comparación del nivel de desarrollo agropecuario, indica que el avance que ha tenido el sector durante los últimos veinte años ha sido lento, al pasar de un nivel bajo a medio. El único indicador que es valorado con un nivel alto, pero de incidencia negativa, es el de las repercusiones de la agricultura y la ganadería al medio ambiente. Dentro de las potencialidades identificadas destacan la vocación de los suelos, la organización y la asistencia técnica. Para esta última, la percepción de los pequeños y medianos productores es que ha adolecido de un programa estatal que ofrezca este tipo de servicio de forma permanente para ellos. En cuanto a las limitantes destacan caminos de penetración, el tradicionalismo, la administración de unidades productivas y la inseguridad ciudadana en el campo. Lo anterior y el análisis de la matriz FODA permitió definir cuatro estrategias FO (maxi - maxi), dos FA (maxi - mini) y una DO (mini - maxi) que una vez puestas en marcha por la integración de los ministerios, las instituciones, organizaciones y productores permitirán mejorar el desarrollo del sector agropecuario en el municipio de Camoapa.

[ES] Los programas de innovación rural han supuesto un verdadero revulsivo para determinadas regiones europeas, por cuanto han representado una cuantiosa inversión que ha necesitado de una adecuada gestión para dirigir el destino de unos fondos estructurales. En este sentido, el presente trabajo analiza la inversión de estos programas de desarrollo en medidas de apoyo al sector del turismo rural, que han supuesto un importante incremento de la oferta a diversos niveles: aumento de alojamientos rurales, del número de plazas disponibles para turistas, rehabilitación del patrimonio, puesta en valor de elementos históricos y recuperación, en definitiva, del patrimonio histórico, cultural, arquitectónico y natural del mundo rural.

Although women have proved to be competent in adopting new aquaculture technologies, their role is very much restricted and often ignored. One of the major reasons is the location of aquaculture sites and several sociocultural taboos against women who strive to earn for their family’s subsistence in rural areas. There is a gender bias in many aquaculture activities. To ensure that women utilize their full potential in profitable activities like aquaculture, it is necessary to provide capacity building support to rural women, which will eventually lead to their empowerment. In countries like India, the technology provided to women must take into account cultural aspects. One such project - backyard ornamental fish breeding and management - has been found to offer immense scope for improving the livelihood of rural women. This paper gives some practical tips for dissemination of technology in the rural sector, particularly to rural women.

Implementation of the SDC funded project ‘Improving Employment and Income through Development of Egypt’s Aquaculture Sector’ commenced on 1st December 2011 and will continue until late 2014. This report summarizes the results of the first 10 months until 30th September 2012. The project was based on a value chain analysis carried out by WorldFish in September 2011. The information in the VCA acts as the baseline for the main project parameters. It established that the aquaculture value chain is a significant employer (14 FTE per 100 tonnes of annual production), particularly in rural areas and there was scope to increase employment of youth and women.

O objetivo deste trabalho é analisar o processo de regionalização do noroeste fluminense através das ações verticalidade sob controle do Estado. Verifica-se especificamente, o posicionamento da sociedade civil organizada e as relações de poder envolvidas diante de tais inferencias racionalizadoras do espaço, e de que forma esse posicionamento pode redimencionar o ordenamento espacial que se impõe através das hegemonias de poder. Entre as abordagens ao tema, o trabalho considera, primeiramente, o processo de regionalização do noroeste fluminense por meio de relações socioespaciais pretéritas a fundação da região enquanto unidade administrativa. Para além das atuais fronteiras da região em questão, o trabalho destaca o controle do Estado pelas frentes catequizadoras e colonizadoras, sobre o território dos Puri, Coroado e Coropó. A segunda intermediação do trabalho ao tema diz respeito à ação de atores locais, ligados principalmente a grandes pecuaristas, na luta por autonomia econômica em relação a Campos dos Goytacazes; que em suas relações de poder com o Estado do Rio de Janeiro desencadeiam a instituição político-administrativa do noroeste fluminense. Sucessivamente o trabalho grifa a atribuição de características regionais a área de estudo como: pobreza rural e representatividade da agricultura familiar, relacionadas a ações de intelectuais orgânicos locais para direcionar verbas do Governo Federal ao setor agropecuário. A terceira parte do trabalho incorpora ao tema a descentralização da gestão municipal/regional por parte de políticas de planejamento territorial como o Rio Rural. Visto que ações de verticalidade do Governo do Estado do Rio de Janeiro, através do Projeto Rio Rural, intervém no ordenamento sócio-econômico-espacial da região principalmente através do modo de produção da agricultura familiar, a problemática se estenderia ao posicionamento político dessa categoria, enquanto sociedade civil organizada; para consideração final das tendências estabelecidas pela agricultura familiar ao ordenamento espacial regional

Poor rural consumers benefit from Egypt’s aquaculture sector through access to small and medium-sized farmed tilapia sold by informal fish retailers, many of whom are women. In fact, informal fish retail is the main, if not only, segment of the farmed fish value chain where women are found. This report aims to inform current and future strategies to improve conditions in informal fish retail by understanding in more depth the similarities and differences in employment quality and outcomes across different fish retailers. It is particularly focused on identifying whether and how gender inequality influences different dimensions of the work, and whether women and men have similar outcomes and employment conditions. This knowledge will help to design interventions to overcome gender-based constraints, as well as approaches that address shared obstacles and include both women and men in gender-responsive ways to ensure that all of those involved in the sector benefit.

User-value is a determining factor for product acceptance in product design. Research on rural electrification to date, however, does not draw sufficient attention to the importance of user-value with regard to the overall success of a project. This is evident from the analysis of project reports and applicable indicators from agencies active in the sector. Learning from the design, psychology and sociology literatures, it is important that rural electrification projects incorporate the value perception of the end-user and extend their success beyond the commonly used criteria of financial value, the appropriateness of the technology, capacity building and technology uptake. Creating value for the end-user is particularly important for project acceptance and the sustainability of a scheme once it has been handed over to the local community. In this research paper, existing theories and models of value-theory are transposed and applied to community operated rural electrification schemes and a user-value framework is developed. Furthermore, the importance of value to the end-user is clarified. Current literature on product design reveals that user-value has different properties, many of which are applicable to rural electrification. Five value pillars and their sub-categories important for the users of rural electrification projects are identified, namely: functional; social significance; epistemic; emotional; and cultural values. These pillars provide the main structure for the conceptual framework developed in this research paper. It is proposed that by targeting the values of the end-user, the key factors of user-value applicable to rural electrification projects will be identified and the sustainability of the project will be better ensured. © 2014 The Authors.
