This study explores a large set of OC and EC measurements in PM(10) and PM(2.5) aerosol samples, undertaken with a long term constant analytical methodology, to evaluate the capability of the OC/EC minimum ratio to represent the ratio between the OC and EC aerosol components resulting from fossil fuel combustion (OC(ff)/EC(ff)). The data set covers a wide geographical area in Europe, but with a particular focus upon Portugal, Spain and the United Kingdom, and includes a great variety of sites: urban (background, kerbside and tunnel), industrial, rural and remote. The highest minimum ratios were found in samples from remote and rural sites. Urban background sites have shown spatially and temporally consistent minimum ratios, of around 1.0 for PM(10) and 0.7 for PM(2.5).The consistency of results has suggested that the method could be used as a tool to derive the ratio between OC and EC from fossil fuel combustion and consequently to differentiate OC from primary and secondary sources. To explore this capability, OC and EC measurements were performed in a busy roadway tunnel in central Lisbon. The OC/EC ratio, which reflected the composition of vehicle combustion emissions, was in the range of 03-0.4. Ratios of OC/EC in roadside increment air (roadside minus urban background) in Birmingham, UK also lie within the range 03-0.4. Additional measurements were performed under heavy traffic conditions at two double kerbside sites located in the centre of Lisbon and Madrid. The OC/EC minimum ratios observed at both sites were found to be between those of the tunnel and those of urban background air, suggesting that minimum values commonly obtained for this parameter in open urban atmospheres over-predict the direct emissions of OC(ff) from road transport. This paper presents ELECON - Electricity Consumption Analysis to Promote Energy Efficiency Considering Demand Response and Non-technical Losses, an international research project that involves European and Brazilian partners. ELECON focuses on energy efficiency increasing through consumer´s active participation which is a key area for Europe and Brazil cooperation. The project aims at significantly contributing towards the successful implementation of smart grids, focussing on the use of new methods that allow the efficient use of distributed energy resources, namely distributed generation, storage and demand response. ELECON puts together researchers from seven European and Brazilian partners, with consolidated research background and evidencing complementary competences. ELECON involves institutions of 3 European countries (Portugal, Germany, and France) and 4 Brazilian institutions. The complementary background and experience of the European and Brazilian partners is of main relevance to ensure the capacities required to achieve the proposed goals. In fact, the European Union (EU) and Brazil have very different resources and approaches in what concerns this area. Having huge hydro and fossil resources, Brazil has not been putting emphasis on distributed renewable based electricity generation. On the contrary, EU has been doing huge investments in this area, taking into account environmental concerns and also the economic EU external dependence dictated by huge requirements of energy related products imports. Sharing these different backgrounds allows the project team to propose new methodologies able to efficiently address the new challenges of smart grids.

Although we have many electric devices at home, there are just few systems to evaluate, monitor and control them. Sometimes users go out and leave their electric devices turned on what can cause energy wasting and dangerous situations. Therefore most of the users may want to know the using states of their electrical appliances through their mobile devices in a pervasive way. In this paper, we propose an Intelligent Supervisory Control System to evaluate, monitor and control the use of electric devices in home, from outside. Because of the transferring data to evaluate, monitor and control user's location and state of home (ex. nobody at home) may be opened to attacks leading to dangerous situations. In our model we include a location privacy module and encryption module to provide security to user location and data. Intelligent Supervising Control System gives to the user the ability to manage electricity loads by means of a multi-agent system involving evaluation, monitoring, control and energy resource agents.

Introdução: As doenças cardiovasculares são a principal causa de morte na Europa e o sedentarismo é um dos seus principais fatores de risco. Os programas de reabilitação cardiovascular (RCV) no domicílio parecem ser eficazes na tolerância ao exercício. No entanto, torna-se difícil reproduzir um protocolo de exercícios no domicílio, por se tratar de estudos pouco específicos. Objetivo: Avaliar os efeitos de um programa de exercícios específico realizado no domicílio, na tolerância ao exercício em pacientes integrados num programa RCV. Metodologia: Estudo quase experimental composto por 20 indivíduos com pelo menos um ano de enfarte agudo do miocárdio, distribuídos aleatoriamente em dois grupos: grupo experimental (GE) e grupo de controlo (GC), ambos com 10 indivíduos. O programa de RCV no domicílio (constituído por 10 exercícios) teve a duração de 8 semanas, com uma frequência de 3 vezes por semana. Avaliou-se a frequência cardíaca (FC), tensão arterial e duplo produto basais e máximos; FC de recuperação; equivalentes metabólicos (METs); velocidade; inclinação; tempo de prova e de recuperação; índice cifótico; equilíbrio; e tempo em atividade moderada a vigorosa. Resultados: Ao fim de 8 semanas de exercício o GE aumentou significativamente os MET’s (p=0,001), tensão arterial sistólica máxima (p<0,001), duplo produto máximo (p<0,001) e tempo de prova (p=0,037) e diminuiu significativamente o tempo de recuperação (p<0,001), quando comparado com o GC. Conclusão: O programa de exercícios no domicílio promoveu uma melhoria na tolerância ao exercício e parece ter melhorado o equilíbrio, para a amostra em estudo.

This chapter discusses the role of television within Portuguese family life. In particular, it examines how the domestication of television within the home is influenced by the social context in which different types of families live. The research is framed around the theory of domestication and based on 50 semi-structured interviews.1 “Domestication” is the process by which the household and its surroundings (both private and the public), together with the moral and formal or objective economy, are related to each other and become mutually constitutive (Silverstone, Hirsch and Morley 1999). The metaphor of “domestication” originally comes from the taming of wild animals, but has been usefully applied to the “domestication” of information communication technology (ICT), including television, within the home. Silverstone et al. (1999) have developed a range of concepts to capture this process, of which the best known are: “appropriation”, “objectification”, “incorporation” and “conversion”. These categories describe how the entry of ICT into the home is managed; how artefacts are physically (and symbolically) placed within the home; how they are adapted into everyday routines; and how they are displayed to others (Haddon 2007, 26). These four key concepts will be used in this chapter to discuss the importance of television within Portugal as an example of a small country in which there has been little research using this particular theoretical approach. Most studies on Portuguese television have focused on televisual history or come from research into trends in television consumption. The domestication theory is a holistic framework, useful to explain the meaning of television in Portuguese homes in all the stages of its presence in daily life. This forms part of a larger international project entitled Digital Inclusion and Participation: Comparing the Trajectories of Digital Media Use by Majority and Disadvantage Groups in Portugal and in the USA (UT Austin/Portugal Program).

This study examined the joint effects of home environment and center-based child care quality on children’s language, communication, and early literacy development, while also considering prior developmental level. Participants were 95 children (46 boys), assessed as toddlers (mean age = 26.33 months;Time 1) and preschoolers (mean age = 68.71 months; Time 2) and their families. At both times, children attended center-based child care classrooms in the metropolitan area of Porto, Portugal. Results from hierarchical linear models indicated that home environment and preschool quality, but not center-based toddler child care quality, were associated with children’s language and literacy outcomes at Time 2. Moreover, the quality of preschool classrooms moderated the association between home environment quality and children’s language and early literacy skills – but not communication skills – at Time 2, suggesting the positive cumulative effects of home environment and preschool quality. Findings further support the existence of a detrimental effect of low preschool quality on children’s language and early literacy outcomes: positive associations among home environment quality and children’s developmental outcomes were found to reduce substantially when children attended low-quality preschool classrooms.

Se ha poucos anos nao imaginavamos as nossas vidas sem o conforto proporcionado pela iluminacao artificial, fruto do desenvolvimento e proliferacao da producao, transporte e distribuicao de energia electrica, seguramente que nos dias de hoje e indissociavel juntar a esse mesmo conforto e estilo de vida a utilizacao dos meios de telecomunicacoes actuais. Com efeito, a vulgarizacao do uso de telemoveis, a recepcao e transmissao de dados a velocidades cada vez maiores, o aparecimento de televisao de alta definicao (TVAD) em substituicao do actual formato PAL, a surgimento de ofertas de novos servicos como o Video on Demand a par da emergente televisao digital terrestre constituem, seguramente, uma nova revolucao nas infra-estruturas de telecomunicacoes domesticas e profissionais. O sector das telecomunicacoes tem sido aquele que se encontra em pleno crescimento, com os fabricantes e operadores a lancarem novos produtos e solucoes de forma continuada, bem como uma atenta e perspicaz reaccao por parte dos legisladores. Assiste-se verdadeiramente na industria das telecomunicacoes a um movimento relacionado com a convergencia para as redes IP (“Internet Protocol”, ou Protocolo de Internet).

Purpose - The education and training of a nuclear medicine technologist (NMT) is not homogeneous among European countries, which leads to different scope of practices and, therefore, different technical skills are assigned. The goal of this research was to characterize the education and training of NMT in Europe. Materials and methods - This study was based on a literature research to characterize the education and training of NMT and support the historical evolution of this profession. It was divided into two different phases: the first phase included analysis of scientific articles and the second phase included research of curricula that allow health professionals to work as NMT in Europe. Results - The majority of the countries [N=31 (89%)] offer the NMT curriculum integrated into the high education system and only in four (11%) countries the education is provided by professional schools. The duration in each education system is not equal, varying in professional schools (2-3 years) and high education level system (2-4 years), which means that different European Credit Transfer and Accumulation System, such as 240, 230, 222, 210 or 180 European Credit Transfer and Accumulation System, are attributed to the graduates. The professional title and scope of the practice of NMT are different in different countries in Europe. In most countries of Europe, nuclear medicine training is not specific and curriculum does not demonstrate the Nuclear Medicine competencies performed in clinical practice. Conclusion - The heterogeneity in education and training for NMT is an issue prevalent among European countries. For NMT professional development, there is a huge need to formalize and unify educational and training programmes in Europe.

This paper examines the job quality in Europe. It is based on the results of the Fourth European Foundation Survey on working conditions covering different dimensions including work organisation, job content, autonomy at work, aspects of worker dignity, working time and work-life balance, working conditions and safety in the workplace. The results point to the existence of great diversity in the job quality across Europe and the north-south divide. The job quality differences are related to the variety of social and institutional contexts. The countries of Southern Europe, with their social and institutional contexts falling within the scope of the Mediterranean model, generally present indicators below the European average contrasting Nordic countries having the best job quality indicators.

The Knowledge-based society brought a new way of living and working. The increasing decline of work in primary sector and traditional industries, related with the significant increase of employment in the service sector and in the knowledge work, changed the way companies and individuals establish their relations, the way work and life is organised. These changes are usual and fast and so the feeling of insecurity and unpredictability become more and more sharp. In this context, foresight exercises are necessary tools helping in the identification of the key variables and main trends of evolution. This report will present some foresight studies about work and skills in Europe and USA, in order to contribute to think about possible evolutions and trends.
