Chromosomal aberration (CA) assays have been widely used, not only to assess the genotoxic effects of chemical agents, but also to evaluate their action mechanisms on the genetic material of exposed organisms. This is of particular interest, since such analyses provide a better knowledge related to the action of these agents on DNA. Among test organisms, Allium cepa is an outstanding species due to its sensitivity and suitable chromosomal features, which are essential for studies on chromosomal damage or disturbances in cell cycle. The goal of the present study was to analyze the action mechanisms of chemical agents present in petroleum polluted waters. Therefore, CA assay was carried out in A. cepa meristematic cells exposed to the Guaeca river waters, located in the city of Sao Sebastiao, SP, Brazil, which had its waters impacted by an oil pipeline leak. Analyses of the aberration types showed clastogenic and aneugenic effects for the roots exposed to the polluted waters from Guaeca river, besides the induction of cell death. Probably all the observed effects were induced by the petroleum hydrocarbons derived from the oil leakage. (C) 2008 Elsevier B.V. All rights reserved.

Oil spills cause great damage to coastal habitats, especially when rapid and suitable response measures are not taken. Establishing high priority areas is fundamental for the operation of response teams. Under this context and considering the need for keeping all geographical information up-to-date for emergencial use, the present study proposes employing a decision tree coupled with a knowledge-based approach using GIS to assign oil sensitivity indices to Brazilian coastal habitats. The modelled system works based on rules set by the official standards of Brazilian Federal Environment Organ. We tested it on one of the littoral regions of Brazil where transportation of petroleum is most intense: the coast of the municipalities of Sao Sebastiao and Caraguatatuba in the northern littoral of So Paulo state, Brazil. The system automatically ranked the littoral sensitivity index of the study area habitats according to geographical conditions during summer and winter; since index ranks of some habitats varied between these seasons because of sediment alterations. The obtained results illustrate the great potential of the proposed system in generating ESI maps and in aiding response teams during emergency operations. (C) 2009 Elsevier Ltd. All rights reserved.

This study presents an environmental oil spill sensitivity map of Cardoso Island State Park, located in So Paulo state, Brazil, including some of its surrounding areas. This map was designed following the procedures determined by the Brazilian Federal Environment Organ (Ministry of the Environment), which separates coastal habitats in different littoral sensitivity indexes (LSI) to oil spills. We have also analysed some seasonal variations in morphologic and textural parameters at the local marine beaches that could affect their sensitivity, having found that they are more sensitive during summer due to a wider foreshore zone during these periods. Local most sensitive habitats are estuarine mangroves (LSI 10) and estuarine mud banks (LSI 9). Marine beaches were ranked LSI 3, and littoral rocky shores were subdivided in exposed flat rocky shores (LSI 1), boulder rocky shores (LSI 6) and sheltered rocky shores (LSI 8). Due to the elevated sensitivity of an estuarine system in the area, we considered necessary the installation of an Environmental Emergency Centre and the design of an emergency plan for the region in case of an accident resulting in oil spills within its vicinities. A importncia do monitoramento ambiental medida pelos vrios casos de derramamentos de leo ocorridos no mundo durante as ltimas trs dcadas. Isto tem incentivado as empresas e rgos do governo envolvidos na preveno e combate a estes acidentes a aperfeioarem cada vez mais os mtodos, tanto preventivos como corretivos, para a minimizao dos danos gerados por acidentes com derramamento de leo. Este trabalho objetiva contextualizar de forma histrica como os acidentes com derramamento de leo propiciaram o desenvolvimento de pesquisa tecnolgica a partir de parcerias entre empresas de petrleo, agncias de governo, universidades e institutos de pesquisa no Brasil, em especial na zona costeira Amaznica. Como resultado, ndices de sensibilidade ambiental ao derramamento de leo (ISA) foram definidos especialmente para a Amaznia costeira, onde processos fluviais e marinhos se encontram na foz do maior rio do mundo, o rio Amazonas. Perspectivas de pesquisa e respostas de emergncia a acidentes so apresentadas, a fim de se conservar a diversidade socioambiental da mais importante regio tropical do planeta.

Satellite remote sensing has proved to be an effective support in timely detection and monitoring of marine oil pollution, mainly due to illegal ship discharges. In this context, we have developed a new methodology and technique for optical oil spill detection, which make use of MODIS L2 and MERIS L1B satellite top of atmosphere (TOA) reflectance imagery, for the first time in a highly automated way. The main idea was combining wide swaths and short revisit times of optical sensors with SAR observations, generally used in oil spill monitoring. This arises from the necessity to overcome the SAR reduced coverage and long revisit time of the monitoring area. This can be done now, given the MODIS and MERIS higher spatial resolution with respect to older sensors (250-300 m vs. 1 km), which consents the identification of smaller spills deriving from illicit discharge at sea. The procedure to obtain identifiable spills in optical reflectance images involves removal of oceanic and atmospheric natural variability, in order to enhance oil-water contrast; image clustering, which purpose is to segment the oil spill eventually presents in the image; finally, the application of a set of criteria for the elimination of those features which look like spills (look-alikes). The final result is a classification of oil spill candidate regions by means of a score based on the above criteria.

The ability to represent the transport and fate of an oil slick at the sea surface is a formidable task. By using an accurate numerical representation of oil evolution and movement in seawater, the possibility to asses and reduce the oil-spill pollution risk can be greatly improved. The blowing of the wind on the sea surface generates ocean waves, which give rise to transport of pollutants by wave-induced velocities that are known as Stokes Drift velocities. The Stokes Drift transport associated to a random gravity wave field is a function of the wave Energy Spectra that statistically fully describe it and that can be provided by a wave numerical model. Therefore, in order to perform an accurate numerical simulation of the oil motion in seawater, a coupling of the oil-spill model with a wave forecasting model is needed. In this Thesis work, the coupling of the MEDSLIK-II oil-spill numerical model with the SWAN wind-wave numerical model has been performed and tested. In order to improve the knowledge of the wind-wave model and its numerical performances, a preliminary sensitivity study to different SWAN model configuration has been carried out. The SWAN model results have been compared with the ISPRA directional buoys located at Venezia, Ancona and Monopoli and the best model settings have been detected. Then, high resolution currents provided by a relocatable model (SURF) have been used to force both the wave and the oil-spill models and its coupling with the SWAN model has been tested. The trajectories of four drifters have been simulated by using JONSWAP parametric spectra or SWAN directional-frequency energy output spectra and results have been compared with the real paths traveled by the drifters.

In this article we argue that it is pressing to study the hybrid media system at the intersection of online and offl ine communication and its potential for agenda building. The topic is relevant because it is argued that the internet off ers new opportunities of public infl uence for challengers without access to political decision making. Except for single case studies, little is known about the conditions under which these actors succeed. Informed by the research on agenda building we tackle with the mechanisms of online-offline media agenda building and the conditions under which challengers succeed to produce issue spill-over into conventional mass media. We develop a theoretical framework for investigating the linkage between online communication and traditional mass media and discuss how our model translates into empirical research. We conclude that the nature of online networks is critical for spill-over, but also the issue itself and the structure of the political system.
