This paper intends to present and reflect upon some of the findings emerging from a research project entitled “Navigating with ‘Magalhães’: Study on the Impact of Digital Media on Schoolchildren” that was conducted at the Communication and Society Research Centre at the University of Minho, Braga, Portugal. The project focused on the politics of the governmental programme “One Laptop per Child” part of the Portuguese Technological Plan for Education, and the uses of the “Magalhães” computer, and other media, by children aged 8-10 years. This paper analyses the impact of this particular public policy on digital literacy of young children based mostly on the perspectives of parents and their modes of mediation. It also debates parents’ and children’s perspectives on parental rules on computer and Internet usage. It ends by concluding that the impact of this programme occurred mainly at the level of access rather than the social and educational uses and practices. It also highlights the importance of family in the way children access and use ICT.

In 2008, the XVII Portuguese Constitutional Government launched the ‘e.escolinha’ programme, within the Technological Plan for Education, which set out the distribution of a computer, called ‘Magalhães’, designed for chil-dren attending the 1st cycle of basic education. Suspended in 2011 by the XIX Government, this programme has allowed, however, almost 500 000 children to have access to a personal computer. It was expected that this political measure would “revolutionise” the national education system by bringing changes to the pedagogical practices of teachers and the learning processes of children and by achieving educational success, in general. Based on documental analysis and on a set of interviews with key decision-makers in conceiving, implementing and monitoring this governmental initiative, the fi rst part of this chapter presents and analyses the ‘e.escolinha’ initiative and the policies be-hind that governmental programme, seeking to disassemble those objectives and provide some insights into the relationship between discourses, rhetoric, and reality. After that, the chapter focuses on children’s uses and practices with the ‘Magalhães’ laptop, at school and at home. Based on the results of questionnaires fi lled in by approximately 1500 children from 32 First Cycle public schools of the municipality of Braga (north of Portugal) and also from questionnaires applied to their parents and teachers, this chapter intends to analyse the real impact of this initiative for children, family and school. It also seeks to discuss the contribution of this educational policy to children’s digital literacy and also to their own and their families’ social and digital inclusion. To understand if it represented an added value to teachers’ pedagogical practice is another of its aims. The fi ndings point out a major focus on technology and access rather than on uses and competences or even on social, educational and cultural change. In fact, a major conclusion is the existence of a strong gap between the policy and the practices, typical of a top-down policy design. Das Aufmerksamkeitsdefizit-/Hyperaktivitätssyndrom, in der Praxis kurz ADHS genannt, istmit einer Prävalenz von 5% seit vielen Jahren eine der häufigsten Störungen im Kindes- undJugendalter. In dieser Arbeit wird das Phänomen ADHS vorgestellt. Aufgrund einerumfassenden Literaturrecherche konnten Informationen und Studien in die Arbeiteinbezogen werden, die es ermöglichen das Störungsbild umfassend zu beschreiben. DieKernsymptomatik ist durch motorische Unruhe, Impulsivität und Aufmerksamkeitsstörungengekennzeichnet. Entsprechende Symptomkriterien werden in den KlassifikationsystemenICD-10 und DSM IV definiert. Die ADHS wird als eine Störung über die Lebensspannebezeichnet, da sie in vielen Fällen chronisch verläuft. In der Diagnostik von ADHS beinhaltenVerfahren vor allem die methodische Erfassung beeinträchtigter Funktionen. DieseVerfahren werden auf dem Erkenntnisgewinn zu charakteristischen Symptomen aufgebaut.Obwohl die ADHS oftmals erfolgreich mit Stimulanzien und anderen Psychopharmakabehandelt wird, ist die Nachhaltigkeit der Wirksamkeitseffekte unklar. Deshalb solltentherapeutische Interventionen in eine „Multimodale Therapie“ einbezogen werden. Auchwenn Experten seit vielen Jahren zum Thema ADHS geforscht haben, ist das Störungsbildund deren Auswirkungen auf sämtliche Funktionsbereiche noch nicht vollständig erklärt.Schlüsselwörter: ADHS-Klassifikation-Symptomatik-Chronifizierung-Diagnostik-MultimodaleTherapie

Binge drinking has nearly become the norm for young people and is thus worrying. Although alcohol use in males attracts more media attention, females are also frequently affected. A variety of preventive measures can be proposed: at the individual level by parents, peers and family doctors; at the school and community level, particularly to postpone age of first use and first episode of drunkenness; at the structural level through a policy restricting access to alcohol for young people and increasing its price. Family doctors can play an important role in identifying at risk users and individualising preventive messages to which these young people are exposed in other contexts.

Le Programme cantonal diabète (PCD) du canton de Vaud a pour objectifs de réduire durablement l'impact du diabète sur la population vaudoise. Il a été élaboré à l'initiative du Service de la santé publique du canton de Vaud et la stratégie du programme a été construite sur la base des propositions de plusieurs groupes de travail. Ce programme inclut divers projets complémentaires qui ont été progressivement mis sur pied à partir de 2010. 2012 marque la fin de la première phase du programme et une évaluation-bilan du programme est demandée. Cette évaluation-bilan fait suite à une première phase de travaux qui ont consisté en une évaluation de l'évaluabilité du programme. Les résultats de cette première phase ont été délivrés en décembre 2011 au groupe de pilotage et consignés dans un rapport en février 2012. L'IUMSP propose donc pour 2012 des travaux en continuité de ce qui a été fait en 2011 et qui vont dans le sens d'un bilan critique et de propositions pour un système de monitoring à long terme du programme, comportant des indicateurs d'activité (à harmoniser lorsque c'est possible dans des projets similaires), des indicateurs de couverture et de résultats.
