This study examines art student’s awareness, understanding and practices of intercultural art education in higher institution of art. Specifically, the research focused on Art Academy of Latvia, Riga. The purpose was to promote “interculturalism’’ among students and to acquaint them with the knowledge and skills of developing and reflecting on their cultural values and that of others’. For 10 weeks, 7 students in the Art Academy of Latvia explored the Traditional African Ceramics. My research included data gathered from student questionnaires, class discussions, interviews, observations, student artwork and photographs from their personal activities. I likewise took note of the students’ practical works and their approach to African-based ceramics. First, in literature review, I discuss my purpose of study, why the study is important, limitations, statements of problem, and further research. Secondly, I examine culture and paradigms of cultures, comprehensive context of the African history and traditions of the African ceramics, the importance of intercultural art education. Then, I describe how the case study in Latvia was carried out among 7 participants’ who are students from 2nd year – masters’ level. The case study involved 7 students from the department of graphics, glass, ceramics and painting with the aim of promoting intercultural learning among art students. The case study reveals participants’ attitude towards intercultural education and reveal the importance of intercultural education in higher institutions of art as well as other institutions of learning. Although the participants were positive attitude towards other culture, the study reveals that creating awareness through intercultural art and exposing students to other culture enhances their creativity ability to explore other culture and they are more likely to be opened in sharing their experiences and their cultural perspective. The international system is changing fast and both the European Union and Brazil will need to adapt. This paper argues that such a process of adjustment may bring the two closer together, even if their starting points differ considerably. Europe looks at the ongoing redistribution of power as a challenge, Brazil as an opportunity. Europe is coping with the detrimental impact of the economic crisis on its international profile; Brazil is enhancing its influence in its region and beyond. Their normative outlook is broadly compatible; their political priorities and behaviour in multilateral frameworks often differ, from trade to development and security issues. Despite the crisis, however, there are signals of renewed engagement by the EU on the international stage, with a focus on its troubled neighbourhood and partnerships with the US and large emerging actors such as Brazil. The latter is charting an original course in international affairs as a rising democratic power from the traditional South with no geopolitical opponents and a commitment to multilateralism. In testing the limits of its international influence, Brazil will need dependable partners and variable coalitions that go well beyond the BRICS format, which is not necessarily sustainable. This contribution suggests that the strategic partnership between the EU and Brazil may grow stronger not only as a platform to deepen economic ties and sustain growth, but also as a tool to foster cooperation in political and security affairs including crisis management, preventive diplomacy and human rights.

The costs of the crisis in Southern European countries have not been only economic but political. Economic crises tend to lead to government instability and termination while political challengers are expected to exploit this contingent window of opportunity to gain an advantage over incumbents in national elections. The current crisis seems to make no exception, looking at the results of the general elections recently held in Southern Europe. However, this did not always lead to a clear victory of the main opposition parties. In most of the elections, in fact, the incumbent parties’ loss did not coincide with the official opposition’s gain. The extreme case is represented by Italy, where both the outgoing government coalition led by Silvio Berlusconi – setting aside for the moment the technocratic phase – and its main challenger, the centre left coalition, ended up losing millions of voters and a new political force, the Five Star Movement, obtained about 25 per cent of votes. On the opposite side there is Portugal. Only in Portugal did the vote increase for the centre right PSD, in fact, exceed the incumbent socialists’ loss. The present work aims at exploring the factors which might account for this significant divergence between the two cases.

In this paper we argue that patterns of civil society in post-authoritarian democracies are the result of divergent pathways to democracy. Through a comparison of contemporary Portugal (social revolution) and Spain (reform), we show that revolutionary pathways to democracy have a positive impact on the self-organizing abilities of popular groups, thus also contributing to a higher quality of democracy. There are three mechanisms in social revolutionary processes that contribute to this. The first stems from the fact that the masses are the key actor in the revolutionary transformation process, with the power to shape (at least partially) the new rules and institutions of the emerging democratic regime. This results in greater legal recognition and institutional embeddedness between civil society organizations and the state, making it easier, in turn, for resources to be transferred to those organizations. Secondly, as a result of changes to the social and economic structure, revolutions engender more egalitarian societies. Likewise, citizens are given more resources and capacities for collective action. Finally, revolutions tend to crystalize a political culture between elites and the masses in which the principles of egalitarian participation and social change through the action of the people are accepted. This all leads to greater opportunities, resources and legitimacy for the civic action of the common people during the subsequent democratic regime.
