Smart grids are envisaged as infrastructures able to accommodate all centralized and distributed energy resources (DER), including intensive use of renewable and distributed generation (DG), storage, demand response (DR), and also electric vehicles (EV), from which plug-in vehicles, i.e. gridable vehicles, are especially relevant. Moreover, smart grids must accommodate a large number of diverse types or players in the context of a competitive business environment. Smart grids should also provide the required means to efficiently manage all these resources what is especially important in order to make the better possible use of renewable based power generation, namely to minimize wind curtailment. An integrated approach, considering all the available energy resources, including demand response and storage, is crucial to attain these goals. This paper proposes a methodology for energy resource management that considers several Virtual Power Players (VPPs) managing a network with high penetration of distributed generation, demand response, storage units and network reconfiguration. The resources are controlled through a flexible SCADA (Supervisory Control And Data Acquisition) system that can be accessed by the evolved entities (VPPs) under contracted use conditions. A case study evidences the advantages of the proposed methodology to support a Virtual Power Player (VPP) managing the energy resources that it can access in an incident situation.

In the energy management of a small power system, the scheduling of the generation units is a crucial problem for which adequate methodologies can maximize the performance of the energy supply. This paper proposes an innovative methodology for distributed energy resources management. The optimal operation of distributed generation, demand response and storage resources is formulated as a mixed-integer linear programming model (MILP) and solved by a deterministic optimization technique CPLEX-based implemented in General Algebraic Modeling Systems (GAMS). The paper deals with a vision for the grids of the future, focusing on conceptual and operational aspects of electrical grids characterized by an intensive penetration of DG, in the scope of competitive environments and using artificial intelligence methodologies to attain the envisaged goals. These concepts are implemented in a computational framework which includes both grid and market simulation.

The increasing and intensive integration of distributed energy resources into distribution systems requires adequate methodologies to ensure a secure operation according to the smart grid paradigm. In this context, SCADA (Supervisory Control and Data Acquisition) systems are an essential infrastructure. This paper presents a conceptual design of a communication and resources management scheme based on an intelligent SCADA with a decentralized, flexible, and intelligent approach, adaptive to the context (context awareness). The methodology is used to support the energy resource management considering all the involved costs, power flows, and electricity prices leading to the network reconfiguration. The methodology also addresses the definition of the information access permissions of each player to each resource. The paper includes a 33-bus network used in a case study that considers an intensive use of distributed energy resources in five distinct implemented operation contexts.

On tudie l'volution du prix d'une ressource naturelle non renouvelable dans le cas o cette ressource est durable, c'est--dire qu'une fois extraite elle devient un actif productif dtenu hors terre. On emprunte la thorie de la dtermination du prix des actifs pour ce faire. Le choix de portefeuille porte alors sur les actifs suivant : un stock de ressource non renouvelable dtenu en terre, qui ne procure aucun service productif; un stock de ressource dtenu hors terre, qui procure un flux de services productifs; un stock d'un bien composite, qui peut tre dtenu soit sous forme de capital productif, soit sous forme d'une obligation dont le rendement est donn e. Les productivits du secteur de production du bien composite et du secteur de l'extraction de la ressource voluent de faon stochastique. On montre que la prdiction que l'on peut tirer quant au sentier de prix de la ressource diffre considrablement de celle qui dcoule de la rgle d'Hotelling lmentaire et qu'aucune prdiction non ambigu quant au comportement du sentier de prix ne peut tre obtenue de faon analytique.

We provide an analytical overview of the distortionary eff ects of some common forms of taxes faced by the nonrenewable resources sector of the economy. In the category of taxes meant speci fically to capture the resource rent, we look at a speci c severance tax, an 'ad valorem' severance tax, a profi t tax and a 'lump-sum' tax, with emphasis on their e ffects on the extraction decisions over time and on the initial reserves to be developed. In the category of taxes meant for all sectors of the economy, we look at the corporate income tax and its special provision for the resource sector in the form of a depletion allowance, with emphasis on the eff ects on the intra-industry resource extraction decisions and on the inter-industry allocation of investment.

The present study is an attempt to understand the link between natural resource degradation and poverty among people dependent on these resources. This is done by examining the impact of depletion of marine resources on the livelihood and socio-economic condition of the small-scale marine fishery community in South Kerala. In Kerala, nearly ten lakh fisherfolk depend on the marine fishery resources for their livelihood. The overall level of education of the small-scale fishing community is lower than that of the States rural population. Almost all the households surveyed, is one way or other, depend on fishery resources for livelihood. Low levels percapita income and high levels of inequality imply the existence of a large proportion of poor people in the community who are vulnerable to external shocks. The study reveals that poverty was comparatively higher among households with no fishing assets, with only one earner, with more than two children, and depending entirely on pensions/remittances. The study has not provided any evidence to show that poverty in the community is the result of depletion of marine resources.

This study was aim to describe the indigenous knowledge of farmers at Nagari Padang laweh Malalo (NPLM) and their adaptability to climate change. Not only the water scarcity is feared, but climate change is also affecting their food security. Local food security can be achieved if biodiversity in their surrounding area is suitable to the local needs. The study was conducted by using Participatory Rural Appraisal (PRA) such as observation and discussion. The combination of in depth interview, life history, semi structure questionnaire, pictures, mapping and expert interviews was implemented. Data was analyzed by using MAXQDA 10 and F4 audio analysis software. The result shows awareness of the people and scarcity of water conditions has allowed the people of NPLM to face this challenge with wisdom. Aia adat (water resources controlled and regulate by custom) is one of their strategies to distribute the water. The general rule is that irrigation will flow from 6 pm 6 am regularly to all farm land under supervision of kapalo banda. When rains occur, water resources can be used during the day without special supervision. They were used traditional knowledge to manage water resources for their land and daily usage. This study may be helpful for researcher and other farmers in different region to learn encounter water scarcity.

We propose a model where an autocrat rules over an ethnically divided society. The dictator selects the tax rate over domestic production and the nations natural resources to maximize his rents under the threat of a regime-switching revolution. We show that a weak ruler may let the country plunge in civil war to increase his personal rents. Inter-group fighting weakens potential opposition to the ruler, thereby allowing him to increase fiscal pressure. We show that the presence of natural resources exacerbates the incentives of the ruler to promote civil conflict for his own profit, especially if the resources are unequally distributed across ethnic groups. We validate the main predictions of the model using cross-country data over the period 1960-2007, and show that our empirical results are not likely to be driven by omitted observable determinants of civil war incidence or by unobservable country-specific heterogeneity.

How do resource booms affect human capital accumulation? We exploit time and spatial variation generated by the commodity boom across local governments in Peru to measure the effect of natural resources on human capital formation. We explore the effect of both mining production and tax revenues on test scores, finding a substantial and statistically significant effect for the latter. Transfers to local governments from mining tax revenues are linked to an increase in math test scores of around 0.23 standard deviations. We find that the hiring of permanent teachers as well as the increases in parental employment and improvements in health outcomes of adults and children are plausible mechanisms for such large effect on learning. These findings suggest that redistributive policies could facilitate the accumulation of human capital in resource abundant developing countries as a way to avoid the natural resources curse.
