Highway construction works have significant bearings on all aspects of sustainability. As they typically involve huge capital funds, stakeholders tend to place all interests on the financial justifications of the project, especially when embedding sustainability principles and practices may demand significant initial investment. Increasing public awareness and government policies demand that infrastructure projects respond to environmental challenges and people start to realise the negative consequences of not to pursue sustainability. Stakeholders are now keen to identify sustainable alternatives and financial implications of including them on a whole lifecycle basis. Therefore tools that aid the evaluation of investment options, such as provision of environmentally sustainable features in roads and highways, are highly desirable. Life-cycle cost analysis (LCCA) is generally recognised as a valuable approach for investment decision making for construction works. However to date it has limited application because the current LCCA models tend to focus on economic issues alone and are not able to deal with sustainability factors. This paper reports a research on identifying sustainability related factors in highway construction projects, in quantitative and qualitative forms of a multi-criteria analysis. These factors are then incorporated into existing LCCA models to produce a new sustainability based LCCA model with cost elements specific to sustainability measures. This presents highway project stakeholders a practical tool to evaluate investment decisions and reach an optimum balance between financial viability and sustainability deliverables.

This thesis deals with the issues of quantifying economic values of coastal and marine ecosystem services and assessing their use in decision-making. The first analytical part of the thesis focuses on estimating non-market use and non-use values, with an application in New-Caledonia using Discrete Choice Experiment. The second part examines how and to what extent the economic valuation of ecosystem services is used in coastal management decision-making with an application in Australia. Using a multi-criteria analysis, the relative importance of ecological, social and economic evaluation criteria is also assessed in the context of coastal development.

Many infrastructure agencies adopt sustainability objectives at a corporate level and incorporate sustainability targets and indicators as part of corporate reporting processes. These objectives are expected to translate to all stages of the project delivery process, including project selection. For infrastructure capital works projects and programs, a robust project management approach involves the development of a business case to guide investment decision making. A key tool in the assessment of project options and selection of a delivery strategy is Cost Benefit Analysis (CBA). Infrastructure providers are required to undertake cost benefit analysis to support project selection through regulatory approval and budgetary processes. This tool has emerged through the prism of economic analysis rather than sustainability. A literature review reveals the limitations of CBA alone to effectively evaluate economic, environmental and social externalities or impacts that apply over a long time frame, and that are ultimately irreversible. Multi-Criteria Analysis (MCA) has been introduced as a means to incorporate a wider array of factors into decision making such as sustainability. This, however, presents new challenges with issues around how to transparently represent wider community values in the selection of a preferred solution. Are these tools effective in assessing the wider sustainability costs and benefits taking into account that these are public works with long life spans and significant impacts across institutional boundaries? The research indicates a need to develop clear guidelines for investment decision making in order to better align with corporate sustainability objectives. Findings from the literature review indicate that a more sustainable approach to investment decision-making framework should include: the incorporation of sustainability goals from corporate planning documents; problem definition and option generation using best practice investment management guidelines; improved guidelines for Business Case development using a combination of both Cost Benefit Analysis and Multi-Criteria Analysis; and an integrated public participation process.

Partial evaluation of infrastructure investments have resulted in expensive mistakes, unsatisfactory outcomes and increased uncertainties for too many stakeholders, communities and economies in both developing and developed nations. "Complex Stakeholder Perception Mapping" (CSPM), is a novel approach that can address existing limitations by inclusively framing, capturing and mapping the spectrum of insights and perceptions using extended Geographic Information Systems. Maps generated in CSPM offer presentations of flexibly combined, complex perceptions of stakeholders on multiple aspects of development. CSPM extends the applications of GIS software in non-spatial mapping and of Multi-Criteria Analysis with a multidimensional evaluation platform and augments decision science capabilities in addressing complexities. Application of CSPM can improve local and regional economic gains from infrastructure projects and aid any multi-objective and multi-stakeholder decision situations.

This study explores the potential use of empty fruit bunch (EFB) residues from palm oil processing residues, as an alternative feedstock for microbial oil production. EFB is a readily available, lignocellulosic biomass that provides cheaper substrates for oil production in comparison to the use of pure sugars. In this study, potential oleaginous microorganisms were selected based on a multi-criteria analysis (MCA) framework which utilised Analytical Hierarchy Process (AHP) with Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) aided by Geometrical Analysis for Interactive Aid (GAIA). The MCA framework was used to evaluate several strains of microalgae (Chlorella protothecoides and Chlorella zofingiensis), yeasts (Cryptococcus albidus and Rhodotorula mucilaginosa) and fungi (Aspergillus oryzae and Mucor plumbeus) on glucose, xylose and glycerol. Based on the results of PROMETHEE rankings and GAIA plane, fungal strains A. oryzae and M. plumbeus and yeast strain R. mucilaginosa showed great promise for oil production from lignocellulosic hydrolysates. The study further cultivated A. oryzae, M. plumbeus and R. mucilaginosa on EFB hydrolysates for oil production. EFB was pretreated with dilute sulfuric acid, followed by enzymatic saccharification of solid residue. Hydrolysates tested in this study are detoxified liquid hydrolysates (LH) and enzymatic hydrolysate (EH).

Este trabalho objetiva contribuir para o desenvolvimento de metodologia de análises de vulnerabilidade ecológica de bacias hidrográficas, com foco nos ecossistemas de água doce. Partiu-se de uma base metodológica proposta pela Rede WWF e de sua adaptação para a Bacia Lagos São João. Através da aplicação da metodologia desenvolvida, foi possível realizar uma análise multicriterial que identificou, por um lado, os principais estressores afetando a integridade ecológica da bacia, e sua severidade e frequência, mediante avaliação colaborativa de um painel de especialistas; por outro lado, avaliou-se a sensibilidade da bacia aos estressores selecionados. O uso de ferramentas de sistemas de informação geográfica permitiu espacializar, localizar e quantificar as ameaças (estressores), gerando mapas de risco ecológico, identificando em especial, as unidades mais desequilibradas do território em análise. Estas são indicadas como prioritárias para as ações de conservação dos ecossistemas aquáticos, e dos serviços ecossistêmicos providos, do qual depende grande parte da população da bacia. Esta dissertação apresenta, portanto, duas principais contribuições: um estudo global e preliminar da integridade ecológica da bacia Lagos São João; e, sobretudo, adaptações e detalhamentos da base metodológica desenvolvida pela Rede WWF, replicáveis em outras bacias hidrográficas. Ressalte-se que esta análise constitui etapa preliminar para a definição de estratégias de adaptação e resiliência de bacias hidrográficas às mudanças ambientais globais associadas às variabilidades e mudanças climáticas.

Conservar as últimas florestas tropicais é uma preocupação mundial, e como formas de proteção legal são criadas Unidades de Conservação (UCs), dedicadas para a preservação e manutenção da biodiversidade e recursos naturais. O entorno das áreas protegidas também são locais amparados pela lei e as atividades nelas devem ser restritas, a fim de não gerar impacto sobre a UC. O Parque Estadual do Ibitipoca, localizado em Minas Gerais, possui uma zona de amortecimento (ZA) de 100,41 km que pertence aos municípios de Lima Duarte, Santa Rita do Ibitipoca e Bias Fortes. O presente trabalho, portanto, visa caracterizar a vulnerabilidade socioambiental na zona de amortecimento do Parque Estadual do Ibitipoca (PEI), utilizando para tal, técnicas de geoprocessamento. Para chegar ao resultado final foi feito uma análise da vulnerabilidade social da ZA, utilizando dados do censo de infraestrutura (água, esgoto e lixo) e renda per capita; e para a vulnerabilidade ambiental foi realizado a sobreposição dos mapas de uso da terra, declividade e tipos de solos. Esses dados foram tratados no programa ArcGis, através da análise multicritério e seguindo a metodologia proposta por Moura (2007). O mapa de vulnerabilidade socioambiental possibilitou apontar os locais que necessitam de maiores cuidados e investimento, auxiliando assim os gestores do Parque no manejo e preservação da ZA. Os processos adotados nesta pesquisa permitiram a geração de um banco de dados georreferenciado, que será disponibilizado aos gestores, à população do entorno e à comunidade técnico-científica.

The processes of mobilization of land for infrastructures of public and private domain are developed according to proper legal frameworks and systematically confronted with the impoverished national situation as regards the cadastral identification and regularization, which leads to big inefficiencies, sometimes with very negative impact to the overall effectiveness. This project report describes Ferbritas Cadastre Information System (FBSIC) project and tools, which in conjunction with other applications, allow managing the entire life-cycle of Land Acquisition and Cadastre, including support to field activities with the integration of information collected in the field, the development of multi-criteria analysis information, monitoring all information in the exploration stage, and the automated generation of outputs. The benefits are evident at the level of operational efficiency, including tools that enable process integration and standardization of procedures, facilitate analysis and quality control and maximize performance in the acquisition, maintenance and management of registration information and expropriation (expropriation projects). Therefore, the implemented system achieves levels of robustness, comprehensiveness, openness, scalability and reliability suitable for a structural platform. The resultant solution, FBSIC, is a fit-for-purpose cadastre information system rooted in the field of railway infrastructures. FBSIC integrating nature of allows: to accomplish present needs and scale to meet future services; to collect, maintain, manage and share all information in one common platform, and transform it into knowledge; to relate with other platforms; to increase accuracy and productivity of business processes related with land property management.

O presente trabalho faz uma abordagem aos Sistemas de Informação Geográfica (SIG) e a análise multicritério (AMC) para o estudo da acessibilidade da rede escolar do município de Humpata, província da Huíla, situada em Angola. Neste trabalho pretende-se demonstrar as dificuldades de acessibilidade e mobilidade tendo em conta aos principais factores que condicionam a rede escolar e também a acessibilidade em termos de oferta e recursos, analisando com algum pormenor as condições de ensino que as escolas oferecem. Por outro lado foram também elaborados modelos de velocidade com o objectivo de verificar a distância-tempo percorrida pelos usuários considerando o declive do terreno. Ficou demonstrado que, para o estudo da acessibilidade da rede escolar, o uso dos SIG e a AMC fornecem resultados com relevância na tomada de decisão. A AMC conjugada com a álgebra de mapas, permitiu registar as disparidades de acessibilidade entre diferentes povoações que compõem o município. Aconselha-se por isso a utilização de ferramentas de análise espacial como os SIG, em contextos como o do município de Humpata onde os recursos escassos devem ser bem geridos, de forma a levar os serviços públicos e privados à maior parte da população e às povoações que mais necessitam através da localização óptima dos futuros serviços, que no caso das instituições escolares concorrera para garantia do sucesso escolar.

La maladie de Lyme est la maladie vectorielle la plus fréquente dans les pays tempérés et est en émergence dans plusieurs régions du monde. Plusieurs stratégies de prévention existent et comprennent des interventions qui visent les individus, comme le port de vêtements protecteurs, et d’autres qui sont implantées au niveau collectif, dont des interventions de contrôle des tiques dans l’environnement. L’efficacité de ces stratégies peut être influencée par divers facteurs, dont des facteurs sociaux tels que les connaissances, les perceptions et les comportements de la population ciblée. Elles peuvent également avoir des impacts parallèles non désirés, par exemple sur l’environnement et l’économie, et ces derniers peuvent s’opposer aux bénéfices des interventions jusqu’à remettre en cause la pertinence de leur mise en œuvre. Aussi, ces facteurs sociaux et les impacts des interventions sont susceptibles de varier selon la population ciblée et en fonction du contexte épidémiologique et social. L’objectif de cette thèse était donc d’étudier les principaux facteurs sociaux et enjeux d’importance à considérer pour évaluer l’efficacité et prioriser des interventions de prévention pour la maladie de Lyme dans deux populations exposées à des contextes différents, notamment en ce qui concerne leur situation épidémiologique, soient au Québec, où l’incidence de la maladie de Lyme est faible mais en émergence, et en Suisse, où elle est élevée et endémique depuis plus de trois décennies. L’approche choisie et le devis général de l’étude sont basés sur deux modèles théoriques principaux, soient le modèle des croyances relatives à la santé et celui de l’aide à la décision multicritère. Dans un premier temps, les facteurs associés à la perception du risque pour la maladie de Lyme, c’est-à-dire l’évaluation cognitive d’une personne face au risque auquel elle fait face, ont été étudiés. Les résultats suggèrent que les facteurs significatifs sont différents dans les deux régions à l’étude. Ensuite, l’impact des connaissances, de l’exposition, et des perceptions sur l’adoption de comportements préventifs individuels et sur l’acceptabilité des interventions de contrôle des tiques (acaricides, modifications de l’habitat, contrôle des cervidés) a été comparé. Les résultats suggèrent que l’impact des facteurs varierait en fonction du type du comportement et des interventions, mais que la perception de l’efficacité est un facteur commun fortement associé à ces deux aspects, et pourrait être un facteur-clé à cibler lors de campagnes de communication. Les résultats montrent également que les enjeux relatifs aux interventions de contrôle des tiques tels que perçus par la population générale seraient communs dans les deux contextes de l’étude, et partagés par les intervenants impliqués dans la prévention de la maladie de Lyme. Finalement, un modèle d’analyse multicritère a été développé à l’aide d’une approche participative pour le contexte du Québec puis adapté pour le contexte suisse et a permis d’évaluer et de prioriser les interventions préventives selon les différentes perspectives des intervenants. Les rangements produits par les modèles au Québec et en Suisse ont priorisé les interventions qui ciblent principalement les populations humaines, devant les interventions de contrôle des tiques. L’application de l’aide à la décision multicritère dans le contexte de la prévention de la maladie de Lyme a permis de développer un modèle décisionnel polyvalent et adaptable à différents contextes, dont la situation épidémiologique. Ces travaux démontrent que cette approche peut intégrer de façon rigoureuse et transparente les multiples perspectives des intervenants et les enjeux de la prévention relatifs à la santé publique, à la santé animale et environnementale, aux impacts sociaux, ainsi qu’aux considérations économiques, opérationnelles et stratégiques. L’utilisation de ces modèles en santé publique favoriserait l’adoption d’une approche « Une seule santé » pour la prévention de la maladie de Lyme et des zoonoses en général. The main objective pursued in this thesis targets the development and systematization of a methodology that allows addressing management problems in the dynamic operation of Urban Wastewater Systems. The proposed methodology will suggest operational strategies that can improve the overall performance of the system under certain problematic situations through a model-based approach. The proposed methodology has three main steps: The first step includes the characterization and modeling of the case-study, the definition of scenarios, the evaluation criteria and the operational settings that can be manipulated to improve the system’s performance. In the second step, Monte Carlo simulations are launched to evaluate how the system performs for a wide range of operational settings combinations, and a global sensitivity analysis is conducted to rank the most influential operational settings. Finally, the third step consists on a screening methodology applying a multi-criteria analysis to select the best combinations of operational settings.

La present tesi proposa una metodologia de disseny conceptual d'estacions depuradores d'aigües residuals (EDAR) mitjançant la combinació del procés de decisió jeràrquic i l'anàlisi de decisions multicriteri. El document s'inicia amb una breu introducció als principals camps abordats pel treball: el disseny dels processos químics en general, el disseny de les estacions depuradores d'aigües residuals en particular, i l'anàlisi de decisions multicriteri aplicada a la gestió ambiental. Seguidament, es fixen els objectius del treball i es descriuen tant la metodologia com el material de suport informàtic utilitzats. Per validar i contrastar la metodologia de disseny presentada, es desenvolupa un cas d'estudi on es porta a terme el disseny conceptual d'una EDAR que presenta els mateixos requeriments que l'EDAR que opera actualment al municipi de Granollers. Inicialment es presenta la informació de partida i tot seguit es defineixen els objectius de disseny, així com el conjunt de criteris que s'utilitzaran per avaluar en quina mesura es compleixen aquests objectius. Els objectius de disseny són de diferents tipus: ambientals, tècnics, socials i econòmics, i el conjunt de criteris utilitzats, concretament 33, també es classifica segons aquestes quatre categories. Cadascun dels criteris presenta un determinat pes d'importància relativa en la presa de decisions. Finalment, es desenvolupa tot el procés de decisió fins a obtenir el disseny complet de l'EDAR. El procés de decisió s'ha dividit en dues parts diferenciades però que alhora s'entrellacen: la línia d'aigua i la línia de fang. El procés de decisió presenta un total de divuit qüestions amb un màxim de quatre alternatives per pregunta (dotze qüestions corresponen a la línia d'aigua, i sis a la línia de fangs). Per solucionar cadascuna d'aquestes qüestions, s'avaluen les alternatives proposades respecte a un conjunt de criteris triats de la llista inicial. Aplicant el procés de decisió multicriteri anomenat SMART (simple multiattribute rating technique), es combinen els resultats de les alternatives respecte a cada criteri, tenint en compte la importància de cada criteri per obtenir un sol valor per alternativa. Per quantificar els criteris referents a l'operació del procés i les de tipus econòmic s'han utilitzat els programes GPS-X i CapdetWorks respectivament. Pel que fa als criteris no quantificats mitjançant aquests programes, s'han resolt de manera qualitativa i mitjançant manuals de disseny i també tenint en compte l'opinió d'experts en aquest camp. L'alternativa que obté un pes més elevat és la recomanada per al procés de decisió. El cas d'estudi finalitza un cop s'obté el disseny complet de l'EDAR. Per integrar tots aquests elements que hem esmentat i donar suport al desenvolupament del procés de decisió s'ha utilitzat el programa DRAMA (Design Rationale Management). A continuació, es fa una anàlisi comparativa entre l'EDAR que hi ha actualment al municipi de Granollers i l'EDAR resultat del cas d'estudi. Es descriu el diagrama de flux que conforma l'EDAR de Granollers i el diagrama de flux de l'EDAR resultat de l'estudi, se'n fa una anàlisi comparativa justificant cadascuna de les decisions preses en el cas d'estudi i, finalment, es fa una discussió de resultats on es reflecteixen els avantatges associats d'aplicar la metodologia de disseny conceptual proposada. Finalment, es presenten les conclusions de la tesi. Els principals resultats de la tesi es van publicar el 2002 a la revista internacional Industrial and Engineering Chemistry Research (N. Vidal, R. Bañares-Alcántara, I. Rodríguez-Roda i M. Poch: "Design of wastewater treatment plants using a conceptual design methodology", Industrial and Engineering Chemistry Research, 41 (20), pàg. 4993-5005) i la continuació de la línia de recerca al Laboratori d'Enginyeria Química i Ambiental de la UdG ha comportat la presentació del treball de recerca de Xavi Flores "Procés de decisió jeràrquic combinat amb anàlisi multicriteri per al suport al disseny conceptual de sistemes de fangs actius d'una estació depuradora d'aigües residuals" i la presentació dels resultats parcials al congrés internacional de la 9th IWA Conference on Design, Operation and Economics of Large Wastewater Treatment, que va tenir lloc el setembre passat a Praga ("Combining hierarchical decision process with multi-criteria analysis for conceptual design of WWTP", X. Flores, N. Vidal, A. Bonmatí, J. B. Copp i I. Rodríguez-Roda).

Agri-environment schemes (AESs) have been implemented across EU member states in an attempt to reconcile agricultural production methods with protection of the environment and maintenance of the countryside. To determine the extent to which such policy objectives are being fulfilled, participating countries are obliged to monitor and evaluate the environmental, agricultural and socio-economic impacts of their AESs. However, few evaluations measure precise environmental outcomes and critically, there are no agreed methodologies to evaluate the benefits of particular agri-environmental measures, or to track the environmental consequences of changing agricultural practices. In response to these issues, the Agri-Environmental Footprint project developed a common methodology for assessing the environmental impact of European AES. The Agri-Environmental Footprint Index (AFI) is a farm-level, adaptable methodology that aggregates measurements of agri-environmental indicators based on Multi-Criteria Analysis (MCA) techniques. The method was developed specifically to allow assessment of differences in the environmental performance of farms according to participation in agri-environment schemes. The AFI methodology is constructed so that high values represent good environmental performance. This paper explores the use of the AFI methodology in combination with Farm Business Survey data collected in England for the Farm Accountancy Data Network (FADN), to test whether its use could be extended for the routine surveillance of environmental performance of farming systems using established data sources. Overall, the aim was to measure the environmental impact of three different types of agriculture (arable, lowland livestock and upland livestock) in England and to identify differences in AFI due to participation in agri-environment schemes. However, because farm size, farmer age, level of education and region are also likely to influence the environmental performance of a holding, these factors were also considered. Application of the methodology revealed that only arable holdings participating in agri-environment schemes had a greater environmental performance, although responses differed between regions. Of the other explanatory variables explored, the key factors determining the environmental performance for lowland livestock holdings were farm size, farmer age and level of education. In contrast, the AFI value of upland livestock holdings differed only between regions. The paper demonstrates that the AFI methodology can be used readily with English FADN data and therefore has the potential to be applied more widely to similar data sources routinely collected across the EU-27 in a standardised manner.

Urban metabolism considers a city as a system with flows of energy and material between it and the environment. Recent advances in bio-physical sciences provide methods and models to estimate local scale energy, water, carbon and pollutant fluxes. However, good communication is required to provide this new knowledge and its implications to endusers (such as urban planners, architects and engineers). The FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) aimed to address this gap by illustrating the advantages of considering these issues in urban planning. The BRIDGE Decision Support System (DSS) aids the evaluation of the sustainability of urban planning interventions. The Multi Criteria Analysis approach adopted provides a method to cope with the complexity of urban metabolism. In consultation with targeted end-users, objectives were defined in relation to the interactions between the environmental elements (fluxes of energy, water, carbon and pollutants) and socioeconomic components (investment costs, housing, employment, etc.) of urban sustainability. The tool was tested in five case study cities: Helsinki, Athens, London, Florence and Gliwice; and sub-models were evaluated using flux data selected. This overview of the BRIDGE project covers the methods and tools used to measure and model the physical flows, the selected set of sustainability indicators, the methodological framework for evaluating urban planning alternatives and the resulting DSS prototype.
