Campus-based publishing partnerships offer the academy greater control over the intellectual products that it helps create. To fully realize this potential, such partnerships will need to evolve from informal working alliances to long-term, programmatic collaborations. SPARCâ s Campus-based Publishing Partnerships: A Guide to Critical Issues addresses issues relevant to building sound and balanced partnerships, including: Establishing governance and administrative structures; Identifying funding models that accommodate the objectives of both libraries and presses; Defining a partnershipâ s objectives to align the missions of the library and the press; Determining what services to provide; and Demonstrating the value of the collaboration. SPARCâ s Campus-based Publishing Partnerships will help libraries, presses, and academic units to define effective partnerships capable of supporting innovative approaches to campus-based publishing.

Mobile ad hoc networking of dismounted combat personnel is expected to play an important role in the future of network-centric operations. High-speed, short-range, soldier-to-soldier wireless communications will be required to relay information on situational awareness, tactical instructions, and covert surveillance related data during special operations reconnaissance and other missions. This article presents some of the work commissioned by the U. K. Ministry of Defence to assess the feasibility of using 60 GHz millimeter-wave smart antenna technology to provide covert communications capable of meeting these stringent networking needs. Recent advances in RF front-end technology, alongside physical layer transmission schemes that could be employed in millimeter-wave soldier-mounted radio, are discussed. The introduction of covert communications between soldiers will require the development of a bespoke directive medium access layer. A number of adjustments to the IEEE 802.11 distribution coordination function that will enable directional communications are suggested. The successful implementation of future smart antenna technologies and direction of arrival-based protocols will be highly dependent on thorough knowledge of transmission channel characteristics prior to deployment. A novel approach to simulating dynamic soldier-to-soldier signal propagation using state-of-the-art animation-based technology developed for computer game design is described, and important channel metrics such as root mean square angle and delay spread for a team of four networked infantry soldiers over a range of indoor and outdoor environments is reported.

Drawing on a cultural, transnational and genealogical approach, this article studies the work of a Swiss missionary, Henri-Philippe Junod, between Europe and Africa. It tries not to look at what he brought to Africa, or brought back from Africa, but to see how his back-and-forth movement contributed to the formation of new ideas and institutions globally. The article looks at Junod’s contribution in three domains in particular, namely anthropology, human rights worldwide, and African studies in Switzerland.

Although discussions are underway within the Action Team 14 of the United Nations COPUOS, there is currently no concerted international plan addressing the impact threat from near-Earth objects (NEOs) and how to organize, prepare and implement mitigation measures. We report on a new international project to address impact hazard mitigation issues, being the subject of a proposal submitted to the European Commission in response to the 2011 FP7 Call "Prevention of impacts from near-Earth objects on our planet". Our consortium consists of 13 research institutes, universities, and industrial partners from 6 countries and includes leading US and Russian space organizations. The primary aim of the project, NEOShield, is to investigate in detail the three most promising mitigation techniques: the kinetic impactor, blast deflection,and the gravity tractor, and devise feasible demonstration missions. Furthermore, we will investigate options for an international strategy for implementation when an actual impact threat arises. The NEOShield project was formally accepted by the European Commission on 17 November 2011 and funded with a total of 5.8 million Euros for a period of 3.5 years. The kick-off meeting took place at the DLR Institute of Planetary Research, Berlin, in January 2012. In this paper we present a brief overview of the planned scope of the project.

There have never been so many touch points between companies and consumers as there are today, which paradoxically makes it very challenging for companies to be able to retain and engage customers. Gamification is a strategy used by a large number of companies to increase customer engagement and customer lifetime value. This work aims at developing a gamification system for MyGon, a Portuguese startup working in the market of discounts and experiences. In addition to examining the literature concerning gamification, its elements and characteristics, recommendations were developed for addressing MyGon’s business goals of increasing conversion and customer engagement. The gamification mechanisms suggested include badges, missions, points, leaderboards and levels.

George Cran was the son of a farmer in the parish of Forgue in Aberdeen Shire, Scotland. He became a member of the church at Huntley, Scotland where his devotion to God inspired him to become a Sunday school teacher. He subsequently became a member of the London Missionary Society. In 1801 he was sent to study at the seminary in Gosport, England where he spent two to three years. His desire was to preach Christ to the “heathens”. Messrs. Ringeltaube, Des Granges and Cran were designated to work in India. No ships for the East India Company would grant passage to missionaries due to the open hostility of the government therefore they set sail from Copenhagen on April 20, 1804 and reached Tranquebar on December 5th, 1805. Cran and Des Granges were designated to supervise the churches in Tinnevelly and they were to begin a mission among the northern Circars. This would have meant that they would have to work in two different places which would have separated them by over 500 miles. The society didn’t seem to be aware of the vast hindrances that the missionaries had to face. Cran and Des Granges decided instead to work in Vizagapatam where they were welcomed by many of the European residents. They conducted English services for which they were paid a monthly salary by the governor. They also conducted services for the natives and opened a school for native children. By November of 1806 a mission house had been built and a “charity” school for Eurasian children was opened. Cran and Des Granges were also diligently studying the native language and they began to translate the Bible into Telugu (spoken by the Hindus who live along the lower basins of the Kistna and Godaveri Rivers). In November of 1808 Cran was almost killed by a fever which left him severely weakened. He was only partially recovered, but accepted an invitation by the general who commanded the local district to accompany him on a journey around the province. The journey proved to be too much for Cran and he died on January 6th, 1809. He is buried at Chicacole, India. He is remembered for his successful work at Vizagapatam and his translation of the Bible. The fact that it was 27 years after the arrival of Cran before a single native was converted attests to the fact that this was a very difficult undertaking. The London Missionary Society was formed in 1795 in England by evangelical Anglicans and nonconformists. La légitimité d’une organisation est fondée sur sa mission, c’est-à-dire sur sa raison d’être. Des responsables des bibliothèques et de nombreux chercheurs craignent que la légitimité des bibliothèques publiques soit contestée dans la société de l’information. De plus, les textes officiels présentant les missions des bibliothèques publiques sont divers et les missions y sont délibérément non définies. Au Québec, où une grande majorité des bibliothèques publiques autonomes sont placées directement sous la tutelle des municipalités, les bibliothèques publiques doivent définir et légitimer leurs missions avec les élus municipaux. L’objectif principal de cette recherche est de comprendre, via les discours, le point de vue des élus municipaux québécois sur les missions des bibliothèques publiques autonomes, en comparaison avec les pratiques et les ressources des bibliothèques au plan local. Basé sur la théorie de la construction sociale de la réalité, un cadre conceptuel est proposé de manière à étudier non seulement les discours dans leur dimension textuelle, mais aussi à contextualiser ces discours et analyser l’écart entre ces discours et les pratiques des bibliothèques.La stratégie de recherche adoptée est une étude de cas multiples. L’objectif est de développer une analyse en profondeur de chaque cas et une analyse inter cas. Les douze cas (municipalités) ont été sélectionnés en fonction de deux critères de variation (la taille de la municipalité et le budget annuel alloué par la municipalité à la bibliothèque) et un critère discriminant (la distance par rapport à l’Université de Montréal). Des entrevues ont été menées auprès des élus municipaux présidant la commission ou le comité dont dépendent les bibliothèques publiques. Ces entrevues et les politiques culturelles ont fait l’objet d’une analyse de discours. Les entrevues auprès des responsables des bibliothèques et la documentation ont fait l’objet d’une analyse de contenu. Ces analyses ont permis la triangulation des méthodes et des sources de données.Les élus municipaux québécois, comme les professionnels, n’offrent pas un discours homogène sur les missions des bibliothèques publiques. Toutefois, un modèle de discours émerge. Il montre un discours « limité » par rapport à la littérature, dans lequel une image passive de la bibliothèque est présentée et dans lequel la tradition perdure malgré le contexte de la société de l’information. Mais l’analyse révèle aussi que les élus municipaux construisent leurs points de vue sur leurs propres convictions en tant qu’individus, sur leur rôle dans la gestion de la municipalité en tant qu’élus et sur l’image qu’ils ont des usagers des bibliothèques publiques. Enfin, l’analyse a révélé un axe de différenciation des points de vue selon que le discours s’appuie sur des valeurs fondamentales ou sur les usages (réels ou supposés) de la bibliothèque.
