En Argentina, desde comienzos del presente siglo, las políticas científicas y tecnológicas explícitas evidencian un claro interés en la producción de conocimientos orientados a la resolución de problemas sociales, productivos y medioambientales de carácter local. Desde la bibliometría se vienen realizando estudios sobre la producción científica de los países, existiendo varios antecedentes que enfocan la atención en la producción científica argentina. Sin embargo, son incipientes y escasos los trabajos sobre la producción científica enfocada a temas locales. Los objetivos de esta investigación son analizar y describir la relación entre lo local y lo global en la producción científica argentina con visibilidad en Scopus en el período 2008-2012, y comparar indicadores de publicación, colaboración y liderazgo desde las dimensiones nacionales e internacionales de las prácticas de comunicación científica. Los resultados muestran ;que una cuarta parte de la producción está orientada a temas locales, con destacada presencia de contribuciones en Ciencias sociales, Economía y Administración, Ciencias agrícolas y biológicas, Ciencias de la tierra y relacionadas con el ambiente. Un alto porcentaje de esta producción se publica en revistas extra-regionales. Hay un mayor predominio de investigación en colaboración nacional y sin colaboración en los temas locales. Sin embargo casi un tercio de la producción se realizó en colaboración internacional, con diferencias porcentuales según las disciplinas. Por último, destaca el alto porcentaje de producción liderada por investigadores de instituciones argentinas en todas las disciplinas, tanto en los temas locales como globales

Pockmarks are seafloor depressions commonly associated with fluid escape from the seabed and are believed to contribute noticeably to the transfer of methane into the ocean and ultimately into the atmosphere. They occur in many different areas and geological contexts, and vary greatly in size and shape. Nevertheless, the mechanisms of pockmark growth are still largely unclear. Still, seabed methane emissions contribute to the global carbon budget, and understanding such processes is critical to constrain future quantifications of seabed methane release at local and global scales. The giant Regab pockmark (9°42.6' E, 5°47.8' S), located at 3160 m water depth near the Congo deep-sea channel (offshore southwestern Africa), was investigated with state-of-the-art mapping devices mounted on IFREMER's (French Research Institute for Exploitation of the Sea) remotely operated vehicle (ROV) Victor 6000. ROV-borne micro-bathymetry and backscatter data of the entire structure, a high-resolution photo-mosaic covering 105,000 m2 of the most active area, sidescan mapping of gas emissions, and maps of faunal distribution as well as of carbonate crust occurrence are combined to provide an unprecedented detailed view of a giant pockmark. All data sets suggest that the pockmark is composed of two very distinctive zones in terms of seepage intensity. We postulate that these zones are the surface expression of two fluid flow regimes in the subsurface: focused flow through a fractured medium and diffuse flow through a porous medium. We conclude that the growth of giant pockmarks is controlled by self-sealing processes and lateral spreading of rising fluids. In particular, partial redirection of fluids through fractures in the sediments can drive the pockmark growth in preferential directions.

Coral reefs are under threat, exerted by a number of interacting effects inherent to the present climate change, including ocean acidification and global warming. Bioerosion drives reef degradation by recycling carbonate skeletal material and is an important but understudied factor in this context. Twelve different combinations of pCO2 and temperature were applied to elucidate the consequences of ocean acidification and global warming on the physiological response and bioerosion rates of the zooxanthellate sponge Cliona orientalis-one of the most abundant and effective bioeroders on the Great Barrier Reef, Australia. Our results confirm a significant amplification of the sponges' bioerosion capacity with increasing pCO2, which is expressed by more carbonate being chemically dissolved by etching. The health of the sponges and their photosymbionts was not affected by changes in pCO2, in contrast to temperature, which had significant negative impacts at higher levels. However, we could not conclusively explain the relationship between temperature and bioerosion rates, which were slightly reduced at both colder as well as warmer temperatures than ambient. The present findings on the effects of ocean acidification on chemical bioerosion, however, will have significant implications for predicting future reef carbonate budgets, as sponges often contribute the lion's share of internal bioerosion on coral reefs.

This paper presents a study of the effectiveness of global analysis in the parallelization of logic programs using strict independence. A number of well-known approximation domains are selected and tlieir usefulness for the application in hand is explained. Also, methods for using the information provided by such domains to improve parallelization are proposed. Local and global analyses are built using these domains and such analyses are embedded in a complete parallelizing compiler. Then, the performance of the domains (and the system in general) is assessed for this application through a number of experiments. We argüe that the results offer significant insight into the characteristics of these domains, the demands of the application, and the tradeoffs involved.

An efficient approach is presented to improve the local and global approximation and modelling capability of Takagi-Sugeno (T-S) fuzzy model. The main aim is obtaining high function approximation accuracy. The main problem is that T-S identification method cannot be applied when the membership functions are overlapped by pairs. This restricts the use of the T-S method because this type of membership function has been widely used during the last two decades in the stability, controller design and are popular in industrial control applications. The approach developed here can be considered as a generalized version of T-S method with optimized performance in approximating nonlinear functions. A simple approach with few computational effort, based on the well known parameters' weighting method is suggested for tuning T-S parameters to improve the choice of the performance index and minimize it. A global fuzzy controller (FC) based Linear Quadratic Regulator (LQR) is proposed in order to show the effectiveness of the estimation method developed here in control applications. Illustrative examples of an inverted pendulum and Van der Pol system are chosen to evaluate the robustness and remarkable performance of the proposed method and the high accuracy obtained in approximating nonlinear and unstable systems locally and globally in comparison with the original T-S model. Simulation results indicate the potential, simplicity and generality of the algorithm.

In this paper, a fuzzy based Variable Structure Control (VSC) with guaranteed stability is presented. The main objective is to obtain an improved performance of highly non-linear unstable systems. The main contribution of this work is that, firstly, new functions for chattering reduction and error convergence without sacrificing invariant properties are proposed, which is considered the main drawback of the VSC control. Secondly, the global stability of the controlled system is guaranteed.The well known weighting parameters approach, is used in this paper to optimize local and global approximation and modeling capability of T-S fuzzy model.A one link robot is chosen as a nonlinear unstable system to evaluate the robustness, effectiveness and remarkable performance of optimization approach and the high accuracy obtained in approximating nonlinear systems in comparison with the original T-S model. Simulation results indicate the potential and generality of the algorithm. The application of the proposed FLC-VSC shows that both alleviation of chattering and robust performance are achieved with the proposed FLC-VSC controller. The effectiveness of the proposed controller is proven in front of disturbances and noise effects.

Tumor induced angiogenesis processes including the effect of stochastic motion and branching of blood vessels can be described coupling a (nonlocal in time) integrodifferential kinetic equation of Fokker–Planck type with a diffusion equation for the tumor induced ingiogenic factor. The chemotactic force field depends on the flux of blood vessels through the angiogenic factor. We develop an existence and uniqueness theory for this system under natural assumptions on the initial data. The proof combines the construction of fundamental solutions for associated linearized problems with comparison principles, sharp estimates of the velocity integrals and compactness results for this type of kinetic and parabolic operators

We discuss the well-posedness of a mathematical model that is used in the literature for the simulation of lithium-ion batteries. First, a mathematical model based on a macrohomogeneous approach is presented, following previous work. Then it is shown, from a physical and a mathematical point of view, that a boundary condition widely used in the literature is not correct. Although the errors could be just sign typos (which can be explained as carelessness in the use of d/dx versus d/dn, with n the outward unit vector) and authors using this model probably use the correct boundary condition when they solve it in order to do simulations, readers should be aware of the right choice. Therefore, the deduction of the correct boundary condition is done here, and a mathematical study of the well-posedness of the corresponding problem is presented.

Studies on the transnational family highlight the emotional difficulties of migrant parents separated from their children through international migration. This article consists of a large-scale quantitative investigation into the insights of transnational family literature by examining the well-being of transnational parents compared with that of parents who live with their children in the destination country. Furthermore, through a survey of Angolan migrant parents in both the Netherlands and Portugal, we compare the contexts of two receiving country. Our study shows transnational parents are worse off than their non-transnational counterparts in terms of four measures of well-being – health, life satisfaction, happiness, and emotional well-being. Although studies on migrant well-being tend to focus exclusively on the characteristics of the receiving countries, our findings suggest that, to understand migrant parents' well-being, a transnational perspective should also consider the existence of children in the migrant sending country. Finally, comparing the same population in two countries revealed that the receiving country effects the way in which transnational parenting is associated with migrant well-being.

The high concentration of the banking sector is a cross-border phenomenon that has high impact on local and global economies. This paper's main goal is to analyze the factors that impact concentration in the banking systems around the globe. The innovation of this paper is that we combined economic, "economic environment", and culture variables as explanatory variables for this analysis. We found among other things that regulation in the banking system is helpful in order to keep it competitive. We also found that when the society has more individual values rather than collective ones, its banking sector is less concentrated. In the second part of the paper we focused on the Israeli case, showing that although recent indicators of the Israeli banking system indicate a higher level of concentration and lower level of competition, it seems that the recent trend is moving toward less concentration and higher competition.

Reliable, comparable information about the main causes of disease and injury in populations, and how these are changing, is a critical input for debates about priorities in the health sector. Traditional sources of information about the descriptive epidemiology of diseases, injuries and risk factors are generally incomplete, fragmented and of uncertain reliability and comparability. Lack of a standardized measurement framework to permit comparisons across diseases and injuries, as well as risk factors, and failure to systematically evaluate data quality have impeded comparative analyses of the true public health importance of various conditions and risk factors. As a consequence the impact of major conditions and hazards on population health has been poorly appreciated, often leading to a lack of public health investment. Global disease and risk factor quantification improved dramatically in the early 1990s with the completion of the first Global Burden of Disease Study. For the first time, the comparative importance of over 100 diseases and injuries, and ten major risk factors, for global and regional health status could be assessed using a common metric (Disability-Adjusted Life Years) which simultaneously accounted for both premature mortality and the prevalence, duration and severity of the non-fatal consequences of disease and injury. As a consequence, mental health conditions and injuries, for which non-fatal outcomes are of particular significance, were identified as being among the leading causes of disease/injury burden worldwide, with clear implications for policy, particularly prevention. A major achievement of the Study was the complete global descriptive epidemiology, including incidence, prevalence and mortality, by age, sex and Region, of over 100 diseases and injuries. National applications, further methodological research and an increase in data availability have led to improved national, regional and global estimates for 2000, but substantial uncertainty around the disease burden caused by major conditions, including, HIV, remains. The rapid implementation of cost-effective data collection systems in developing countries is a key priority if global public policy to promote health is to be more effectively informed.

In the early 21st century, we need to prepare university students to navigate local and global cultures effectively and sensitively. These future professionals must develop comprehensive intercultural communication skills and understanding. Yet university assessment in Australia is often based on a western template of knowledge, which automatically places International, Indigenous, as well as certain groups of local students at a study disadvantage. It also ensures that Australian students from dominant groups are not given the opportunity to develop these vital intercultural skills. This paper explores the issues embedded in themes 1 and 4 of this conference and provides details of an innovative website developed at Queensland University of Technology in Brisbane, Australia, which encourages academic staff to investigate the hidden assumptions that can underpin their assessment practices. The website also suggests strategies academics can use to ensure that their assessment becomes more socially and culturally responsive.
