For the countries of the Caribbean, the international trade and transport of goods are more important than for many others in the region (see FAL Bulletin No. 136 Maritime transport in the Caribbean), and the subregion is strongly affected by structural changes in maritime transport (see FAL Bulletin No. 142 The impact of structural changes in liner shipping on Caribbean ports).For these reasons ECLAC's Transport Unit and the Commissions' sub-headquarters in the Caribbean, jointly organized a Meeting of Experts which took place in Port-of-Spain, Trinidad and Tobago, from 14 to 15 September 2000. Twenty-six participants took part, representing different academic, intergovernmental, financial and industrial institutions and organizations.This edition of the FAL Bulletin presents some of the results of this meeting.

The FAL Bulletin is reverting to its original concept, that is, facilitation of trade in the broad sense. In the context of ECLAC, this is a topic covered by the International Trade Unit in the International Trade and Development Finance Division, to which the Transport Unit also belonged until it was incorporated into the Natural Resources and Infrastructure Division in April 1999.In an effort at inter-divisional cooperation starting with this issue, the International Trade Unit will be responsible for preparing four articles per year on trade facilitation for the FAL Bulletin. These are certain to be of great interest not only to those of our readers concerned with multi-modal ocean transport and customs procedures but also to those with links to the broader issue of promoting foreign trade in the region.

This research seeks to provide an explanation for variations of “politics” of preference formation in international trade negotiations. Building on the ‘policy determines politics’ argument, I hypothesize the existence of a causal relationship between issue-characteristics and their variations with politics dynamics and their variations. More specifically, this study seeks to integrate into a single analytical framework two dimensions along which variations in the “politics of preference formation” can be organized: configurations of power relationships among the relevant actors in the structures within which they interact as well as the logic and the motivations of the actors involved in the policy making process. To do so, I first construct a four-cell typology of ‘politics of preference formation’ and, then, I proceed by specifying that the type of state-society configurations as well as the type of actors’ motivations in the “politics of preference formation” depend, respectively, on the degree to which a policy issue is perceived as politically salient and on the extent to which the distributional implications of such an issue can be calculated by the relevant stakeholders in the policy making process. The empirical yardstick against which the validity of the theoretical argument proposed is tested is drawn from evidence concerning the European Union’s negotiating strategy in four negotiating areas in the context of the so-called WTO’s Doha Development Round of multilateral trade negotiations: agriculture, competition, environment and technical assistance and capacity building.
