The Guidelines provide a special focus on information and knowledge sharing and its current and potential role in supporting implementation of the Code of Conduct for Responsible Fisheries. They expand on relevant principles and standards set forth in the Code and make practical suggestions about ways to ensure that this role can be enhanced. The issues involved in the flow of information between different stakeholder groups include topics as diverse as information policy frameworks and information and communication technology infrastructure, hence coverage is introductory. Some of the constraints involved in the cycle from the creation, production, dissemination and availability of information and knowledge to its effective use and sharing by the present generation as well as its preservation for the future are presented. The special circumstances and requirements of stakeholders in developing countries are recognized in accordance with Article 5 of the Code. A separate chapter on small-scale fisheries and aquaculture looks in more detail at the special situation and information needs of the sub-sector. The Guidelines aim to foster a better understanding of the issues involved to ensure that stakeholders obtain the essential information that they need and that they make available their own information and knowledge for the public good. Several patients of P. J. Vogel who had undergone cerebral commissurotomy for the control of intractable epilepsy were tested on a variety of tasks to measure aspects of cerebral organization concerned with lateralization in hemispheric function. From tests involving identification of shapes it was inferred that in the absence of the neocortical commissures, the left hemisphere still has access to certain types of information from the ipsilateral field. The major hemisphere can still make crude differentiations between various left-field stimuli, but is unable to specify exact stimulus properties. Most of the time the major hemisphere, having access to some ipsilateral stimuli, dominated the minor hemisphere in control of the body.

Competition for control of the body between the hemispheres is seen most clearly in tests of minor hemisphere language competency, in which it was determined that though the minor hemisphere does possess some minimal ability to express language, the major hemisphere prevented its expression much of the time. The right hemisphere was superior to the left in tests of perceptual visualization, and the two hemispheres appeared to use different strategies in attempting to solve the problems, namely, analysis for the left hemisphere and synthesis for the right hemisphere.

Analysis of the patients' verbal and performance I.Q.'s, as well as observations made throughout testing, suggest that the corpus callosum plays a critical role in activities that involve functions in which the minor hemisphere normally excels, that the motor expression of these functions may normally come through the major hemisphere by way of the corpus callosum.

Lateral specialization is thought to be an evolutionary adaptation which overcame problems of a functional antagonism between the abilities normally associated with the two hemispheres. The tests of perception suggested that this function lateralized into the mute hemisphere because of an active counteraction by language. This latter idea was confirmed by the finding that left-handers, in whom there is likely to be bilateral language centers, are greatly deficient on tests of perception.

The Convention, which came into force in 1950, is open to the adherence by other governments whose nationals participate in the fisheries for tropical tunas in the eastern Pacific Ocean. The member nations of the Commission now are t in addition to Costa Rica and the United States, Canada, France, Japan, Mexico, Nicaragua, and Panama.This report is a description of the organization, functions, and achievements of the Commission. It has been prepared to provide in a convenient format answers to requests for information concerning the Commission. It replaces a similar, earlier report (Carroz, 1965), which is now largely outdated. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de un Convenio firmado originalmente por los gobiernos de Costa Rica y los Estados Unidos de America. El Convenio, que entro en vigencia en 1950, se encuentra libre para que otros gobiernos cuyos ciudadanos participen en la pesca de atunes tropicales en el Océano Pacifico oriental se afilien a el. Las naciones miembros de la Comisión, además de Costa Rica y los Estados Unidos, son Cañada, Francia, Japón, México, Nicaragua y Panamá. Este informe es una descripción de la organización, funciones y resultados de la Comisión. Ha sido preparado para suministrar en forma conveniente respuestas a preguntas sobre la Comisión. This report is a description of the organization, functions, and achievements of the IATTC. It has been prepared to provide, in a convenient format, answers to requests for information concerning the IATTC. It replaces similar, earlier reports (Carroz, 1965; IATTC Spec. Rep., 1 and 5), which are now largely outdated. In order to make each section of the report independent of the others, some aspects of the IATTC are described in more than one section. For example, work on the early life history of tunas financed by the Overseas Fishery Cooperation Foundation of Japan is mentioned in the subsection entitled Finance, the subsection entitled Biology of tunas and billfishes, and the section entitled RELATIONS WITH OTHER ORGANIZATIONS. Due to space constraints, however, it is not possible to describe the IATTC's activities in detail in this report. Additional information is available in publications of the IATTC, listed in Appendix 6, and in its web site, www.iattc.org. Many abbreviations are used in this report. The names of the organizations or the terms are written out the first time they are used, and, for convenience, they are also listed in the Glossary.

Throughout the year the Fisheries Departments of Tanzania and Uganda continued to forward to EAFFRO data on the commercial fisheries of the lake. Regular records of commercial fishing activity In Kenya waters have not been received, appropriate information has been made available on request from the Chief Fisheries Officer. None of the research staff at EAFFRO have been assigned to a detail ed survey of the statistica1 data available, although severa1 research officers have taken the opportunity of analysing the data appropriate to their own research programmes. As recorded in the last Annual Report, an important feature of the UNDP Lake Victoria Fisheries Research Project will be to undertake the relevant statistical surveys essential to the proper.

The present work is now concentrated mainly on the Tilapia fishery. As a result of past experience it is easier to direct efforts in a way likely to give useful results. Work on the Tilapia is now beyond the purely exploratory stage and these fishing experiments are being carried but in areas which are known to contain large numbers of Tilapia. Nets of different mesh size are being used in order to catch all stages of these fish. These nets are being fished at the surface and at the bottom, close to the shore and further out. The data collected should provide more precise information regarding the periodic migration, both vertical and horizontal, of these fish, a better understanding of their life history and breeding habits, and indicate' the potential possibilities of this fishery. These data should explain the variation in numbers of fish caught by Africans during different months of the year; they should also make it possible to determine more exactly the best type of net for use in this particular fishery.

Throughout the year the Fisheries Departments of Tanzania and Uganda continued to forward to EAFFRO data on the commercial fisheries of Lake Victoria, particularly statistics of fishing-effort and fish-landings. The Kenya Fisheries Department was re-established at Kisumu towards the end of 1964 and has expanded its activities during 1965; whilst regular records of commercial fishing activity have not been despatched to Jinja, appropriate information has been made available on request from the Chief Fisheries Officer. None of the existing research officers at EAFFRO have been assigned to a detailed survey of the statistical data available, although several officers have taken the opportunity of analysing the data regarding the species considered under their own research programmes. As recorded in the last Annual Report, one important function of the UNDP Lake Victoria Fisheries Research Project will be to undertake the relevant statistical surveys essential to the proper management of the commercial fisheries of Lake Victoria. The level of the lake remained abnormally high but fluctuated somewhat during the year, reaching a maximum in May, but falling to a minimum in October before beginning to rise again with the rains at the end of the twelve-month period. The maximum figure for the year recorded at Jinja: 12.92 ft. above datum did not reach the peak recorded in 1964: 13.33 ft. above datum, which was the maximum reading taken since records were begun in 1899.
