Los efectos ambientales, económicos, sociales y culturales generados por las Semillas Genéticamente Modificadas-SGM y su control por empresas transnacionales como Monsanto, han incentivado la acción colectiva liderada por ONGs, tanto internacionalmente como en Colombia. El objetivo principal es analizar cómo la ONG “Semillas” ha incidido en las políticas colombianas relacionadas con la introducción y uso de SGM durante el periodo 2002-2013. Se centra en la Teoría de Redes Transnacionales de Defensa expuesta por M. Keck y K. Sikkink (1998). Además, se analiza el papel de las ONGs ambientales y las corporaciones transnacionales. El argumento central es que al crear vínculos con actores nacionales e internacionales y vincularse con redes y campañas con impacto transnacional, “Semillas” ha posicionado la lucha en contra de las SGM y ha logrado presionar al Estado influyendo parcialmente en sus políticas y leyes, al igual que en su posición y discurso frente al uso de SGM.

O terrorismo contemporâneo se destaca como um dos mais discutidos tópicos da agenda política internacional. No contexto da globalização, a atuação de grupos extremistas é bem mais complexa e articulada do que jamais foi, e sua periculosidade é exacerbada pela potencial utilização de armas de destruição em massa. Se é certo que a solução para seu enfrentamento pode ser almejada pela cooperação entre as nações, é igualmente verdadeiro que o Direito pode ser um instrumento idôneo para assegurar melhor colaboração e maior efetividade das medidas. Partindo do pressuposto que o terrorismo pode ser compreendido como um instituto do Direito Criminal, apresento esta monografia, a fim de investigar como o Brasil – que notoriamente carece de normatização útil na legislação ordinária – poderia criar uma lei antiterror. A metodologia de pesquisa é primordialmente descritiva, com enfoque na compreensão do terrorismo enquanto instituto jurídico-criminal. Dedicamo-nos a um estudo crítico dos aspectos teóricos e práticos de se criar uma lei antiterror, inclusive estudando projetos de lei em tramitação, a fim de ver como o Legislativo tem abordado a matéria.

We estimate the effects of the adoption of mechanized agriculture led by a new environmental regulation on structural change of local labor markets within a large emerging country, Brazil. In 2002, the state of S\~{a}o Paulo passed a law outlying the timeline to end sugarcane pre-harvest burning in the state. The environmental law led to the fast adoption of mechanized harvest. We investigate if the labor intensity of sugarcane production decreases; and, if so, if it leads to structural changes in the labor market. We use satellite data containing the type of sugarcane harvesting -- manual or mechanic harvest -- paired with official labor market data.%, also geomorphometric data base for our instrumental variable correction. We find suggestive evidence that mechanization of the field led to an increase in utilization of formal workers and a reduction in formal labor intensity in the sugarcane sector. This is partially compensated by an increase in the share of workers in other agricultural crops and in the construction and services sector. Although we find a reduction in employment in the manufacturing sector, the demand generated by the new agro-industries affected positively the all sectors via an increase in workers' wage.

What can trade regulation contribute towards ameliorating the GHG emissions and reducing their concentrations in the atmosphere? This collection of essays analyses options for climate-change mitigation through the lens of the trade lawyer. By examining international law, and in particular the relevant WTO agreements, the authors address the areas of potential conflict between international trade law and international law on climate mitigation and, where possible, suggest ways to strengthen mutual supportiveness between the two regimes. They do so taking into account the drivers of human-induced climate change in energy markets and of consumption.

From the Introduction. Little attention is paid, until now, to the duration of environmental procedures under Articles 226 and 228 EC Treaty, though these procedures are the only instrument at the disposal of the European Commission to enforce the application of EC environmental law1. Indeed, the Commission itself has no possibility to impose a fine or a penalty payment against a Member State, or to withhold sums under the Structural Funds, where a Member State persistently infringes Community environmental law. Rather, the Commission is obliged to first issue a Letter of Formal Notice against a Member State which infringes Community law. Where the infringement is not repaired, the Commission may issue a Reasoned Opinion against the Member State, and if also this does not lead to the compliance with EC law, it may appeal to the Court of Justice2.

The presence of mycotoxins in foodstuff is a matter of concern for food safety. Mycotoxins are toxic secondary metabolites produced by certain molds, being ochratoxin A (OTA) one of the most relevant. Wines can also be contaminated with these toxicants. Several authors have demonstrated the presence of mycotoxins in wine, especially ochratoxin A (OTA) [1]. Its chemical structure is a dihydro-isocoumarin connected at the 7-carboxy group to a molecule of L--phenylalanine via an amide bond. As these toxicants can never be completely removed from the food chain, many countries have defined levels in food in order to attend health concerns. OTA contamination of wines might be a risk to consumer health, thus requiring treatments to achieve acceptable standards for human consumption [2]. The maximum acceptable level of OTA in wines is 2.0 g/kg according to the Commission regulation No. 1881/2006 [3]. Therefore, the aim of this work was to reduce OTA to safer levels using different fining agents, as well as their impact on white wine physicochemical characteristics. To evaluate their efficiency, 11 commercial fining agents (mineral, synthetic, animal and vegetable proteins) were used to get new approaches on OTA removal from white wine. Trials (including a control without addition of a fining agent) were performed in white wine artificially supplemented with OTA (10 µg/L). OTA analysis were performed after wine fining. Wine was centrifuged at 4000 rpm for 10 min and 1 mL of the supernatant was collected and added of an equal volume of acetonitrile/methanol/acetic acid (78:20:2 v/v/v). Also, the solid fractions obtained after fining, were centrifuged (4000 rpm, 15 min), the resulting supernatant discarded, and the pellet extracted with 1 mL of the above solution and 1 mL of H2O. OTA analysis was performed by HPLC with fluorescence detection according to Abrunhosa and Venâncio [4]. The most effective fining agent in removing OTA (80%) from white wine was a commercial formulation that contains gelatine, bentonite and activated carbon. Removals between 10-30% were obtained with potassium caseinate, yeast cell walls and pea protein. With bentonites, carboxymethylcellulose, polyvinylpolypyrrolidone and chitosan no considerable OTA removal was verified. Following, the effectiveness of seven commercial activated carbons was also evaluated and compared with the commercial formulation that contains gelatine, bentonite and activated carbon. The different activated carbons were applied at the concentration recommended by the manufacturer in order to evaluate their efficiency in reducing OTA levels. Trial and OTA analysis were performed as explained previously. The results showed that in white wine all activated carbons except one reduced 100% of OTA. The commercial formulation that contains gelatine, bentonite and activated carbon (C8) reduced only 73% of OTA concentration. These results may provide useful information for winemakers, namely for the selection of the most appropriate oenological product for OTA removal, reducing wine toxicity and simultaneously enhancing food safety and wine quality.
