Drift cards were released in Monterey Bay, California, to detect seasonal variations in the California Current system, and seasonal and diurnal wind variations in the immediate vicinity of the bay. About 23% of the cards were recovered, although the recovery rate varied from about 5% in the winter to about 60% in the late summer. Drift card speeds ranged from 1 to 8 km/day, in the winter and summer months respectively. Good agreement was observed between geostrophic current, wind, drogue, and drift card data, although drift cards were observed to be primarily wind driven. A weekend bias in drift card recoveries was observed for the entire period of study; however, it was less pronounced for those cards released during the summer months. Two bogus releases were used to estimate the discovery lag time, reported position accuracy, and longshore drift currents. Diurnal winds were observed during a 24-hour study, and indicated daily variations in the wind field may be as important as seasonal changes in moving surface water. The drift card speed was observed to be about 3% of the wind velocity, and 1 m/sec was estimated as the minimum effective wind. The wind factor, ranging from 2.2% to 4.0%, was used to estimate the actual paths of drift cards and to examine the role of diurnal winds in affecting surface water movement. (PDF contains 79 pages)

Loan mortgage interest rates are usually the result of a bank-customer negotiation process. Credit risk, consumer cross-buying potential, bundling, financial market competition and other features affecting the bargaining power of the parties could affect price. We argue that, since mortgage loan is a complex product, consumer expertise could be a relevant factor for mortgage pricing. Using data on mortgage loan prices for a sample of 1055 households for the year 2005 (Bank of Spain Survey of Household Finances, EFF-2005), and including credit risk, costs, potential capacity of the consumer to generate future business and bank competition variables, the regression results indicate that consumer expertise-related metrics are highly significant as predictors of mortgage loan prices. Other factors such as credit risk and consumer cross-buying potential do not have such a significant impact on mortgage prices. Our empirical results are affected by the credit conditions prior to the financial crisis and could shed some light on this issue.

A multi-disciplinary investigation was conducted in southern Biscayne Bay and Card Sound from 1968 to 1973. The purpose of the investigation was to conduct an integrated study of the ecology of southern Biscayne Bay with special emphasis on the effects of the heated effluent from the Turkey Point fossil fuel power plant, and to predict the impact of additional effluent from the planned conversion of the plant to nuclear fuel. The results of this investigation have been discussed in numerous publications. This report contains the unpublished biology data that resulted from the investigation. (PDF contains 44 pages)

Executive Summary: Circulation and Exchange of Florida Bay and South Florida Coastal Waters The coastal ecosystem of South Florida is comprised of distinct marine environments. Circulation of surface waters and exchange processes, which respond to both local and regional forcings, interconnect different coastal environments. In addition, re-circulating current systems within the South Florida coastal ecosystem such as the Tortugas Gyre contribute to retention of locally spawned larvae. Variability in salinity, chlorophyll, and light transmittance occurs on a wide range of temporal and spatial scales, in response to both natural forcing, such as seasonal precipitation and evaporation and interannual “El Niño” climate signals, and anthropogenic forcing, such as water management practices in south Florida. The full time series of surface property maps are posted at www.aoml.noaa.gov/sfp. Regional surface circulation patterns, shown by satellite-tracked surface drifters, respond to large-scale forcing such as wind variability and sea level slopes. Recent patterns include slow flow from near the mouth of the Shark River to the Lower Keys, rapid flow from the Tortugas to the shelf of the Carolinas, and flow from the Tortugas around the Tortugas Gyre and out of the Florida Straits. The Southwest Florida Shelf and the Atlantic side of the Florida Keys coastal zone are directly connected by passages between the islands of the Middle and Lower Keys. Movement of water between these regions depends on a combination of local wind-forced currents and gravitydriven transports through the passages, produced by cross-Key sea level differences on time scales of several days to weeks, which arise because of differences in physical characteristics (shape, orientation, and depth) of the shelf on either side of the Keys. A southeastward mean flow transports water from western Florida Bay, which undergoes large variations in water quality, to the reef tract. Adequate sampling of oceanographic events requires both the capability of near real-time recognition of these events, and the flexibility to rapidly stage targeted field sampling. Capacity to respond to events is increasing, as demonstrated by investigations of the 2002 “blackwater” event and a 2003 entrainment of Mississippi River water to the Tortugas. A discussion is presented on the role of credit financing in the development of aquaculture programmes in Nigeria. The constraints militating against credit availability to aquaculture vis-a-vis the competition between aquaculture and other agricultural and industrial sectors for the allocation of available credit facilities are examined. Possible ways of enhancing preferential allocation of capital to the aquaculture industry from the various sources of credit available to the Nigerial agricultural economy are suggested

A Dívida Ativa Municipal é considerada um crédito de fundamental importância para os entes públicos que se origina, principalmente, do não pagamento de tributos por parte dos contribuintes. A inscrição em dívida ativa significa a consolidação da dívida tributária e não tributária, representando um direito a receber do ente público. Este estudo tem como objetivo contribuir para o aperfeiçoamento do Controle sobre a Dívida Ativa, enfocando a participação dos Poderes Executivos municipais e do Poder Judiciário, com o intuito de melhorar a cobrança dessa receita. A metodologia utilizada recaiu sobre a pesquisa qualitativa, envolvendo municípios do Estado do Rio de Janeiro, através da combinação de pesquisas bibliográfica, documental e de campo, onde foram repassados questionários junto a pessoas relacionadas ao objeto deste estudo, como procuradores municipais, empresas privadas cobradoras de crédito, servidores do Poder Judiciário que atuam diretamente com a cobrança da dívida ativa, contribuintes que se encontram em débito com a Fazenda Pública e com a Coordenadoria de Controle da Receita Pública do TCE/RJ, com o intuito de se verificar a adoção de procedimentos que aperfeiçoem o controle de gestão sobra a dívida ativa, aumentando, assim, a arrecadação dessa receita pública, tanto na fase administrativa com na judicial. Os dados analisados demonstram que a ausência de leis mais rígidas na cobrança desses créditos, a impunidade referente aos contribuintes que não cumprem com suas obrigações, bem como aos gestores públicos que deixam de cobrar de forma eficiente esses créditos, as falhas do Poder Judiciário, ocasionadas pela ainda adoção do modelo burocrático de administração, responsável pela morosidade em realizar a cobrança da dívida ativa na fase judicial, bem como em não punir aqueles gestores públicos que causam perdas patrimoniais ao ente público, e, especialmente, os fatores políticos, servem de justificativa para se apontar a necessidade de estudos sobre a Dívida Ativa. Por fim, pode-se concluir que a curto prazo deve o poder judiciário, através de seu controle externo, utilizar-se da Lei de Improbidade Administrativa, que passou a ter ainda mais importância com o surgimento da Lei da Ficha Limpa, para obrigar os administradores públicos a realizar melhor controle de gestão sobre a dívida ativa. E, a médio e a longo prazo a instituição de legislação que determine a criação de Órgãos municipais para trabalharem exclusivamente com o controle da receita pública, em especial, com a cobrança da Dívida Ativa, contribuindo, desse modo, não apenas para uma melhor gestão sobre arrecadação municipal, mas também, para mudança cultural da Administração Pública brasileira, que muita ênfase despende ao Controle da Despesa Pública e pouco se volta à Gestão da Receita Pública.

A concessão de crédito a empresas que participam do mercado consiste na entrega de um ativo em determinado momento, com a promessa de pagamento deste bem ou direito em data futura. Tal situação se configura como um evento incerto, pois existe a possibilidade de que tal obrigação não seja honrada pela promitente compradora, originando desta forma, o risco de crédito. Cabe à parte concessora do ativo que origina o risco de crédito, verificar a capacidade de seu cliente em cumprir o compromisso futuro assumido, analisando as variáveis que sugerem o sucesso da operação de crédito. As empresas que se encontram em fase de implantação caracterizam-se não somente pela ausência de histórico das variáveis acima, como também pelo aumento considerável do risco de continuidade. Tal situação é comprovada por pesquisas realizadas em empresas com até cinco anos de atuação. A impossibilidade na mensuração da capacidade de crédito proporcionada por este cenário, ocasiona severa restrição creditícia às empresas novas, principalmente ao crédito de longo prazo, imprescindível nesta fase de investimentos. Entretanto, esta restrição não se verifica em empresas de franquia, cujo empreendedor tem o privilégio de iniciar seu negócio com linhas de crédito de investimentos já prontas no mercado com esta finalidade. Este estudo objetiva identificar quais as características presentes em empresas franqueadas que permitem a concessão de crédito segura na fase de implantação por parte das instituições financeiras e se tais características podem discriminar variáveis que são determinantes no sucesso da franqueada proponente ao crédito bancário. A aplicação de análise fatorial em banco de dados com empresas de franquia permitiu identificar com sucesso um grupo de sete principais variáveis principais, que serviram de base a um modelo de regressão logística e análise discriminante. O modelo de regressão logística mostrou-se bom para a melhora da probabilidade de acerto de empresas solventes ao passo que a análise discriminante não apresentou melhora nesses resultados.

For a period of one year beginning December 1977, drift card experiments were conducted off the western and southern coasts of Panay Island to determine the surface currents in the area. Of a total 2,384 drift cards released during the study, 382 (16.02%) were recovered, 92% of them within 30 days following dispatch. The surface currents in the study area are strongly influenced, in direction and speed, by the prevailing monsoon winds. During the NE monsoon period, the surface currents move away from the coast; during the SW monsoon, toward and/or parallel to the coast. Based on the results, the probable movement and transport of milkfish (Chanos chanos) eggs and larvae from the spawning ground to the fry collection ground are also discussed.

Password authentication has been adopted as one of the most commonly used solutions in network environment to protect resources from unauthorized access. Recently, Lee–Kim–Yoo [S.W. Lee, H.S. Kim, K.Y. Yoo, Improvement of Chien et al.'s remote user authentication scheme using smart cards, Computer Standards & Interfaces 27 (2) (2005) 181–183] and Lee-Chiu [N.Y. Lee, Y.C. Chiu, Improved remote authentication scheme with smart card, Computer Standards & Interfaces 27 (2) (2005) 177–180] respectively proposed a smart card based password authentication scheme. We show that these two schemes are both subject to forgery attacks provided that the information stored in the smart card is disclosed by the adversary. We also propose an improved scheme with formal security proof.
