The paper approaches the U.S. perceptions about the sources of insecurity from Latin America, considered a low risk area and priority of its foreign policy. El análisis se concentra en la evaluación de las amenazas y desafíos a sus intereses estratégicos y las modalidades de actuación privilegiadas en la esfera regional, en que se verifican coincidencias entre las administraciones Demócratas y Republicanas en la adopción de un liderazgo con prerrogativas clasificatorias sobre los tipos de régimen político, con una agenda concebida como promoción de la convergencia hemisférica de democracias y economías liberales. The analysis focuses on assessing the threats and challenges to its strategic interests and privileged modes of action at the regional level, which verifies similarities between Republican and Democratic administrations in taking a leadership prerogatives qualifiers on the types political regime, with an agenda designed as promoting hemispheric convergence of liberal democracies and economies. En ese contexto, cabe destacar la prioridad atribuida a los países de la Alternativa Bolivariana para las Américas (ALBA) como eje opositor de sus políticas. In this context, include the priority given to the countries of the Bolivarian Alternative for the Americas (ALBA) as the linchpin of his political opponent.

In this article we take a discourse-historical approach to illustrate the significance of George W Bush's (2001) declaration of a 'war on terror'. We present four exemplary 'call to arms' speeches by Pope Urban 11 (1095), Queen Elizabeth I (1588), Adolf Hitler (1938) and George W Bush (2001) to exemplify the structure, function, and historical significance of such texts in western societies over the last millennium. We identify four generic features that have endured in such texts throughout this period: (i) an appeal to a legitimate power source that is external to the orator, and which is presented as inherently good; (ii) an appeal to the historical importance of the culture in which the discourse is situated; (iii) the construction of a thoroughly evil Other; and (iv) an appeal for unification behind the legitimating external power source. We argue further that such texts typically appear in historical contexts characterized by deep crises in political legitimacy.

El 15 de Septiembre de 2002, casi al año de los ataques contra las Torres Gemelas y el Pentágono,el Sunday Herald informó sobre la existencia de un plan elaborado por un instituto “neo-conservador”,ese es el término usado en la nota periodística,identificado como el “Proyecto para un Nuevo Siglo Estadounidense”, que empezó a funcionar en1997.Este instituto se orientó al impulso de lo que su documento fundacional califica como “una política reaganiana de fortaleza militar y de claridad moral”, considerada como algo “necesario para que EUA, basado en los éxitos del siglo pasado, consolide nuestra seguridad y nuestra grandeza en el próximo siglo”. El documento, de línea ultranacionalista, plantea la “creación de una Pax Americana Global”, y fue endosado por DickCheney, Donald Rumsfeld, Paul Wolfowitz, JeffBush y Lewis Lobby, jefe del personal de Cheney, con la participación de operadores políticos eideólogos como Elliott Abrams y Francis Fukuyama. El Sunday Herald enfatizó que, según el documento, “antes de que asumiera la presidencia en Enero de 2000, Bush y su gabineteya estaban contemplando y planeando un “cambio de régimen” en Irak por medio de un ataque premeditado contra ese país.

In the late 1880s a pre-fabricated Japanese house was shipped from Kobe, Japan, to Brisbane, Australia, and erected in the up-market suburb of New Farm by Japanese tradesmen. This paper is developed from a broader project researching the life of G W Paul, the man who had the house built and subsequently lived in it for the remainder of his life. Paul’s motivation in importing the house represented a unique, but unfulfilled effort to develop a future, hybrid culture for Queensland. This effort took the form of a commercial venture to construct Japanese houses as desirable and climatically suitable dwellings. Against the backdrop of this ambition, this paper presents new research to elucidate and extend previous knowledge, assesses the reception of the house by its nineteenth century Brisbane audience, and considers possible reasons for the limited response which signalled the cancellation of the commercial venture.
