The objectives of the workshop were to; ensure shark catches were sustainable; assess threats to shark populations; identify vulnerable shark stocks; protect biodiversity; improve consultation involving stakeholders; minimize waste a discards and facilitate monitoring and landings data.

Under the worrisomely changing situation in fish species diversity, water environment characteristics, socio-economic dimensions and other ecosystems variables in Lake Victoria, there is an urgent need to put in place effective research and management packages aimed at safe guarding the sustainability of the vast resources of the lake. Priority in have been out-lined to develop strategies which would promote biological productivity and diversity, and socio-economic returns. But given the size of the lake (69,000 km2) and the complexity of dynamic forces which are driving the changes, coordinated approach for research and management among the riparian states and the international scientific community will be required. The task is not only extensive but urgent as well.

The first fishery survey of Lake Victoria was conducted between 1927 and 1928 (Graham 1929). Atthat time, the lake had a diverse fish fauna and the fishery was dominated by two endemic tilapiine cichlids; Oreochromis esculentus (Graham 1929) and O. variabilis (Boulenger 1906). There were a number of other species such as Protopterus aethiopicus Heckel 1851, Bagrus docmac (Forsk.) 1775, Clarias gariepinus (Burchell), Barbus species, mormyrids, Synodontis spp, Schilbe intermedius (Linn.) 1762 and Rastrineobola argentea Pellegrin, 1904 that were also abundant in the lake most of which made a significant contribution to the fishery (Graham 1929, Worthington 1929, 1932, Kudhongania & Cordone 1974). Haplochromine cichlids were represented by at least 300 species more than 99% of them endemic (Greenwood, 1974; Witte et al., 1992 a & b). The fishery of Lake Victoria was similar to that of lakes Kyoga and Nabugabo (Worthington 1929; Trewavas 1933; Greenwood 1965, 1966; Beadle 1962, 1981). There were also important fisheries on the inflowing rivers of Lake Victoria, the most important of which were Labeo victorianus and Barbus altianalis (Cadwallader 1965). The small sized species notably Rastrineobola argentea and haplochromines cichlids were not originally commercially exploited.

Rastrineobola argentea locally known as mukene in Uganda, omena in Kenya and dagaa in Tanzania occurs in Lake Nabugabo, Lake Victoria, the Upper Victoria Nileand Lake Kyoga (Greenwood 1966). While its fishery is well established on Lakes Victoria and Kyoga, the species is not yet exploited on Lake Nabugabo. Generally such smaller sized fish species as R. argentea become important commercial species in lakes where they occur when catches of preferred largersized table fish start showing signs ofdecline mostly as a result of overexploitation. With the current trends of declining fish catches on Lake Nabugabo, human exploitation of mukene on this lake is therefore just a matter of time. The species is exploited both for direct human consumption and as the protein ingredient in the manufacture of animal feeds.

The success of fisheries management depends very much on the effectiveness of the legal framework in use. A historical perspective of the fisheries of Lake Victoria, Uganda, suggests that fisheries management has not been very successful. Concerns have been raised over the sustainability of the fisheries resource base of Lake Victoria for some time. The draft National Fisheries Policy states: "The key issues in the fisheries sector are resource depletion through overfishing aggravated by use of destructive fishing gear and methods" (MAAIF 2000). A fishery is said to be degraded if any or all of the indicators begin to show including decline in catches from the fishery, higher proportion of immature fish in the catch and reduction in the species composition of the catch. Inadequate implementation of fisheries management is considered the main cause of resource degradation. One of the factors identified as constraints to fisheries management has been lack of involvement of the resource users.

Water hyacinth is a free-floating waterweed native to the Amazon River Basin in South America. In its native range, water hyacinth is not an environmental problem, although the weed is one of the most invasive alien plants in freshwater environments. Water hyacinth has the potential to become invasive through fast vegetative reproduction and rapid growth to accumulate huge biomass and extensive cover in freshwater environments. Over the last 150 years water hyacinth has invaded most countries in the tropics and sub-tropics, introduced by man, mainly for ornamental purposes. Such introductions led to the infestation of most freshwater-ways in the southern United States of America, parts of Australia, the pacific islands, and most countries in Asia and Africa. The extensive tightly packed mats of water hyacinth are often associated with devastating socio-economic and environmental impacts. Invasion by the weed has, therefore, often generated urgent costly problems associated with the weed biomass and its management. A classic example of such problems was triggered by the invasion and proliferation of water hyacinth in the Lake Victoria Basin during the 1980s (Freilink 1989, Taylor 1993, Twongo et al., 1995). The weed infestation marked the beginning of a decade of intensive and systematic campaign by the three riparian states (Kenya, Tanzania and Uganda) to bring weed proliferation under control. The discussions in this Chapter span over ten years of dealing with the challenges paused by the imperative to manage infestations of water hyacinth in the Lake Victoria Basin. The challenges included the need to understand the dynamics of water hyacinth infestation; its distribution, proliferation and impact modalities; and the development and implementation of appropriate weed control strategies and options. Most specific examples were taken from the Ugandan experience (NARO, 2002).

The initial subsistence fisheries of Lake Victoria were dominated by two indigenous tilapiines, Oreochromis esculentus (Graham 1929) and Oreochromis variabilis Boulenger 1906, exploited with simple fishing crafts and gears that had little impact on the fish stocks (Jackson 1971). Commercial fisheries, targeting the tilapia fishery, started at the beginning of the 20th Centurywhen cotton flax gillnets were first introduced in 1905 into the Nyanza Gulf in Kenya. Gillnets were quickly adopted around the whole lake and consequently, the native methods of fishing soon died out (Jackson 1971). Following the introduction of gillnets, fishing boats and their propulsion methods were also improved. These improvements in fishing capacity coincided with development of urban centres and increasing human population around the lake, which increased the demand for fishery products. To satisfy the increasing demand, fishing effort increased greatly during the 20th century, despite the decline of catch per unit of effort (CPUE) (Jackson 1971; Ogutu-Ohwayo 1990). The initial catch rates of 127mm (5 inch) mesh size gill nets in the tilapia-based fishery, in 1905, was in the range of 50 to 100 fish per gillnet of approximately 50 m in length. However, twenty years later, the catch rates of gillnets of the same mesh size had declined to about six fish per net and gillnets of smaller mesh sizes, which had better catch rates, had been introduced suggesting overfishing (Worthington and Worthington, 1933).

On the Qinghai-Tibet plateau increased livestock numbers have resulted in degradation of the grasslands with potential impacts on native biodiversity. Concurrently, perceived increases in populations of native small mammals such as plateau pikas (Ochotona curzoniae) have led to poisoning programs, with uncertain impacts on species such as ground-nesting birds. We explored the relationships between the local seasonal abundance of small birds and (1) the density of pika burrows; (2) livestock grazing practices; and (3) local poisoning of pikas. Around Naqu prefecture, central Tibet, we used a nested experimental design to collect data from areas rested from grazing over summer, nearby areas with year-round grazing and areas subjected to pika poisoning. Additional data were collected from a site where grazing had not occurred for at least 4 years prior to the study. Poisoning pikas in spring had no detectable effect on the local abundance of birds the following autumn. However, two ground-nesting species, white-rumped and rufous-necked snowfinches, showed positive associations with the density of pika burrows, indicating that long-term 'pika poisoning could reduce the density of these species by reducing the density of pika burrows. Rufous-necked snowfinches and non ground-nesting species including horned larks and common hoopoes showed positive responses to reduced grazing pressure from livestock, particularly in the long-rested site, indicating current grazing levels could be having a negative impact on these species. Conservation of small passerine biodiversity in this system will require changed management practices for livestock and pikas that consider the complex three-way interaction between livestock grazing, pikas and small birds. 1. Plateau zokors, Myospalax fontanierii, are the only subterranean herbivores on the Tibetan plateau of China. Although the population biology of plateau zokors has been studied for many years, the interactions between zokors and plants, especially for the maintenance and structure of ecological communities, have been poorly recognized. In the past, plateau zokors have been traditionally viewed as pests, competitors with cattle, and agents of soil erosion, thus eradication programmes have been carried out by local governments and farmers. Zokors are also widely and heavily exploited for their use in traditional Chinese medicine.2. Like other fossorial animals, such as pocket gophers Geomys spp. and prairie dogs Cynomys spp. in similar ecosystems, zokors may act to increase local environmental heterogeneity at the landscape level, aid in the formation, aeration and mixing of soil, and enhance infiltration of water into the soil thus curtailing erosion. The changes that zokors cause in the physical environment, vegetation and soil clearly affect the herbivore food web. Equally, plateau zokors also provide a significant food source for many avian and mammalian predators on the plateau. Zokor control leading to depletion of prey and secondary poisoning may therefore present problems for populations of numerous other animals.3. We highlight the important role plateau zokors play in the Tibetan plateau ecosystem. Plateau zokors should be managed in concert with other comprehensive rangeland treatments to ensure the ecological equilibrium and preservation of native biodiversity, as well as the long-term sustainable use of pastureland by domestic livestock.

Alpine meadow and shrub are the main pasture types on the Tibetan Plateau, and they cover about 35% of the total land area. In order to understand the structural and functional aspects of the alpine ecosystem and to promote a sustainable animal production system, the Haibei Alpine Meadow Research Station was established in 1976. A series of intensive studies on ecosystem structure and function, including the energy flow and nutrient cycling of the ecosystem, were the main tasks during the first 10 years. Meanwhile, studies with 5 different grazing intensities on both summer and winter pasture have been conducted. In the early years of the 1990s, the research station started to focus its research work on global warming, biodiversity and sustainable animal production systems in pastoral areas. Various methods for improving degraded pasturelands have been developed in the region.

The Continuous Plankton Recorder (CPR) survey was conceived from the outset as a programme of applied research designed to assist the fishing industry. Its survival and continuing vigour after 70 years is a testament to its utility, which has been achieved in spite of great changes in our understanding of the marine environment and in our concerns over how to manage it. The CPR has been superseded in several respects by other technologies, such as acoustics and remote sensing, but it continues to provide unrivalled seasonal and geographic information about a wide range of zooplankton and phytoplankton taxa. The value of this coverage increases with time and provides the basis for placing recent observations into the context of long-term, large-scale variability and thus suggesting what the causes are likely to be. Information from the CPR is used extensively in judging environmental impacts and producing quality status reports (QSR); it has shown the distributions of fish stocks, which had not previously been exploited; it has pointed to the extent of ungrazed phytoplankton production in the North Atlantic, which was a vital element in establishing the importance of carbon sequestration by phytoplankton. The CPR continues to be the principal source of large-scale, long-term information about the plankton ecosystem of the North Atlantic. It has recently provided extensive information about the biodiversity of the plankton and about the distribution of introduced species. It serves as a valuable example for the design of future monitoring of the marine environment and it has been essential to the design and implementation of most North Atlantic plankton research.

Spatial patterns in pelagic biodiversity are the result of factors acting from a global to a local scale. The global patterns have been studied intensively using taxa such as foraminifera and euphausiids. However, these studies do not allow direct comparisons of neritic and oceanic regions or examination of relationships between local and regional patterns of pelagic diversity. Here we present a map of the diversity of calanoid copepods, a key planktonic group, summarising 40 yr of continuous monthly investigations in the North Atlantic and North Sea. The high number of samples (168 162) allowed mesoscale patterns in diversity to be detected for the first time at an ocean-basin level. Our results demonstrate pronounced local spatial variability in planktonic diversity and refine previous global studies at a lower resolution. They form a baseline at which long-term changes in planktonic diversity can be better assessed and ecosystem management plans implemented.
