O Sistema Nacional de Avaliação da Educação Superior (SINAES) inclui, como um de seus indicadores, a Autoavaliação Institucional, de responsabilidade das próprias Instituições de Ensino Superior (IES) e promovida, em seu âmbito, pelas Comissões Permanentes de Avalição (CPA). Essas avaliações devem gerar ações internas nas IES com o intuito de qualificar seus serviços, instalações e profissionais. A avaliação cumpre funções que envolvem relações de poder e estratégias desenvolvidas por seus usuários para atingir seus objetivos. É relevante, portanto, identificar esses mecanismos que influenciam diretamente o preenchimento das ferramentas de avaliação e que impactam os resultados auferidos e as ações decorrentes desse processo. Com este trabalho, pretendemos verificar quais são os mecanismos, as estratégias e as relações de poder envolvidos na realização da avaliação institucional a partir das representações dos respondentes, incluindo professores e alunos. O objetivo é analisar, por meio de uma pesquisa qualitativa, a autoavaliação institucional no ensino superior e os mecanismos presentes em sua realização, buscando identificar as relações de poder e as estratégias desenvolvidas decorrentes de depoimentos de uma amostra composta por alunos e professores participantes do processo.

Adopting a grounded theory methodology, the study describes how an event and pressure impact upon a process of deinstitutionalization and institutional change. Three case studies were theoretically sampled in relation to each other. They yielded mainly qualitative data from methods that included interviews, observations, participant observations, and document reviews. Each case consisted of a boundaried cluster of small enterprises that were not industry specific and were geographically dispersed. Overall findings describe how an event, i.e. a stimulus, causes disruption, which in turn may cause pressure. Pressure is then translated as a tension within the institutional environment, which is characterized by opposing forces that encourage institutional breakdown and institutional maintenance. Several contributions are made: Deinstitutionalization as a process is inextricable from the formation of institutions – both are needed to make sense of institutional change on a conceptual level but are also inseparable experientially in the field; stimuli are conceptually different to pressures; the historical basis of a stimulus may impact on whether pressure and institutional change occurs; pressure exists in a more dynamic capacity rather than only as a catalyst; institutional breakdown is a non-linear irregular process; ethical and survival pressures as new types were identified; institutional current, as an underpinning mechanism, influences how the tension between institutional breakdown and maintenance plays out.

El sector micro empresarial en El Salvador afronta numerosos problemas que impiden el aumento de la competitividad y desarrollo de este. Para solventar la situación a la que se están enfrentando las Microempresas, surge el Centro de Desarrollo de Micro y Pequeñas Empresas (CDMYPE) que busca dar apoyo a través de capacitaciones y asesorías a los microempresarios; pero el no tener identificadas a las Microempresas específicamente a las que están domiciliadas en el departamento de Cuscatlán impide la construcción de un perfil para este sector y que el CDMYPE-ILOBASCO institución que atiende a este departamento, pueda ofrecer sus servicios a los microempresarios. De ahí la necesidad de realizar la investigación titulada “Identificación y construcción del perfil de las Microempresas del departamento de Cuscatlán potenciales usuarios de Centro de Desarrollo de Micro y Pequeñas Empresas sede Ilobasco (CDMYPE-ILOBASCO) en el año 2015”; con la aplicación del método científico y la metodología aplicada que permitió conocer las características de las Microempresas del departamento de Cuscatlán, mediante la recopilación de la información; y proceder así al análisis de los resultados para la construcción del perfil de los potenciales usuarios del CDMYPE-ILOBASCO. Los resultados de la investigación y la construcción del perfil permitirán aumentar el número de Microempresas atendidas por el CDMYPE-ILOBASCO; y con el apoyo recibido por esta institución las Microempresas puedan mejorar y fortalecer sus áreas estratégicas, su forma de reacción ante el entorno y aumentar así sus ventas y nivel de empleo, generando impacto económico para el departamento. ABSTRACT The micro enterprise sector in El Salvador faces many problems that prevent increasing the competitiveness and development of this. To overcome the situation they are facing Microenterprise arises Development Center of Micro and Small Enterprises (CDMYPE) which seeks to support through training and advisory services to microentrepreneurs; but not having identified Microenterprise specifically those that are domiciled in the department of Cuscatlán prevents the construction of a profile for this sector and the CDMYPE-ILOBASCO institution that attends this department, can offer their services to microentrepreneurs. Hence the need from research entitled "Identification and construction of the profile of Microenterprises from department Cuscatlán potential users Development Center Micro and Small Enterprises headquarters Ilobasco (CDMYPE-ILOBASCO) in the year 2015"; with the application of scientific method and the methodology applied that allowed to know the characteristics of the Microenterprise of department Cuscatlán, by collecting information; and thus proceed to the analysis of the results, to build the profile of potential users of CDMYPE-ILOBASCO. The results of research and profile construction of will allow increase the number of Microenterprises served by the CDMYPE-ILOBASCO; and with the support received by this institution the Microenterprises can improve and strengthen its strategic areas, their way of reaction before the environment and increase their sales and employment levels, generating economic impact for the department.

Estratégias de internacionalização das micro e pequenas empresas do sector de moda praia de Salvador

Este estudo tem por objectivo conhecer as estratégias de internacionalização das micro e pequenas empresas do sector de moda praia de Salvador, procurando compreender e desenvolver as condições para promover uma cultura de internacionalização. O estudo caracteriza-se por uma abordagem mista, conciliando uma análise qualitativa, com uma quantitativa, sendo o inquérito, o método utilizado para a recolha de dados. Pretende-se obter informações sobre as características destas empresas com intuito de analisa-las e identificar a etapa em que se encontram relativamente ao processo de internacionalização. Como resultado verificou-se que estas empresas ainda estão num processo muito inicial de internacionalização, a exportação configura-se apenas como uma actividade acessória, aquém de uma estratégia consolidada de internacionalização. Estas empresas acabam por não dispor de uma estrutura e dimensão que permita encetar esses esforços sem o apoio de conjunto de políticas de incentivo e suporte à internacionalização. ABSTRACT: The objective of this study is to identify the intemationalization strategies of Salvador's micro and small enterprises of Beachwear, seeking to comprehend and develop the conditions to promote a culture of internationalization. The study is characterized by a mixed approach, combining a qualitative analysis with a quantitative, being the inquiry, the method used to collect the data The aim is to obtain information's about the characteristics of this enterprises, with the goal to analyse them and identify in which stage of the internationalization process their situated in. As a result, it was verified that this enterprise are still in a very primary stage of internationalization, the exportation is viewed only has an accessory activity, lacking in a consolidated strategy of internationalization. This enterprises end up with having no structure and dimension to enable them to accomplish those efforts, without a set of internationalization incentive and support policies.

Introducción: Contar con un diagnóstico de las condiciones en seguridad y salud en el trabajo en el país permite crear estrategias para minimizar los problemas de la población trabajadora. En Colombia existe el observatorio del Instituto Nacional de Salud, sin embargo, no cuenta, en ninguno de sus tópicos, con información y análisis sobre la salud y seguridad de la población trabajadora. Objetivo: Determinar las condiciones de salud de la población atendida en la IPS SALUD OCUPACIONAL DE LOS ANDES LDTA en la ciudad de Bogotá, durante el año 2015. Materiales y métodos: Se realizó una prueba piloto del observatorio de salud y seguridad en el trabajo mediante un estudio de corte transversal, donde se tomó una base de datos de pacientes evaluados en la IPS SALUD OCUPACIONAL DE LOS ANDES LDTA, de la ciudad de Bogotá D.C. que contiene información de exámenes médicos ocupacionales realizados en el 2015 en la plataforma ISISMAWEB con una muestra representativa de 1923 registros. Se incluyeron variables sociodemográficas y laborales, los paraclínicos registrados como alterados más prevalentes, los diagnósticos y dictámenes emitidos en la población estudiada y las recomendaciones personales dadas por el sistema de gestión de la empresa. Se realizó un análisis descriptivo y para el estudio de las interacciones se empleó el Chi-cuadrado. Resultados: El 62,1% de la población fueron hombres con edad promedio de 34.8 años (DE 10,521). El 41.5% tuvieron estudios secundarios. La evaluación médica más realizada fue el examen de ingreso en el 30.5% de los casos. El cargo operadores de instalaciones y máquinas y ensambladores represento el 27.9% y en última medida los profesionales de nivel medio en operaciones financieras y administrativas con el 0.5%. El diagnostico CIE 10 emitido más frecuente fue con el 15,8% el código Z100 (Examen de salud ocupacional), seguido del Trastorno de la refracción no especificado (H527) con el 9,0%. En cuanto a las recomendaciones generales la que más se repitió fue examen periódico con un 30%. La recomendación preventiva más frecuente fue osteomuscular con el 36,5%. Las recomendaciones SVE de mayor prevalencia fueron ergonómicas con un 40,7%. Se encontraron asociaciones (p<0.05) entre las variables escolaridad, género y estrato. Conclusiones: Se deben optimizar los mecanismos de recolección del dato para ser más viable su evaluación y asociación. Hay un subregístro importante de segundos diagnósticos asociado al no registro de los paraclínicos. Este estudio plantea un modelo a seguir para poder desarrollar el observatorio nacional de salud y seguridad en el trabajo.

This paper reports a research that evaluated the product development methodologies used in Brazilian small and medium-sized metal-mechanic enterprises (SMEs), in a specific region of Sao Paulo. The tool used for collecting the data was a questionnaire, which was developed and applied through interviews conducted by the researchers in 32 companies. The main focus of this paper can be condensed in the synthesis-question ""Is only the company responsible for the development?"" which was analyzed thoroughly. The results obtained from this analysis were evaluated directly (through the respective percentages of answers) and statistically (through the search of an index which demonstrates if two questions are related). The results point to a degree of maturity in SMEs, which allows product development to be conducted in cooperation networks. (C) 2007 Elsevier Ltd. All rights reserved.

Certification of an ISO 14001 Environmental Management System (EMS) is currently an important requirement for those enterprises wishing to sell their products in the context of a global market. The system`s structure is based on environmental impact evaluation (EIE). However, if an erroneous or inadequate methodology is applied, the entire process may be jeopardized. Many methodologies have been developed for making of EIEs, some of them are fairly complex and unsuitable for EMS implementation in an organizational context, principally when small and medium size enterprises (SMEs) are involved. The proposed methodology for EIE is part of a model for implementing EMS. The methodological approach used was a qualitative exploratory research method based upon sources of evidence such as document analyses, semi-structured interviews and participant observations. By adopting a cooperative implementation model based on the theory of system engineering, difficulties relating to implementation of the sub-system were overcome thus encouraging SMEs to implement EMS. This article presents a proposal of a systemic model composed for the micro and small companies (MSE) of the region of Ribeiro Preto and the agents which influenced their environment. The proposed model was based on Stafford Beer`s (Diagnosing the system for organizations. Chichester, Wiley, 1985) systemic methodologies VSM (Viable System Model) and on Werner Ulrich`s (1983) CSH (Critical Systems Heuristics). The VSM is a model for the diagnosis of the structure of an organization and of its flows of information through the application of the cybernetics concepts (Narvarte, In El Modelo del Sistema Viable-MSV: experiencias de su aplicacin en Chile. Proyecto Cerebro Colectivo del IAS, Santiago, 2001). On the other hand, CSH focus on the context of the social group applied to the systemic vision as a counterpoint to the organizational management view considered by the VSM. MSE of Ribeiro Preto and Sertozinho had been analyzed as organizations inserted in systems that relate and integrate with other systems concerning the public administration, entities of representation and promotion agencies. The research questions: which are the bonds of interaction among the subsystems in this process and who are the agents involved? The systemic approach not only diagnosed a social group, formed by MSE of Ribeiro Preto and Sertozinho, public authorities and support entities, but could also delineate answers that aimed the clarification of obscure questions generating financial assistance to the formularization of efficient actions for the development of this system.

Malva parviflora L. populations were collected from 24 locations across the Mediterranean-climatic agricultural region of Western Australia and grown in Perth in a common garden experiment. Seventeen morphometric and taxonomic measurements were taken and genetic variation was investigated by performing principal components analysis (PCA). Taxonomic measurements confirmed that all plants used in the study were M. parviflora. Greater variation occurred within populations than between populations. Separation between populations was only evident between northern and southern populations along principal components 2 (PC2), which was due mainly to flowering time. Flowering time and consequently photoperiod were highly correlated with latitude and regression analysis revealed a close relationship (r(2) = 0.6). Additionally, the pollination system of M. parviflora was examined. Plants were able to self-pollinate without the need for external vectors and the pollen ovule ratio (31 +/- 1.3) revealed that M. parviflora is most likely to be an obligate inbreeder with a slight potential for outcrossing. The limited variation of M. parviflora enhances the likelihood of suitable control strategies being effective across a broad area.

The purpose of this study is to characterize how Portuguese Small and Medium Enterprises (SMEs) view the Occupational Health and Safety Management Systems (OHSMSs) certification process, after receiving the Quality Management System (QMS) certification. References were based on the ISO 9001 standard for a QMS and OHSAS 18001 for OHSMS. The method used to evaluate the implemented systems, was by form of questionnaire. Those questioned had to have a certified quality management system, an implemented OHSMS and be a SME. The questionnaire was sent to 300 SMEs; 46 responses were received and validated. Of them, only 12 SMEs had the OHSMS certificate according to OHSAS 18001. Within those 12 companies that participated: 7 SMEs are from the industrial sector; 3 belong to the electricity/telecommunications sector and 2 SMEs are from the trade/services activity sector. The size of the sample was small, but corresponds to Portuguese reality. Moreover, 34 SMEs did not have the OHSMS certificate. The questionnaire requested the main reasons for SMEs to opt for non-certification and it was related with high costs, while the main reasons to certificate were, among others, needed to eliminate or minimize risks to workers. The main benefits that Portuguese SMEs have gained from the referred certifications have been, improved working conditions, ensuring compliance with legislation and better internal communication about risks and hazards. Also presented are the main difficulties in achieving an OHSMS certification including high certification costs, difficulties motivating personnel, difficulties in changing the company’s culture and increased bureaucracy.

The purpose of this study was to characterize the situation of Portuguese Small and Medium Enterprises (SMEs) concerning the certification of their Quality Management Systems (QMS), Environmental Management Systems (EMS) and Occupational Health and Safety Management Systems (OHSMS), in their individually form, to identify benefits, drawbacks and difficulties associated with the certification process and to characterize the level of integration that has been achieved. This research was based on a survey carried out by the research team; it was administered to 46 Portuguese SMEs. Our sample comprised 20 firms (43%) from the Trade/Services activity sector, 17 (37%) from the Industrial sector, 5 (11%) from the Electricity/Telecommunications sector and 4 (9%) from the Construction area. All SMEs surveyed were certified according to the ISO 9001 (100%), a quarter of firms were certified according to the ISO 14001 (26.1%) and a few certified by OHSAS 18001 (15.2%). We undertook a multivariate cluster analysis, which enabled grouping variables into homogeneous groups or one or more common characteristics of the SMEs participating in the study. Results show that the main benefits that Portuguese SMEs have gained from the referred certifications have been, among others, an improvement of both their internal organization and external image. We also present the main difficulties in achieving certification. Overall, 7 of the Portuguese SMEs examined indicated that the main benefits of the IMS implementation management included costs reduction, increased employee training and easier compliance of legislation. The respective drawbacks and difficulties are also presented. Finally, we presented the main integrated items in the certified Portuguese SMEs we examined.
