In July 1974, we began a two-year baseline study of the Moss Landing Elkhorn Slough marine environment for Pacific Gas and Electric Company as mandated by the Coastal Commission. The original proposal included strong recommendations for more complete oceanographic studies and a third year of data collection. These further studies were not funded. This report is divided into three sections: oceanography, benthic invertebrate ecology and fish and zooplankton ecology. (PDF contains 480 pages)

In July 1974 Moss Landing Marine Laboratories began the continuation of the bi-weekly hydrographic observations in Monterey Bay. From 1951 to this date, these stations were sampled by personnel at Hopkins Marine Station in Pacific Grove. Small changes were made in the sampling routine: 1) to facilitate squid (Loligo opa1escens) studies, our observations were made at night, and 2) stations 1125 and 1154 are sampled in addition to five stations originally used by Hopkins Marine Station (2201, 2202, 2203, 2204, and 2205). During June 1974 the California Department of Fish and Game, in cooperation with the Sea Grant program at Moss Landing Marine Laboratories, conducted an exploratory fishing cruise that extended from La Jolla to Santa Cruz and included the Channel Islands, concentrating on inshore waters. The cruise was preliminary to the initiation of a major program of squid research and had six objectives: 1) To gather samples of market squid (Lo1igo opa1escens) for population, growth, aging and food chain studies. 2) To locate potential new fishing grounds. 3) To investigate methods for determining spawning intensity. 4) To gather data on oceanographic parameters of the spawning grounds. 5) To make incidental collections as requested by other investigators. 6) To familiarize Sea Grant personnel with the capabilities of the Department's largest research vessel, ALASKA, with respect to squid. Especially good weather and oceanographic conditions persisting throughout the cruise enabled us to make 66 night1ight stations, 17 midwater trawls and eight bottom trawls. Fishable concentrations of squid were discovered in the areas between Cape San Martin and Partington Point, between Pfeiffer Point and Point Sur, and in Carmel Bay, heretofore unfished. Squid spawning off Santa Cruz Island was observed utilizing an underwater observation chamber aboard the vessel. Mating and feeding behavior were observed in shipboard aquaria. PDF contains 28 pages)

Routine biostatistical port sampling data and landings records collected from the gulf menhaden purse seine fishery between 1974 and 1985 are updated. During most of the period, a total of 11 menhaden reduction plants operated in Mississippi and Louisiana, and the number of vessels in the purse seine fleet varied from 71 to 82. Total annual landings ranged from 447,100 metric tons in 1977 to the record landings for the fishery of 982,800 metric tons in 1984. Age-I and -2 gulf menhaden annually comprised almost 96% of the landings. Estimated total numbers of menhaden landed varied from 4,510.5 million in 1975 to 11,154.9 million in 1985. Annual mean lengths and weights of sampled fish-at-age showed lillie variation. Nominal or observed fishing effort gradually increased through Ihe 1970s and 1980s, reaching 655,800 vessel-ton-weeks in 1983. (PDF file contains 14 pages.)

The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was started by a proposal made during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program are desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include: Increased communications and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy coordinative body;' administration staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations.(PDF file contains 37 pages.)

Results are given of monthly net phytoplankton and zooplankton sampling from a 10 m depth in shelf, slope, and Gulf Stream eddy water along a transect running southeastward from Ambrose Light, New York, in 1976, 1977, and early 1978. Plankton abundance and temperature at 10 m and sea surface salinity at each station are listed. The effects of atmospheric forcing and Gulf Stream eddies on plankton distribution and abundance arc discussed. The frequency of Gulf Stream eddy passage through the New York Bight corresponded with the frequency of tropical-subtropical net phytoplankton in the samples. Gulf Stream eddies injected tropical-subtropical zooplankton onto the shelf and removed shelfwater and its entrained zooplankton. Wind-induced offshore Ekman transport corresponded generally with the unusual timing of two net phytoplankton maxima. Midsummer net phytoplankton maxima were recorded following the passage of Hurricane Belle (August 1976) and a cold front (July 1977). Tropical-subtropical zooplankton which had been injected onto the outer shelf by Gulf Stream eddies were moved to the inner shelf by a wind-induced current moving up the Hudson Shelf Valley. ENGLISH: Logbook records of purse seiners and baitboats fishing for yellowfin and skipjack tunas in the eastern Pacific Ocean were used to prepare charts showing the distribution of catches by l-degree area and quarter of the year for each gear and regulation status, for the years 1971-1974. Changes in geographical distribution of the catch over the four-year period are discernible. Information on annual catch statistics and fleet composition by country is presented. SPANISH: Los registros de bitácora de los cerqueros y clíperes (barcos de carnada) que pescan atún aleta amarilla y barrilete en el Océano Pacífico oriental se emplearon para preparar los diagramas en los que se indica la distribución de las capturas por área de 1 grado y trimestre, correspondiente a cada arte y condición reglamentaria en los años de 1971 a 1974. Se pueden distinguir los cambios en la distribución geográfica de la captura durante el período de cuatro años. ENGLISH: Data from tagging experiments initiated during 1968-1974 in the eastern Pacific Ocean were used to study the migrations of yellowfin tuna in that area. The map method, the parallel-area method, and the Jones method were employed in the analyses. The map method gives a useful impression of the distances and directions traveled, but does not express these parameters in quantitative terms. The parallel-area method is particularly useful for determining whether or not there is net movement in particular directions, i.e. inshore-offshore, east-west, or north-south. The first of these is of particular interest, as the incidence of smaller fish is much higher in the catches made inshore than in those made offshore, and it is desirable to know whether this is due to relatively greater abundance or to relatively greater vulnerability of the smaller fish in the inshore areas. If the former were the case an offshore movement of the fish as they grew older would probably be detected. Such a movement was not detected, however, so it appears likely that the differences in the catches of smaller fish in the inshore and offshore areas are due mainly to differences in vulnerability. Few or no east-west or north-south tendencies in the movements of the fish were detected. The Jones method indicates that the movement is not random, but reveals no pronounced directional tendencies. SPANISH: Se emplearon los datos de los experimentos de marcado, iniciados en el Océano Pacífico oriental durante 1968-1974 para estudiar los desplazamientos del atún aleta amarilla en esa zona. En los análisis se emplearon los métodos cartográficos, de las zonas paralelas y de Jones. El método cartográfico ofrece una idea útil sobre la distancia y dirección de los desplazamientos, pero no expresa estos parámetros en términos cuantitativos. El método de las zonas paralelas es particularmente conveniente para determinar si existe o nó un desplazamiento neto en una dirección especial, es decir, hacia la costa-fuera de la costa, este-oeste o norte-sur. El primero de éstos tiene un interés especial, ya que la incidencia de peces más pequeños es muy superior en las capturas realizadas cerca de la costa que en las de mar afuera, y se desea conocer si ésto se debe a la abundancia relativamente superior o a las vulnerabilidad relativamente mayor de los pequeños peces en las zonas costeras. Si el caso fuera el primero, se podría descubrir probablemente un movimiento de los peces mar afuera a medida que crecen. Sin embargo, no se ha descubierto tal movimiento, así que es probable que las diferencias en las capturas de peces pequeños en las zonas costeras y mar afuera se deban principalmente a diferencias en la vulnerabilidad. Se descubrió poca o ninguna tendencia en los peces a desplazarse este-oeste o norte-sur. El método de Jones indica que el movimiento no es aleatorio, pero no revela una tendencia pronunciada a orientarse direccionalmente.
