El proyecto consiste en la creación de un sistema de mensajería que permita el envío y recepción de ficheros generados por el software de gestión sanitaria UNIT4 Ekon Salus. Las tareas a realizar son, por un lado, la portabilidad del sistema actual basado en Visual Basic a Java y, por el otro, la implementación de un sistema de control y notificación de errores, ya sean generados por el contenido de los ficheros o por la comunicación entre los programas de envío y recepción que constituyen el sistema de mensajería.

Critics of the U.S. proposal to the World Trade Organization (WTO) made in October 2005 are correct when they argue that adoption of the proposal would significantly reduce available support under the current farm program structure. Using historical prices and yields from 1980 to 2004, we estimate that loan rates would have to drop by 9 percent and target prices would have to drop by 10 percent in order to meet the proposed aggregate Amber Box and Blue Box limits. While this finding should cheer those who think that reform of U.S. farm programs is long overdue, it alarms those who want to maintain a strong safety net for U.S. agriculture. The dilemma of needing to reform farm programs while maintaining a strong safety net could be resolved by redesigning programs so that they target revenue rather than price. Building on a base of 70 percent Green Box income insurance, a program that provides a crop-specific revenue guarantee equal to 98 percent of the product of the current effective target price and expected county yield would fit into the proposed aggregate Amber and Blue Box limits. Payments would be triggered whenever the product of the season-average price and county average yield fell below this 98 percent revenue guarantee. Adding the proposed crop-specific constraints lowers the coverage level to 95 percent. Moving from programs that target price to ones that target revenue would eliminate the rationale for ad hoc disaster payments. Program payments would automatically arrive whenever significant crop losses or economic losses caused by low prices occurred. Also, much of the need for the complicated mechanism (the Standard Reinsurance Agreement) that transfers most risk of the U.S. crop insurance to the federal government would be eliminated because the federal government would directly assume the risk through farm programs. Changing the focus of federal farm programs from price targeting to revenue targeting would not be easy. Farmers have long relied on price supports and the knowledge that crop losses are often adequately covered by heavily subsidized crop insurance or by ad hoc disaster payments. Farmers and their leaders would only be willing to support a change to revenue targeting if they see that the current system is untenable in an era of tight federal budgets and WTO limits.

General Introduction This thesis can be divided into two main parts :the first one, corresponding to the first three chapters, studies Rules of Origin (RoOs) in Preferential Trade Agreements (PTAs); the second part -the fourth chapter- is concerned with Anti-Dumping (AD) measures. Despite wide-ranging preferential access granted to developing countries by industrial ones under North-South Trade Agreements -whether reciprocal, like the Europe Agreements (EAs) or NAFTA, or not, such as the GSP, AGOA, or EBA-, it has been claimed that the benefits from improved market access keep falling short of the full potential benefits. RoOs are largely regarded as a primary cause of the under-utilization of improved market access of PTAs. RoOs are the rules that determine the eligibility of goods to preferential treatment. Their economic justification is to prevent trade deflection, i.e. to prevent non-preferred exporters from using the tariff preferences. However, they are complex, cost raising and cumbersome, and can be manipulated by organised special interest groups. As a result, RoOs can restrain trade beyond what it is needed to prevent trade deflection and hence restrict market access in a statistically significant and quantitatively large proportion. Part l In order to further our understanding of the effects of RoOs in PTAs, the first chapter, written with Pr. Olivier Cadot, Celine Carrère and Pr. Jaime de Melo, describes and evaluates the RoOs governing EU and US PTAs. It draws on utilization-rate data for Mexican exports to the US in 2001 and on similar data for ACP exports to the EU in 2002. The paper makes two contributions. First, we construct an R-index of restrictiveness of RoOs along the lines first proposed by Estevadeordal (2000) for NAFTA, modifying it and extending it for the EU's single-list (SL). This synthetic R-index is then used to compare Roos under NAFTA and PANEURO. The two main findings of the chapter are as follows. First, it shows, in the case of PANEURO, that the R-index is useful to summarize how countries are differently affected by the same set of RoOs because of their different export baskets to the EU. Second, it is shown that the Rindex is a relatively reliable statistic in the sense that, subject to caveats, after controlling for the extent of tariff preference at the tariff-line level, it accounts for differences in utilization rates at the tariff line level. Finally, together with utilization rates, the index can be used to estimate total compliance costs of RoOs. The second chapter proposes a reform of preferential Roos with the aim of making them more transparent and less discriminatory. Such a reform would make preferential blocs more "cross-compatible" and would therefore facilitate cumulation. It would also contribute to move regionalism toward more openness and hence to make it more compatible with the multilateral trading system. It focuses on NAFTA, one of the most restrictive FTAs (see Estevadeordal and Suominen 2006), and proposes a way forward that is close in spirit to what the EU Commission is considering for the PANEURO system. In a nutshell, the idea is to replace the current array of RoOs by a single instrument- Maximum Foreign Content (MFC). An MFC is a conceptually clear and transparent instrument, like a tariff. Therefore changing all instruments into an MFC would bring improved transparency pretty much like the "tariffication" of NTBs. The methodology for this exercise is as follows: In step 1, I estimate the relationship between utilization rates, tariff preferences and RoOs. In step 2, I retrieve the estimates and invert the relationship to get a simulated MFC that gives, line by line, the same utilization rate as the old array of Roos. In step 3, I calculate the trade-weighted average of the simulated MFC across all lines to get an overall equivalent of the current system and explore the possibility of setting this unique instrument at a uniform rate across lines. This would have two advantages. First, like a uniform tariff, a uniform MFC would make it difficult for lobbies to manipulate the instrument at the margin. This argument is standard in the political-economy literature and has been used time and again in support of reductions in the variance of tariffs (together with standard welfare considerations). Second, uniformity across lines is the only way to eliminate the indirect source of discrimination alluded to earlier. Only if two countries face uniform RoOs and tariff preference will they face uniform incentives irrespective of their initial export structure. The result of this exercise is striking: the average simulated MFC is 25% of good value, a very low (i.e. restrictive) level, confirming Estevadeordal and Suominen's critical assessment of NAFTA's RoOs. Adopting a uniform MFC would imply a relaxation from the benchmark level for sectors like chemicals or textiles & apparel, and a stiffening for wood products, papers and base metals. Overall, however, the changes are not drastic, suggesting perhaps only moderate resistance to change from special interests. The third chapter of the thesis considers whether Europe Agreements of the EU, with the current sets of RoOs, could be the potential model for future EU-centered PTAs. First, I have studied and coded at the six-digit level of the Harmonised System (HS) .both the old RoOs -used before 1997- and the "Single list" Roos -used since 1997. Second, using a Constant Elasticity Transformation function where CEEC exporters smoothly mix sales between the EU and the rest of the world by comparing producer prices on each market, I have estimated the trade effects of the EU RoOs. The estimates suggest that much of the market access conferred by the EAs -outside sensitive sectors- was undone by the cost-raising effects of RoOs. The chapter also contains an analysis of the evolution of the CEECs' trade with the EU from post-communism to accession. Part II The last chapter of the thesis is concerned with anti-dumping, another trade-policy instrument having the effect of reducing market access. In 1995, the Uruguay Round introduced in the Anti-Dumping Agreement (ADA) a mandatory "sunset-review" clause (Article 11.3 ADA) under which anti-dumping measures should be reviewed no later than five years from their imposition and terminated unless there was a serious risk of resumption of injurious dumping. The last chapter, written with Pr. Olivier Cadot and Pr. Jaime de Melo, uses a new database on Anti-Dumping (AD) measures worldwide to assess whether the sunset-review agreement had any effect. The question we address is whether the WTO Agreement succeeded in imposing the discipline of a five-year cycle on AD measures and, ultimately, in curbing their length. Two methods are used; count data analysis and survival analysis. First, using Poisson and Negative Binomial regressions, the count of AD measures' revocations is regressed on (inter alia) the count of "initiations" lagged five years. The analysis yields a coefficient on measures' initiations lagged five years that is larger and more precisely estimated after the agreement than before, suggesting some effect. However the coefficient estimate is nowhere near the value that would give a one-for-one relationship between initiations and revocations after five years. We also find that (i) if the agreement affected EU AD practices, the effect went the wrong way, the five-year cycle being quantitatively weaker after the agreement than before; (ii) the agreement had no visible effect on the United States except for aone-time peak in 2000, suggesting a mopping-up of old cases. Second, the survival analysis of AD measures around the world suggests a shortening of their expected lifetime after the agreement, and this shortening effect (a downward shift in the survival function postagreement) was larger and more significant for measures targeted at WTO members than for those targeted at non-members (for which WTO disciplines do not bind), suggesting that compliance was de jure. A difference-in-differences Cox regression confirms this diagnosis: controlling for the countries imposing the measures, for the investigated countries and for the products' sector, we find a larger increase in the hazard rate of AD measures covered by the Agreement than for other measures.

A mudança do normativo contabilístico ocorrido em 2009, alterou o paradigma de reconhecimento e mensuração de activos. Embora a natureza das operações contínua presente no processo contabilístico, muitas coisas foram alteradas tendo em conta a substância da informação e a sua realidade económica. O caso dos contratos de concessão é disto um bom exemplo. Há casos em que no normativo anterior eram reconhecidos como activos fixos tangíveis e actualmente são reconhecidos como intangíveis. O estudo em causa tem como objetivo principal analisar o conceito dos contratos de concessão, bem como os procedimentos para o reconhecimento, mensuração e divulgação nas demonstrações financeiras. Considerados activos intangíveis (de facto a entidade acaba por ter um “Direito” de explorar um determinado activo), o processo contabilístico é feito a luz do disposto na Norma de Relato Financeiro nº6 – Activos Intangíveis. Os contractos de concessão apresentam especificidades próprias e por esta razão o IASB emitiu uma IFRIC (nº 12) com o objectivo de clarificar o tratamento contabilístico desta problemática. Não existindo no normativo nacional tal norma interpretativa as empresas nacionais que convivem com esta realidade vêem-se na contingência de, supletivamente, recorrer às normas internacionais de contabilidade para resolver o assunto. É o caso da ELECTRA para os activos afectos a distribuição. Neste sentido, o estudo debruça sobre esta problemática, apresenta um enquadramento teórico, analisar os principais aspectos de reconhecimento a luz dos dois normativos contabilísticos nacionais (o antigo Plano Nacional de Contabilidade e o actual Sistema de Normalização Contabilística e de Relato Financeiro) e termina utilizando as informações da ELECTRA, SARL para ilustrar este processo de reconhecimento contabilístico. The change of a the accounting regulatory occurred in 2009, changed the paradigm for recognizing and measuring assets. Although the continuous nature of the operations in this accounting process, many things have changed in view of the substance of information and its economic reality. The case of concession contracts, it is a good example. There are cases where the former were recognized as legal and tangible fixed assets are currently recognized as intangible assets. The study is aimed to analyzing the concept of concession contracts, as well as procedures for the recognition, measurement and disclosure in the financial statements. Considered intangible assets (in fact the entity turns out to have a “right” to exploit a particular asset) the accounting process is done in light of the provisions of Financial Reporting Standard No. 6 – Intangible Assets. The concession contracts have specific characteristics and for this reason the IASB issued IFRIC one (Ner. 12 ) in order to clarify the accounting treatment of this problem. In the absence of such a standard national regulatory interpretative national companies that live with this reality find themselves in contingency, additionally, make use of international accounting standards to resolve the matter. ELECTRA is the case of the assets connected to the distribution. In this sense, the study focuses on this issue, presents a theoretical framework to analyze the main aspects of recognition light of both national accounting standards (formerly the National Accounting Standards and the current system of accounting and financial reporting) and ends up using the information the Electra SARL to illustrate this process of accounting recognition.

Children and youth with autism spectrum disorder and other developmental disabilities (ASD/DD) require a comprehensive array of medical, behavioral and developmental health services that are often inadequately covered under the current system of health coverage. This leaves children at risk for missed or delayed care and their families with significant financial burdens. The Patient Protection and Affordable Care Act (ACA) is designed to increase health coverage, improve benefits, and provide important new insurance protections for all Americans. Many of the law’s provisions will impact children, including those with ASD/DD, and will be implemented over time. This report, developed by The Catalyst Center at the Boston University School of Public Health, offers a brief description of selected provisions in the ACA that have implications for children with ASD/DD. It also describes how state Title V maternal and child health (MCH) programs can maximize opportunities under the ACA to develop and strengthen systems of care for children and youth with ASD/DD.

Traumatic Brain Injury (TBI) impacts the lives of thousands of Iowans every year. TBI has been described as the “Silent Epidemic” because so often the scars are not visible to others. The affects of brain injury are cognitive, emotional, social, and can result in physical disability. In addition to the overwhelming challenges individuals with brain injury experience, families also face many difficulties in dealing with their loved one’s injury, and in navigating a service delivery system that can be confusing and frustrating. In 1998, the Iowa Department of Public Health (IDPH) conducted a comprehensive statewide needs assessment of brain injury in Iowa. This assessment led to the development of the first Iowa Plan for Brain Injury, “Coming Into Focus.” An updated state plan, the Iowa Plan for Brain Injuries 2002 – 2005, was developed, which reported on progress of the previous state plan, and outlined gaps in service delivery in Iowa. Four areas of focus were identified by the State Plan for Brain Injuries Task Force that included: 1) Expanding the Iowa Brain Injury Resource Network (IBIRN); 2) Promoting a Legislative and Policy Agenda, While Increasing Legislative Strength; 3) Enhancing Data Collection; and, 4) Increasing Funding. The IDPH utilized “Coming Into Focus” as the framework for an application to the federal TBI State Grant Program, which has resulted in more than $900,000 for plan implementation. Iowa continues to receive grant dollars through the TBI State Grant Program, which focuses on increasing capacity to serve Iowans with brain injury and their families. Highlighting the success of this grant project, in 2007 the IDPH received the federal TBI Program’s “Impacting Systems Change” Award. The Iowa Brain Injury Resource Network (IBIRN) is the product of nine years of TBI State Grant Program funding. The IBIRN was developed to ensure that Iowans got the information and support they needed after a loved one sustained a TBI. It consists of a hospital and service provider pre-discharge information and service linkage process, a resource facilitation program, a peer-to-peer volunteer support network, and a service provider training and technical assistance program. Currently over 90 public and private partners work with the IDPH and the Brain Injury Association of Iowa (BIA-IA) to administer the IBIRN system and ensure that families have a relevant and reliable location to turn for information and support. Further success was accomplished in 2006 when the Iowa legislature created the Brain Injury Services Program within the IDPH. This program consists of four components focusing on increasing access to services and improving the effectiveness of services available to individuals with TBI and their families, including: 1) HCBS Brain Injury Waiver-Eligible Component; 2) Cost Share Component; 3) Neuro-Resource Facilitation; and, 4) Enhanced Training. The Iowa legislature appropriated $2.4 million to the Brain Injury Services Program in state fiscal year (SFY) 2007, and increased that amount to $3.9 million in SFY 2008. The Cost Share Component models the HCBS Brain Injury Waiver menu of services but is available for Iowans who do not qualify functionally or financially for the Waiver. In addition, the Neuro-Resource Facilitation program links individuals with brain injury and their families to needed supports and services. The Iowa Plan for Brain Injury highlights the continued need for serving individuals with brain injury and their families. Additionally, the Plan outlines the paths of prevention and services, which will expand the current system and direct efforts into the future.

Tietokoneiden tallennuskapasiteetin ja sekä tietokoneiden että verkkojen nopeuden kasvaessa myös käyttäjien odotukset kasvavat. Tietoa talletetaan yhä enemmän ja näistä tiedoista laaditaan yhä monimutkaisempia raportteja. Raporttien monimutkaisuuden kasvaessa niiden tarvitseman tiedon keräämiseen kuluva aika ei kuitenkaan saisi oleellisesti kasvaa. Tämän työn tarkoituksena on tutkia ja parantaa kansainvälisen metsäteollisuusyrityksen myynnin ja logistiikan järjestelmän raportointitietokannan tehokkuutta etenkin raporttien tietojen keräämiseen kuluvalla ajalla mitattuna. Työssä keskitytään kartoittamaan nykyisen järjestelmän pullonkauloja ja pyritään parantamaan järjestelmän suorituskykyä. Tulevaisuudessa suorituskykyä tarvitaan kuitenkin lisää, joten työssä tarkastellaan myös nykyisen, yleiskäyttöisen tietokannan, korvaamista erityisesti raportointia varten suunnitellulla tietokannalla. Työn tuloksena järjestelmän raporttien tietojen keräämiseen kuluvaa aikaa pystyttiin pienentämään ja pahimmat pullonkaulat selvittämään. Käyttäjämäärän kasvaessa tietokannan suorituskyvyn rajat tulevat kuitenkin pian vastaan. Tietokanta joudutaan tulevaisuudessa vaihtamaan erityisesti raportointitietokannaksi suunniteltuun.

Työn tavoitteena oli kartoittaa Lappeenrannan sementtitehtaan paineilmajärjestelmä, tehdä järjestelmän kehittämissuunnitelma ja arvioida suunnitelman mukaisen investoinnin kannattavuus investointilaskelmilla. Kartoituksesta selviää paineilman hankinnan toteutus, järjestelmään kuuluvien laitteiden selvitys ja energiankulutus sekä jakeluverkon ja paineilman käytön kartoitus. Kartoituksen ja aineiston pohjalta laadittiin suunnitelma järjestelmän kehittämiseksi. Aineistoa kerättiin haastattelemalla laitetoimittajia sekä muiden sementtitehtaiden johtoa. Paineilman käyttöä tehostettiin ja tehtaan matalapaine- eli kuumailmaverkon osalta tehtiin suunnitelmat sen täydellisestä uusimisesta. Tehtaan korkeapaine- eli yleisilmaverkkoon päätettiin olla investoimatta työssä esiteltävien käytännön syiden vuoksi. Investoinnin taloudellinen kannattavuus arvioitiin työhön rakennetulla investointilaskentamallilla. Sen avulla laskettiin investoinnin kannattavuus annuiteettimenetelmällä. Laskelmien tulokseen liittyvä epävarmuus arvioitiin myös malliin rakennetulla herkkyysanalyysillä. Lisäksi mallilla vertailtiin investoinnin eri hankintavaihtoehtojen kannattavuutta. Investointi osoittautui kannattavaksi.

Tutkimuksen tarkoituksenaoli selvittää kansainvälistymistukien käyttöä eri Euroopan maissa. Tarkempaan tutkimukseen otettiin Saksan kaikki osavaltiot ja Ruotsi. Samalla selvitettiin myös niitä kansainvälisen kaupan sääntöjä ja määräyksiä, joita asetetaan, jotta tuet eivät vääristä kilpailua. Tällä tavalla oli tarkoitus löytää uusia 'hyviä käytäntöjä, Suomen seuraavan EU-ohjelmakauden ohjelmien kehittämiseksi. Tutkimuksessa kävi ilmi, että eri maat ja alueet painottavat yritystensä viennin- tai kansainvälistymisen tukemista eri lailla. Joillain alueille ei ole juuri minkäänlaista tukiohjelmaa, kun taas varsinkin Saksassa tukiohjelmatovat laajoja. Yhteistä kaikille ohjelmille on, että tukipäätökset ovat usein pienempiä kuin Suomessa. Toisaalta Suomessakin päätöksien koot ovat yleensä huomattavasti pienempiä kuin olisi mahdollista lain perusteella tehdä. Kokonaisuutena Suomen järjestelmä toimii hyvin ja sen avulla voidaan nytkin saavuttaa hyviä tuloksia. Jatkossa on kuitenkin kiinnitettävä huomiota siihen, että kehitämme ohjelmia erityisesti pienimpien yritysten kansainvälistymistä varten.

VVALOSADE is a research project of professor Anita Lukka's VALORE research team in the Lappeenranta University of Technology. The VALOSADE includes the ELO technology program of Tekes. SMILE is one of four subprojects of the VALOSADE. The SMILE study focuses on the case of the company network that is composed of small and micro-sized mechanical maintenance service providers and forest industry as large-scale customers. The basic principle of the SMILE study is the communication and ebusiness in supply and demand networks. The aim of the study is to develop ebusiness strategy, ebusiness model and e-processes among the SME local service providers, and onthe other hand, between the local service provider network and the forest industry customers in a maintenance and operations service business. A literature review, interviews and benchmarking are used as research methods in this qualitative case study. The first SMILE report, 'Ebusiness between Global Company and Its Local SME Supplier Network', concentrated on creating background for the SMILE study by studying general trends of ebusiness in supply chains and networks of different industries. This second phase of the study concentrates on case network background, such as business relationships, information systems and business objectives; core processes in maintenance and operations service network; development needs in communication among the network participants; and ICT solutions to respond needs in changing environment. In the theory part of the report, different ebusiness models and frameworks are introduced. Those models and frameworks are compared to empirical case data. From that analysis of the empirical data, therecommendations for the development of the network information system are derived. In process industry such as the forest industry, it is crucial to achieve a high level of operational efficiency and reliability, which sets up great requirements for maintenance and operations. Therefore, partnerships or strategic alliances are needed between the network participants. In partnerships and alliances, deep communication is important, and therefore the information systems in the network also are critical. Communication, coordination and collaboration will increase in the case network in the future, because network resources must be optimised to improve competitive capability of the forest industry customers and theefficiency of their service providers. At present, ebusiness systems are not usual in this maintenance network. A network information system among the forest industry customers and their local service providers actually is the only genuinenetwork information system in this total network. However, the utilisation of that system has been quite insignificant. The current system does not add value enough either to the customers or to the local service providers. At present, thenetwork information system is the infomediary that share static information forthe network partners. The network information system should be the transaction intermediary, which integrates internal processes of the network companies; the network information system, which provides common standardised processes for thelocal service providers; and the infomediary, which share static and dynamic information on right time, on right partner, on right costs, on right format and on right quality. This study provides recommendations how to develop this system in the future to add value to the network companies. Ebusiness scenarios, vision, objectives, strategies, application architecture, ebusiness model, core processes and development strategy must be considered when the network information system will be developed in the next development step. The core processes in the case network are demand/capacity management, customer/supplier relationship management, service delivery management, knowledge management and cash flow management. Most benefits from ebusiness solutions come from the electrifying of operational level processes, such as service delivery management and cash flow management.

Sähkönjakeluverkkojen kehittäminen nykyistä käyttövarmemmiksi ja taloudellisemmiksi vaatii jatkuvasti uusia ratkaisumalleja. Lupaavaksi tekniikaksi sähkönjakeluverkkojen kehittämisessä on osoittautumassa tasasähkönjakelu tehoelektronisten komponenttien kehittyessä ja hintojen laskiessa samanaikaisesti. Pienjännitedirektiivi mahdollistaa tasajännitteen myötä aiempaa suurempien jännitteiden käytön pienjänniteverkoissa. Tasajännitteen käytöllä voidaan saavuttaa etuja mm. tehonsiirtokyvyssä, sähkönlaadussa, käyttövarmuudessa sekä kustannuksissa. Työssä tehdään yksityiskohtaisia teknistaloudellisia tarkasteluja perinteistä 20/0,4 kV tekniikkaa, 1000 V sähkönjakelua sekä tasasähköjärjestelmiä hyödyntäen ja verrataan näiden järjestelmien kustannuksia ja ominaisuuksia toisiinsa. Tutkimusalueet on valittu Fortum Sähkönsiirto Oy:n maaseutu- ja taajamaverkoista. Työssä pyritään hahmotta-maan teknistaloudellista käyttöaluetta eri tasasähkönjakelujärjestelmille sekä määrittä-mään tasasähkönjakelun käyttöpotentiaali tutkimuskohteena olleissa verkoissa. Lisäksi tutkitaan eri tekijöiden vaikutuksia tasasähköjakelun kannattavuuteen ja käyttövarmuu-teen sekä pyritään tuomaan esiin muitakin tasasähkönjakelujärjestelmien ominaisuuksia.

In this study, the evaluation of the accuracy and performance of a light detection and ranging (LIDAR) sensor for vegetation using distance and reflection measurements aiming to detect and discriminate maize plants and weeds from soil surface was done. The study continues a previous work carried out in a maize field in Spain with a LIDAR sensor using exclusively one index, the height profile. The current system uses a combination of the two mentioned indexes. The experiment was carried out in a maize field at growth stage 12–14, at 16 different locations selected to represent the widest possible density of three weeds: Echinochloa crus-galli (L.) P.Beauv., Lamium purpureum L., Galium aparine L.and Veronica persica Poir.. A terrestrial LIDAR sensor was mounted on a tripod pointing to the inter-row area, with its horizontal axis and the field of view pointing vertically downwards to the ground, scanning a vertical plane with the potential presence of vegetation. Immediately after the LIDAR data acquisition (distances and reflection measurements), actual heights of plants were estimated using an appropriate methodology. For that purpose, digital images were taken of each sampled area. Data showed a high correlation between LIDAR measured height and actual plant heights (R2 = 0.75). Binary logistic regression between weed presence/absence and the sensor readings (LIDAR height and reflection values) was used to validate the accuracy of the sensor. This permitted the discrimination of vegetation from the ground with an accuracy of up to 95%. In addition, a Canonical Discrimination Analysis (CDA) was able to discriminate mostly between soil and vegetation and, to a far lesser extent, between crop and weeds. The studied methodology arises as a good system for weed detection, which in combination with other principles, such as vision-based technologies, could improve the efficiency and accuracy of herbicide spraying.

Tämä diplomityö kirjoitettiin UPM- Kymmene konsernin UPM Net Services sa/nv osastolle Brysselissä ja Helsingissä. Työn aihe, Data communication in paper sales environment, määriteltiin käsittelemään paperin myyntijärjestelmään liittyviä aiheita. Nykyinen paperin myyntijärjestelmä on käsitelty ensin teoriassa ja aiheeseen kuuluvat ohjelmistotuotteet ja työkaluohjelmistot on esitelty. Parannuksia nykyiseen järjestelmään on pohdittu ohjelmistosuunnittelun, tehokkuuden, tiedon hallinnan, tietoturvallisuuden ja liiketoiminnan näkökulmista. Diplomityön käytännön osuudessa esitellään kaksi ohjelmistoa. Nämä ohjelmistot tehtiin UPM Net Services'lle, jotta saatiin kokemuksia viestin välitykseen perustuvasta tiedon siirrosta. Diplomityön johtopäätösosuudessa todetaan, että paperin myyntijärjestelmän tiedon siirto toimii luotettavasti nykyisessä järjestelmässä. Tulevaisuuden tarpeet ja parannukset ovat kuitenkin vaikeasti toteutettavissa nykyään käytettävin välinein. Erityisesti internetin hyödyntäminen nähdään tärkeänä, mutta se on vaikeasti otettavissa käyttöön nykyisessä järjestelmässä. Viestin välitykseen perustuvat järjestelmät ovat osoittautuneet käytännössä toimiviksi ja tärkein kehitysehdotus onkin viestin välitysjärjestelmän käyttöönotto.

Lappeenrannassa oli vuosina 2001–2003 käynnissä Teknologiakeskus Kareltek Oy:n ”eLiiketoiminta yrityksille”-hanke. Hankkeen tarkoituksena oli esitellä Etelä-Karjalassa toimiville pk-yrityksille uusia liiketoimintasovelluksia ja opastaa yrittäjiä valitsemaan näistä omaa ydinosaamistaan tukevia vaihtoehtoja. Tämä tapahtui hankkeen Internet-sivustolla olevan tiedonhallintajärjestelmän avulla. Tämän työn tavoitteena oli selvittää, miten hankkeen nykyistä järjestelmää tulisi kehittää lähivuosien aikana, jotta sen avulla pystyttäisiin vaikuttamaan tehokkaammin pk-yritysten toimintaan ja siten parantamaan sähköisen liiketoiminnan osaamista Suomessa ja mahdollisesti ulkomailla. Lisäksi uuden järjestelmän tulisi helpottaa pk-yrityksiä koskevan tutkimuksen tekemistä tarjoamalla työkalut kyselyjen teettämiseen järjestelmän käyttäjiltä. Nykyisestä järjestelmästä saatuja kokemuksia, toiveita ja ajatuksia kerättiin hankkeessa mukana olleiden tahojen asiantuntijoilta. Näistä mielipiteistä muodostettiin uuden järjestelmän määrittely, jonka perusteella luotiin alustava aikataulu uuden järjestelmän toteutukselle. Toteutus jaettiin kolmeen vaiheeseen siten, että järjestelmään luotaisiin uusia ominaisuuksia vähitellen.

Työn tavoitteena oli perehtyä prosessilähtöisen laadunhallintajärjestelmän sopeuttamiseen perinteiseen linjaorganisaatioon. Kirjallisuuslähteitä apuna käyttäen perehdyttiin laadunhallintajärjestelmästandardien vaatimuksiin ja organisaatioiden erilaisiin johtamismalleihin. Prosessilähtöisen toimintamallin sopeuttamiseen linjaorganisaatioon liittyy olennaisesti esitutkimus, jonka avulla saadaan tietoa organisaation senhetkisestä tilasta. Tämä esitutkimus suoritettiin kohdeyrityksen henkilöstön keskuudessa eri tutkimusmenetelmiä käyttäen. Saaduista esitutkimuksen tuloksista yrityksen johto voi päättää toimenpiteistä, joilla edesautetaan uuden toimintamallin ja samalla yrityksen vision, strategioiden sekä arvojen saattamista käytännön toimintaan. Uusi prosessilähtöinen laadunhallintajärjestelmä, ISO 9001 -standardi, asettaa niin kyseisen laadunhallintajärjestelmän omaaville kuin sitä tavoittelevillekin yrityksille uudet vaatimukset. Pukkila Oy Ab:n lähtiessä täyttämään näitä vaatimuksia se on kokonaan nykyisestä poikkeavan toimintamallin edessä, joka edellyttää muutosta koko organisaatiolta. Prosessilähtöinen toimintamalli vaatii kokonaan nykyisen toimintamallin kyseenalaistamista, jolloin muutos kohdistuu myös nykyiseen yrityksen johtamisjärjestelmään. Laadunhallintajärjestelmä painottaa tässä toimintamallissa asiakaslähtöistä ajattelutapaa sekä toiminnallisella että teknillisellä puolella. Toimenpidesuosituksena yrityksen johdolle esitetään perehtymistä organisaation eri tasojen yhteiseen sosiaaliseen todellisuuteen sekä muuttamaan osastopohjainen johtamisjärjestelmä prosessilähtöistä toimintaa tukevaksi.
