This study uses a discrete choice experiment (DCE) to elicit willingness to pay estimates for changes in the water quality of three rivers. As many regions the metropolitan region Berlin-Brandenburg struggles to achieve the objectives of the Water Framework Directive until 2015. A major problem is the high load of nutrients. As the region is part of two states (Länder) and the river sections are common throughout the whole region we account for the spatial context twofold. Firstly, we incorporate the distance between each respondent and all river stretches in all MNL and RPL models, and, secondly, we consider whether respondents reside in the state of Berlin or Brandenburg. The compensating variation (CV) calculated for various scenarios shows that overall people would significantly benefit from improved water quality. The CV measures, however, also reveal that not considering the spatial context would result in severely biased welfare measures. While the distance decay effect lowers CV, state residency is connected to the frequency of status quo choices and not accounting for residency would underestimate possible welfare gains in one state. Another finding is that the extent of the market varies with respect to attributes (river stretches) and attribute levels (water quality levels).

The manifesto is a long-standing and powerful tool for challenge within architecture, deployed by those as diverse as Vitruvius and Frank Lloyd Wright (who proposed a Walt Whitman-inspired “Work Song” of 1896) to those publishing in blogs across the designing planet today. Manifestos are locations for dreaming, for the banging of shoes, for passion in words about the environment we invent. Our manifesto follows in that tradition of poetry and critical optimism in calling for a new architecture of soundspace.

Here we wish to act as Markus Miessen’s “uninvited outsider” (Miessen 2010), a transgressive voice that disturbs the status quo beyond comfortable familiarity and brings together different types of thinkers and various modes of critique.[1] In this article we seek to probe “fundamental questions about how and for whom the built environment is produced and … conventional frameworks or oldestablished rules and regulations” through the interdisciplinarity that sound studies demands.[2] The ear to transgression is open.[3]

This book explores the relationship between women, the state and democratic politics in Ireland today. It highlights the conservatism of the political culture shared by all traditions on the island, and how this culture circumscribes women’s political agency in Northern Ireland and Ireland. The book explores the opportunities and obstacles to women’s participation and representation on each side of the border. The chapters take the view that public decision-making institutions and processes are subject to rules and practices that reinforce the gendered foundations of democratic politics. They document women’s continuing quest for full participation and equal representation in these male-gendered arenas. The contributors focus on the marginalised experiences of women in modern politics in Ireland and detail their efforts to challenge the masculinized status quo. The book addresses the classical issues of citizenship, participation, representation and equal rights in a sustained analysis of the political systems on the island. It also deals with modern issues – multiculturalism, peace-building, the male-gendered legislature and the unequal nature of women’s citizenship in constitutional, institutional and policy contexts. The book is completed by a comprehensive appendix of all women elected to political office on the island from 1918-2013.

Practitioners of environmental economics sometimes use repeated trinary choice experiment surveys to estimate the value of environmental policies and programs for use in policy evaluation. These surveys have several advantages over simpler forms of non-market valuation: (1) researchers can estimate the marginal value of attributes of the good or service in question, making the results useful for benefits transfer; and (2) because respondents make several choices and choose from choice sets containing three options, efficiency of the willingness to pay estimate is improved over one-shot, binary choice formats. Despite these benefits, such surveys may have incentive properties which cause the resulting value estimates to be biased. This paper presents a theoretical demonstration that subjects often have an incentive to choose the second-best option in a repeated trinary choice survey. The model shows that due to the nature of factorial choice set design, the second-best option in the choice set will often be the status quo option. The paper reports a set of experiments designed to test these theoretical predictions in an induced-value setting. The experimental results are consistent with the theoretical predictions, demonstrating that repeated trinary choice experiment surveys can generate biased value estimates under a wide range of conditions.

Cancer clinical trials have been one of the key foundations for significant advances in oncology. However, there is a clear recognition within the academic, care delivery and pharmaceutical/biotech communities that our current model of clinical trial discovery and development is no longer fit for purpose. Delivering transformative cancer care should increasingly be our mantra, rather than maintaining the status quo of, at best, the often miniscule incremental benefits that are observed with many current clinical trials. As we enter the era of precision medicine for personalised cancer care (precision and personalised medicine), it is important that we capture and utilise our greater understanding of the biology of disease to drive innovative approaches in clinical trial design and implementation that can lead to a step change in cancer care delivery. A number of advances have been practice changing (e.g. imatinib mesylate in chronic myeloid leukaemia, Herceptin in erb-B2-positive breast cancer), and increasingly we are seeing the promise of a number of newer approaches, particularly in diseases like lung cancer and melanoma. Targeting immune checkpoints has recently yielded some highly promising results. New algorithms that maximise the effectiveness of clinical trials, through for example a multi-stage, multi-arm type design are increasingly gaining traction. However, our enthusiasm for the undoubted advances that have been achieved are being tempered by a realisation that these new approaches may have significant cost implications. This article will address these competing issues, mainly from a European perspective, highlight the problems and challenges to healthcare systems and suggest potential solutions that will ensure that the cost/value rubicon is addressed in a way that allows stakeholders to work together to deliver optimal cost-effective cancer care, the benefits of which can be transferred directly to our patients.

Existe um crescente reconhecimento nacional e internacional do papel da Educação Pré-Escolar (EPE) no desenvolvimento e aprendizagem das crianças dos 3 aos 6 anos. As mais recentes orientações curriculares de diversos países para este nível de educação definem linhas de orientação para as aprendizagens das crianças que contemplam uma área das ciências. Em Portugal as Orientações Curriculares para a Educação Pré-Escolar (OCEPE) constituem-se como eixo estruturante das práticas didático-pedagógicas dos educadores. Este documento integra várias áreas de conteúdo, sendo a sensibilização às ciências considerada na área de Conhecimento do Mundo. A perspetiva que defende a educação em ciências (EC) desde os primeiros anos de escolaridade tem vindo a consolidar-se, dados os resultados alcançados em diversas investigações que demonstram que esta tem tido um impacte positivo relevante na promoção da literacia científica (LC), bem como no desenvolvimento de atitudes positivas face à ciência e à aprendizagem das ciências. Várias investigações, um pouco por todo o mundo, conferiram uma nova abrangência e profundidade à EC, tendo-se vindo a consolidar a ideia de que as crianças conseguem fazer construções cognitivas, ainda que elementares, acerca de fenómenos e conceitos alegadamente difíceis pela sua abstração e que também são muito competentes em processos de descoberta científica. O conceito de competência tem vindo a conquistar uma relevância cada vez mais acentuada nos contextos educativos, constituindo um pilar central em documentos curriculares de diversos níveis de ensino. Tem-se revelado vital na caracterização da interação dos indivíduos nas suas esferas pessoal, social e profissional. Concomitantemente, o caráter eminentemente científico e tecnológico das sociedades atuais exige cidadãos competentes e cientificamente literados, capazes de interagir com o mundo, sendo essa LC imprescindível para que as sociedades continuem a evoluir. Assumindo-se que a EC se implementa através de atividades práticas, importa conhecer formas específicas de abordar os conceitos e explorar os fenómenos com as crianças, em contexto de EPE. Os educadores devem ter acesso a estratégias didáticas (ED) especialmente concebidas para este nível de escolaridade, que suportem práticas inovadoras neste domínio e promovam a mobilização de competências científicas pelas crianças, contribuindo para a promoção da LC. A presente investigação pretende ser um contributo para a operacionalização da EC em contexto pré-escolar. O percurso de investigação desenvolvido, de natureza qualitativa, incidiu em dois focos estruturais que se consubstanciam nas suas duas grandes finalidades: (1) o desenvolvimento de ED para operacionalizar a EC, e (2) o desenvolvimento do quadro teórico referente à mobilização de competências pelas crianças e relativo ao processo de conceção de ED. Assim, o percurso investigativo suportou-se numa metodologia de Investigação Baseada em Design que integrou 15 fases multicontextuais articuladas entre si, envolvendo especialistas da área educativa e científica em processos cíclicos de design, produção, validação, revisão e avaliação das ED. A avaliação dos processos e produtos desta investigação efetuou-se tendo por base a análise dos dados recolhidos e o seu tratamento através de diversos métodos, técnicas e instrumentos, tendo possibilitado: (1) identificar as limitações das OCEPE nas suas linhas de orientação para a EC; (2) desenvolver um conjunto de ED validadas como instrumentos de inovação curricular e como instrumentos de mobilização e desenvolvimento de competências pelas crianças; (3) definir um Quadro de referência conceptual que permite clarificar as interações das crianças em termos de mobilização de capacidades e atitudes/valores e construção de conhecimento; (4) definir Princípios de conceção de estratégias didáticas que permitem replicar o seu processo de desenvolvimento, e (5) clarificar orientações para uma perspetiva integrada de EC. Assumindo-se como um contributo para impulsionar a educação em ciências em contexto pré-escolar, esta investigação fundamenta a necessidade de nela se investir de forma intencional, sistemática e contextualizada neste nível educativo.

Our manifesto ‘To Hell with Herbert Read’ was written originally as a contribution to a conference held in Manchester that took its title from Herbert Read’s book ‘To Hell with Culture’. ‘To Hell with Culture’ is a book that cuts itself off from the world whereas ‘To Hell with Herbert Read’ relocates Read’s book in a world of cultural, social, economic and political actualities that are part of common experience. Read rejects culture because he thinks it is a useless, wasteful, elitist, puffed-up, decorative supplement to the functional, factual, palpable, purposeful world of things. He is a positivist kind of modernist who presents himself as the opposite, an enemy of the status quo. He is an anarchist of a particularly bourgeois hue: he wants us all to have decent pots and pans, not the inferior ones that are supplied by market forces cheaply. Rather than taking his aim precisely to target the dominant forces of his day - the industrial capitalists and their financiers - he rejects the world and all its inhabitants. He not only despises elitist culture but popular culture too.

Dulisch, Linssen und Reiter (2001) legten ein umfassendes Evaluationskonzept für die FH Bund vor. In den zehn Fachbereichen und im Zentralbereich der FH Bund erfolgt/e eine Diskussion, Modifikation und konkrete Anpassung an die Belange vor Ort. Dieser Prozess wurde in einer Evaluationtagung an der FH Bund im Juni 2003 gebündelt. Die Tagung zeigte, dass alle Fachbereiche und der Zentralbereich Fortschritte machen, wenn auch in unterschiedlichem Tempo. Die nachhaltige Verschiebung der Wachstumsmärkte in Richtung Emerging Markets (und hier insbesondere in die BRIC-Staaten) infolge der Wirtschaftskrise 2008/2009 hat die bereits weit reichend konsolidierte Nutzfahrzeugindustrie der Triadenmärkte in Nordamerika, Europa und Japan vor eine Vielzahl von Herausforderungen gestellt. Strategische Ziele wie die Festigung und Steigerung von Absatzvolumina sowie eine bessere Ausbalancierung von zyklischen Marktentwicklungen, die die Ertragssicherung und eine weitestgehend kontinuierliche Auslastung existenter Kapazitäten sicherstellen soll, sind in Zukunft ohne eine Marktbearbeitung in den ex-Triade Wachstumsmärkten kaum noch erreichbar. Dies verlangt eine Auseinandersetzung der betroffenen Unternehmen mit dem veränderten unternehmerischen Umfeld. Es gilt neue, bisher größtenteils unbekannte Märkte zu erobern und sich dabei neuen – teilweise ebenfalls wenig bekannten - Wettbewerbern und deren teilweise durchaus unkonventionellen Strategien zu stellen. Die Triade-Unternehmen sehen sich dabei Informationsdefiziten und einer zunehmenden Gesamtkomplexität ausgesetzt, die zu für sie zu nachteiligen und ungünstigen nformationsasymmetrien führen können. Die Auswirkungen, dieser Situation unangepasst gegenüberzutreten wären deutlich unsicherheits- und risikobehaftetere Marktbearbeitungsstrategien bzw. im Extremfall die Absenz von Internationalisierungsaktivitäten in den betroffenen Unternehmen. Die Competitive Intelligence als Instrument zur unternehmerischen Umfeldanalyse kann unterstützen diese negativen Informationsasymmetrien zu beseitigen aber auch für das Unternehmen günstige Informationsasymmetrien in Form von Informationsvorsprüngen generieren, aus denen sich Wettbewerbsvorteile ableiten lassen. Dieser Kontext Competitive Intelligence zur Beseitigung von Informationsdefiziten bzw. Schaffung von bewussten, opportunistischen Informationsasymmetrien zur erfolgreichen Expansion durch Internationalisierungsstrategien in den Emerging Markets wird im Rahmen dieses Arbeitspapieres durch die Verbindung von wissenschaftstheoretischen und praktischen Implikationen näher beleuchtet. Die sich aus dem beschriebenen praktischen Anwendungsbeispiel Competitive intelligence für afrikanische Marktbearbeitung ergebenden Erkenntnisse der erfolgreichen Anwendung von Competitive Intelligence als Entscheidungshilfe für Internationalisierungsstrategien sind wie folgt angelegt: - Erweiterung der Status-quo, häufig Stammmarkt-zentristisch angelegten Betrachtungsweisen von Märkten und Wettbewerbern in Hinblick auf das reale Marktgeschehen oder Potentialmärkte - bias-freie Clusterung von Märkten bzw. Wettbewerbern, oder Verzicht auf den Versuch der Simplifizierung durch Clusterbildung - differenzierte Datenerhebungsverfahren wie lokale vs. zentrale / primäre vs. sekundäre Datenerhebung für inhomogene, unterentwickelte oder sich entwickelnde Märkte - Identifizierung und Hinzuziehung von Experten mit dem entscheidenden Wissensvorsprung für den zu bearbeitenden Informationsbedarf - Überprüfung der Informationen durch Datentriangulation

This thesis explores the processes through which scarcity is constructed in informal settlements and how conditions emerging within its limits gives way to particular socio-spatial phenomena and influence the emergence of self-organisation and creative strategies from a non-expert perspective. At the same time, this thesis deconstructs these emerging tactics (reactive and transformative) in a diagrammatic way to generate a critical study of their potential for socio-spatial change that goes beyond the everyday survival. Most people associate scarcity with “not having enough” of something, most usually of a material nature. In contrast, this paper is based on the premise that scarcity is a constructed condition, therefore exploring it beyond its immediate manifestation and illustrating its discursive, distributive and socio-material components. In this line, the research uses Assemblage Theory as both an approach and a tool for analysis. This approach allows the research to depart from everyday narratives of the residents, and gradually evolve into a multi-scalar, non-linear reading of scarcity, by following leads into different realms and unpacking a series of routine events to uncover their connections to wider processes and particular elements affecting the settlement and the city as a whole. For this purpose, the research is based on a qualitative, flexible and multi-sited methodology, using different case studies as testing grounds. Collected data stems from a 11-months ethnographic fieldwork in informal settlements in Ecuador and Kenya, analysing the socio-spatial practices and strategies deployed by the different actors producing the built environment and arising from everyday and latent experiences of scarcity. The thesis examines the multi-scalar nature of these strategies, including self-building and management tactics, the mobilisation of grassroots organisations, the innovative ways of collaborating deployed by different coalitions and the reformulation of urban development policies. As outcomes of the research, the thesis will show illustrative diagrams that allow a better understanding of, firstly, the construction of scarcity in the built environment beyond its immediate manifestation and secondly, the way that emerging tactics a) improve existing conditions of scarcity, b) reinforce the status quo or c) contribute to the worsening of the original condition. Therefore, this thesis aims to offer lessons with both practical and theoretical considerations, by firstly, giving an insight into the complexity and transcalar nature of the construction of scarcity in informal settlements; secondly, by illustrating how acute conditions related to scarcity gives birth to a plethora of particular phenomena shaping the territory, social relationships and processes; and thirdly, by identifying specific characteristics within the informal that might allow for new readings of the city and possibilities for socio-spatial change under conditions of scarcity.

Sakr challenges the notion that transnational media technologies have forced states in the Arab Middle East to cede ever more control to non-state players since the 1990s. Taking account of a long history of foreign political engineering in Arab countries, she probes the realities of Arab broadcasting privatization, intra-regional harmonization of government communication policies, and external financial support for media freedom and reform, to show how Arab governments were large successfully in harnessing forces implicated in media globalization in a way that entrenched authoritarian elements of the status quo. The findings validate an alternative to globalization theory that places a dual focus on the agency of national ruling elites and the international structures that underpin the power of those elites today, as in the past.

Tornou-se recorrente falar de uma mudança de paradigma da ciência colonial portuguesa ocorrida no início da segunda metade do século XX. Os estudos históricos e sociológicos da ciência, tentando avançar novas perspetivas sobre a relação entre saber e poder, conhecimento do social e políticas estatais, concluíram pela emergência de uma procura das ciências sociais aplicadas. A presente dissertação, centrada no estudo da génese e consolidação de uma organização burocrática do Estado metropolitano – o Gabinete dos Negócios Políticos do Ministério do Ultramar – recoloca a relação entre produção de conhecimento e poder, analisando um momento específico da racionalização do aparelho burocrático estatal. Recorre-se, para isso, a instrumentos conceptuais do institucionalismo histórico e da sociologia organizacional aplicados a uma análise sistemática do fundo integral do Gabinete dos Negócios Políticos à guarda do Arquivo Histórico-Diplomático do Ministério dos Negócios Estrangeiros. Analisa-se a morfologia e a composição dessa organização na diacronia (1959-1974) e o grau da sua apropriação por uma elite proveniente do campo científico-académico. Uma vez instalado na administração, esse grupo mobiliza as ciências sociais enquanto constittutivas de um ethos administrativo distinto face aos técnicos e contra o que apelidava de “autoritarismo burocrático”. As condições organizacionais do Gabinete e a política de obsturção das elites coloniais ao olhar centralizado da metrópole estiveram na origem de esquemas proto-totalitários de vigilância gizados em Lisboa, que atribuíam um papel subordinante aos indivíduos formados em ciências sociais. Estes planos confundem-se com o impulso desenvolvimentista da década de 1960. Argumenta-se que não é possível interpretar as tomadas de posição de um órgão burocrático do Estado sem atender, por um lado, às pressões morfológicas exercidas pelo campo academico metropolitano, e, por outro, ao processo de modernização económica das populações africanas, que desestabilizava o status quo imperial ao nível local
