Metade Sul : uma análise das políticas públicas para o desenvolvimento regional no Rio Grande do Sul

A Metade Sul do Rio Grande do Sul, considerando sua extensão territorial e a persistência secular de seu declínio econômico, configura-se como uma das questões de maior complexidade na área regional. Nos últimos anos, diversos estudos foram realizados para compreender os motivos desse baixo dinamismo econômico. Ao mesmo tempo, pressões de políticos locais e da opinião pública motivaram a formulação de diversas ações governamentais desenhadas especificamente com o objetivo de reverter essa situação. O presente trabalho teve como objetivo central destacar e analisar, do ponto de vista da administração pública, os principais programas econômicos concebidos nas últimas duas décadas, direcionados a recuperar economicamente essa região. Baseado nos conceitos teóricos das recentes contribuições no campo da economia regional e utilizando o instrumental de análise de políticas públicas, tornou-se possível compreender a concepção central das políticas adotadas e apresentar novas perspectivas de ação.

As matas ribeirinhas no rio Camaquã constituem os maiores remanescentes da Floresta Estacional Semidecidual Ribeirinha no Estado, sendo muito pouco conhecidas florística e fitossociologicamente. Em um fragmento de mata ribeirinha na margem esquerda do baixo rio Camaquã, município de Cristal (31°01’01.7’’S e 51°56’42.0’’W, em torno de 14 m.n.m.) realizou-se um estudo do componente arbóreo, com o intuito de se determinar sua estrutura e relacionar os resultados obtidos com outras florestas no Estado. O clima da região é do tipo Cfa de Köppen, com médias anuais de temperatura de 18,9 °C, e de precipitação de 1.234 mm. Os solos são do tipo Planossolo Hidromórfico Eutrófico (Sge), de textura média/siltosa. O levantamento fitossociológico foi realizado em uma área de 1 ha, dividida em 100 parcelas de 10 x 10 m, onde foram amostradas todas as árvores com DAP maior ou igual a 5 cm. Foram calculados os parâmetros fitossociológicos empregados usualmente, além das estimativas de diversidade de Shannon (H’) e equabilidade de Pielou (J’). Relações florísticas com outras áreas foram feitas através da análise de coordenadas principais e de agrupamento, utilizando os índices de similaridade de Jaccard e Dice. No levantamento florístico foram encontradas 68 espécies arbóreas, a maioria características de ambientes ribeirinhos. Na fitossociologia foram amostrados 2.179 indivíduos, pertencentes a 29 espécies, 25 gêneros e 14 famílias. As famílias Myrtaceae, Euphorbiaceae, Fabaceae, Sapindaceae e Salicaceae apresentaram as maiores riquezas. Os valores de importância mais elevados foram registrados para espécies típicas de sub-bosque, que apresentam grande densidade (Sebastiania commersoniana, Allophylus edulis e Eugenia schuechiana). As espécies ocupantes do dossel, com densidades baixas ou intermediárias (Luehea divaricata e Nectandra megapotamica) destacam-se pela dominância. O índice de diversidade foi estimado em 2,342 nats.ind.-1 (J’= 0,695), sendo intermediário entre os menores valores estimados para as matas de restingas e os maiores para Florestas Estacionais Semideciduais na região. O predomínio de espécies zoocóricas demonstra ser uma floresta madura, embora se tenha encontrado uma grande participação de indivíduos com síndrome de dispersão abióticas. Por sua localização na Planície Costeira Interna, a área apresentou, floristicamente, uma grande influência de espécies provenientes das matas de encosta da Serra do Sudeste, havendo uma maior similaridade com as matas do rio Piratini e outras Florestas Estacionais Semideciduais.

This paper aims to make a theoretical reflection on the theoretical compatibility between the program State Employer of Last Resort (ELR) and the Democratic experimentalism (ED). The ED arises in political thought as an alternative to neo-liberal and social democratic programs in order to rescue the discussion about the institutional organization of society and the market economy. About the involuntary unemployment, it proposes tax changes incidents on payroll and proposes work fronts to the most vulnerable or poorly trained. The hypothesis of this paper is that this approach is compatible with the ELR program, the post- Keynesian line. The ELR is presented as transgression of the mainstream of economic thought by proposing that the State acts as guarantor of employment, working as a stabilizing anchor for the economy. On the edge, the ELR proposes eliminate completely involuntary unemployment. The implementation of the ELR, however, requires the construction of institutions that aim to remake the market economy, as well as deepen and energize politics and democracy, goals that are part of the ED program. Thus, the ED would, in theory, an environment conducive to innovative policies guarantors of training and occupation of the individual, essential for their emancipation institutional environment. In Brazil, which has serious infrastructure problems and qualification of manpower, such a program has enormous potential benefit. However when transposed to the Northeast of Brazil through the Plan for the region based on the principles of the ED and the hypothetical coupling to the ELR could not confirm or reject the hypothesis sub-compatibility of these two theoretical frameworks. The findings point to a partial convergence between these two programs

This work aims at studying the policies of teaching training and their impact in the actors and in the education systems of the countries in which these policies were implemented into the context of neoliberal reforms. We particularly studied these policies in three Latin America countries: Argentina, Brazil and Chile. The policies studied here are the ones implemented from the 90 s. However, the horizon of this study is at the beginning of the 80 s, period that starts one of the four intervention initiatives of education here studied: The Main Project of Education For Latin America and Caribbean (PROMEDLAC), which in 2002 goes into a new stage and it is called Regional Project of Education for Latin America and Caribbean (PRELAC), worked out by UNESCO as a request of government representatives of countries of the region, based on the suggestions of Declaration of Mexico , signed by them in 1979. These suggestions will be in the base of the other three initiatives: The Education For All (EPT); Ibero-American Conferences of Education (CIE) and The Hemisphere Action Plan of Education (PAHE), whose documents are the base to the production of an abundant legislation and normatization on education that created the parameters on which the policies of education reforms were worked out and implemented and the dynamism of our education systems from the last two decades of the twentieth century on. All these initiatives intend to work with objectives, projects and programs that, in some cases, in isolation or in groups, are under influence of their actions in a way that frequently it is difficult to identify which of them is the main responsible for some advances. It is important to stand out that not all of the suggestions produced by these initiatives were implemented as policies, and many of them to be implemented were changed in such a way that they were distorted, even they were a result of a multilateral deal, each country gave to them its own interpretation. Moreover, in all these processes the teaching entities had and keep having a fundamental role. The evidences, result of the evaluations of each initiative, show that education policies implemented produced advances in several aspects. They are still not the ideal ones, in truth, but they do exist. In relation to the teaching questions, there were and are still being implemented multiples and varied actions that did not have the expected impact in the education systems of the countries, objects of this study, but, many of them that go on, are promising and start to have a positive impact into the education systems. Even so, the teaching subject matter, even playing a central role in the agenda of all countries of the region, still represents one of the big challenges to the advance and improvement of our education systems

This study emerges and develops, from a note by Italo Calvino, who in his novel Invisible Cities advised to avoid saying "that sometimes different cities follow on the same site and with the same name, born and die without knowing, without communication among itself ". The research with a transdisciplinary work ( using elements of sociology, anthropology, geography and communication) made a reflection about segregation and tourism: poverty-richness, center-periphery, tradition- spectaclezation , the visitor-visited maping the touristic circuit and discussing about the phenomenon on the real city and touristic place: Natal and the "Sun City" - Rio Grande do Norte, studying videos produced by residents (documentary) and tourists ( posted on the Internet). Doing a comparative analysis between the realities of these two subjects (resident and tourist), the research found few similarities, many differences on the urban experience, with the existence of two distinct realities (tourist region X the periphery region). Based on theory of phenomenology, social representation, and using content analysis of film, it was noted that promotes to the visitor a trip segmented and disintegrated to daily life, culture and contact with the resident. Resident that, in largely part, lives in a unattended area, with no prospect of life (represented by Novo Horizonte Community). The confinement and segregation occurs even in his moments of leisure and cultural expressions (represented by Redinha‟s Beach), because the private an public leisure areas of tourism indirectly prevent access by people who can not contribute to the consumption on this places. This papper concluded that the tourism in Natal is an activity-phenomenon that directs and focuses on public investments for infrastructure tourist region (Ponta Negra Beach), in detriment of the poorest and periphery areas of the city

The study of the photoluminescent properties affected by order and disorder of the BaMoO4 powders is the principal objective in this work. BaMoO4 compounds were prepared using soft chemical process called Complex Polymerization Method. In this work, different deagglomeration types and different heating rates were used to promote different disorder degrees. Scheelite type phase (BaMoO4) was determined by X-ray Diffraction (XRD), Fourier Transformed Infra-Red (FTIR) and Raman spectroscopy after heat treating the sample at 400 degrees C. The room temperature luminescence spectra revealed an intense single-emission band in the visible region. Based on XRD and Raman data it was observed that the transition between the completely disordered structure to completely ordered structure is a good condition for photoluminescence (PL) emission. The best PL emission is obtained when the material possesses short range disorder, i.e., is periodically ordered (XRD), but some disorder as measured by Raman spectroscopy. The excellent optical properties observed for disordered BaMoO4 suggested that this material is a highly promising candidate for optical applications.

An algorithm for adaptive IIR filtering that uses prefiltering structure in direct form is presented. This structure has an estimation error that is a linear function of the coefficients. This property greatly simplifies the derivation of gradient-based algorithms. Computer simulations show that the proposed structure improves convergence speed.

The acquisition and update of Geographic Information System (GIS) data are typically carried out using aerial or satellite imagery. Since new roads are usually linked to georeferenced pre-existing road network, the extraction of pre-existing road segments may provide good hypotheses for the updating process. This paper addresses the problem of extracting georeferenced roads from images and formulating hypotheses for the presence of new road segments. Our approach proceeds in three steps. First, salient points are identified and measured along roads from a map or GIS database by an operator or an automatic tool. These salient points are then projected onto the image-space and errors inherent in this process are calculated. In the second step, the georeferenced roads are extracted from the image using a dynamic programming (DP) algorithm. The projected salient points and corresponding error estimates are used as input for this extraction process. Finally, the road center axes extracted in the previous step are analyzed to identify potential new segments attached to the extracted, pre-existing one. This analysis is performed using a combination of edge-based and correlation-based algorithms. In this paper we present our approach and early implementation results.

In this paper is presented a region-based methodology for Digital Elevation Model segmentation obtained from laser scanning data. The methodology is based on two sequential techniques, i.e., a recursive splitting technique using the quad tree structure followed by a region merging technique using the Markov Random Field model. The recursive splitting technique starts splitting the Digital Elevation Model into homogeneous regions. However, due to slight height differences in the Digital Elevation Model, region fragmentation can be relatively high. In order to minimize the fragmentation, a region merging technique based on the Markov Random Field model is applied to the previously segmented data. The resulting regions are firstly structured by using the so-called Region Adjacency Graph. Each node of the Region Adjacency Graph represents a region of the Digital Elevation Model segmented and two nodes have connectivity between them if corresponding regions share a common boundary. Next it is assumed that the random variable related to each node, follows the Markov Random Field model. This hypothesis allows the derivation of the posteriori probability distribution function whose solution is obtained by the Maximum a Posteriori estimation. Regions presenting high probability of similarity are merged. Experiments carried out with laser scanning data showed that the methodology allows to separate the objects in the Digital Elevation Model with a low amount of fragmentation.

This paper presents a method to enhance microcalcifications and classify their borders by applying the wavelet transform. Decomposing an image and removing its low frequency sub-band the microcalcifications are enhanced. Analyzing the effects of perturbations on high frequency subband it's possible to classify its borders as smooth, rugged or undefined. Results show a false positive reduction of 69.27% using a region growing algorithm. © 2008 IEEE.
