Background: Promoting physical activity is a public health priority, and changes in the environmental contexts of adults’ activity choices are believed to be crucial. However, of the factors associated with physical activity, environmental influences are among the least understood. Method: Using journal scans and computerized literature database searches, we identified 19 quantitative studies that assessed the relationships with physical activity behavior of perceived and objectively determined physical environment attributes. Findings were categorized into those examining five categories: accessibility of facilities, opportunities for activity, weather, safety, and aesthetic attributes. Results: Accessibility, opportunities, and aesthetic attributes had significant associations with physical activity. Weather and safety showed less-strong relationships. Where studies pooled different categories to create composite variables, the associations were less likely to be statistically significant. Conclusions: Physical environment factors have consistent associations with physical activity behavior. Further development of ecologic and environmental models, together with behavior-specific and context-specific measurement strategies, should help in further  understanding of these associations. Prospective studies are required to identify possible causal relationships.

There is a need for more effective and efficient social behavioural change programs instigated by public sector environmental management organisations. The concepts of intrinsic motivation and extrinsic motivation have been shown to provide insights into the environmental behaviour of various groups. The aim of the paper is to investigate the relationship between Intrinsic Motivation, Extrinsic Motivation and Government influence. In particular this study examines the inter-relationship between intrinsic and extrinsic motivation in environmental management. A random sample of 566 land managers in South-eastern Australia was obtained. A structural equation model was used to develop a model which identities the relationship between intrinsic motivation, extrinsic motivation and government influence.

Radical changes in the biosphere and human interaction with the environment are increasingly impacting on the health of populations across the world. Diseases are crossing the species barrier, and spreading rapidly through globalized transport systems. From new patterns of cancer to the threat of global pandemics, it is imperative that public health practitioners acknowledge the interdependence between the sustainability of the environment and the sustainability of the human species.* Why are issues of global and local sustainability of increasing importance to the public's health?* Why do issues of sustainability require new practices within the professions of public health?* How can future and current public health practitioners develop those new practices?Drawing on scientific evidence of global and local environmental changes, Sustainability and Health offers a thorough background and practical solutions to the overlapping issues in environment and health. It examines potential and existing responses to global and local environment and health issues, involving individuals, community, industry and government. The authors introduce a range of emerging conceptual frameworks and theoretical perspectives, link IT and epidemiology and explain how scoping can link program design, delivery, data collection and evaluation in projects from their very beginning. Public health practitioners need to be able to manage health issues that cut across environmental, economic and social systems and to develop the capacity for leadership in facilitating change. Incorporating learning activities, readings, international case studies and an open learning approach, this is a valuable resource for students of public and environmental health, as well as medical, environmental and health science professionals.

Globally, there has been enhanced media -and public interest in tall buildings following the terrorist attacks on the World Trade Centre in New York. In the Arab region, tall buildings have also become an important topic of debate. The Middle East is set to grow significantly over the next two decades. Soaring population and jobs growth will increase demands for the better use of residential and commercial office space. This is a vital issue for the growth in the economy of the region. The number of construction sites for tall buildings in the Arab world is staggering when compared to European developments. A statistical review of tall buildings has shown for example that the United Arab Emirates (UAE) by the year 2010 will outnumber UK and Germany together in the number of 30+ floors buildings by reaching (446 UAE) compared to [243 UK(130) + Germany(113)]. Today high buildings are considered flagship developments not only in the Arab World but also worldwide that play an important part in regeneration. Tall buildings are likely to continue to be relevant to the master planning of areas with good public transport access and capacity. A successful tall building must adhere to a set of clear urban design guidelines that affect the following areas: edges, use, public space, urban integration and environmental factors. This paper addresses this issue. The challenge for architects, urban designers, and planners in the Arab world is to provide the right type and quality of new space and new place that won't undermine the question of identity. The paper explores the nature of tall buildings in the Arab region and provides examples of the positive and negative transformation of the urban environments in a number of locales. The paper concludes by drawing some guidelines for future development of tall buildings in the Arab World.

During the 1990s, states embraced legalised gambling as a means of supplementing state revenue. But gaming machines (EGMs, pokies, VLTs, Slots) have become increasingly controversial in countries such as Australia, Canada and New Zealand, which experienced unprecedented roll-out of gaming machines in casino and community settings; alongside revenue windfalls for both governments and the gambling industry. Governments have recognised that gambling results in a range of social and economic harms and, similar to tobacco and alcohol, have introduced public policies predicated on harm minimisation. Yet despite these, gaming losses have continued to climb in most jurisdictions, along with concerns about gambling-related harms. The first part of this article discusses an emerging debate in Ontario Canada, that draws parallels between host responsibility in alcohol and gambling venues. In Canada, where government owns and operates the gaming industry, this debate prompts important questions on the role of the state, duty of care and regulation ‘in the public interest’ and on CSR, host responsibility and consumer protection. This prompts the question: Do governments owe a duty of care to gamblers?

The article then discusses three domains of accumulating research evidence to inform questions raised in the Ontario debate: evidence that visible behavioural indicators can be used with high confidence to identify problem gamblers on-site in venues as they gamble; new systems using player tracking and loyalty data that can provide management with high precision identification of problem gamblers and associated risk (for protective interventions); and research on technological design features of new generation gaming products in interaction with players, that shows how EGM machines can be the site for monitoring/protecting players. We then canvass some leading international jurisdictions on gambling policy CSR and consumer protection.

In light of this new research, we ask whether the risk of legal liability poses a tipping point for more interventionist public policy responses by both the state and industry. This includes a proactive role for the state in re-regulating the gambling industry/products; instituting new forms of gaming machine product control/protection; and reinforcing corporate social responsibility (CSR) and host responsibility obligations on gambling providers – beyond self-regulatory codes. We argue the ground is shifting, there is new evidence to inform public policy and government regulation and there are new pressures on gambling providers and regulators to avail themselves of the new technology – or risk litigation

Environmental crises around the world have inspired an outpour of creative response. As the effects of climate change increasingly manifest, environmental! art is being politically and pedagogically mobilised for ameliorative strategies. The rubric that instrumentalist, techno-scientific approaches to environmental stress (and attendant social distress) cannot solely provide solutions to this challenge has found increasing acceptance. The concern of this paper, however, is the limited understanding of public art's capacity that is perpetuated bv certain trends in environmental art in which the work is charged with communicative responsibility,. Connected to the representational and instructive traditions of public art, this tendency is further informed by the influence of the 'information-deficit model' in environmental conmunication research: a concept that asserts a straightforward connection between information provision, indiyidual awareness and collective action on a concern. The idea that public art can function as a conduit for knowledge,.which in turn will inspire new moral positions and behaviours, absents the art work from the process of knowledge-making and the production of conditons that enable new practice. Arguing for a revised approach to the environmental possibilities of public art, this paper will propose that in thinking aboutl environmental transformation as essentially unrepresentable, a dfferent mode of public engagement with the issue is enabled.

This thesis examines the key question: can voluntary associations enhance democracy? It tests critical claims made by Habermas and others that voluntary associations have the potential to reinvigorate a public sphere in a state of atrophy. The thesis outlines the major theoretical arguments pertaining to these areas and then presents the results of empirical work within voluntary organisations. Specifically the thesis: Critically examines the concept of the public sphere, being a sphere between the state and civil society and investigates why theorists have advocated voluntary associations, claimed to be the core institutions of civil society, as sites where democratic ideals can be secured; Goes on to examine the concept of civil society and reviews the recent literature that has attempted to define and analyse the role of voluntary associations in contemporary society; Tests empirically the normative ideals that have been advocated on behalf of voluntary associations through the presentation of data obtained using qualitative methodology. The analysis of the data collected during interviews with key employees and members of six voluntary associations in Melbourne, Australia allows for a more informed knowledge regarding the key concepts and themes of the thesis. The thesis ends by directly addressing the following points: whether or not the public sphere is in a state of atrophy; the particular nature of voluntary associations contemporary engagement in the public sphere; and whether voluntary associations can indeed, be sites where democracy can be enhanced and democratic ideals be secured. It is concluded that voluntary associations operate within Habermasian public spheres, counterspheres, and postmodern public spheres and that unitary notions of the public sphere, such as those Habermas proposes, do not adequately explain voluntary associations engagement in the public sphere. Accordingly, it is concluded that voluntary associations have the potential to invigorate public spheres, though not in ways that many theorists writing on the subject suggest.

Despite the perennial nature of the problem of gratuities in considerations of police ethics, many prior analyses of this issue have rested on anecdotal, piecemeal or hypothetical considerations.. This paper draws on a unique sample of actual complaint cases involving gratuities, providing evidence of a range of public concerns about the problem. Gratuities are analysed and contextualised by reference to the concept of conflict of interest, which draws attention to the potential for the performance of public duty to be tainted in fact or appearance. In either case, public trust in the integrity of the police is damaged, giving rise to "political optics" as a key problem with gratuities.  The paper argues that an accountability ethos must be developed to promote active responsibility and a preparedness to prioritise the public interest in policing.

Despite significant efforts in natural resource management (NRM), the environmental condition of Victoria’s catchments is mostly ‘poor to moderate’, and continuing to decline in many places. NRM is a complex undertaking involving social, economic, and environmental objectives, across policy, research, and practice dimensions. It is therefore not easy to ensure that the knowledge required to underpin effective NRM is readily available to practitioners. Knowledge brokering is an emerging approach with the potential to improve knowledge sharing and exchange. While it has attracted attention in other areas of public interest (such as health and information technology), its potential in NRM has received relatively limited attention. This article reports on a Victorian knowledge brokering case study which was a major element in the Catchment Knowledge Exchange project. A key finding is that knowledge brokering is a role that is being undertaken informally, without proper acknowledgement or definition. This raises challenges for knowledge management in the context of NRM. We conclude that the ‘people’ component of knowledge brokering is the driving element, although organisational processes and information technologies are critical in enhancing the effectiveness of knowledge brokers. Demonstrating the benefits of knowledge brokering in terms of the ultimate measure of its contribution towards improving the condition of catchments remains a challenge.

Purpose – Accounting and water industry experts are developing general-purpose water accounting (GPWA) to report information about water and rights to water. The system has the potential to affect water policies, pricing and management, and investment and other decisions that are affected by GPWA report users' understanding of water risks faced by an entity. It may also affect financial returns to accounting and auditing firms and firms in water industries. In this paper the authors aim to examine the roles of the accounting profession, water industries and other stakeholders in governing GPWA. Recognising that the fate of GPWA depends partly upon regulatory power and economics, they seek to apply regulatory theories that explain financial accounting standards development to speculate about the national and international future of GPWA.

Design/methodology/approach – Official documents, internal Water Accounting Standards Board documents and unstructured interviews underpin the authors' analysis.

Findings – The authors speculate about the benefits that might accrue to various stakeholder groups from capturing the GPWA standard-setting process. They also suggest that internationally, water industries may dominate early GPWA standards development in the public interest and that regulatory capture by accounting or water industry professionals will not necessarily conflict with public interest benefits.

Practical implications – Accounting for water can affect allocations of environmental, economic, social and other resources; also, accounting and water industry professional standing and revenues. In this paper the authors identify factors influencing GPWA standards and standard-setting institutional arrangements, and thereby these resource allocations. The paper generates an awareness of GPWA's emergence and practical implications.

Originality/value –
This is an early study to investigate water accounting standard-setting regulatory influences and their impact.

Environmental pollution has become a subject of public interest throughout the world. Not only have developed countries been affected by environmental problems but also the developing nations have started to suffer from the serious impacts of pollution. Within this context it is necessary to collect simplified environmental data to assist in the management of water resources by the appropriate authorities. These data are obtained through an environmental index that allows a space-time comparison of points distributed in the same aquatic body, or between different water bodies, for physico-chemical and bacteriological parameters. The aim of this present study was to determine the environmental status of the Lagoa de Baixo at Guamaré/RN, where a production unit of PETROBRAS RN/CE is located. For this purpose the Water Quality Index (WQI) was used in both an add and multiply form, the Trophic State Index (TSI) and the Environmental Quality Quotient (EQQ), as well as determining the concentrations of metals. The average values obtained for the WQI, in its two forms were 68,67 and 62,76 respectively which were inside the good qualification. According to the TSI the lagoon showed characteristics of a middle trophic state, and an impact level of regular as determined by the EQQ

Foreword Throughout the preparatory process for the World Summit on Sustainable Development and at the Summit itself, which was held in Johannesburg, South Africa, from 26 August to 4 September 2002, discussions were dominated by one central concern: the need to define and reach consensus on concrete, quantitative goals, with fixed deadlines for implementation, which were to supplement the Millennium Development Goals and facilitate progress towards an effective transition to sustainable development. Participants at the Summit explicitly affirmed the need, as a matter of urgency, to identify the financial and technical resources whereby sustainable development would become a reality and benefit directly and particularly rural and urban communities in the developing countries. The document we are now presenting is the outcome of extensive discussions held at a high-level forum during the Johannesburg Summit. Led by representatives of the Government of Mexico, the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Development Programme (UNDP) and the Andean Development Corporation, those discussions were based on the ECLAC/UNDP study entitled Financing for sustainable development in Latin America and the Caribbean: from Monterrey to Johannesburg, which considers the opportunities and challenges for improving prospects for investment and financing for sustainable development and underscores the need to establish a new balance between the market economy and public interest through joint public/private initiatives that combine market innovation, social responsibility and appropriate regulations. Other eminent persons attending the event included heads of State, such as Gustavo Noboa, then President of Ecuador; Enrique V. Iglesias, President of the Inter-American Development Bank (IDB); José María Figueres, Managing Director of the Global Agenda of the World Economic Forum and former President of Costa Rica; and Gro Harlem Brundtland, the legendary figure who pioneered sustainable development. Valuable contributions to the discussions were made by Yolanda Kakabadse, President of the World Conservation Union; Xóchitl Gálvez Ruiz, head of the Unit for the Development of Indigenous Peoples of the Office of the President of Mexico; Cecilia López, former Minister for the Environment of Colombia; and Juan Carlos Maqueda, then Vice President of Argentina. The views emerging from the forum as set forth in this document are designed to facilitate and promote application of the Plan of Implementation of the World Summit on Sustainable Development within the framework of the Millennium Development Goals and the commitments assumed at the International Conference on Financing for Development, which was held in Monterrey, Mexico. We also aspire to continue moving forward with the adoption of measures and policies to increase investment and financing for sustainable development as well as to foster partnerships between the public and private sectors and nongovernmental organizations. We recognize, in this context, the importance of strengthening and improving public and private institutions in order to meet the operational needs associated with the effort to achieve the Millennium Development Goals and pursue the Plan of Implementation formulated in Johannesburg. We trust that this document will contribute to in-depth discussions on the application of the Plan of Implementation in the relevant forums, in particular the United Nations Commission on Sustainable Development. The Plan of Implementation of the World Summit on Sustainable Development opens up new opportunities for Latin America and the Caribbean to renew and revive their own regional agenda -with emphasis on global and especially regional public goods- and to interweave it more cohesively with the global agenda in order to promote the common interests of Latin America and the Caribbean more forcefully in international development forums. The regional agenda and the global agenda cannot be separated in a contrived manner; indeed, to an increasing degree, what we are witnessing are global environmental processes which call for action at the local level. The achievement of sustainable development in Latin America and the Caribbean, where the necessary economic, social, environmental and geopolitical conditions are combined, requires a subtle balance between the market economy, the State and the citizen. Such a balance will result in the consolidation of democratic governance in the service of human development. O presente trabalho trata da análise teórica da plurifuncionalidade da Segurança Alimentar e Nutricional (SAN) no meio ambiente, que se sustenta como um dever de solidariedade agroambiental. O trabalho foi dividido em três partes, cada uma com dois capítulos, que foram desenvolvidos inicialmente com o estabelecimento do contexto em que se encontram os assuntos abordados, e finalizados com observações acerca das principais ideias estudadas, até a elaboração de considerações finais, que demonstram os resultados alcançados pelo trabalho. Utiliza-se a metodologia teórica e o raciocínio indutivo-crítico, pois se parte do estudo de um fenômeno individualizado, a SAN, para se prejetarem hipóteses que considerem seus efeitos e interações com o meio ambiente natural, para ao final buscar generalizar as soluções encontradas, notadamente a solidariedade em sua dimensão de dever jurídico. Procura-se sustentar a argumentação com obras de referência bibliográficas e outras produções científicas de entidades nacionais e estrangeiras. Discute-se introdutoriamente alguns motivos que levaram à realização da tese, quais sejam os graves problemas que envolvem a alimentação humana na contemporaneidade, destaca sua aproximação com os direitos humanos, especialmente com o princípio da solidariedade e suas características de transdisciplinaridade metodológica, que gera necessariamente efeitos em vários outros campos do conhecimento. São revisados criticamente conceitos firmados pela Organização das Nações Unidas para Agricultura e Alimentação (FAO), especialmente os referentes ao direito à alimentação, direito a estar alimentado, soberania alimentar, Segurança Alimentar e Nutricional (SAN), desnutrição, subnutrição e má nutrição. Considera-se a SAN em sua dimensão plurifuncional porque implica necessariamente em repercussões éticas e jurídicas no âmbito dos direitos humanos, a partir da ideia teórica da solidariedade, que é estudada desde a sua formação antiga, quando associada à virtude, até à modernidade e a aproximação com a política e o direito, entendida no presente como princípio que sustenta o dever jurídico ligado à gestão racional de bens ambientais voltados à alimentação, delimitados em especial no direito agroambiental, percebendo-se a solidariedade então como fundamento de direitos, valor superior qualificada pela fraternidade, e ao mesmo tempo prevista em documentos internacionais de direitos humanos e em diversas constituições. Os interesses difusos são necessariamente examinados, pois a SAN é um interesse geral da sociedade humana, e implica na preservação dos bens ambientais alimentares, considerados indivisíveis na visão solidária, que deve ser integrada aos valores liberdade e igualdade, tornando-os princípios com interpretação mais humana, limitando seu exercício absoluto e ainda justificando-os. A ideia de solidariedade faz com que seja possível chegar aos direitos partindo do dever agroambiental e, diante das várias correntes teóricas que tratam do dever jurídico, considera-se que seja autônomo em relação ao direito subjetivo, mas traduzindo deveres ligados a finalidades sociais, de interesse público, que se manifestam em ambiente democrático, podendo o dever agroambiental ser considerado fenômeno com raízes de ética pública, com elevados valores ambientais, decisivos em sua dimensão jurídica de obrigações e responsabilidades, de todos em relação a todos, inclusive com normas objetivas nacionais e internacionais de proteção de bens agroambientais. Sustenta-se que nesse sentido a ética pública ligada à ética ambiental pode ser decisiva na observância ao direito, para além do convencimento meramente externo, mas enquanto manifestação também interna, ética, que carrega de sentido o dever jurídico solidário ligado à plurifuncionalidade da SAN. Também são elaboradas críticas à tradicional argumentação acerca dos direitos das gerações futuras, pela imprecisão e incerteza científica que os cinge, afastando-os da possibilidade de figurarem como objeto do direito, para assentar que os direitos de que se falam são precisamente traduzidos como deveres das gerações presentes, sendo estes deveres o vínculo jurídico entre gerações sucessivas. Nesse sentido, a solidariedade intergeracional passa a ter um liame jurídico contínuo, estudado através da teoria dos direitos fundamentais, o que lhe confere como característica a fluidez entre as gerações, e que por isso exige o aproveitamento racional dos recursos ambientais naturais, amparado nos princípios da precaução e informação, na ética da responsabilidade dirigida a todas as gerações, que demanda a incorporação de longo tempo nas ações humanas, que possibilite a ampla educação ambiental, e o desenvolvimento do pensamento altruísta, transtemporal, que considere problemas ambientais transfonteiriços e os bens ambientais naturais finitos, sendo indispensável conscientização da geração presente e de sua classe política para a afirmação da solidariedade. Estuda-se ainda que o dever de gestão racional dos bens ambientais naturais alimentares é dever de solidariedade, pois se considera que cada indivíduo usa uma parcela imaterial e indivisa desse bem coletivo, que pode ser público ou privado, mas que se sujeita à solidariedade. Nesse contexto só prevalece o direito de propriedade, em relação aos seus atributos tradicionais, se o objetivo comum de preservação dos bens ambientais alimentares não fornecer uma justificativa suficiente para impor readequação da atividade, abstenção de conduta, ou mesmo medidas sancionadoras decorrentes de responsabilização objetiva. Finalmente, enquanto contribuição científica, o trabalho apresenta um ensaio para a construção das características do dever de solidariedade agroambiental, quais sejam, o seu objeto e os sujeitos, a sua estrutura, que abrange a natureza das obrigações dele decorrente, e o regime principiológico. A conclusão geral apresentada é que o dever de solidariedade agroambiental, demonstrado sua ocorrência pela plurifuncionalidade da SAN, corresponde à ideia de justiça e moralidade política, fenômeno no qual é percebida intensa conexão entre o direito e a ética ambiental, compreensão relevante para resolução de conflitos que envolvam alimentação humana e a utilização de bens ambientais naturais.
