A avaliação do desempenho das instituições públicas por meio de indicadores tem propiciado uma grande mudança no comportamento dos gestores governamentais. Este trabalho apresenta a pesquisa realizada para definição de indicadores de produtividade para o Instituto Nacional de Criminalística (INC) da Polícia Federal. Foi realizado um levantamento bibliográfico sobre indicadores de desempenho em empresas, em instituições públicas e afins, oferecendo uma proposta de indicadores que possibilitem avaliar a atuação do INC em termos de eficiência. A pesquisa de campo foi realizada entre peritos criminais federais para verificar suas percepções sobre indicadores atuais e quais seriam os ideais. Posteriormente, foi feita uma análise dos dados armazenados no Sistema de Criminalística (SISCRIM) a fim de avaliar a adoção de tais indicadores.

O presente trabalho tem por objetivo discutir os principais aspectos que caracterizam as políticas públicas e ações de prevenção da violência e promoção da cultura de paz, dando ênfase ao papel da saúde pública nesse processo. A violência é um fenômeno bastante complexo, pluricausal, que afeta a vida das pessoas e produz enorme impacto na saúde pública. A sua superação exige o envolvimento de todos os setores da sociedade, sendo as instituições públicas, acadêmicas e organizações da sociedade civil atores fundamentais. A saúde pública tem um papel importante, tanto na produção de conhecimento e na disseminação dessas informações, como na elaboração e implementação de políticas públicas de enfrentamento e prevenção da violência e na construção de redes intersetoriais que possibilitem uma atenção integral a todos os aspectos que a determinam.

Este trabalho investiga os fatores associados à segregação de alunos entre o Ensino Superior provido publicamente e aquele oferecido pelo setor privado. Com base em dados da Pesquisa Nacional por Amostra de Domicílios (PNAD/IBGE), são encontrados indícios de que um ano a mais de estudo da mãe do aluno afeta positivamente (0,3 ponto percentual) a probabilidade de o aluno ingressar na rede pública. Em relação à qualidade do Ensino Superior, representada pela nota agregada ao longo do curso da prova objetiva do componente específico do Exame Nacional de Desempenho dos Estudantes (Enade), são encontradas evidências de uma maior qualidade do bem ofertado publicamente em comparação à rede privada: alunos de instituições públicas apresentam nota agregada 6,17 pontos mais elevada. Usando o método de decomposição de Oaxaca-Blinder sobre a nota do Exame Nacional do Ensino Médio (Enem) do aluno ingressante, encontra-se que apenas um terço do diferencial de -0,61 pontos na nota entre os alunos da rede privada e os da pública pode ser explicado pelas variáveis observáveis utilizadas, enquanto dois terços do diferencial estariam associados a variáveis não-observáveis, como a habilidade inata do aluno. A nota do Enem, líquida das demais variáveis observáveis, estaria representando, portanto, as características intrínsecas do aluno, inclusive habilidade. Ao se usar esta nota do Enem líquida como variável explicativa na decomposição da nota do Enade de formação geral do ingressante, tem-se que mais de 90% do diferencial de notas entre as redes de ensino podem ser explicados pelas observáveis, e a nota do Enem líquida é o principal fator responsável por explicar este diferencial de notas.

The implementation of the Basle II agreement in the financial markets of world economies has been seen as a significant advance in relation to the model enforced under the first agreement (Basle I). It is generally understood that the new agreement represents a substantial advance in relation to the first because it allows banks to better deal with the risks to which they are exposed. Nevertheless, when the application of these principles to development banks is considered it can be noted that certain inconsistencies exist, notably the fact that these institutions are typically public institutions - or at least strongly dependent on public funding - and they do not operate the payment system of the economy. Therefore, the application of the Basle rules to these institutions does not make sense. This means that Basle does not represent an appropriate set of recommendations for how these institutions should deal with their risks, whether because the proposed form of dealing with risks is inadequate, or because other relevant risks for these institutions are not covered by Basle I and II.

Os desafios impostos à Administração Pública são crescentes. Problemas públicos complexos e uma sociedade cada vez mais consciente de seus interesses e insatisfeita com a prestação dos serviços públicos a pressionam a buscar formas de enfrentar essas questões. A presença de lideranças capazes pode ser um meio de alavancar o caráter criativo e inovador das instituições públicas, assegurando agilidade e qualidade na resposta a essa sociedade mais atenta e conhecedora de seu valor. Nesse sentido, o presente estudo buscou identificar em que medida as agências reguladoras federais, autarquias especiais da Administração Pública indireta, têm valorizado suas lideranças. Reconhecidas pela elevada especialização técnica, fundamental para a atuação em setores dinâmicos e estratégicos para os interesses do país, é de se esperar que seus esforços sejam por assegurar o emprego de uma gestão moderna e eficaz. O estudo considerou as impressões colhidas a partir de entrevistas com os responsáveis pela gestão de pessoas dessas instituições. Como resultado foi possível concluir que, de fato, as agências reguladoras vêm envidando esforços no sentido de identificar, capacitar e fortalecer as suas lideranças, com vistas a aprimorar a gestão organizacional.

Esta pesquisa busca verificar se a política de cotas, incluída na legislação federal brasileira por meio da Lei nº 12.771 de 2012, ao tornar obrigatória a reserva de vagas no ensino superior numa combinação de cor/raça, renda e origem em rede pública de ensino médio, tem caminhado para alcançar seu objetivo de forma a minimizar as dívidas racial e social brasileiras, causadas, entre outras, pela escravidão que por décadas se perpetuou no país. Para isso a pesquisa focou na escolha das carreiras dos estudantes cotistas e não cotistas de uma forma geral, além de por sexo e turno. Buscará evidenciar a hipótese de que o público-alvo da política de cotas ao escolher carreiras menos prestigiadas ou com menor retorno financeiro, finda por minimizar o impacto da mesma e sugere que política complementar seria necessária. Para classificar e agrupar as carreiras, o trabalho utilizou a base de dados do Instituto Brasileiro de Geografia e Estatística - IBGE que lista as carreiras pela remuneração média percebida. Após contextualização da desigualdade racial e social, da educação como promotora do desenvolvimento econômico e social, das experiências americana e brasileira com ações afirmativas, da exposição da legislação que dispõe sobre o tema e de estudos já realizados, e da importância da avaliação das políticas públicas, são analisados os dados do Censo Escolar do Ensino Superior, do ano de 2013, do Instituto Nacional de Estudos e Pesquisas Anísio Teixeira – Inep, no que tange a escolha de carreira dos cotistas e não cotistas, além de por sexo e turno. A abrangência da pesquisa se restringiu às universidades, centros e institutos públicos situados no estado do Rio de Janeiro que, em diferentes graus e épocas já adotaram a política de cotas, a fim de verificar a hipótese. Ao final a pesquisa demonstra que o modelo de regressão que inclui as IES e o tempo de vigência da política se mostrou estatisticamente significativo sinalizando a forte influência das IES e do tempo sobre a razão de cotista e que, ao contrário do que se pensava, os cotistas escolhem as carreiras mais bem remuneradas ou de mais prestígio. Além disso, demonstra que o sexo feminino, da mesma forma que os estudantes de turno noturno, de uma forma geral, cotistas e não cotistas, optam por carreiras menos remuneradas indicando a necessidade de política complementar que: fomente a participação do sexo feminino nessas carreiras, avalie as carreiras e vagas oferecidas no turno noturno e corrija distorções que ampliem o leque de possibilidades para os alunos de ensino superior.

The Triennial Evaluation of Coordination for the Improvement of Higher Education Personnel (CAPES) is made according to several indicators, divided into several issues and items, and their weights. In these it is evident the importance of scientific periodicals. This study aims to evaluate the relative efficiency of post-graduate students in Business Administration, Accounting and tourism evaluated by CAPES in Brazil. The methodology used the data envelopment analysis - DEA (Data Envelopment Analysis). The data were obtained from the site and organized by the CAPES Qualis score. The analysis was performed by the DEA variable returns to scale, product-oriented (BCC-O), with data from the three-year periods 2004-2006 and 2007-2009. Among the main results are the average increase significantly the relative efficiency of the programs in the period 2007-2009 compared to 2004-2006 period, the highest average efficiency of programs linked to public institutions in relation to private, doctoral programs with the present average efficiency sharply higher than those only with masters, and senior programs in general were more efficient. There is also moderate and significant correlation between the efficiency scores and concepts CAPES. The Malmquist index analysis showed that more than 85% of programs had increased productivity. It is noteworthy that the main effect that influences the increase of the Malmquist index is the displacement of the border (Frontier-shift)

Due to the appreciation of family farming by the Brazilian Federal Government, the Technical Assistance and Rural Extension was induced to restructure and act in a more participative way, culminating in the National Policy of Technical Assistance and Rural Extension (PNATER), changing the profile of technology transfer and knowledge (diffusionism) for an action that uses participatory methodologies focused on exchange of knowledge between farmers and technicians. The process of discussion of the trends of ATER brought the New ATER , with the recognition of agroecology as the main guidance. This research aimed to analyze methods of public ATER developed by institutions of Rio Grande do Norte, under the guidance of New ATER. The research is qualitative. Secondary data were collected through documental research and literature. Primary data were collected through a set of interviews applied to representatives of public institutions ATER, namely EMATER-RN, Diaconia and AACC and representatives of organizations that receive public ATER. The research showed the difficulties of EMATER-RN in implementing of New ATER due to lack of infrastructure and low adherence of the new form of technical assistance and rural extension. It was shown also that the AACC and Diaconia act with ATER through projects with implementation deadlines set, often interrupting ATER while communities are still in need of assistance

This paper analyzes the relationship between fundamental rights and the exercise of the claim punitive society in a democratic state. It starts with the premise that there are fundamental rights that limit and determine the validity of all forms of manifestation of the claim punitive society (legislating, investigative, adjudicative or ministerial) and there are others that require the state the right exercise, fast and effective of these activities. Travels to history in order to see that the first meaning of these rights was built between the seventeenth and eighteenth centuries, after all a history of abuses committed by state agents in the exercise of criminal justice, and positively valued in the declarations of human rights and proclaimed in the constitutions after the American and French Revolutions, while the second meaning has been assigned between the nineteenth and twentieth centuries, when, because of the serious social problems generated largely by absenteeism state, it was noted that in addition to subjective rights the individual against the state, fundamental rights are also objective values, which trigger an order directed the state to protect them against the action of the offending individuals themselves (duty to protect), the mission of which the State seeks to discharge, among other means, through the issue of legal rules typifying the behavior detrimental to such rights, subject to penalties, and the concrete actions of public institutions created by the Constitution to operate penal law. Under this double bias, it is argued that the rule violates the Constitution in the exercise of the claim punitive society as much as by excess malfere fundamental rights that limit, as when it allows facts wrong by offending fundamental rights, remain unpunished either by inaction or by insufficient measures taken abstractly or concretely provided

The present work, based on the methodological principles of the Comprehensive Discourse Analysis, aimed, through the speech of twelve newly arrived students at the Pedagogy course of the Federal University of Rio Grande do Norte, to understand the moment students start university. It also aimed to analyze the relationship between the schools they were coming from and university entrance as well as the relationship between university and their new students. In the first part of the work, which focused on school knowledge, a comprehensive listening of the speeches of the students led primarily to a distinction, established by the students, between public and private schools, a distinction especially based on the view of superiority of private schools against public ones. The abovementioned interpretation is found in the discussion of the structural duality of Brazilian education which, historically, offers different pedagogical appliances among students of more priviledged social classes and those who come from lower levels of society. The overcome of this duality, aspired by the Brazilian Constitution of 1988, was stopped by the advent of a new economic model neoliberalism, which reinforced the differences between public and private when it prioritized the market on the economic, political and social relations, including educational projects. Impoverishment of public institutions and pauperization of the work of professors affected also the relationship between teachers and studens at the current institution. This is how the teacher becomes the greatest villain at the public management system. All of these references concerning differences in the quality of teaching at public and private schools, expressed by the students interviewed, however, were centered in the preparation for the entrance exam, called vestibular, thus showing a view that the relationship between the student and the school he came from is of a propedeutic kind and even so, reduced to a preparation for an entrance exam. In the second part of the work, which analyzed the relationship between newly arrived students and their university, it was noticed that the latter represents a whole new world. This world is seen as the change at the student´s social statute for now he is grown, takes more responsibilities and is socially respected. This change of attitude established by society and the discovery of a new world which requires more independence from the students, creates in them feelings of pride and fear and they feel insecure when it comes to making decision in the campus because now their decisions deliver a greater load of responsibility. This is when students understand they need to develop autonomy, which is seen, in this work, as the capacity to make conscious decisions. Nevertheless students expressed an understanding of autonomy as something that comes as a gift for those who enter university and not as a process that is constructed from social experiences. For these students, the need to be autonomous refers to the relationships with their teachers and the search for information. This search, however, is also related, according to interviews, to public school financial cuts, which penalize university, and to the lack of employers

A descriptive and exploratory Study, quantitative in nature, with the aim to assess the Quality of Life (QL) of the elderly leaving in a Long Residence Institution (LRI) according to their own perception. It was conducted in six Public Institutions of Long Residence for Seniors, in the municipality of Natal - RN, in the period of July to August 2007. The data was collected using two structured interview forms: the first, containing questions about socio-demographic aspects and the second - the WHOQUOL-OLD, prepared by the World Health Organization to assess elderly s quality of life. The reference population was 266 old persons, and a random sample, of 43, being 28 women and 15 men, who account for 30%. The results indicated there is a predominance of older women (65.1%) and the average age is 76.6 years; the predominant religion is the Catholic - 44.2% and, 32.6% are unmarried without children. As for schooling and precedence, 41.9% are illiterate and 67.4% come from the rural area. The time of residency in the institution goes between 1 to 5 years for 69.8% of the elderly, 37.2% of them residing in the institution for not having another option. Most elderly informed using medicines. 51.3% said they are taking anti-hypertensive. As for the other aspects of QL: sensory aspects, autonomy, past, present and future activities, social participation, death and dying and intimacy, the WHOQOL-OLD, showed an average total score of 52.9% (scale of 0 to 100), with a tendency to neutrality, denoting that the elderly, in this study, evaluated their QL as neither satisfactory or unsatisfactory. Of all the facets of the instrument of QL, the sensory facet secured the highest average scores (68,1%), showing that the elderly are "happy" in the situation in which they find themselves, not showing significant disabilities. The facet of autonomy, which refers to the independence and the ability to make decisions on their own life, received the lowest average scores (40.7%), showing the dissatisfaction of the elderly on this aspect. The evaluation of the elderly on other facets were: social participation (48.2%); activities past, present and future (44.6%) and intimacy (50.6%), all perceived as neither unsatisfactory or satisfactory. On the item death and dying, the elderly people declared themselves satisfied, with average score of 65.5%. The analysis of the reliability of the WHOQOL-OLD by the Cronbach Alpha showed 0.57, considering the 24 items that cover the instrument, showing regular internal reliability of the instrument, in our reality. The result is probably due to differences between the regions south and east and the broader sociocultural diversity. We believe that the elderly in this study, tended to realize their QL as neutral, considering it as neither unsatisfactory or satisfactory, result likely related to the resignation with the destine, characterized, at the time, by the finitude of life, feeling very common among elderly, or perhaps, even for an accommodation, often accompanied by discouragement, present in the daily life of many of them

This research had as its guiding question: what theoretical and structural milestone of graduation nursing curriculum of public universities in the State of Rio Grande do Norte? The objectives of this study were: Analyze theoretical and structural milestones of graduation nursing curriculum of public universities in the State of Rio Grande do Norte; Identify the theoretical milestone and training models that guide the structural milestones of nursing curriculum courses of public universities studied; Analyze the training concepts of curriculums from the voices of the coordinators of the courses. This is a qualitative study, analytical, with discussions of the documentary and empirical research. Ten teachers participated who act as coordinators of the graduation courses in nursing or academic advisors, in UFRNCentral Campus in Natal and Health Sciences College (Facisa), in Santa Cruz-and on UERN -Campus Caicó, Mossoró and Pau dos Ferros. The information collected by interview was analyzed by sociology or symbolic cartography of Boaventura de Sousa Santos. The research was approved by the Research Ethics Committee of the UERN by the CAAE: 03610912.7.0000.5294. All the participants signed the Free Consent and clarified Term The results and discussion were presented in four scientific articles. The first article, titled the Pedagogical projects in nursing analysis in the light of the symbolic cartography, features the use of cartographic method in the researches and in the study of nursing curriculums. In the article The Analysis of theoretical-philosophical, structural and referential milestones in nursing curriculums, these milestones are renowned in curriculums of UERN and UFRN. The main challenges faced in the implementation of supervised internship in nursing provide a reflection on the difficulties that the internship supervisors present, especially with the relationship between education/service and the articulation theory/practice. In the last article are discussed the changes in nursing training from the former student profile, who won a boost from the curricular changes proposed by the national curriculum guidelines. The study concluded, by the analysis of theoretical and structural milestones of nursing curriculum courses of public universities of Rio Grande do Norte, that there is an explicit intention to train nurses for the health system and a search on innovative teaching projects in accordance with the national curriculum guidelines for the area of nursing. The thesis defended in this investigation was that the curriculum of public institutions of higher education in nursing in the State of Rio Grande do Norte advanced from a training focusing on biologicist model, flexneriana guidelines, for teaching able to articulate the health with the social, political and cultural issues

One of the best examples of the Information and Communication Technology (ICT) evolutions is on the high capability of storing and processing data into smaller devices, creating a new business condition, the mobility . This mobility in a deeper analysis proposes a business remodeling in many different areas (business segmentations), through the Internet anywhere at any time, allowing managers and researchers to think again their actual models that work nowadays in companies and public institutions, modifying the way internal and external clients can be attended. This thesis analyzes issues on mobile business adoption, technological evolutions and the impacts caused by this new reality the access to information anywhere at any time . This research is exploratory and shows a compilation of similar papers and thesis describing how was conducted the survey within 50 companies in the states of Rio Grande do Norte, Pernambuco and Ceará. The statistics analysis showed the different level of mobile technology usage from simple voice communications to wide band data transmission. The analysis pointed that canonic correlation was the most effective type of analysis to describe the relations among all groups of variables showing which of them are relevant, or not, for mobile technology adoption

The aim of this approach is to describe the design and construction of a low-cost automated water sampler prototype. In recent years, there is an increasing need on the use of automated equipments for hydro climatic variables to be use in urban and rural environments. Such devices are always used to provide measured information which is of crucial importance on the development of water resources strategies at watershed scale. Actually, many research and water public institutions have been using these kinds of equipments. In most of the cases, automated equipments are expensive and need to be imported, generating a situation of technologic dependency. The prototype is based on an electronic system which controls a peristaltic pump functioning, five solenoid valves and an ultrasonic sensor connected to a datalloger. An interface with the user allows communication with a PC, when the equipment functioning parameters can be provided. The equipment has a hydraulic module composed by a 12V peristaltic pump connected to a distribution circuit composed by five solenoid valves, one of them being used to clean the circuit before each sampling procedure. Samples are collected by four 1.95 polyethylene bottles. The sampler body was made of acrylic material, with a cylindrical shape, and dimensions 0.72 m and 0.38 m height and diameter, respectively. The weight of the equipment without samples is approximately 15 kg, which infers to its portability. The prototype development total cost budget was approximately US$ 1,560.00. Laboratory tests aimed to evaluate the equipment performance and functioning demonstrated satisfactory results

Neste artigo analisa-se a oferta de vagas para o período noturno nos cursos de graduação da educação superior no país, com foco nas universidades públicas estaduais paulistas, a fim de se verificar como estas têm atendido à exigência da Constituição Paulista no sentido de se ofertar pelo menos um terço do total de suas vagas a este período. Avalia-se o impacto dessa exigência no contexto maior da oferta de vagas para a educação superior no país, considerando que a Reforma Universitária em trâmite propõe este mesmo índice para as universidades federais. Uma retrospectiva histórica apresenta a origem da educação superior no país, a presença exclusiva das instituições públicas até meados do século XX, a entrada das instituições religiosas no setor privado em 1946, e os desdobramentos da Reforma Universitária de 1968, marco da expansão do setor privado, que contempla atualmente 71,7% das 4,1 milhões de matrículas em cursos de graduação no país. As reflexões indicam que a expansão da educação superior deve priorizar o crescimento da oferta de vagas no sistema público, buscando uma melhor relação de vagas entre o sistema público e o privado, com ênfase nas demandas crescentes do período noturno, visando a um projeto maior de desenvolvimento do país, ordenado pelo Estado e alicerçado na valorização da Educação.
