Background: Over many years, it has been assumed that enzymes work either in an isolated way, or organized in small catalytic groups. Several studies performed using "metabolic networks models'' are helping to understand the degree of functional complexity that characterizes enzymatic dynamic systems. In a previous work, we used "dissipative metabolic networks'' (DMNs) to show that enzymes can present a self-organized global functional structure, in which several sets of enzymes are always in an active state, whereas the rest of molecular catalytic sets exhibit dynamics of on-off changing states. We suggested that this kind of global metabolic dynamics might be a genuine and universal functional configuration of the cellular metabolic structure, common to all living cells. Later, a different group has shown experimentally that this kind of functional structure does, indeed, exist in several microorganisms. Methodology/Principal Findings: Here we have analyzed around 2.500.000 different DMNs in order to investigate the underlying mechanism of this dynamic global configuration. The numerical analyses that we have performed show that this global configuration is an emergent property inherent to the cellular metabolic dynamics. Concretely, we have found that the existence of a high number of enzymatic subsystems belonging to the DMNs is the fundamental element for the spontaneous emergence of a functional reactive structure characterized by a metabolic core formed by several sets of enzymes always in an active state. Conclusions/Significance: This self-organized dynamic structure seems to be an intrinsic characteristic of metabolism, common to all living cellular organisms. To better understand cellular functionality, it will be crucial to structurally characterize these enzymatic self-organized global structures.

The effects of some socio-economic variables on the performance of artisanal fishermen were investigated. The variables include the age-structure of the fishermen, level of investment, educational background, membership of co-operative societies and marketing arrangements. All these variables were found to be crucial to productivity in the artisanal fishing sector

Papaseit et al. (Proc. Nati. Acad. Sci. U.S.A. 97, 8364, 2000) showed the decisive role of gravity in the formation of patterns by assemblies of microtubules in vitro. By virtue of a functional scaling, the free energy for MT systems in a gravitational field was constructed. The influence of the gravitational field on MT's self-organization process, that can lead to the isotropic to nematic phase transition, is the focus of this paper. A coupling of a concentration gradient with orientational order characteristic of nernatic ordering pattern formation is the new feature emerging in the presence of gravity. The concentration range corresponding to a phase coexistence region increases with increasing g or NIT concentration. Gravity facilitates the isotropic to nernatic phase transition leading to a significantly broader transition region. The phase transition represents the interplay between the growth in the isotropic phase and the precipitation into the nematic phase. We also present and discuss the numerical results obtained for local NIT concentration change with the height of the vessel, order parameter and phase transition properties.

The extraordinary importance that has been attached to money throughout the ages may be appreciated when such modern writers as Alexander Delmar suggest that the history of money is the history of civilization. While this view is not accepted by most writers of the subject, all are nevertheless agreed that money plays a role of enormous importance in the affairs of men. Even in the classics are found quotations which stress this importance of the pecuniary unit upon ethical as well as economic standards.

The process of prophage integration by phage λ and the function and structure of the chromosomal elements required for λ integration have been studied with the use of λ deletion mutants. Since attφ, the substrate of the integration enzymes, is not essential for λ growth, and since attφ resides in a portion of the λ chromosome which is not necessary for vegetative growth, viable λ deletion mutants were isolated and examined to dissect the structure of attφ.
Deletion mutants were selected from wild type populations by treating the phage under conditions where phage are inactivated at a rate dependent on the DNA content of the particles. A number of deletion mutants were obtained in this way, and many of these mutants proved to have defects in integration. These defects were defined by analyzing the properties of Int-promoted recombination in these att mutants.
The types of mutants found and their properties indicated that attφ has three components: a cross-over point which is bordered on either side by recognition elements whose sequence is specifically required for normal integration. The interactions of the recognition elements in Int-promoted recombination between att mutants was examined and proved to be quite complex. In general, however, it appears that the λ integration system can function with a diverse array of mutant att sites.
The structure of attφ was examined by comparing the genetic properties of various att mutants with their location in the λ chromosome. To map these mutants, the techniques of heteroduplex DNA formation and electron microscopy were employed. It was found that integration cross-overs occur at only one point in attφ and that the recognition sequences that direct the integration enzymes to their site of action are quite small, less than 2000 nucleotides each. Furthermore, no base pair homology was detected between attφ and its bacterial analog, attB. This result clearly demonstrates that λ integration can occur between chromosomes which have little, if any, homology. In this respect, λ integration is unique as a system of recombination since most forms of generalized recombination require extensive base pair homology.
An additional study on the genetic and physical distances in the left arm of the λ genome was described. Here, a large number of conditional lethal nonsense mutants were isolated and mapped, and a genetic map of the entire left arm, comprising a total of 18 genes, was constructed. Four of these genes were discovered in this study. A series of λdg transducing phages was mapped by heteroduplex electron microscopy and the relationship between physical and genetic distances in the left arm was determined. The results indicate that recombination frequency in the left arm is an accurate reflection of physical distances, and moreover, there do not appear to be any undiscovered genes in this segment of the genome.

ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a Convention originally entered into by the governments of Costa Rica and the United States. The Convention, which came into force in 1950, is open to the adherence by other governments whose nationals participate in the fisheries for tropical tunas in the eastern Pacific Ocean. The member nations of the Commission now are t in addition to Costa Rica and the United States, Canada, France, Japan, Mexico, Nicaragua, and Panama.This report is a description of the organization, functions, and achievements of the Commission. It has been prepared to provide in a convenient format answers to requests for information concerning the Commission. It replaces a similar, earlier report (Carroz, 1965), which is now largely outdated. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de un Convenio firmado originalmente por los gobiernos de Costa Rica y los Estados Unidos de America. El Convenio, que entro en vigencia en 1950, se encuentra libre para que otros gobiernos cuyos ciudadanos participen en la pesca de atunes tropicales en el Océano Pacifico oriental se afilien a el. Las naciones miembros de la Comisión, además de Costa Rica y los Estados Unidos, son Cañada, Francia, Japón, México, Nicaragua y Panamá. Este informe es una descripción de la organización, funciones y resultados de la Comisión. Ha sido preparado para suministrar en forma conveniente respuestas a preguntas sobre la Comisión. This report is a description of the organization, functions, and achievements of the IATTC. It has been prepared to provide, in a convenient format, answers to requests for information concerning the IATTC. It replaces similar, earlier reports (Carroz, 1965; IATTC Spec. Rep., 1 and 5), which are now largely outdated. In order to make each section of the report independent of the others, some aspects of the IATTC are described in more than one section. For example, work on the early life history of tunas financed by the Overseas Fishery Cooperation Foundation of Japan is mentioned in the subsection entitled Finance, the subsection entitled Biology of tunas and billfishes, and the section entitled RELATIONS WITH OTHER ORGANIZATIONS. Due to space constraints, however, it is not possible to describe the IATTC's activities in detail in this report. Additional information is available in publications of the IATTC, listed in Appendix 6, and in its web site, www.iattc.org. Many abbreviations are used in this report. The names of the organizations or the terms are written out the first time they are used, and, for convenience, they are also listed in the Glossary.

Esta dissertação visa apresentar tendências do federalismo brasileiro com a promulgação da Constituição de 1988. Para tanto, ela se divide em três etapas. Na primeira, faz-se uma revisão bibliográfica que remete às origens do federalismo e às principais escolas debatedoras do tema. Observam-se muitas divergências entre essas escolas, mas enfatiza-se o consenso que existe em torno da característica marcante das federações: a descentralização política que confere autonomia aos entes federativos. O foco da segunda etapa é a descentralização na história do federalismo brasileiro. No que tange à passagem do Império unitário à República federativa, a dissertação recorre principalmente a relatos de importantes figuras políticas contemporâneas do processo de transição. Já no Brasil republicano, analisam-se as constituições federais e outros instrumentos legais e extralegais que deram forma e materializaram a federação. A essa análise, soma-se o suporte de historiadores e cientistas políticos para construir um panorama das diversas fases do federalismo brasileiro. Verifica-se que são conflitantes as opiniões sobre a autonomia de fato dos entes federativos, em especial nos períodos de ditadura. Na terceira etapa, parte-se do exame da transição da ditadura militar para o regime democrático e dos trabalhos da Assembleia Nacional Constituinte, em especial no que tange os debates acerca da descentralização. A posterior investigação do texto constitucional de 1988 revela um arranjo federativo que consagrou a autonomia de quatro entes federativos (União, estados, Distrito Federal e municípios), cooperativo, que descentralizou receitas, mas centralizou competências. Em seguida, estuda-se a distribuição de poder decisório entre os diferentes níveis de governo em matéria de finanças públicas, políticas sociais, segurança-pública e auto-organização. Conclui-se, então, que o arranjo, gerado em uma atmosfera favorável à descentralização, é marcado pela convivência com tendências politicamente centralizadoras, motivadas por estímulos heterogêneos
